子洛積極跟進區內大廈石屎剝落情況，除了親自視察
運後違泊問題更趨嚴峻。子洛積極在區議會上爭取增加
外牆破裂的八文樓外，亦在運房會上質詢屋宇署和民政
區內泊車位，包括在石壁道、眾坊街等路段加設咪錶
處，敦促政府改善強制驗樓法定通知的處理系統，執強

Leo responded to incidents of concrete falling within the district by personally inspecting the exterior of buildings in Ferry Point. I have also inquired with the Buildings Department and the Home Affairs Department at the Traffic, Transport, and Housing Committee of the District Council regarding the inefficiencies of the current Mandatory Building Inspection Scheme and urged the Government to strengthen law enforcement to prevent similar incidents from recurring.
Illegal parking is exceptionally severe in the Yau Tsim Mong District, especially after the closure of the Yau Ma Tei Carpark Building. Leo has advocated for an increase in parking spaces, such as adding parking lots on Cliff Road and Public Square Street at the District Council. I have also repeatedly requested the Transport Department to convert vacant government sites into temporary parking areas to address the problem of illegal parking.

Due to the large number of old buildings in the Yau Tsim Mong District, long-term lack of maintenance has led to severe water seepage problems. Leo requested the Joint Office for Investigation of Water Seepage Cases to introduce more accurate ultrasonic and infrared thermal detection methods. Simultaneously, Leo has consistently responded to water seepage complaints and discovered several cases of water seepage that posed a structural threat to the neighbourhood. I have referred these cases to the Buildings Department and urged them to perform emergency maintenance.

Leo opened the office as a meeting venue for corporations inside and outside my electoral constituency. Also, Leo offered consultation services on property management and assistance with building maintenance.

Therefore, I have been actively involved in projects related to conserving historical monuments. I have urged the Antiquities Advisory Board to conduct assessments and maintenance of the Yau Ma Tei Service Reservoirs. I also advocate for conserving neon light signs and revitalizing streets like Temple Street with unique Hong Kong characteristics.

A 66-year-old man died in a restroom at Hung Hom MTR Station last year. Leo assisted the victim's family in hosting a press conference, and taking legal actions against the MTR Corporation for their possible negligence. MTR had installed motion sensors in all accessible restrooms after the incident. Leo continued striving for the installation of motion sensors in all publicly accessible restrooms in Hong Kong.

Dear residents in Yau Tsim Mong, The last meeting of the Yau Tsim Mong District Council was finished on 14 September. I sincerely thank the voters for all their support and trust. In this 4-year term, the Yau Tsim Mong District has encountered various issues, such as the outbreak of the COVID-19 pandemic, the redevelopment project of Yau Ma Tei and Mong Kok area, serial concrete falling incidents from old buildings, the re-shuffling of night economy, the commencement of several facilities in the West Kowloon Cultural District, and so on. I had also taken the hot potato in July 2021 as becoming the vice chairperson of the Yau Tsim Mong District Council. Under the circumstance of the massive number of empty seats after the disqualifying storm, I picked up many district affairs outside of my original constituency, including Yau Ma Tei, Jordan and Tsim Sha Tsui, involving macro topics like urban renewal, rezoning and microservices like handling water seepage cases and holding IO meetings. I hope this work report can demonstrate all of my work progress in the pass four years yet the space is limited. Moreover, the office offers residents recycling services to raise awareness about protecting the environment.

This includes urging Wai Chi-sing, the Managing Director of the URA, to establish a 'District Urban Renewal Forum' in Yau Tsim Mong to enhance the planning of district-level urban renewal. Leo is also concerned that rebuilding old buildings right after large-scale maintenance works may result in wastage. Therefore, I have requested the Urban Renewal Authority to provide further explanations and better planning.

He also gave suggestions to the Home Affairs Department to improve public health policies, particularly addressing the lack of cultural sensitivity in implementing quarantine measures for ethnic minorities.

Leo purchased masks and anti-epidemic service bags using a total of 3.6 million HKD funded by the District Council's Community Involvement Program. Besides, Leo acquired and distributed masks from overseas during the early stages of the COVID-19 pandemic with the help of philanthropists, cooperating with the residents to fight against the virus.

The survey showed that 43% of residents preferred a flat-for-flat scheme. Among them, 92% of property owners and 98% of tenants wished to be relocated within the district. Relocating to the rest of Kowloon was the second most popular option, with 31% of property owners and 57% of tenants willing to accept this proposal. These figures indicate that the majority of residents prefer to be resettled within the district after redevelopment. Therefore, Leo conveyed the residents' opinions to the government and proposed a compensation initiative of relocating residents in the same neighborhood to a new settlement within the same district, aiming to preserve their sense of community. However, the Urban Renewal Authority has not yet provided a satisfactory proposal. Leo will continue to follow up on the issue and advocate for reasonable arrangements.

Leo has always been striving to build a tunnel directly to Kwong Wah Hospital from Yau Ma Tei Station. In response, the government proposed a "mediocre plan" in 2022, which involves building a tunnel with lifts and stairs at the junction of Waterloo Road and Tung Fong Street. Albeit it was better than nothing, it fell short of our expectations. As a result, it was rejected by the District Council. Leo urges the Government to "focus on the results" and make efforts to find a more beneficial solution.

I have requested the government to prohibit karaoke-like singing stalls and advocated for regulating singing activities to be conducted indoors. Kingʼs Park
京士柏公園是油尖旺區難得一見的綠 化帶，子洛以提呈文件、發起聯署、 約同政府部門實地視察等方式爭取改 善公園設施及綠化，促使署方從善如 流，為公園重舖麻石地磚、遊樂場軟 墊，為水塘山加設單槓設施、重舖草 皮，於衛理道加設寵物共享公園，並 為區內補種更多樹木。
Kingʼs Park is a rare greening belt in Yau Tsim Mong. Leo promotes the improvement of facilities and greening by submitting papers, initiating joint-signing petitions and inviting the government for site inspection. As a result, the LCSD repaved the park with granite; the playground with new rubber mats; re-sod the reservoir cover; installed fitness equipment; opened Wylie Road sitting-out areas for pets; and planted more trees.
Avenue of Stars
一海之隔的港島區海濱長廊早已全面 劃作寵物共享公園，但海港另一邊 的九龍卻未能與時並進。子洛於區議 會多番爭取開放尖沙咀海濱供寵物進 入，終於去年打開缺口，成功改劃星 光大道為寵物共享公園。
Hong Kong Island's promenades have been converted into pet-inclusive parks for quite some time. However, the other side of the harbour has yet to catch up. Leo has consistently advocated for repurposing the Tsim Sha Tsui promenade. After multiple efforts, the Avenue of Stars has been successfully converted into a pet-inclusive park.
