More projects coming in under Mayor Richard ORMOC CITY – More projects will be implemented in the city under the administration of City Mayor-elect Richard Gomez. This is what District Engineer Lino Francisco Gonzales has revealed last week. He said that he is expecting more infrastructure projects to be implemented here under Gomez as mayor, citing the smoother relationship between the city government and congressional office, considering that the representative of Leyte 4th District is his wife. This prompted Gonzales to revise his earlier projection of P1.8 billion worth of infrastructure projects to be implemented in 4th District this year to even higher. At present, 4th Leyte Engineering District has 63 projects for 2016 worth more than P1 billion. “I expect development of (Ormoc’s) tourism (industry specifically in) Lake Danao, most especially that the congresswoman is the chairperson of the House committee on culture,

recreation and tourism,” Gonzales said, referring to Rep. Lucy Marie Torres Gomez. “So expect ko ma-develop ang Lake Danao and then the airport,” he continued. Lake Danao is Ormoc’s premier tourism site but its development is hampered by its classification as a protected area. The airport, on the other hand, needs runway lights, traffic control tower and fire truck to convince airlines to include Ormoc to their routes. Gonzales believes that with a friendlier administration in Ormoc, Rep. Gomez will facilitate the entry of more projects in the city. US AMBASSADOR to the Philippines, Philip Goldberg. PALO, Leyte – United States Ambassador Philip Goldberg led the inauguration of a 10-classroom school building here promising of more assistance from the US government for the rehabilitation of typhoonYo l a n d a in Eastern Visayas re-
gion. In his message, the US Envoy stressed that such project is part of the $143-million commitment of the US government in providing educational assistance to the victims of 2013 supertyphoon Yolanda through the United States Agency for International Development (USAID). “These 10 classrooms are part of the 199 completed buildings which USAID built in the many Yolanda-affected areas here in Eastern Visayas,” Goldberg said. He said the United States will “continue our efforts in Leyte and Samar,” he said. “What we want to do is help Leyte and Samar comeback and build more projects that are typhoonresilient.” He said that out of the targeted 310 classrooms which are to be completed by December 2016, 199 have been completed, while 111 are undergoing construction. US from p. 1 part of the US government’s commitment to provide $143-million post-Yolanda assistance aimed to restore access not just to education but also health services and livelihood sources in the affected areas. The construction of the school building was undertaken by the United States Agency for International Development (USAID). USAID has committed to construct 310 flood and earthquake resilient classrooms in 51 schools in Samar, Leyte and Tacloban City. The classrooms are designed to withstand a magnitude 8.5 earthquake, Goldberg stressed. Meanwhile, Leyte Gov. Leopoldo Dominic “Mic” Petilla thanked the US diplomat, particularly the USAID and non-government organizations. He said that the assistance was a big help to the province to hasten its recovery from devastation. “It gives us a bliss to come up with something like this. This will give us shelter and protection when disaster happens again,” says Leyte Gov. Dominic Petilla. Petilla said he personally witnessed how children would attend classes under harsh conditions in tents after Yolanda

Dumpit out from Leyte Regional Penitentiary ABUYOG, Leyte – The controversial SPO1 Adonis Dumpit is now out from Leyte Regional Penitentiary (LRP) after the Bureau of Corrections approved his release. PSupt Geraldo Aro of LRP confirmed Dumpit's release from jail at 11 a.m. Friday, May 27, last week. Cebu City Mayor-elect Tomas Osmeña posted P250,000 bail at the Regional Trial Court Branch 10 in Abuyog, Leyte, for his former bodyguard. Before his arrival at the LRP, where he has been detained for a year, Dumpit spent four years in the Cebu City Jail after he was convicted of
killing a robbery suspect Ronron Go last December 14, 2004. Go had allegedly robbed two jeepney passengers in the North Reclamation Area on that day. Superintendent Aro ordered Dumpit's release on Friday after they received the original copy of the release order from Muntinlupa City on Thursday. Osmeña's son, Miguel, fetched Dumpit from the LRP, a 800-hectare open property fenced with barbed wires. Couple loses 4 kids, home in fire TACLOBAN CITY – A couple lost their house and four kids in fire that burned down their house in an incident that happened in Barangay 78, this city, last week. They went to the market to buy ingredients for the food they were going to serve at their small carenderia but when Maribel Morales and husband Glen returned home, their house was gone and so were their four children. A fire broke out in their house at 4:30 a.m., trapping their four children who
were sleeping on the second floor. Supt. Domingo Cabillan, police chief, identified the victims as Dan Jade Morales, 16 and his younger siblings Glen Mark, 14; Gleen Marie, 11; and Gwyneth, 9. Their bodies were found by firefighters in one of the rooms on the second floor, said Cabillan. “They were trapped inside their house and were burned alive,” he added. Cabillan said that initial findings of the Bureau of Fire showed that the fire might
DPWH SLeyte braces for ISO certification MAASIN CITY – The Department of Public Works and Highways Southern Leyte District Engineering Office (DPWH-SLDEO) is bracing for the International Organization for Standardization (ISO) compliance even if the field office is not included as pilot in the certification process. District Engr Ma. Margarita C. Junia expects to achieve 90 percent compliance by the end of this year, aligned with the department’s goal to raise their quality of service. “We are not a pilot district engineering office, but we have to start now because attaining international standard is an inter-related process,” Junia said. In Eastern Visayas, the DPWH offices required to pilot ISO certification are the regional office in Palo, Leyte and 4th Leyte district engineering office in Ormoc City. In the past few months, the SLDEO has been working to help employees familiarize and even memorize the DPWH vision, mission, core values, quality policy. Printed copies were posted in strategic areas of every section. “We have set up our front desk to entertain queries of clients. Directional signs have been in placed to guide them.
At the end of their transaction, we ask them to fill up the customer satisfaction survey form. This is one way to find out how people see our service,” Junia said. All employees are asked to clear up their working desk from any eye sores such as photos, calendars, and notes. After work, employees should ensure that their desks are clutter-free. This initiative is part of the 5S technique to clean and organise workspace. These 5S are sort, systemise, sanitize, standardize, and self-discipline. Junia also ensures that designs and set up of their new two-storey building is ISO compliant. The structure, which is now under construction, has a floor area of 525 square meters. It will rise within the 10,000 square meters Area Equipment Service compound in Barangay Ibarra, this city, will be completed within the year. These initiatives support the DPWH’s expression of commitment to public service quality as it starts to develop a department-wide ISO 9001:2008 Quality Management System. DPWH has set eyes on ideas about best practices it can adopt for process improvement to comply and be recognized for conforming to internationally accepted standards. RCD

