Halloween's world celebrations Halloween dates back thousands of years to ancient Celts and Europeans. Although Halloween is now largely associated with the celebrations that take place across much of North America, where 65 percent of Americans decorate their homes and places of business in the Halloween spirit, Halloween is celebrated in various ways around the globe. * England: In the past, Brits tossed objects such as stones, vegetables and nuts into a bonfire to frighten away the spirits. These symbolic sacrifices also were used as a form of fortune-telling. If a pebble thrown into the flames at night was no longer visible in the morning, then it was believed that the person who tossed the pebble would not survive another year. Halloween fell out of favor after the Protestant Reformation spread through the country. However, in recent years some have begun to adopt the American tradition of trick-or-treating. * Hong Kong: A Halloween-type
festival in Hong Kong is known as "Yue Lan," which is the festival of the hungry ghosts. It is believed that, during this time, spirits roam the world for 24 hours. * France: Halloween is considered an American holiday by most French and was relatively unknown before 1996. * Ireland: Ireland is thought to be the birthplace of Halloween, and many of the same traditions of old are still practiced today. In addition to costumes and treats, individuals may play an apple-bobbing game called "snapapple," where participants have to try to take a bite of an apple suspended on a string. Children also play tricks on neighbors, including "knock-a-dolly," which is essentially a variation on "ring-and-run." * Spanish-speaking nations: Many Spanish-speaking nations celebrate "El Dia de los Muertos." It is supposed to be a joyous event where people remember friends and family members who have died. Candles and incense
are burned to help the departed find his or her way home. * Austria: Some people will leave bread, water and a lighted lamp on the table on Halloween night before going to bed. It was once believed that such items would welcome the dead souls back to Earth on a night Austrians considered to be full of strong cosmic energies. * Czechoslovakia: Czechs place chairs by a fireside on Halloween night. There are enough chairs for each living and dead family member. * Italy: Halloween traditions have just recently begun to blossom in Italy, where decorations and pumpkins are popular. While many of the traditions borrow from the Americans, there is at least one uniquely Italian tradition
taking place in the hill town of Corinaldo. La Notte delle Streghe, "The Night of the Witches," occurs in this town with music, dancing and a witchthemed fashion show that names Miss Strega (Miss Witch). * Australia: Halloween isn't as popular in Australia as it is in the United States and Canada. Australians may celebrate Halloween as Guy Fawkes Eve or Mischief Night. Children create mischief or get treats. Many Australians simply celebrate the holiday with a dance at their schools. Halloween is alive and well around the world. Perhaps this year North American families will want to incorporate some global traditions into their standard Halloween plans.

Signs of domestic violence Domestic violence is a problem that can affect anyone at anytime. Considering victims are usually frightened by their abusers, they often suffer in silence. The Domestic Violence Resource Center says that 1 in 4 women has experienced domestic violence in her lifetime. Estimates range from 960,000 incidents of violence against a current or former spouse, boyfriend or girlfriend to 3 million women who are physically abused by their husbands or boyfriends per year. Men can also be victims of domestic violence at the hands of their female partners, and abuse can occur between same-sex couples as well. However, the Bureau of Justice Statistics indicates that women ages 20-24 are at the greatest risk of nonfatal intimate partner violence. Domestic violence comes in many forms, including physical, emotional and verbal abuse. Many victims of domestic violence are battered into secrecy or are embarrassed that they are being abused and do not share their experiences with others. Others might not even realize that what they are experiencing constitutes abuse. But there are some signs of domestic violence that can be observed, and a third party may be able to intervene. * A partner who harbors unrealistic expectations: Experts say that those who engage in domestic violence are generally perfectionists and expect those around them to reach unattainable goals and their own perfection. Violence may result when things do not go off without a hitch. * A partner who is controlling: When a person insists their victim account for all of his or her time, the relationship may eventually turn abusive. This behavior generally stems from feelings of insecurity and poor self-esteem on the part of the abusive individual, which is then projected to the partner in terms of abusive
words or distrust. * Escalating threats: In many cases, domestic violence begins with verbal assaults that may develop into physical threats. Whether the abuse is verbal or physical, it can have profound and long-lasting effects on the victim. For those
who observe a person continually brow-beating a spouse or talking badly about him or her, this may be an indication of an abusive relationship. * A partner with a noticeable temper: Sometimes a temper goes hand-in-hand with domestic violence. An indi-

