Baybay Leyeco IV sub-office robbed
ROBINSON’S PLACE IS COMING TO TOWN. As being proven by the big billboard installed at the area, construction of the Robinson’s Place will soon start in order to serve the mall-loving people in Eastern Visayas. Inset photo shows Robinson’s personnel made a courtesy call to the Office of the City Mayor Edward Codilla and informed him about the recent development.
Generating employment, boosting local economy…
BAYBAY CITY --- “Asa ang kwarta!” (where’s the money!). This was reportedly the demand of the unidentified gunmen, one wearing checkered long sleeves with a hood, and the other one wearing mask while pointing their firearms to the cashiers. Latest target of the criminals was the Leyeco IV Sub-office located at Zone 23 in this city. Incident happened last week.

Did Rama lie on record? ORMOC CITY -- DID City Councilor Vincent Rama lie when he insisted that his committee invited Lea CapuyanVillar, vice president of the Association of Barangay Chairmen (ABC), during their meetings on the senior citizens birthday gift? This question was prompted by an argument over the matter between Rama and ABC President Mariano Y. Corro.
During the latest meeting of the 13th Sangguniang Panlungsod’s (SP) committee on senior citizens on Mar. 28, Corro asked why former councilor Villar wasn’t invited being the author of Ordinance No. 184 granting P1,500 birthday gift to senior citizens in 2013. Opposition councilors running for re-

Cop shot dead at a wake
VILLABA, Leyte -- A member of the Tabango Municipal Police Station was shot to death by two unidentified male suspects at a wake in Brgy. Poblacion del Norte, this town, recently. Town Police Station Chief, PS/ Insp. Manuel Nayad identified the victim as PO1 Rosito Sanaco y Flores, of legal age, married and a resident of Poblacion del Sur, this town. Initial investigation revealed that the victim was sitting with other mourners in one of the tent used in the wake when the suspects arrived and shot him at point blank without any provocation. Continued gunshots were heard at the crime scene prompting mourners to run in different directions for fear of their
lives. Even the immediate family of the late Tecla Reganon whom the victim and others mourned also run for cover. After the incident the suspects simply fled on foot and walk towards an unknown direction. PO1 Sanaco sustained 16 gunshot wounds on his head and on the different parts of his body. Responding police recovered 17 empty shells of caliber .45 pistol. The victim was personnel of Tabango Leyte MPS and on Patrol Duty at Leyte Police Provincial Office Intelligence Branch. A thorough investigation is conducted by the local police to identify and to determine the motive of the said killing. RCD
TONGONAN from p. 1 Less fortunate villagers who cannot afford to pursue college education also benefited the program. The training center was launched in 2011 as extension of Calubian Vocational School in partnership with TESDA and Energy Development Corporation (EDC). And since it was established, the center has already produced 178 graduates for the eight courses offered by TESDA. However, Bañez expressed disappointment because, according to him, his goal for the graduates was not realized well because most of the graduates didn’t find job. He said that the agreement with the EDC did not materialize. “Graduates should have been accommodated by the company and it seems that EDC neglected their corporate social responsibility in Tongonan,” Bañez stressed out. OTPAI was formerly known as Ormoc-Tongonan Training Assessment Center Inc. (OTTACI) and was established in 2015 and was renamed early this year. The school goal is to be a

OTPAI in collaboration with TESDA and Department of Education (DepEd) is to support the K-12 program. It will train out-of-school with TESDA offered courses. OTPAI offers 16 courses and has leveled up their quality. Bañez pointed out that OPTAI’s aim is not for wealth but to produce well-trained skilled workers for the future generation. It aims to provide students for countryside skills to land for domestic jobs, as well as, for overseas. The jobless graduates, after meeting with Villanueva at the airport, ate lunch together with Villanueva and pledged their full support to the Tesdaman’s candidacy. Bañez said he and his graduates are confident that Villanueva would not forget the people of Tongonan and the OPTAI even if he makes it to the senate. RonnieRoa

Ormoc declared insurgency-free ORMOC CITY --- The city is no longer under threat of the insurgents. This happened after the Philippine Army, Philippine National Police (PNP) and city government recently jointly declared the city as Stable Internal Peace and Security Area upon the recommendation of the joint intelligence coordinating council. The city passed the criteria for the official declaration under the revised joint implementing rules and regulations to Executive Order (EO) No. 546 in relation to EO No. 110 prescribe the parameters

