ORMOC CITY -- This was reaction of Sen. Bongbong Marcos during the recent press conference held at Villa Hotel. He was also in the city for a campaign sortie. He was accompanied by his first cousin Cong. Ferdinand Martin Romualdez of the 1st District of Leyte. Sen. Marcos said that he preferred not to answer the personal questions hurled against him by his opponents because that is not the reason why they are running for office in the coming election. He said that the reason why they are running is because they want to improve the lives of the Filipino
people. He added that answering the questions hurled against him especially the alleged ill-gotten wealth of his family will not give good living to the people. Sen. Marcos told challenged his opponent that if they can show that answering those issues can feed one children, can build one classroom or can provide job to a person then he will answer this, but if not he better just definitely laugh at it. The issue here is how to improve the lives of the Filipino people and how can you improve their lives if you just keep on hurling issues against me. He added that the country now is facing a big problem brought by drought which already resulted to the death of several farmers in North Cotabato, and this issues should be talk proper by his opponents on what measures are they going to do to avoid the repeat of this situation. Cruz, project development officer of Kaisahan, it is a simple case of non-implementation of the law, citing the non-installation of farmer-beneficiaries (FB) that have been holders of Certificates of Land Ownership Agreement for more than 15 years. Based on Kaisahan’s experience in Ormoc, installation of FBs have been cancelled on the day itself after the Department of Agrarian Reform (Dar) considers the objections raised by the landowner even if it is empowered to dismiss such opposition. Most of the objections raised pertain to the landowner’s retention rights that are being lobbied for expansion. This is the reason why the passage of HB 4296 is being held, explains Wilson K. Requez, national coordinator of the People’s Campaign for Agrarian Reform Network (AR Now!), also an NGO. The bill seeks to extend Carp’s Land Acquisition and Distribution component by renewing Dar’s authority to issue Notices of Coverage (NOC). This, in effect, extends the agrarian reform law. However, a powerful group of wealthy lawmakers from the Visayas is

4th LED 2015 projects 98.47% complete ORMOC CITY – The projects implemented by 4th Leyte Engineering District (Led) for 2015 are 98.47% complete, ahead by .03% from its 98.44% target. The remaining project for that year is the construction of a 60-meter footbridge in Barangay Naungan here worth P12.5 million that will link Purok 7 and Quinto Limbo in said barangay. District Engineer Lino Francisco Gonzales said they have finished with the tower at Abutment A. But the barge doing pile-driving at Abutment B is operating at a limited time as the pilot is having difficulty maneuvering during high tide. The contractor asked for a 30day extension, pushing the target date of completion to May 31. As for 2016 projects, these as 36.35% completed as of March 31. Some P700 million are to be implemented by the Department of Public Works and Highways regional office and the same amount by 4th Led. Of the 63 projects this year, 29 have been completed, 30 are ongoing while four have yet to begin as of Apr. 20. These four projects are: 1. OCPO conducts quake drill ORMOC CITY -- Ormoc City Police Office (OCPO) recently joined the conduct of practice to drill on earthquake disaster readiness, preparation and risk reduction management being required to all government offices and personnel. This is to adapt OCPO personnel to the increasing disaster developing in the world from devastating effects and aftermath of “ground shakings” (earthquakes) destroying buildings and foundations resulting to mass destruction of lives and property. VIOLENCE from p. 1 The incident happened on Sunday at around 7:45 when three men armed with high-powered firearms strafed the house of Gualberto Cubay, 78 and wife Carolina, 79 in Capiñahan village. Not content with firing from the outside, the gunmen barged into the premises to make sure the couple is killed. Also inside the house is the fatalities’ granddaughter Charmaine Misa, 19 who managed to survive the ordeal despite sustaining gunshot wounds herself. The attack lasted at least 10 minutes. Police Community Relations Officer PO1 Alma Libres said she heard the rapid gunfire coming from Capiñahan, more than a kilometer away from their station. While admitting that she panicked, they were able to organize a response team but when it reached the site, the suspects were already gone. The perpetrators fled to the direction of neighboring Calubian town. Misa was rushed to Northwestern Leyte District Hospital in Calubian but was transferred to a medical facility in Ormoc 76 kms. away. A relative said she sustained gunshot wounds to her throat, back, thigh and right foot while her knee and sheen were grazed by bullets. Scene of the crime operatives from Ormoc recovered 93 empty shells of an M-16 Armalite rifle, four empty shells of a cal.45 pistol and three live ammunition of a cal.5.56 rifle. But the victims’ son Roel M. Cubay said more empty shells were found the next day.

Shenna Layug was appointed OIC chief the next day. “What happened here is that the chief of police is always transferred, I don’t know why. [The police personnel] don’t know what to do (during the incident) because nobody is in charge,” Mayor Susan Yap-Ang said. “I thought the chief of police can only be relieved for overstaying. What is their purpose for constantly changing the chief of police here? The investigating team was composed of SOCO personnel from Ormoc City and conducted crime scene investigation and recovered the said empty shells and other evidences which will be used for ballistic examination. Senator Antonio Trillanes IV, who is now running for the second highest position in the land, is making himself a celebrity of the hour. There are few reasons why he is doing this. First, he is far behind as far as the survey is concerned. And, it’s less than a week before the election takes place. He has to do something about his candidacy. He needs to, at least, create an issue that would make him controversial and popular, hoping to move from behind. That is what he is doing now. Second, he hated Duterte because the Davao City Mayor had chosen Senator Alan Peter Cayetano instead of him. Third, perhaps, half a billion peso is too much to reject. The alleged amount of money paid for him in exchange of demolishing Duterte is even bigger than he mentioned in his accusation against the Davao City Mayor. That is a big talent fee which nobody in the country deserves to get except him. No one can blame him, he is just complementing and paying tribute to those people who got him out of the prison. Fourth is, Trillanes is confident that he will not be jailed for violating the law of bank secrecy and for maligning the image of the controversial Davao City Mayor. He knows by himself that jail is no longer a horrible place for him. Candidly, at present, noboby seems to believe Trillanes. And unfortunately, he is pushing Duterte to the top instead of pulling him down at the same time, he is destroying his own credibility. The senator seems to be not thinking enough and wisely. By what is doing now, he is making himself a great fool and is putting the lives of his family in danger by a possible threat both from the camp Duterte and from those who paid him for doing the dirty trick. He must bear in mind that those paid him to do the maligning would not want to be exposed. And if ever exposed, Trillanes might just be kept for good. Yes, Trillanes is brave guy. But his braveness is saturated with arrogance. Anyway, he has been known by this kind of trait.

OCPO assures safe elections ORMOC CITY --- The hierarchy of the Ormoc City Police Office has assured the safety of all Board of Election Inspectors (BOIS) support staff and the election materials during the conduct of election this coming May 9. The assurance was issued by P/SInsp. Vicentito Ontuca in a recent radio interview dubbed “Kapulisan Para Sa Katawhan. Ontuca likewise pointed out that PNP member will remain neutral and apolitical during the exercise of the peoples Right of Suffrage. Their conduct of checkpoint continues to implement the COMELEC Gun Ban and carrying of deadly weapons to ensure a Secure and Fair Election (S.A.F.E). “The election is only part of their police duty to make the community safe and secure.” Ontuca stressed. Ontuca, the newly appointed Police Community Relation officer of the OCPO said that it is not only the safety of the BOIs
and its staff during the conduct of election will be safeguarded by the police but the voting public also. He said that a big preparation to secure everybody during Election Day is already being drafted by OCPO under the leadership of P/SSupt. Ferdinand M.