Despite the movies, books, historical references and personal delving into his story, there is much that is still a mystery about the story of Dracula -the mythological figure purported to feed on the blood of unsuspecting victims. The blood-sucking being explored in the novel by Bram Stoker is believed to have been loosely based on an individual from Romania credited with heinous and bloody crimes. Vlad III, also known as Vlad Tepes "Vlad the Impaler," descended from a father named Vlad II Dracul from the House of Draculesti. This was in the House of Basarab. These people were a family that had an important role in the establishing of the Principality of Wallachia, a geographical region in Romania. The Romanian word "drac," derived from the Latin word "draco," means both dragon and devil. Vlad III was a prince who spent much of his rule campaigning against the Ottoman Empire and its expansion. He was well known for impaling

Many people believe that Bram Stoker borrowed loosely on the tale of Vlad III to create his book. According to a book written by Nicolae Stoicescu entitled "Vlad Tepes," the author expresses resentment about how the historical figure of Dracula had been appropriated by the West and converted into a popular horror icon. He is quoted as saying, "This nonsense ascribed to Dracula [the novel] is highly popular and overshadows the true image of the Prince of Walachia. Those who would like to go on cultivating Dracula the vampire are free to do it without, however, forgetting that he has nothing in common with the Romanian history where the real Vlad Tepes whom we know by his deeds holds a place of honor."

If someone you know is trying to downplay frequent injuries, it may be a red flag. * Conflict avoidance: Usually those who are in abusive relationships try to avoid conflict and rarely speak up or voice their own opinions. * Personality changes: Withdrawal, inability or not wanting to meet up with friends, loss of enthusiasm, or any other personality changes may be indicative of someone that is being abused. Domestic violence is something that takes many forms and is often hidden. But there may be some warning signs that can be observed through an outside party.

As we look all around us, the same lifestyles that were in the days of Noah and Lot are so prevalent today and a vast number of people are, once again, in acceptance of these lifestyles and carry on as though all is normal. A prime example is one of NBC”s “hot” and new TV programs: “The New Normal”; a program that is trying to redefine God’s most precious and sacred institutions. The people of Noah and Lot’s days began to suppress the truth of God’s Word and we see evidence of that in our day. We, as God’s children, need to: • stand up and be counted. • stand up and not be ashamed. • stand up and not allow the truth to be suppressed. In other words, • stand up to be the “light” of the world as Noah and Lot were. • stand up to continually proclaim the Truth until Christ comes again. Every person in the country is unique and has an identifying name and numbers assigned to him or her that help regulate aspects of his or her professional and personal life. When some form of a person's identification is stolen, this is known as identity theft, and it can wreak havoc on finances and personal credit. There are a number of steps men and women can take to avoid being victimized by identity theft. In the United States, a driver's license and a social security number are used to identify individuals. (In Canada, individuals are issued social insurance numbers.) Credit cards are also issued in a person's name, and unique numbers assigned enable individuals on the account to make purchases on credit. From debit card PINnumbers to other sources of identification, the average person has a lot of information that separates him or her from others. Identity theft has become a prolific problem. Having so many sources of identity around makes it easier for identity thieves to target individuals. In a largely digital society, thieves have learned how to capture credit card numbers and access social security numbers from correspondence over the Internet or simply by reading magnetic-stripped cards right in a wallet. The identities of the deceased are also being stolen thanks to information published online. The Federal Trade Commission estimates that as many as nine million Americans have their identities stolen each year. According to a McMaster eBusiness Research Centre study, 6.5 percent of the total Canadian population reported being a victim of identity theft in 2007. Most identity theft cases involve fraudulent credit card transactions. There are different ways to protect yourself from identity theft. The first step is identifying the various ways thieves might gather a potential victim's personal information. * Simple stealing: Thieves can get personal information and credit cards simply by taking wallets or purses. Some take mail, including bank statements or newly issued credit cards, out of mailboxes. Some thieves take information from personnel records or bribe employees who may have access to this information. * Trash hunting: They say one man's trash is another man's treasure, and some identity thieves put this adage to the test. When individuals discard bank statements or credit card bills without shredding them, the papers can be taken out of trash cans or bags. Anything thrown out with a form of identification on it can be stolen and used. * Phishing, vishing and shmishing: Phishing is a term that describes identity theft tactics surrounding e-mail and Internet use. With phishing, individuals are lured to give out personal information via an e-mail that is thought to be from a reputable finan-
cial establishment. Anti-phishing technology has been developed to pinpoint phishing e-mails, but hackers and phishers have developed their own methods to thwart it. Physically asking for information over the phone is known as vishing. Information requested over texts or short messages is known as shmishing. * Skimming:Thieves use special devices attached to credit card readers to store data for later use. There are also devices that can read credit card information while the card is still in a wallet. * Pretexting: According to the FTC, pretexters use a variety of tactics to get personal information. For example, a pretexter may call, claim he's from a research firm, and ask a person for his name, address, birth date, and social security number. When the pretexter has the information he wants, he uses it to call that person's financial institution. He pretends to be the account holder or someone with authorized access to the account. The information may be later sold to a person looking to get credit. Now that many of the identity theft methods have been explained, protecting oneself involves taking precautionary steps. * Do not keep many credit cards in your wallet, and leave passports and social security cards at home. The less personal items you carry, the harder it becomes for would-be thieves to access your private information. * Consider a locked mailbox or use a post office box if you are concerned about mail theft. * Shred all papers containing personal information before putting them in the trash or recycling bin. * Always identify an individual before giving out personal information via phone, e-mail or text messages. Most financial institutions will not ask for information over e-mail or the telephone. If you are unsure, call the bank and ask for their policy. Also, even if the person is reputable, keep in mind that data can be intercepted over phone lines or through digital channels if they are not secure. * Watch your credit card as much as possible when using it for dining out or when it is taken out of your sight to be swiped. Routinely check your statements and credit scores to see if there were unauthorized charges made. Also, there are special wallets that prevent skimming of card information while the card is in your wallet. * When in doubt, do not give out any personal information. Try to do your business in person. Do not offer social security numbers to a survey-taker or anyone else contacting you over the phone. Being stringent in researching information requests can cut down on identity theft. Although some people can resolve identity theft quickly, for others it can take years and hundreds of dollars to repair their names. Taking a proactive approach to identity theft is the key to thwarting it.

