The building has a large, complex roof with a dropped circular element which encloses the debating chamber for political leaders. this roof is made from a Wester red cedar timber, a high quality material.

The building is cheaper and smaller than the Scottish Parliament, with a huge ethos on designing and constructing in a sustainable manner.

The building tries to push openess through its transparent elements. The public spaces are elevated on a plinth and cut away to allow daylight to penetrate through the glazing to light up the administrative spaces.

Similar to the Riechstag in Berlin, Germany, there is an opportunity to view from higher levels down to the chamber with the use of glass. The material is perhaps the most suitable to represent democratic values, with the use of glass able to represent openess and transparency within an organisation. This material is used across the building, used in balustrades and even the overall envelope of the building, meaning views are made in and out of the building at all times.

The strategy is dependant on the demands of the various internal spaces; mechanical ventilation is used in the debating chamber, where as the public lobby is naturally ventilated. Heat exchangers are used as a way of using the ground as a way to cool the building, as well as thermal mass of the public plinth can control the temperature of the internal environment.

Even though the main debating chamber is so central and important to the building, the program also includes exhibition and educational spaces, a cafe, committee and meeting rooms. There are also press facilities, offices for principal officers of the council, as well as a member’s lounge.

In these ways, the servicing of the building costs a lot less to control its heating costs, as well as natural daylighting able to light up the spaces.

One of the aspects which made this building controversial was that most of the office spaces are not in this building, instead at one next door.

Glazed Flooring People are forced to not get close to the central core with a glazed ooring surrounding the centre which allows people to look below into the boardroom, allowing the mirror function to work too
