Bugho farmers finally installed ORMOC CITY – Recently, the 21 CLOA Holders, organized under Bugho Farmers Association were finally installed by the Department of Agrarian Reform (DAR) in the remaining 15 hectares of the 25 hectares awarded to them in accordance with the Compromise Agreement the group signed with petitioners FFWA (Fran Farm Workers Association). What was seen as “bloody” activity turned out to be a peaceful one. The day-long activity marked the culmination of the 17-year long struggle of the CLOA Holders over control of their land awarded to them by virtue of CLOA#000276805 under RA 6657 - Comprehensive Agrarian Reform Program (CARP), later amended by RA 9700 or the Comprehensive Agrarian Reform Program Extension with Reform (CARPER). Originally, the CLOA Holders were awarded a total of 46 has. covering 2 parcels of land. In consideration of other landless farmers, the CLOA Holders agreed to enter into a compromise agreement,
where the 21 ha. land was later alloted to the petitioners FFFWA. In April 30, 2015, BFA-Katarungan gained control of 2 has. through self-installation, seven (7) hectares more were regained by the CLOA Holders in another selfinstallation bid in October 21, 2015. The installation proceedings was temporarily marred by the resistance put up by the illegal occupants in the 25 ha land, organized under Lumad Maharlikan and by the protest of Matica-a Brgy. Captain Henry Flores over the "secrecy of the operation." The situation was kept under control by more than 200 men and women of the PNP, Bureau of Fire Protection and by the assistance of CHR Regional Director Atty. Paquito Nacino. Assisting DARAB Provincial Sheriff Joseph C. Catingub were DARR08 PARPO Renato G. Badilla, MARPOs Lucy Jara and Perpetua Sabaldan and a host of other DAR employees. A personnel of the Municipal Social Welfare and Development (MSWD) accompanied the police team. No “wild, wild west” in Duterte govt -- Villacorte PALO, Leyte --- PNP 8 Regional Director P/CSupt. Jose Erwin Villacorte recently told the media that there will be no “wild wild west” in the coming Duterte administration. He said that still the rule of law shall be followed. At a press conference held at the Matapat Hall in Kamp Ruperto Kangleon, Villacorte admitted that everybody seems to be getting excited
on the outcome of Duterte’s claim on reducing crime volume within 3-6 months. He said that even if a marching order is given to them, still he prefers to abide by the law. Villacorte also said that he heard from a lot of people, particularly those who are coming from the other countries, are speculating the country will become a “wild wild west” just like in older days in the US. But he emphasized that this
4th LED programs road works for northwest Leyte ORMOC CITY --THE Department of Public Works and Highways released early this month P30 million to 4th Leyte Engineering District (LED) for the construction of 10 farm-to-market roads (FMR). The biggest allocation of P10 million will be for the development of a two-kilometer road in Barangay Masaba, Matag-ob, Leyte. Most of the FMRs will be built in Ormoc including concreting the gaps of the main road in Alta Vista. The 4th LED is also set to begin a P140 million road opening that will connect Gaas and Quezon Jr., also in Ormoc. The whole stretch will reach more than nine kilometers but only two kilometers of critical portions will be concreted, being a mere road-opening. The FMR will be
eight to 10 meters wide, depending on the shrubbery that will be affected along the way. As for the long-running construction of Ormoc diversion road, only one kilometer remains to be developed and two bridges to be built, Dist. Engr. Lino Francisco Gonzales bared. The bridges will be built are in Mantutugnao at the Biliboy side and Maagos at the Malbasag side. A third bridge in Sumangga is finished already. The one kilometer left for development continues to have road rightof-way problems with affected landowners, particularly the heirs of Don Potenciano Larrazabal. DPWH- PIOs conduct workshop under communication development program TACLOBAN CITY -- “It is heartwarming to know that the PIO’s of Region VIII do not stop to equip themselves with the necessary skills to perform their tasks under the Development Communication Program.” This was emphasized by Department Public Works and Highways (DPWH) – Samar 1st District Engineering Office Assistant District Engineer, Loreto M. Cedro as he delivers his welcome remarks to the Public Information Officers (PIO) of DPWH-Region VIII during its seminar workshop under Communication Development Program on June 9-10, 2016 held at Marju Krissel Hotel & Restaurant, Brgy. San Policarpo, Calbayog City on June 9-10, 2016. The seminar was hosted by DPWHSamar 1st District Engineering Office thru its PIO Designate, Ma. Nenita Gomez and thru the initiative of Regional P.I.O, Ms. Antonietta R. Lim. Several PIOs from different District Engineering Offices (DEOs) in the region participated the event with the aim to
