ORMOC CITY --- It is clear, City Mayor Edward “Ondo” C. Codilla is not suspended. This was also confirmed by the Office of Vice Mayor Leo Carmelo “Toto” Locsin, Jr. The issue of “suspension” spread last week when a false news item which implied that City Mayor Edward Codilla and several department heads were suspended from their positions, reportedly came from an announcement
on a radio program, and posted on the program’s Facebook (FB) account. The news item which was posted on FB was entitled, “mayor Ondo Codilla gisuspenso sa COA.”

ONDO from p. 1 The city mayor, who called a press conference last week, with the city department heads, bared that, indeed, “he is not suspended”. He expressed disappointment over this issue, which according to him, was published with the purpose of deceiving Ormocanons. Codilla, however, clarified that he received a communication from Commission on Audit (COA) but it was not “suspension order” but only “notice of suspension.” COA communication also included for “attention” several department heads. City Legal Officer Atty. Ivan Verallo also explained that suspension for elected government official will not be coming from COA but from the Office of the Ombudsman. City Administrator Francis Pepito admitted that the notice of suspension might have been triggered by some documents which were not properly filled up, as required by COA. He said that these documents are now being filled up. The city government was given 90 days to complied. He also said that the city government is trying to weigh the option of making a legal action against those who spread the false news item. The propaganda confuses Ormocanons Confusion gripped residents last week after this false news spread. Supporters of the mayor and the department heads want for clarification. A scanned copy of a document which was entitled “Notice of Suspension” from the Commission on Audit (COA) accompanied the FB post, along with an explanation that Codilla and 17 department heads who were reportedly suspended, showed that “suspension” was in connection with the purchase of P15,809,263.69 worth of fuel and lubricants in 2014. It also implied that the purchase was anomalous.
City Administrator Francis A. Pepito admitted that they were swamped with calls from barangay chairmen and some concerned Ormocanons living abroad, seeking clarification about the news item. Pepito confirmed that the city has received a Notice of Suspension from COA and it was signed by State Auditor Ma. Nineveh C. Duarte and Supervising Auditor Nelia B. Barcena. But he clarified that the suspension only pertained to the transaction of procuring the fuels and lubricants. The four-page memo dated April 5, 2016 read: “The amount of P15,809,263.69 was suspended in audit due to non-submission of monthly report of official travels, and incomplete and not properly filled up monthly reports of fuel consumption and driver’s trip tickets.” It also listed the persons who have been asked to comply with the COAmandated requirements, namely Mayor Codilla and the 17 department heads. However, listeners of the concerned radio program were somehow made to believe that the responsible officials were really suspended. For Permits, Franchising and Licensing Chief Emilio G. Tingson, receiving a Notice of Suspension had been a routinary experience in his 37 years in government service. “This is what I deal with every year. In this case, COA was just reminding city officials of documentary requirements they need to submit,” he said. City Treasurer Delia Vilbar agreed with Tingson and said that she regularly received Notices of Suspension in the past when she was still working at Ormoc District Hospital. According to Marcos, his office “has been getting reports from

What Duterte’s detractors are thinking now THREATENED. That’s it. They are very afraid to see that Duterte is occupying Malacanang Palace soon. They see it as horrible scene in Philippine History. For them, Duterte would be a nightmare for Filipinos. Even the Vice President Jejomar Binay is now engaging himself to mud-sliding tactics against the Davao city Mayor. Binay has now lost his professionalism and it seems that he already lost his cool and slowly turning into a weak candidate with childish mindset. Before Binay’s change of character, Duterte has already got hold of Mar Roxas liver of political campaign strategy when he was able to indirectly persuade the former DILG Secretary to engage with him in a bad-mouth word war when the mayor uttered the word “sasampalin ko ‘yan.” Roxas then answered by uttering the word “bakit sampalan.. suntokan na lang.” That time, the country started to have two “kanto boys” presidential candidates. That, it was not
Duterte who went up to Roxas’ standard but it was Roxas who went down to Duterte’s standard. Poor Roxas. He became a victim of Duterte’s campaign strats. Duterte’s popularity now even has already superseded the popularity of Ninoy Aquino, when he was able to portray himself as a national hero who is badly needed by the country. Ninoy knew the drama of his death. He was the one who orchestrated it because he realized that it was the only way of toppling the Marcos regime. Among the presidential candidates, only Duterte is able to portray the kind of “character”—somebody who can really solve the problems the country is facing. His platform of government is very clear, which nobody from his opponents ever able to present to the people. His platform can be put into very simple word – kill the criminals and the crime will stop, then progress will follow. That is very rational although not very realistic. This is also the reason why many Filipinos now love him particularly the young voters. His opponents’ platforms are all but “redundant agenda” which, in years have been used by former national leaders but were never realized. This is the reason why other presidential candidates are now

OCPO intensifies Oplan Katok ORMOC CITY -- Ormoc City Police Office is appealing to those gun owners with expired registration to turn-over them to nearest police station. P/SInsp. Vicente P. Ontuca, new OCPO Police Community Relations (PCR) chief made the appeal during a recent radio interview. He said that this is a requirement of the Comprehensive Firearms and Ammunition Regulations Law Republic Act 10591 which reads: 19.4 “It shall be the obligation of the licensee thereof to surrender the said firearm to the police office or station with jurisdiction over the place where he/she resides within fifteen (15) days. Failure to surrender within such period shall cause the filing of appropriate charges for violation of the law.” (Rule III. Para 19.4). A number of expired gun owners have already followed this mandate but there are still a number of those who failed to turn over their guns to the police P/SInsp. Ontuca stressed. P/SSupt. Fed M. Garay, OCPO Officer-In-Charge in a separate interview disclosed that while firearms are turned over and deposited with the PNP, owners under the law will be required to place storage fee. He emphasized
that while in storage after five (5) years without being renewed and claimed back by gun owner or holder, the firearms law provides that the item is considered abandoned and subject to forfeiture proceedings and eventually becomes a government property. OWWA RWO VII Conducts Entrepreneurial Development Training Overseas Workers Welfare Administration successfully conducted Entrepreneurial Development Training (EDT) for the beneficiaries of BalikPinas, Balik-Hanapbuhay (BPBH) Program and Education and Livelihood Assistance Program (ELAP) on April 7 and 8, 2016 respectively. A total of 36 BPBH and 27 ELAP beneficiaries participated during the training held at DOLE Training Center, Tacloban City. The one-day training was intended for business counselling and business planning. Entrepreneurial Development Training is given to the beneficiaries of the said programs as part of their needed social preparations. Qualified recipients of the BalikPinas, Balik-Hanap-buhay Program are OFWs who were repatriated due to distressful situations in their host country and with unfinished contract. A training and livelihood starter kit worth Php
10,000 will be given to qualified OFW. On the other hand, ELAP recipients are the legal beneficiaries of a deceased OFW who has “active” OWWA membership at the time of his/her death. A training and livelihood starter kit worth Php15, 00 will be given to the legal beneficiary. Most of the participants were interested to venture in agri-business such as hog, cattle and goat raising, ricetrading and palay-trading. Others showed their interest in putting up a Carenderia, bakery, sari-sari store and e-loading businesses. With the help of DTI-Leyte representative, Mr. Ernesto Montes Jr., the training aided the participants to see the pros and cons of the business they will start up. These beneficiaries who attended the training were among the first batch qualified for the BPBH and ELAP Program for this year.