PRO8, other govt agencies agree to end drug problem CAMP RUPERTO KANGLEON, Palo, Leyte – The Police Regional Office 8 along with other government agencies such as the PDEA, DILG, Liga ng mga barangay, DepEd and CHED have entered into an agreement by signing the Memorandum of Understanding (MOU) in an effort to combat and end problems on illegal drugs during a meeting held at the PRO8 Conference Room recently. PNP 8 Reg. Dir. P/CSupt Jose Erwin T. Villacorte was the lead convenor of the group who signed the MOU along with Dir Laurefel P Gabales, Regional Director, of PDEA8, Dr. Socorro O. Ramos, representative from CHED RO8, Atty. Cyril Casey G. Blanco, DILG 8 Representative, Dr. Luisa B. Yu, Regional Director, DepEd and Hon. Edwin Faller, President, Liga ng mga Barangay, Province of Leyte. As agreed in the MOU all signatories are bound to help each other in an aggressive campaign in combating the drug menace in the region thru continuing exchange of information, coordinated operations and mutual capacity building. The coordination of these government agencies is seen as one of the vehicles that will minimize or might lead to the eradication of the drug problem in the region. According to PDEA, the drug problem today has reaches to the barangay level, that’s why the Liga ng mga Barangay was also part of the group so that the information and dissemination drive against drug will start from their end. The DILG, on the other hand, the mother agency of the Liga will monitor the efforts of every barangay in combating the drug problems in their areas. Transfer of allegiance With the new President of the Republic assuming post comes June 30, a new majority bloc will be formed in the congress. There will be a new House Speaker and a new Senate President. Interestingly, choosing senate President and House Speaker requires a majority. Most of the politicians from other parties, and even the ‘independents’, are now transferring their allegiance to PDP-Laban, the political party of the new President. This shows that choosing the Senate president and the new House Speaker would be not that hard because the majority bloc is even becoming bigger as the assumption of the incoming President is fast approaching. The transfer of loyalty and pledge of support to the new administration is expected. At least, for three reasons. One is, committee chairmanships in the chamber. Another one is, budget lobbying. And third is, the hungry of shared power. For other reasons, some of these politicians are law-breakers instead of lawmakers. They know that most of them are accountable of what
they might have done or what they are doing being an incumbent. And, being an ally of the President, most of them think that they will be tolerated and their wrongdoing will just be ignored. A partylist congressman, admitted that almost 50 partylist congressmen have already agreed to support the advocacies and programs of the incoming President. He said their pledge of support is to show that they are in concurrence with the mandate given to Duterte by millions of Filipinos who elected him, and, that those millions who trust him were not joking when they cast their vote for the controversial city mayor. He added that if millions of Filipinos believe in Duterte, there is no reason for the partylists to go against this mandate. The priorities of the incoming administration includes the resurrection of Death Penalty for heinous crime; imposition of curfew to minors and limiting the house for Videoke. With the bigger majority bloc in the congress, passage of Duterte’s priorities would be easier. Perhaps, some of the members of this majority bloc don’t really believe in Duterte’s advocacies but they will be forced to side with him, otherwise, they will be removed from this bloc.