acquire and develop skills under the Communication Development Program. Topics focused during the seminar were the Newsletter Production and Beyond Basic Photography by Mr. Nhero Veraflor as a Resource Speaker. On the first day of the seminar, lecturediscussion on Basic Photography was taught to the participants concentrating on the different photo composition. It was a very productive day for the PIOs wherein after the lecture-discussion, they were able to visit different sites of infrastructure projects of the DPWH -Samar 1st DEO as their subject for the photoshoot. From the on-going construction of 2-storey school building for Senior High School to the completed Diversion Road Project and Flood Control Projects, PIOs were able to explore different ways to take pictures on infrastructure projects of DWPH. “I’m glad that there is this kind of seminar conducted to DPWH-PIOs because this is really helpful in making our reports.” said one of the participants. Mendoza also reported that there were already areas declared as SIPS, such as the municipalities of La Paz, Palo, San Isidro, Kananga and Carigara. Cities of Tacloban and Ormoc have been also declared SIPS this year. Mendoza recalled that the last insurgence in Albuera was in 2006 wherein the NPA raided the municipality. Throughout Leyte there was no more NPA offensive for several years because the area was under effective control by the army and the police, according to Mendoza prompting this declaration. The challenge now of this declaration is how to maintain to be free from insurgents or out from the influence
of insurgents, the commander said. Col Mendoza admitted that there are still insurgents in the hinterlands of some municipalities in Leyte but there are no more areas of concern as it is already manageable. In an interview, the colonel confirmed that there were reports of private armed groups in Albuera but has to be investigated by the PNP whose groups. Supt. Amodia said that while there are no more insurgents in Albuera, criminalities still happening because of drugs. He stressed that illegal drugs is the number 1 problem in the municipality and it is their mandate and priority to clean the municipality to become a drugfree community. Mayor Norman Mesina hoped that the incoming mayor (Rolando Espinosa) will continue the good relationships with PA and PNP to maintain the peace and security in Albuera. The presence of the military during election period was requested for their visibility, Mesina said, and it was not related to insurgency. But Mesina did not deny that there are criminalities in the area but said that people should wait for the results of the investigation before making any conclusion. Some of these were on the lay-outs, the captions, pictures, etc. but it was all
clarified by the resource speaker. Having not enough time, DPWH PIO’s agreed to continue the topic with hands-on activity in making newsletter on their next Seminar Workshop which will be tentatively held in the month of September, 2016. The continuous conduct of seminar workshop with DPWH-PIOs will improve the capacity of the designated District PIOs on their duties and responsibilities and enhance their commitment to the department’s goal to continuously inform the public of its programs, policies and projects within their respective area of jurisdictions. West Philippine Sea in the Public Mind: Beyond Sound Bites

declarations easily lend themselves to sound bite-riddled, “he said/she said”, media reports, the better to dumb down important issues and public discourse. That they have generated more media hype is best viewed in light of the fact that they come no less from from the country’s recently proclaimed president, who has earned a global reputation not only for his foul mouth bent on spewing out invectiveladen rants each time he speaks, but also for his predictable yet no less disturbing off-the-cuff comments even on a highly volatile issue that is the West Philippine Sea. Duterte is known to have said he would seek multilateral talks with other claimant states to the South China Sea and major Philippine allies like the United States, favored a joint exploration with China in the resource-rich, strategic waterway, and, perhaps tongue-in-cheek, that he would jet-ski to the Panatag (Scarborough) Shoal to plant a Philippine flag on the disputed island. The 71-year-old soon-to-be-erstwhile Davao City mayor’s every declaration, however facetious or mindboggling to some, and clearly a sharp departure from the Aquino administration’s posture on the West Philippine Sea, has merited prominent print space and airtime. But whether extensive media coverage of the country’s territorial tensions with China, conveniently alongside Duterte’s propensity to flip-flop on the maritime wrangling in the West Philippine Sea, has led to more nuanced and

As the Philippines heads into a new political dispensation, much of the country is watching with bated breath how the newly minted President-elect Rodrigo Duterte will sooner or later deal with the issue of China’s aggressive intrusion into the West Philippine Sea (or areas of the South China Sea lying within the country’s exclusive economic zone prescribed by international law). By this time, thanks or no thanks to a media feeding frenzy over the maverick presidential winner from the south, who hasn’t heard or read Duterte’s public statements (or watched him on television issuing the same) on the country’s territorial conflict with China? His pronouncements have sent mixed, nay, contradictory, signals on where he stands or sits amid this simmering maritime flashpoint in Philippine-Sino ties. This, against a backdrop of the much anticipated ruling of The Hague tribunal, where the Philippines, taking the path of international arbitration under outgoing President Benigno ‘Noynoy’ Aquino III’s watch, has lodged its case against China. OCPO participates in Brigada Eskwela program ORMOC CITY --The Ormoc City Police Office (OCPO) participated in the recently concluded Brigada Eskwela conducted by the Ormoc City Schools Division which turned out to be a productive one. It started from May 30 until June 4, 2016 with the theme: “Tayo Para Sa Paaralang Ligtas, Maayos at Handa Mula Kindergarten Hanggang Senior High School.” Over 50 police officers assisted and help various schools in the City prepare school surroundings, desks, walls, declog sewerage and drainages, trim trees, cut grasses, paint rooms and chairs for the opening of classes on June 13. However, no settlement could be reached by the parties as defendant refused the plaintiff’s offer. Hence, plaintiff was constrained to file the instant action against the defendant. 10. Plaintiff is willing and able to pay the just compensation for the portions of Lot No. 7505-A sought to be expropriated, subject to deductions for capital gains and documentary stamp taxes for the transfer of the property in the name of plaintiff, all other outstanding realty taxes

