Company of the 19th IB Commando Battalion of the Philippine Army while the PNP personnel were from the Regional Public Safety Battalion. A platoon each from the Army and the PNP which will be divided into four groups. 19th IB Commander Lt. Col. Medy Espulgar, in his message said that the Bayanihan Team is not bound to find enemies and fight. But their mission is to assist the barangays they are assigned with in whatever work they can be productive but of course, with more focuses on security matter. Espulgar
explained that "security" does always mean peace and order, but it can also mean "security" on food, infrastructure, health, education and livelihood aspects. He also stressed that this does not mean that the team will be solving all the problems in the barangays but also to assist other government agencies and non-government organizations

Drug delivery to jailed cop intercepted ORMOC CITY -- Jail guards the BJMP in Brgy. Alta Vista were able to intercept an illegal drug delivery to incarcerated cop PO1 Richard Alvarez when they discovered a glued shabu at a soft drink bottle cap. In his report to Police Station 1, SJO1 Gilbert Fernandez disclosed that an unidentified female passenger of a single Honda TMX motorcycle entered into the BJMP compound bringing with her a white plastic bag with a marking of a local grocery market here, which according to the woman, be given to Alvarez. Uncommon battle for uniformed heroes
ORMOC CITY - Some present day uniformed heroes are about to engage on an uncommon and different kind of battle. They are about to engage in the field of humanitarian effort and assisting upland barangay residents in order to attain a faster recovery from the devastation of Super Typhoon Yolanda.
They will be heroes this time probably not in fighting insurgents but in fighting poverty. A simple "send off" ceremony was recently held in Brgy. Carlos Rivilla (Borok) for this Bayanihan Team composed of selected personnel from Philippine Army and the Philippine National Police. The team will be conducting a Bayanahan Activities in four upland barangays in the city which are Barangays Patag, Quezon Jr, Hugpa and Carlos Revilla (Boroc). The joint forces came from the Alpha

Cop gets ire during traffic jams, punches garbage truck driver ORMOC CITY -- A city garbage truck driver rushed to Police Station 3 to report that he was punched by a policeman over a traffic row at the foot of Alegria Bridge, recently. PS3 chief P/SInsp. Rio M. Tan, identified the victim as Carlito Israel y Camahalan, 50, married a resident of Brgy. Punta and driver of a garbage compactor truck of the city government. Only 3 trucks available for garbage collection ORMOC CITY -- The city government has only three available truck for garbage collection in the entire city. This was admitted by the head of the General Services Department during in an interview. Engr. Domardoni Cayanong disclosed over a local radio station, other trucks are under repair. He said the three available trucks are those that acquired during the term of former Mayor Eric C. Codilla. Cayanong said those garbage trucks acquired before the term of Mayor Eric Codilla are all in need of repair and if ever a repair is made, they can still be used for only short period of time. He explained that they have no choice but to fix them every time they are downed and need repair. Cayanong also informed that city accumulated much garbage after the fiesta
celebration and must be slowly collected due to the lack of trucks. But he assured that once repair is completed for the damaged garbage trucks, better garbage collection will take place. He revealed that the Office of the City Mayor is already on the verge of buying new garbage vehicles. Segregation Meanwhile, Engr. City water shortage explained ORMOC CITY -- Engr. Gervacio Germano Jr., head of Ormoc City Waterworks Office, disclosed recently the reasons why there is a slight water shortage in the city. He said that there is an existing problem in some of the water sources, however, he said the city government is already implementing restoration and rehabilitation projects. Germano informed that water reservoir in Brgy. Alta Vista is undergoing a repair and water reservation area in Brgy. Mabato is about to be restored. He made his explanation over a local radio station during a recent interview. Engr. Germano said that the reservoir in Alta Vista has a leaked and the contractor of the said project is directed to retrofit the reservoir to cover the leak which they estimated to cost about P100,000. He said that they have to withheld the final and last payment for the contractor amounting to P290,000 because they want the reservoir to be fixed before the final payment. He added that the construction of the reservoir worth P2.9 million was completed in October last year but was not properly turned over because of the Super Typhooon Yolanda that hit the city last November 8, 2013. He said that once the reservoir is fixed, there will be no more problem with water supply in Brgy Alta Vista proper, San Roque and Carlota Hills Subdivision. Germano informed that this reservoir was purposely constructed to supply water needs of San Roque subdivision and other residential areas in Brgy. Alta Vista particularly those at
the roadside. But he clarified that even if water problem is addressed in this area, a problem may still arise unless the road leading to subdivisions is legally donated to city government. Concerning the problem in water sources in Brgy. Mabato, Engr. Germano said that this might be caused by the balding of the trees surrounding the source. He added that water source started to reduce after Yolanda hit the city last November. He also explained that getting supply from San Isidro reservoir to supply water consumers in Brgys Libertad, Liloan, Curva would mean a mean supply to Brgys. Tambulilid, Linao, Punta, and Naungan. Other plans Meanwhile, Engr. Germano disclosed a new plan in order to address the water shortage problem. He said that this is the idea of reactivating the In-take pipelines located in the upper portion of Brgy Alta Vista and within the boundary of Patag. He said that they will connect this to the reservoir in Brgy. Alta Vista and once completed, it will give a better supply up to Brgy. Ipil. He said that he wanted to discuss this matter with Chairman of Brgy. Ipil about the plan of installing new water pipelines to serve the residents in World Vision housing. Germano also revealed that his office discovered that there are many water consumers without water meters resulting to low water pressure in the area. He also revealed that a new design for pipe installation is being considered for implementation to less the number of residents getting supply from their neighbors. RCD