election are reportedly using as a political issue the requirements in claiming the birthday gift. The city government is of the position that the requirements are meant to safeguard the funds by ensuring that only bonafide Ormocanons receive the benefit. “We should have invited (Villar) so that she would be the one who will explain why she incorporated this particular provision (requirements) in the ordinance. She is the most logical person who can explain. But unfortunately, she has not been invited,” Corro said. Corro’s insistence on Villar’s presence
and procedures in declaring a Stable Internal Peace and Security. One criterium is that the communist underground movement is no longer in actively operating in the city. Another one that the underground movement’s capabilities have been substantially degraded, making it incapable of resurging as an insurgent group capable of waging isolated armed incidents; and that its effort to infiltrate unaffected areas and sectoral organizations has been prevented. 802nd Infantry Brigade Commander Col. Francisco Mendoza, Jr. said that
due to strong and active operation of the government against the underground movement, the group lost its guerilla bases particularly in the 3rd and 4th congressional districts. He added that the military have long regarded Ormoc as a Stable Internal Peace and Security Area, but the declaration should be done jointly with the PNP. “Peace has already been stable (here) ever since but we cannot do it on our own. It should be a joint agreement. It has a process to go through which took some time to complete,” he stressed. City Mayor Edward Codilla, in his
message, said he welcomed the declaration as it now signals the city’s readiness for growth and development and investors might come now come in. The signing of the declaration, which was signed by City Mayor Edward Codilla, Vice Mayor Leo Carmelo Locsin, Jr., P/Supt. Joel Camacho, representing P/SSupt. Corro also said that it should be the councilors, not private citizens who should initiate the move. “This does not speak quite well for us members of the Sangguniang Panlungsod who were not able to initiate, to propose amendments to this ordinance,” he said. Corro further lamented that the issue has been politicized with the involvement of
lawyers Jasper Lucero and Nolito Quilang, both of whom are running for councilors. “It is sad to note that it took a politician to cause the proposal to amend certain portions of Ordinance 184,” he said. “(It is) very unfortunate that these two gentlemen are candidates in this coming election. And I do not know if the two gentlemen would have taken the initiative in causing the amendment of this ordinance if they were not candidates. That’s why Mr. Chair, it would seem that this move to amend Ordinance 184 becomes politicized,” he went on. Ferdinand Cruz
2-storey school building to rise in Limasawa Island LIMASAWA, SLeyte – A two-storey school building will soon rise in this island town as part of the full implementation of the Senior High School (SHS) Program. The P8.77 million projects, which started last February 18, is the first of its kind in this historic town. It is within the campus of Limasawa National High School (LNHS) in Barangay Triana. “We have to rush this project since this is badly needed for the first batch of Grade 11 students this coming school year,” said Engr. Ma. Margaritaa C. Junia, chief of the Department of Public Works and Highways Southern Leyte District Engineering Office (DPWH-SLDEO). However, the project will be completed in September instead of June since the first bidding failed as no contractor was interested to take the project due to non-inclusion of transhipment cost to the original contract amount. The DPWH-SLDEO had to ask for additional funding from central office to carry out the project. Amor Abando, LNHS School principal thanked the DPWH for the first two-storey school building project in this town. The project will benefit about 107 Grade 11 students starting June 6, 2016. The number is expected to double in the next academic year. With the building’s eight classrooms, it can accommodate up to 320 students in eight classes. LNHS has a population of 485 junior
high school students in the previous school year. “We are happy that the 107 students who just finished Grade 10 don’t have to cross the sea to mainland of Southern Leyte to take senior high school since we will have new classrooms for them,” Abando said. The students will use existing laboratory rooms for the first three months of SHS program implementation while waiting for the completion of new classrooms, according to Abando. Limasawa is a sixth class town and an island of the same name in this province. It is the site of the First Mass in the Philippines when Portuguese world explorer Ferdinand Magellan ended in the beautiful island looking for spices. The DPWH fast tracks classroom construction works ahead of the full implementation of K to 12 (Kindergarten and 12 years of basic education) starting June 6, 2016. SHS covers the last two years of the K to 12 programs. The program covers eight learning areas as part of its core curriculum, and adds specific tracks (similar to college courses) based on four disciplines. The national government has earmarked P213.15 million for the construction of 202 classrooms for public secondary schools in Southern Leyte province to support the SHS program. All these projects are being implemented by DPWH-SLDEO. RCD

maximized and every chance to destroy the opponents should be done. And that is what Presidential bets Mar Roxas of Liberal Party and Vice President Jejomar Binay of UNA are doing. They are doing their best to destroy the frontrunner – Davao Mayor Digong Duterte. The two seemed to be in the panic mode, stressed and worried. Many believe that these two will take a very long vacation if ever, they lose the elections. But speaking of the significance of chance, it is inevitable. And people now are expecting a real significant change once Duterte wins. The question is, can Duterte fulfill his promise to curb criminalities in three to six months? We will see. Another question is, would we be prepared if ever Duterte makes a significant change in this country? Shall we condemn him or praise him? Less than a month away, neighboring countries, even the United States Federal Government would be monitoring the Philippine elections. Why should the Americans do that? Well, they want to figure out what would be best way of, once again, manipulating the Philippine Government.

CHANGE is coming. That is one of the slogans of Duterte camp. Whether we like it or not, whether we believe it or not, whether we ignore it or not, change is really coming on May 9, 2016. It is less than a month away. The change that will start to happen in May 9 not because Duterte wins but because Malacañan Palace will start to be vacated by the incumbent President Noynoy Aquino, who haven’t done much for the country in his sixyear term. It will be a change of administration regardless of who the winners are. There will be a new President and Vice president of the Republic. There will be a new set of public officials from congress down to the municipal council. Now that it less than a month away, candidates are already in the intensive campaign trail. For them, every chance to convince the voters should be

Siyempre, way lain, hawa gyud sila.

Beachgoers at Dawahon Island
RCD
