The victim, along with eight other youngsters were having fun near the canal when the suspect, who was reportedly under the influence of liquor arrived at the place and fire his gun to the ground and later pummeled the head of the victim without any provocation. He related that when Marson arrived, he immediately fired his gun on the ground. The youngsters wanted to leave the place right away due to fear, but Marson was able to walk near him and suddenly poked his gun to him and then hit him in his head. Marson was allegedly carrying two short firearms during the incident. The victim told that the he was trying to cover his head when the gun was poked at him which made him not able to anticipate the pummeling. He said that when he fell to the canal, the chairman uttered words that he didn’t understand until the gun was pointed again to him asking him if he wanted to die in the canal. He said that a friend helped him to come up from the canal, and then he found out that he was bleeding. Marson kicked him again which made him fell again into the canal. He also said that he learned that Sammy Lunzaga, the tanod-on-duty that day was also drunk. Mendoza said that he heard that Lunzaga had told the youngster to just go home and not hang out near the canal. The youngsters reportedly argued with the tanod explaining to him that they saw no reason of leaving the area since they were doing nothing

was hit in his feet. Jugar revealed that there were 8 of them seating at the irrigation canal gutter when the tanod arrived and asked to go home. But they told him that they will leave at 10. Jugar said the tanod accused them of being abusive teens. The tanod after a while left the area and Barangay Chairman Marson arrived. He said he was about to start his motorcycle to go home after realizing that it was the barangay chairman. They paid him courtesy by greeting him "good evening". But the Chairman suddenly pulled out a gun and immediately fired this to the ground near his feet. The bullet missed his motorcycle but he was hit by a splinter in his right feet while Longakit was hit in his neck. Jugar said that Chairman Marson poked his gun to his other companions specially Pitogo as he pulled out another revolver gun from his pocket. On the other hand, Marson during an interview disclosed that his tanod recorded that these youngsters were staying in the area to manhandle passers-by. He said he instructed his tanods not to allow the youngsters to stand by this area because he was receiving a complaint of manhandling from these youngsters. And that he got irritated, upon arriving home coming from the city, to see many youngsters staying at the outpost. He said that he went home, changed clothes and planned to go the outpost to know who these people were. He added that upon arrival of the area there was already a tanod talking to the youngsters telling them about his order not to allow
hang out at the outpost because of the reported manhandling complaint some weeks ago. But these youngsters talked harshly to his tanod arguing that nobody can tell them what they must do. These youngsters didn't notice that he was listening a meter away. He said that when Pitogo seemed to show a rebellious act, he shove him causing him to fall to the irrigation canal. Marson said that it was the concrete structure of the irrigation that hit Pitogo's head and got his wound from. Marson explained that he was just explaining to the youngsters that they should respect the tanod as "agent of persons in authority" and that he was that "person in authority". But the youngsters were just so arrogant. And then, when he noticed that Pitogo was bleeding he asked for a vehicle to bring him to the hospital. Marson admitted that he really brought the seven other youngsters to the vehicle whose intention was just to follow Pitogo and his cousin who volunteered to bring him to the hospital but since they went to the police station to asked the police to record the incident, he also asked the police to record what these youngsters did to his tanod. Barangay Chairman Marson denied pummeling the head of Pitogo with a gun, although admitted that he was shoved him causing him to fall to the canal. He added that it is their right to make this case a bigger one. He also denied pulling out two guns and firing them. The bigger issue here, he said, that several complaints of manhandling from these youngsters had already reached his attention. RCD

Opinyon

It is now trending. Various groups in the society are pushing for Rudy Duterte to run for President in 2016 elections. He may win for apparent reason -- people are already tired of bad people in the government. They now want to have a "better bad leader" with "good motives" in his badness. The Duterte for President Movement is roaming around the country to organize people who have the same sentiment. People who don't really like the Duterte's brand of leadership but admire him of maintaining reliable peace and order situation in Davao City. And, those people who do not favor summary killings but appreciate the result. People of Davao like him and fear him including those that are involved in all kinds of illegal activities. Duterte said to be ignoring the movement and doesn't really in the inclination to consider running for the number one post in t h e c o u n t r y. He was even quoted to have said that it would be better for him to retire rather than becoming the President of the country. But this movement said that Duterte may be convinced to run if there is at least six million signatures. Six-million signatures mark is easy to acquire. The movement can surpass the six million mark. It can even get more than a ten-million mark from all over the country. Duterte is known for his summary killings but he has never been proven guilty. No one has filed a case against him. Nobody seems to be strong enough to speak against him. And, if Duterte becomes the President of the Republic, what will happen? We will see if he makes it.

