Rebels attack police station in ESamar BALANGKAYAN, ESamar --- Some 25 members of the Terrorist New People’s Army raided the Police Station of this town, and carted away a number of firearms and laptops, recently. Balangkayan PNP Chief P/SInsp. Gilberto Colima, during an interview said that his personnel failed to defend their station because most of them were having dinner. He said that two Duptours van stopped in front of their station and because their station is just along the highway the presence of the van stopping in front of it, is considered normal situation. This was the reason why the cops didn’t mind it. However, he said his men were caught unprepared when the armed men fired their guns at them. He also admitted that his men were not able to move the criminals were poking guns on them.

Colima disclosed that they loses 9 pcs M16 rifles, 1 shot gun and 2 9mm pistol of the duty officers. He said that there are 10 personnel on-duty that night but because the four others went home to eat their dinner. Colima said that he too had just left the station to have dinner with his family in in their home when the Terrorist NPA arrives. Colima said that the NPAs hired the van in the nearby Municipality of Maydolong before going to Balangkayan. He said that after the attacked of their station, the two Duptours van with the NPA’s boarding went back to Maydolong where a hot pursuit is on-going with elements of the 14th IB of the Philippine Army. He added that the NPAs are all wearing military pants with military boots but all wearing sweatshirts. RCD

27 NPA rebels and supporters surrender, yield firearm CAMP LUKBAN, Catbalogan City - A member of New People’s Army (NPA) operating in Eastern Samar voluntarily surrendered to 801st Infantry (Bantay at Gabay) Brigade stationed at Brgy Fatima, Hinabangan Samar on March 2, 2016. In a report from Colonel Perfecto M. Rimando, 801st Brigade Commander, the NPA surrenderee was identified as Arturo Pajanustan y Norcio, a Pogoy former member of Front Guerilla Unit (FGU) operating in Eastern Samar. Pajanustan surrendered with one (1) M1 US Garand bearing serial number 1535128 around4:30 p.m. Wednesday, and is now undergoing debriefing and proper documentation. Meanwhile, another NPA member identified as Rechan Pernis y Dejon, a Alvin/Gil former Team Leader Team Uno Apoy Platoon, Front Committee-Leyte, Eastern Visayas Regional Party Committee (EVRPC) surrendered without

firearms to the 19th Infantry (Commando) Battalion stationed at Brgy Aguiting, Kananga Leyte on same date. Moreso, in Eastern Samar twelve (12) former NPA members and thirteen (13) supporters voluntary surrendered to 14th Infantry (Avenger) Battalion without firearms on 26 - 28 February 2016. Rebel-infested town now insurgency-free KANANGA, Leyte – This town, which is the host of the biggest geothermal plant in Asia and previously known as rebels-infested town, is now insurgency-free municipality. In a ceremonial signing of Memorandum of Agreement (MOA) recently, the security forces and the local government unit jointly declared the town as Stable Internal Peace and Security area. The joint declaration was pursued upon the recommendation of the Philippine Army’s 19th Infantry Battalion and the subsequent legislation of Resolution No. 20R.14791 by the 20th Sangguniang Bayan of Kananga, Leyte. Signatories to the MOA were Col. Francisco Mendoza Jr., Commander of the 802nd Infantry Brigade, P/SSupt Franco Simborio, Director of Leyte Police Provincial Office who was represented by Superintendent Erwin Portillo, and Mayor Elmer Codilla. The event was also witnessed by Lt Col Roberto Sarmiento, the newly installed Commanding Officer of the 19th Infantry Battalion, Chief Inspector Ricky Reli, the Chief of Police of the Municipality of Kananga and ViceMayor Macario Lumangtad Jr. Mayor Codilla considered the joint-declaration as an achievement not only of the Local Government Unit but also of the barangay officials and the stakeholders of Kananga. He also cited that the LGU’s capability to address

the services needed by the constituents as a key factor in the attainment of the town’s present state. Previously, the 19th Infantry Battalion declared 15 Leyte towns as Stable Internal Peace and Security areas. These towns are Matag-ob, Merida, Palompon, Tabango, Barugo, Babatngon, San Miguel, Leyte, Pastrana, Tolosa, Dagami, Calubian, Sta. Fe, Alangalang and Tunga. The aforesaid towns were declared insurgency-free or Stable Internal Peace and Security because the actual threat of the Communist Terrorist Movement (CTM) is already downgraded and is no longer significant to influence the residents. Col. Mendoza, during an interview said that he is optimistic that the declaration will further attract investors to establish business in the town. He said that that it is a clear indication that the municipality is developing. He emphasized that the declaration of Kananga, Leyte as Stable Internal Peace and Security area is the result of the strong coordination between the Philippine Army, LGU, PNP and other stakeholders. “We cannot achieve it alone. But we will continue with our effort to attain just and lasting peace in Kananga, Leyte”, Col. Mendoza said. The activity was also part of the lined up activities in connection with the commemoration of the Fire Prevention Month. This year’s theme is “Kaalaman at pagtutulungan ng sambayanan, kaligtasan sa sunog ay makakamtan.” According to F/Insp. Concesa Asumbrado, the Deputy Fire Marshall of Ormoc Station of Bureau of Fire Protection (BFP), although the open house activity was only conducted last Thursday, the department has already started to conduct an intensive campaign on fire prevention and safety awareness program since March 3. Part of the activities was visiting schools and was holding a brief orientation right after the flag ceremony. During the open house activity, the