EDC conducts disaster preparedness seminar for local media
ORMOC CITY -- The Energy Development Corporation has sponsored a Disaster Preparedness seminar to local media practitioners here and from Tacloban City at the Sabin Resort Hotel recently. EDC VP for Corporate Affairs John Arnaldo said that he has two agendas about the seminar and one of which is to meet the local media of this city and from Tacloban
City. The other is because it is rainy season already and the company’s commitment to protect the welfare of their communities and had to consider hiring an expert in disaster preparedness in the person of Dr. Ted Esguerra to brief the media about disaster preparedness. He said that the media is the best channel to reach the majority. Dr. Ted Esguerra is a prominent
person when it come to disaster preparation and rescue operations. He was a member of the Philippine Team that climbed Mount Everest in 2006. He was a commander of the Philippine Coast Guard prior to his retirement from the service in 2013 where he was immediately hired by the EDC as their disaster preparedness consultant. The seminar was a concern on disaster preparedness not only to the
media but to the public as well. For a possible flooding incident, the participants were briefed on what to prepare and do. Esguerra also stressed that being calm is very important during the occurrences of calamities. Dr. Esguerra also told media participants about the importance of knowing the basic skills of selfdefense when disaster happens. RCD

YES. The highest court in the land has unveiled its verdict regarding the PDAF and DAP issue. The court says these "pork barrels" are "unconstitutional" and therefore, illegal. DAP is a created government program of the Noynoy Aquino administration courtesy of the brilliance of administration's top financing czar, former congressman and now the Secretary of the Department of Budget and Management, Hon. Florencio "Butch" Abad. Secretary Abad is really a financing genius. In fact, Pork Barrel Queen Janet Lim Napoles admitted that it was Secretary Abad who taught her how to maneuver her fake nongovernment organizations. And, also guided her how to generate funds using government money. There is now a wide call for Secretary Abad to resign and President Aquino to be impeached. Abad will not resign because the President still "trusts" him and the President cannot be impeached because all the branches of the government is "his". Today's power is theirs. RDRRMC-8evaluates earthquake drill performance in EV TACLOBAN CITY - Right after the earthquake drill conducted Wednesday morning at the regional office of the Department of Environment and Natural Resources (DENR) here, the Regional Disaster Risk Reduction and Management Council (RDRRMC) evaluated the performance of the participants and responders of the activity. Assistant Regional Director Rey Gozon of the Office of Civil Defense said that the conduct of the drill is not only a compliance of the directive from the National Disaster Risk Reduction and Management Council but to inform everyone to be ready as no one knows when the earthquake will occur. Stressed during the evaluation is the importance of a heightened communication system both in-house and for the rescuers. With DENR Regional Office as the pilot site of the drill, some of the observations include the lack of signages
at the office compound, seriousness in the conduct of drill, availability of the masterplan which include vital installations which the rescuers must know in case of emergencies. The need for the creation of DENR rescue team who are properly trained and the conduct of further disaster risk reduction related drills was also recommended considering that activities like these will save lives in the future. Pointed out also during the evaluation include the accessibility and favorable evacuation centers, command post location, organized incident command system, among others. ARD Gozon further said that more drills and exercises will be conducted in the future within and among local responders in the region considering that Eastern Visayas is one of the high risk regions in the country as far as disasters are concerned. Search is on for Model OFW Family of the Year TACLOBAN CITY – Aimed at recognizing the commendable efforts, sacrifices and hard work of the Overseas Filipino Workers (OFWs) and their families in surpassing the challenges of migration, the regional office of the Overseas Workers Welfare Administration (OWWA) here is now accepting nominations for this year’s regional Search for Model OFW Family of the Year Awards. In a press statement, OWWA8 director Norma del Rosario said that two winners, one for land-based and another for seabased, will be selected through a screening committee composed of representatives from the Department of Labor and Employment, OWWA, non-government organizations and church-based organizations. According to Director del Rosario, nominations must come from organizations or associations such as NGOs, people’s organizations, religious organizations, communitybased socio-civic organizations and local government units. The criteria for nomination
include 1) family is headed by an OFW (land-based or sea-based), either married or single and presently working abroad with valid proof of OWWA membership; 2) OFW does not have an immigrant status in the foreign country and must possess valid working permit or employment documents; 3) must have worked abroad for at least four years; 4) the family must be known as a solid/stable family in the community; and 5) the family should have established financial stability. Del Rosario further said that the tentative schedule of the screening process will be conducted on September while the announcement of regional winners, who will compete at the national level, will be on October. The OWWA-8 chief informed that the nomination forms and other details about the search are available at their website www.owwa.gov.ph or one may visit the regional office located at DOLE-8 compound, Tacloban City. Valle said that the residents near the establishment told them that they heard the gunfire about 2:00 o'clock in the morning. They also said that the suspects were riding motorcycles. The couple, during an interview, said that they want their former employees who recently resigned to undergo investigation. They might have something to do with this incident, they said. They disclosed that eight employees, mostly waiters resigned from work after a cashier named Karen was fired out from her job. Karen was allegedly reporting for work while drunk for five times already. The restobar is the latest of its kind in the city. It has opened three months ago.
It was learned that those who employees who recently resigned have worked with the establishment since its opening. It has a very high-tech CCTV but the police told the owners not to release this to media for fear that the suspects might leave the city once they find out this. RCD

