4th LED expects P1.8B projects for 4th district this year
ORMOC CITY -- THE 4th Leyte Engineering District (LED) expects P1.8 billion worth of infrastructure projects will be constructed this year in northwest Leyte. The district alone has already 61 programmed projects worth P755 million. If those

KEITECH produces world class blue-collar workers again

KANANGA, Leyte -- A total of 172 trainees of the Kananga EDC Institute of Technology (KEITECH) are ready and equipped to join the work force after successfully earning their National Certifications (NCs) from the Technological Education and Skills Development Authority (TESDA). The trainees belong to Bathc 8 of the KEITECH’s scholars for the short-term course. For this batch, 74, obtained certificates in Electrical Installation and Maintenance (EIM), 54 are already certified Plumbers, and 44 are new Carpenters. The graduate are residents in Ormoc City, Kananga, Burauen, Capoocan, Carigara, Dagami, Dulag, Jaro, Julita, La Paz, Macarthur, Mayorga and Tabon-tabon in Leyte Province; Balangiga, Gen Macarthur, Guiuan, Hernani, Maydolong, Quinapondan, and Salcedo Eastern Samar and one Camarines Sur where Energy Development (EDC) also operates a geothermal power plant. KEITECH offered a special threemonth long technical vocational training program for more than 1,000 residents of Leyte and Samar to help Yolanda survivors move forward as well as fast track rebuilding projects, the Kananga-EDC Institute of Technology. Each student receives full scholarship including uniforms, shoes, safety gears, school supplies, and are given accommodations and meals for the duration of their training. KEITECH President Paul Aquino explains that the primary objective of KEITECH is to help the trainees improves the economic situation of their respective families and secure brighter future for
themselves. “We are happy that KEITECH continues to fulfill its objectives and more. It makes us proud that KEITECH graduates are highly desired by employers and being recognized not only as highly skilled and technically competent, but also for being honest and disciplined workers.” Kananga vice Mayor Macario Lumangtad, in his message during the recent commencement exercise, representing Mayor Elmer C. Codilla said that EDC is true in empowering people thereby improving the people’s lives. Lumangtad praised the Lopez group and Paul Aquino for the support and creation of the KEITECH that has already produced a number of successful scholars in their quest for a good future. Buruen, Leyte Councilor Belinda Alcober who attended the activity, said that the municipal officials of his town were happy that KEITECH has accepted students from their end. It is because a number of graduates from the school have already started to make a good future. Alcober disclosed that as of this time there are already 6 graduates from KEITECH from Burauen, Leyte are already employed abroad and there are still waiting for their final calls to travel. Ormoc City Mayor Edward C. Codilla, the keynote speaker of the graduation congratulated the graduates in their commencement exercise that day. He said that the commencement exercise is the most important ceremony of their studies not because they are through with their studies but because it is the beginning of showing to the people what they learned in their studies. he was thankful to the EDC for their support not only during Yolanda but until today. City council’s investigation The Sanggunian Panlungsod has just concluded the council’s investigation on shelter kit from Department of Social Welfare and Development. And, most
of the supposed-to-be beneficiaries of this P5,000 shelter assistance from NHA through the office of Cong Lucy, are waiting for the city council to also take action and conduct a separate investigation on this particular ‘disappeared’ shelter assistance. But, most of them are anticipating that the council won’t take action for two reasons – first is, that there is no formal petition submitted to the council and second is, most of the members of the Sanggunian Panlungsod are allies of the congresswoman. Call for rally The beneficiaries of this P5,000 shelter assistance now consider staging a rally in order to, once and for all, know the truth about this ‘forgotten’ assistance. Elizabeth Apitong, the one who led the hundreds of beneficiaries who claimed that they deserved the Emergency Shelter Assistance (ESA) from DSWD is now being encouraged to also lead a rally in order to express
sentiments over this non-distribution of this P5,000 shelter assistance from NHA and should have been released through the office of Congresswoman Lucy Gomez. It can be remembered that Apitong stressed out that they staged a rally not because they deserve to receive ESA but because it was their right to express their sentiment. She also clarified over the live radio broadcast when interviewed, that she has no intention of organizing another rally just to air sentiments over the non-distribution of P5,000 shelter assistance. Most of the beneficiaries are seeking clarification from the office of the congresswoman and they stress that if the plan to release the P5,000 shelter assistance was scratched, at least the forms they filled up and signed, must be returned to them. Cop arrested in buy bust PALO, Leyte – A cop who is allegedly involved in illegal drug trade was recently collared. The PNP regional office is now alarmed over the issue that certain police officers are reportedly being involved in the illegal drug trade, P/CSupt Jose Erwin T Villacorte, Regional Director, PRO8, said in a statement recently. This came after operatives from the Tacloban City Anti-Illegal Drugs Special Operations Task Force apprehended PO2 Neil Centino y Patrimonio, 33 years old, and presently assigned at Tabontabon Municipal Police Station in Leyte. He was arrested in drug buy-bust operation last March 15, 2016 in Marasbaras, Tacloban City. The arrested cop is reportedly in active duty. The operation was headed by P/ CInsp. Steve Castillote of Tacloban City Police Office and confiscated from the Police Officer one small and five big sachets of shabu estimated to worth P50, 000.