PPI to discuss West PHL Sea in conference, bares awards finalists As it celebrates its 52nd year, the Philippine Press Institute, also known as the national association of newspapers, reaffirms its strong commitment to doing its share in enhancing media’s role as a catalyst for discourse— rich, enlightened, meaningful and sustained—via its Annual National Press Forum and Membership Meeting whose highlight is the Civic Journalism Community Press Awards. As the Philippines heads into a new political dispensation, much of the country is watching with bated breath how the newly minted President-elect Rodrigo Duterte will sooner or later deal with the issue of China’s aggressive intrusion into the West Philippine Sea (or areas of the South China Sea lying within the country’s exclusive economic zone prescribed by international law). Publishers and editors of PPI membernewspapers nationwide will convene in Manila at the Century Park Hotel for the 20th National Press Forum, whose theme “Understanding the Disputes in the West Philippine Sea” will focus on media’s role in fostering public understanding of important issues — not least of which are
editorial from p. 4 expansive understanding among Filipinos of the relevant issues involved is entirely another matter. To date much of the narrative on the escalating territorial quarrel between the two Asian neighbors tends to pit the states involved against one other — China vs the Philippines and other regional claimants, and China vs the US as well as Japan as major global powers keen to assert freedom of navigation in the contested waters of the South China Sea, and push for regional peace and stability in the face of China’s bluster. There is no gainsaying the polarizing impact of the South China Sea disputes, which involve other Southeast Asian neighbors. Yet such discords carry more complexities than what the Philippine media may have cared to examine and bring to the forefront of public discussion. Are there other frames besides conflict through which the South China Sea issue — and how it impacts a smaller country like the Philippines — must be seen and reported by the press? Surely there are, such as the economic and historical sides of the dispute. What are the dominant narratives driving public discussions on the West Philippine Sea? What issues are being glossed over or have merited little, if any, media attention? Is there adequate context and background in media coverage of the ongoing maritime standoff between China and the Philippines? To what extent have the media, citing carefully researched pieces of evidence presented by experts including Associate Justice Antonio Carpio, challenged China’s extensive territorial

This is true not only at the national level but also across communities that are far removed from the center of foreign policymaking in the Philippines. Interestingly enough, it is in these areas where impoverished and marginalized sectors such as fisherfolk have been feeling the brunt of China’s bellicose actions, enough to send alarm bells ringing and crisis shockwaves reverberating across the country. But this kind of scenario is perhaps best left to the imagination. It appears that the tides of public opinion on the West Philippine Sea have yet to rise in unison with the frenzied efforts of the government to wrest back control of the contested islands. Suffice it to say that public engagement and dialogue around the West Philippine Sea vary at best —and it behooves the media to report on the country’s claims in the disputed waters with increased sharpness, nuance, background and context. To do otherwise is to leave the public wading helplessly in the murky waters of the disputed islands — amid a sea of shallow reports on competing maritime claims, not to mention Duterte’s controversial pronouncements that conveniently offer sensationalist grist for media mills. Badminton for a cause staged by PS3 ORMOC CITY --- A successful tournament for a cause was recently held in Badminton City in Brgy. Linao. It was spearheaded by the indefatigable and incessant illegal drugs chaser P/SInsp. Benjamin B. Lodo, the very able chief of Police Station 3. At least 20 badminton enthusiasts participated in the single round-robin tournament with two categories which is the Open and Veterans groups. The tournament was played in two categories where the winners were given certificates and cash prices. Lodo said that he got the idea in holding sports event such as badminton when he was still the chief of police in the Mac Arthur Police Station in Eastern Samar after seeing a lot of habal-habal drivers plying the town carrying bags with tennis racket at their
back. He said that he later asked some of this tennis enthusiast to inform each other as he will organize a tournament for them. Lodo disclosed that the holding of a tournament became successful as this leads to the arrest of 4 in the Top 10 of the Most Wanted Persons List and the surrender of a top official of the reds. Here in Ormoc especially at the Police Station 3 area of Jurisdiction, the tournament was staged for the purpose of curbing the proliferation of the illegal drugs in the area. He is hoping that this kind of event will open the minds of the youth to stop indulging themselves to illegal drugs and instead join sports activities such as this one.
