BACS’ experience in permit acquisition for real estate development projects began in the 1990s when Lucille Balce-Angeles joined her father’s business offering geodetic engineering services with permit acquisitions as its secondary service. Projects include residential and commercial condominiums and subdivisions, office buildings, hospitals, warehouses and schools among others.
In 1999, with her father’s blessing, Lucille Balce-Angeles founded Balce-Angeles Consultancy Services (BACS), a sole proprietor company registered under DTI.
In 2015, BACS Premier Unlimited Services Co., a partnership between Lucille Balce-Angeles and Anthony P. Angeles was established and registered with the Securities and Exchange Commission.

Lucille Balce-Angeles earned her Bachelor’s Science degree in Civil Engineering from the University of Santo Tomas in 1991. She earned her Masters degree in Environmental Management from the Ateneo de Manila University and University of San Francisco in 2005.
In 2011, she graduated from De La Salle - College of Saint Benilde where she took up a Diploma Program in Real Estate Management. She is a Licensed Civil Engineer and Real Estate Broker. Her Primary & Secondary Education was spent in St. Scholastica’s College, Manila.
Lucille Balce-Angeles is married to Anthony P. Angeles and a mother to Abigail Angeles-Manalo and Kirstie Angeles.