From the scene of encounter, the government troops recovered five (5) improvised explosive device (IED), five (5) electrical blasting caps, 1,500 meters electrical wire and two (2) back packs. The land mining incident was a clear violation of Part III, Article 3, No. 15 of Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) that specifically prohibits the use of landmine. The government and the national democratic front (NDF) which represents the communist party of the Philippines (CPP) and the new people’s army (NPA) signed CARHRIHL on March 16, 1998. released last 2013, the NPA utilization of landmines in the last 10 years has resulted to the deaths of 113 people and injuries to 262 others. Recently, on March 2, 2014, the NPA apologized to the civilians hurt by a landmine blast conducted by its unit in Davao del Sur. In the said incident Five (5) PDRRMC members of Davao del Sur were critically hurt when their vehicle was ripped by a landmine blast. The incident clearly shows the danger posed by landmine use of NPAs. Maj General Jet B. Velarmino, Commander of the 8th Infantry Division lauded his troops in performing their duties. "I commend the dedication and bravery of the troops that recovered the high powered firearms from the NPAs and those that were wounded in action.” “Also, I express my deepest condolences to the families of the troops who were killed in action. Their death will not be forgotten, they died a glorious death in the service of the Nation and the Filipino people. They are the epitome of modern heroes and I salute them.”
"It is sad that the NPA once again showed disrespect to the CARHRIHL, and the Ottawa Treaty where the used of landmine is clearly prohibited. The NPA act shows treachery as they professed to be human rights advocates, but do otherwise. If they do not honor CARHRIHL signed by NDF that represented them and the Ottawa Treaty signed and ratified by 161 states, how can the masses in the countryside rely on their verbal promises?” He confidently added, "The death of our soldiers will not deter us in pursuing our commitment to win the peace, albeit it adds fire to our desire to do more community services to our people. The series of encounters is expected as we are now in the last phase of our plan to eradicate the remnants of the NPAs in Samar and Northern Samar. Soon enough, we will be able to declare the two provinces as Manageable Conflict and Development-ready. In this token, we invite all peace stakeholders to add their voices in the desire for peace. Let us shun violence, such as the violence being perpetrated by the NPAs.” RCD

GK Bayani Challenge 2014 culminates, surpasses target ORMOC CITY - The Gawad Kalinga Bayani Challenge 2014 formally culminated with a very simple program after the 116th Independence Day celebration last June 12. Volunteers participated in the thousands of Ormocanons of the Independence Day parade around the city to show their volunteerism. The Bayani Challenge 2014 was launched in Alang-alang Leyte last April 5 where GK National Event Head Jose Mari Oquiñena invited everybody including the whole family to volunteer. They targeted 1 million volunteers in all Bayani Challenge venues in the country including 100,000 volunteers for Leyte. According to Jose Emilio Oquiñena, Bayani Challenge National Operations Head and younger brother of Usec. Jose Mari Oquiñena, that they surpassed Leyte’s target. “As of last week without counting this week, we reached 125,000 volunteers,” Oquiñena said. and hoping that the spirit of what they started for the Bayani Challenge will continue. “ Yung pagtutulungan, yung pagbabayanihan ay magtuloytuloy dito para mapadali ang pagbangon nating lahat,” he said. The younger Oquiñena might not have the exact figure during the interview but he recalled that in two months in different levels that they started, they finished about 300 plus units. And the volunteerism still continues until it is done. He also said that not all units were already occupied but in time it will be turned-over to the right recipients. GK Bayani Challenge recognized the invaluable support and active participation of the city government of Ormoc thru Mayor Edward “Ondo” C.