BBB cautions consumers and offers tips to avoid falling prey BUFFALO, NY — Millions of Americans receive a steady string of automated telephone calls from “Rachel” at Cardholder Services, who claims your “credit card interest rates may increase” or wants to help you “lower your credit card rates.” The Better Business Bureau warns Up-

sentative would already have their credit card number on file,” said David Polino, Better Business Bureau President. “We would like everyone who receives these calls to do as these savvy consumers do — hang up! These calls continue because they’re profitable for con artists. It’s important for consumers to know that most robo callers will hang up when consumers ask them questions.” BBB warns these kinds of calls generally begin with recorded messages that include statements like: “There is a problem with your account,” or “Your account is in good standing however it is urgent that you contact us concerning your eligibility for lowering your interest” or, “This is our final attempt to reach you since you’ve not responded to our other calls to discuss your credit card debt.” Automated messages invariably do not include the name of the company, but may claim to be with Card Services or Card Holder Services in an attempt to dupe consumers into thinking their credit card company was contacting
them. If consumers are caught by a “live operator” they would likely hear a sales pitch where representative ask for credit card numbers and claim they can lower interest rates or they can help to prevent an interest rate hike. BBB warns consumers against these traps and reminds them that many credit card companies will negotiate better rates for consumers who meet their criteria if they contact them on their own. Unfortunately some consumers report to the BBB they’ve paid hundreds of dollars and in some cases over $1,000 — to have the ‘credit card firm’ contact their credit card company and negotiate lower rates. Consumers simply don’t need to pay any company a thousand dollars to negotiate lower rates on their behalf. BBB offers the following advice for consumers who receive calls from companies offering to lower their interest rate: • Never give personal information, including Social Security, bank or credit card numbers, over the phone to an unknown telemarketer. Always research the company with
the BBB by reviewing their Business Review at www.bbb.org. • When considering any company offering any type of financial assistance, insist on getting a contract in which all terms and conditions are clearly explained before signing up or providing credit card or other payment information. • U.S. consumers can place their home phone number on the federal Do Not Call list by visiting www.donotcall.gov . If the consumer’s number is already on the list but continues to receive telemarketing calls — or is receiving robocalls on a cell phone — he or she can use the same Web site to report the incident to the FTC. While the Do Not Call is helpful, it’s not perfect. Consumers will be happy to know help could be on the way. The Federal Trade Commission announced an enforcement action on last month that may curtail these bothersome and malicious calls.