These three are a P2 million water supply system in San Vicente here in Ormoc, the P60 million expansion of Anilao Bridge also in Ormoc and the P10 million public market expansion in neighboring Kananga. The widening of Anilao Bridge is scheduled for bidding in April and will be awarded to the winning contractor after the May elections. As of end February, 4th Led has an accomplishment rate of 21.76% with 6%+ slippage on the 59 projects already awarded. From more than P1 billion, 4th LED expects that additional projects from other government agencies will raise the budget to P1.8 billion for 2016. One example is the P30 million from the Department Agriculture (DA) which is not included in the projects of 4th Led and DPWH. District engineer Lino Francisco Gonzales informs that the DA release which is expected in April or May will be used for farm-tomarket roads in Brgys. Patag-Alta Vista, Magaswe, Guintigui-an and RM Tan, all in Ormoc; Dionisio Masaba Road in Matag-ob town; and Himarco in Palompon town. He is also lobbying for the completion of the Lundag-Puting Bato Road concreting project that connects the neighboring towns of Merida and Isabel. Only 2.3 kms. of the 16-km. road is left for concreting and the replacement of a spillway in Ludag with a 60-meter bridge. FerdinandCruz.

Petitioner further alleges that this first and active registration, however, contains an alleged erroneous entry to the extent that Item No. 2 (Sex) therein is indicated as “Male”, when in truth and in fact she is a “Female” which correctly appears under Registry No. 2011-0577. SOME presidential and vice-presidential candidates in this year’s election will be running with a bailiwick advantage. For presidential candidates, there is only particular candidate who will be enjoying this kind of advantage. Actually, not only for certain province or region but even wider than that. This presidential candidate, the controversial Davao City Mayor Rodrigo Duterte. He will be enjoying the advantage as the chosen of the Muslim regions, the Leyteños and the Cebuanos. He will be garnering more votes from Bicol region. One reason is that, his running mate is a Bicolano. Not only that, the province of Albay would be solid for him because of Albay governor Joey Salceda. He will also be getting a large number of votes from the North because most of the Bongbong Marcos’ supporters are likely to vote for Duterte, not for Senator Meriam Defensor-Santiago. Duterte’s charm is being manifested d u r i n g h i s campaign sorties. He always has the bigger crowd compared to his opponents. Poe’s camp is being forced to do the “hakot system” with good media mileage. Roxas and Binay both have their own solid supporters. But some of these people who join campaign sorties of Binay and Roxas, are also seen with the Duterte crowd. For vice presidential candidates, Marcos is the only candidate who possesses the clear advantage of bailiwick thing as compared to this opponents. All of his opponents are Bicolanos. The bicolano is supposed to be enjoying the advantage of bailiwick stuff. But for of them, Bicol region is too small to divide. Senator Alan Peter Cayetano, the running mate of Duterte, is supposed to enjoy the bailiwick advantage of Duterte, but he isn’t. And, the thing is, not Duterte’s supporters like to vote for Cayetano. Most of them like Marcos. So, if bailiwick still works, it will be Duterte for President and Marcos for Vice President, will dominate the result of May elections.

Automated Traffic Count Machine installed in Naval
NAVAL, Biliran –The Department of Public Works and Highways (DPWH) - Biliran District Engineering Office, Planning & Design Section has conducted the Automated Traffic Count Survey supervised by the DPWH Regional Office VIII. Identified permanent traffic counting sites are along Biliran Circumferential Road (Almeria Section) and along Naval Caibiran Cross Country Road (Poro Bliss Section) Engr. Ryan C. Pancito, RTIA (Road Traffic Information Applications) Coordinator, said that there was only one automated traffic count device provided by the Regional Office per District. The automated traffic count device was installed at Almeria Section from January 11-18 and transferred to NavalCaibiran Cross Country Road from January 20-27, 2016. However, the data derived from Almeria Section has incurred an
error of 8.0% hence the device was again reinstalled at Almeria Section from January 28 to February 4, 2016. According to Engr. Pancito, possibly a vehicle was parked on the tube (automated traffic count) that is why it cannot detect other vehicle passing by”, explained Engr. Pancito. The data generated from the Automatic Traffic Count is forwarded to The Traffic Analysis Section of the Project Evaluation Division, Planning Service through the Traffic Data Entry Worksheet for review and uploading to the Traffic Data Entry Application which are processed automatically through the Traffic Data Manager producing Annual Average Daily Traffic (AADT). TACLOBAN CITY -- The Provincial Peace and Order Council members recently met to discuss the present situation in the province on the matter of peace and order stability. Gov. Leopoldo Dominico Petilla presided over the meeting. Part of the meeting agenda was the brief presentations on Anti-Criminality program. It was presented by Leyte Police Provincial Office (LPPO); Updates on Policies for 2016 Elections by COMELEC Leyte; Comprehensive Local Integration Program (CLIP) from DILG and Anti-Insurgency Updates from the Philippine Army's 802nd Infantry Brigade. The PNP report shows that there has been significant decrease as to crime rate in the province. Meanwhile, COMELEC presented an update on what has been done and need-to-do's 60 days before the election. A representative from DILG-Leyte presented an update on the implementation of the Comprehensive Local Integration Program (CLIP). Accordingly, the government is giving out 15,000.00 as basic immediate assistance to NPA rebels who surrenders. While separate cash assistance will be given to a firearm that
is being surrendered, the beneficiary will also be entitled with a livelihood assistance amounting to 50,000.00. Relative to the said program, an NPA rebel recently surrendered to the 19th Infantry Battalion. Name and picture of the surrenderee is withheld in compliance with the provisions of the said memorandum. On the other hand, in its effort to keep the upcoming election Secure and Fair, the Philippine Army's 802nd Infantry Brigade in collaboration with the Philippine National Police and COMELEC see to it that municipalities and cities hold Peace Covenant Signing by local candidates.
