In addition to these existing services, the proposal contains at-grade commercial opportunities on site. The design of the proposed building will be compatible with the existing and planned form of the Downtown planning area design and will adhere to both the City of Barrie Official Plan design policies, tall building policies, the Urban Design Manual and the Intensification Area Urban Design Guidelines.

The site is within walking distance to several key destinations including the Barrie City Hall, Barrie Public Library, Service Canada Centre, MacLaren Arts Centre, Barrie Waterfront, as well as local service commercial and retail amenities located within a 5 minute walk of the Subject Lands. Given the central location of the Subject Lands within the Downtown, the proposed height of 15 storeys reflects an emerging trend within the City. This is demonstrated through existing heights ranging between 1 to 15 storeys, and proposed development applications ranging between 8 to 40 storeys. Furthermore, the Subject Lands are located within less than 500 m of the Barrie Bus Terminal, thereby meeting the definition of a Major Transit Station Area (“MTSA�) in the Growth Plan. Given this, the proposal will assist the City in achieving minimum density targets set out for these areas, and will be comparable to other emerging development within this area. Overall, the proximity of these identified destination will play a key role in supporting the development that is proposed for the site.

THE PROPOSAL

Proposed Building 15 Storeys

Mulcaster Street

The proposed building design will consist of a recessed first storey providing pedestrian weather protection from the 2nd to 4th storeys above. This overhang will provided additional setbacks at grade along the north and east facades to provide enhanced pedestrian areas. While the 5th to 13th storey will be stepped back from the edge of the podium to reduce the tower massing. An addition stepback at the 14th storey along the south facade is proposed to assist with transition and soften overall height. The proposed building design will respect the adjacent heritage building by introducing complementary architectural materials and color tones that will enhance, and not take away from, the importance of the armory. The proposal further utilizes a mixture of materials and architectural styles to create rhythm and visual interest within the overall Downtown area, that will also screen the podium parking.

The wider pedestrian walkway will allow residents and visitors to be able to walk around the Subject Lands and experience new views of the armory from an elevated height to draw attention to the adjacent historic building. Likewise, the ground floor condition at the intersection of Collier Street and Mulcaster Street will further assist with framing the street edges by locating active uses at grade via the residential lobby and commercial space to encourage pedestrian activity and foster social gathering opportunities. To this end, the proposed ground floor height of approximately 4.0 metre, that will accommodate the proposed commercial use at grade and provide a pedestrian scaled development.

U/G PARKING ACCESS DOOR (F.F.E. 231.38)

A total of 112 parking spaces will be provided for both residential, visitors, and commercial uses within a combination of 3 levels of structured and 1 level of underground parking. Access to the proposed loading area will be via the existing lane way south of the heritage building from Mulcaster Street. This design seeks to remove the current vehicular access and curb cut along Mulcaster Street, and utilize an existing access off of Collier, further enhancing a safer pedestrian realm.

By developing new urban typologies, this thesis is trying to develop a multi-layered pedestrian system in downtown Toronto that is dynamic and temporal. Design strategy

From forest to the seafront, the whole street is apporximately 1,600m wiht 78m height difference(average slope of 4.7%).

Messy plants and fence make the pedestrian under poor condition and without experience diversity

Redesign the edge of stream bed to make it open, and pan the pedestrian into the green space.

The steep slope makes the urban runoff directed along the street orientation. This runoff will bring the pollutants from the urban area directly to the sea gulf

Retaining walls and fence are built along the street to solve to slope and grading issues,which block the public buildings and sidewalk

Change the grading on those possible sites into step terrace palza to repalce the retaining walls and fence.

Parking space is not adequate. The common parking way at the site is side parking now

Propose parking bay along the street with planting and bioswale as buffer to block parking on the pedestrian.

Existing central mediam only works as a seperator and decoration

Set street profile as a slope to centre. The curb of central mediam will has gaps in between to absorb stormwater.

The street with retaining wall and fences seperate the several blocks which cut the connection for the area.

Propose connecting structures crossing the street which increase various programs and conncetion.

The street is between two most valuable and vulnerable ecological site forest and gulf, which seperates ecological system. Small green areas in the city are isolated into small pitches.

Tritis Septemvrous Street, from forest to seafront, in the city of Thessaloniki is carrying ecological, cultural and commercial functions. The design is committed to the principle of balancing the needs of all street users. In addition to transportation, the street also services a variety of social, recreational and ecological needs, improve the quality of urban life of Thessaloniki City residents.

Major themes and ideas of this design proposal include: Increasing security, reducing potential accidents of automobile drivers, bicyclists and pedestrians Exploring space and extending people activities, creating economic value for public spaces, including outdoor commercial space Optimizing bus service, conducting traffic flow, and reducing delays and excessive speed Enhancing parking efficiency, allowing guests to reach all destinations easily Improving ecological system and increasing stormwater management capacity

East Fonthill is a picturesque community in the Town of Pelham, surrounded by stunning scenery and framed by the Niagara Escarpment.