school children were first oriented on how to properly put on fire protection suit. A short fire drill was also conducted wherein the children were allowed to hold the nozzle and pass on the hose to other children. Then the firemen demonstrated to them the actual firefighting action while holding the hose firmly. In an interview, A grade 6 student Josephine Suico said she was glad to learn something about firefighting. She also informed that part of the objective of the visit was to comply some requirements on their science subject. Chris James Suico, also a Grade 6 pupil admitted that he realized how difficult firefighting is and that he now understands the role of a fireman in the community. But when he was asked if he ever wanted to be a fireman someday, he said he was not sure yet. And for the meantime, he said he will help his parents inform his younger siblings to avoid playing with matches. RCD

was a result of collaboration between the local government and some non-governmental organizations (NGOs) that supported the town’s endeavour on children’s affair. Part of the criteria in selecting the recipients is the implementation of Day Care Programs. Based on record of the town, there are only 16 barangays but the local government was able to establish a total number of centers into 27 today. Another point is the implementation of supplemental feeding which is also being supported by NGOs and the regular conduct of information dissemination effort on child welfare in all barangays. She added that these NGO’s are also helping the LGU in the information dissemination concerning children’s protection against abusers. Frank Huang, a Taiwanese investor and partner of SEPALCO said a total 188 solar panels have been set up in a 70-hectare property. These solar panels are designed to absorb sun rays as a source of energy for generating electricity. “We wanted to achieve that the green society in the Philippines will start from this project, which is our first in the country,” he added. The project, according to Huang, is designed for 25 years. It is guaranteed through a contract with the Department of Energy for 20 years and expandable for another 5 years. Huang said they have a plan of increasing their investment in the Philippines by next year through a 100-MW solar facility. Ben Castillo, SEPALCO president said that the project was conceptualized after

supertyphoon “Yolanda” ravaged several towns in Leyte and Tacloban more than two years ago. The group started the project late last year. “We thought of bringing the project to help alleviate the condition of the locals after the typhoon,” he added. “We are thankful that Mr. Huang stayed and partnered with us because other weak hearted investors would have run away because of the situation,” Castillo said. Huang is one of the prime movers of Buddhist Tzu Chi Foundation, one of the first groups who came to Leyte to comfort victims. The project, according to Huang was designed to withstand 250 kph wind speed, anchored and piled at a five-meter deep compared to a 1.4 meter deep of their regular projects in other countries. They also reduced the design that instead of a 90-centimeter high of panels, they only made it 37 centimeters to withstand strong winds. PNA

When former President Fidel V. Ramos raised the hands of Presidential candidate Davao City Mayor Digong Duterte, many eyebrows also raised. Since Ramos stepped down after his term, it is already a public knowledge that he is a big influence to his predecessors or the presidents after him. Everybody knows that when former President Erap Estrada was kicked out from the Palace, Ramos played a big role in that decision. And, even if nobody would agree, the plot to cheat FPJ and install former President Gloria Macapagal-Arroyo had his blessing. And, when the conspirators agreed to install President Noynoy Aquino as Arroyo’s predecessor, Ramos has still played a big role. Now, everybody can say, action speaks louder than words. When Ramos raised the hands of Duterte, you can already count on it. Duterte will be the next President of this country. The two are good friends. Duterte is actually, the first choice of Ramos. It was Ramos who first convinced Duterte to run for President because the former President, the mayor is very much capable to change this country from a dull girl into an active teenager who is ready to accept suitors. The problem might be on the Vice Presidential choice. The older former leader also had an eye to Congresswoman Leni Robredo aside from Senator Alan Peter Cayetano. Ramos sees the sincerity and purity of Robredo while considering the braveness and determination of Cayetano. Either of the two would mean good leaders and compliment to Duterte’s leadership. But some of Duterte’s supporters believe otherwise. They don’t believe that Robredo would compliment Duterte’s brand of leadership. According to them, Robredo might be a liability instead. However, if ever Senator Cayetano wouldn’t make it, he will still have a big position in Duterte’s administration. He will be best qualified as the Executive Secretary or Secretary of DILG. Cayetano is slowly becoming polisher of Duterte’s speeches. Meaning, he makes sure that Duterte’s message is being conveyed into clearer dimension. But both of them win, they will be the best tandem this country would ever have. FVR knows this.

PNP high-ranking officer condemns rebels’ attack at Balangkayan police station TACLOBAN CITY -- Acting Regional Director of PRO8 P/ CSupt. Jose Erwin T Villacorte, has condemned the recent rebel attack on the Balangkayan Police Station.