DOH EV encourages HIV testing TACLOBAN CITY --- The Department of Health (DOH) in coordination with the Philippine National AIDS Council urged the public especially those engaged in risky sexual behaviors to undergo HIV testing at the nearest Regional Health Facility. During the press conference with the DOH on Wheels: Kalusugan Pangkalahatan Program launching held recently at the Schistosomiasis General Hospital in Palo Leyte, Dr. Chito Avelino, Executive Director of the Philippine National AIDS Council called the people of Eastern Visayas to be tested with HIV as the cases went higher for the past ten (10) years. Unexpectedly, the global AIDS report in 2012 disclosed
that the Philippines is one of the nine countries in the world where cases of HIV/AIDS rapidly increased by 35% in the last 10 years covering the period 20012011. In Eastern Visayas, there are 151 reported cases of which 121 are males and 30 are females. Avelino further said that HIV infected persons are now getting younger. Previously, most Filipinos who are infected with HIV are OFWs but now, professionals as young as 29 years old are reportedly infected with the virus. food chain and other establishments (see attached list of businesses). Data was gathered in the whole month of April 2014. The project hired four (4) enumerators to carry out the survey. The project also hires Assistant Farm technician to assist the farm technician in supervising the conduct of survey. A one day orientation was conducted in March 31, 2014 to train the enumerators and oriented them on the forms and tools for the survey. Role plays and pre-testing was done to ensure that the enumerators are ready for the enumeration. C. Data Processing and Analysis The project engaged a statistician to guide in the encoding and processing of the data. The statistician will take the lead in the conduct of analysis and in writing the report that will be submitted to AFOS as the end of the project. Demographics and Farmers’ Characteristics Five-hundred eighty six families were recruited for participation in the study: 201 in Barangay Lake Danao and 384 in Barangay Cabintan with 1 respondent representing an association (CALCOA). Figures 1 to 6 and table 1 show the survey demographics. The majority of the respondents are relatively young adults, with the bulk of the respondents falling within the 20-39 age groups, followed by those in the 40-50 age groups with insignificant proportion being below 20 and 60 years of age and above. See figure 1. Respondents were much more likely to be male (92 % male versus 8 % female), which shows that the contribution of women to farm operations is often overlooked. A majority of the respondents were married (79 %). See figures 2 and 3. Educational attainment of farmers appeared to be relatively low among respondents, as indicated by the responses on “never goes to school to elementary graduate” (1.5%, 64%, and 12.2%, respectively). There is no significant different in household size among Barangay Lake Danao and Barangay Cabintan respondents which ranges from 1 to 15 persons (Fig. 5). Most of the respondents are engaged in agriculture (work as farmer), it is likely that agricultural income is the greatest contributor to family income. Income data derived from this survey shows that agriculture is the main contributor to family income. As seen in Table 1, 94 % of surveyed household engage in agriculture activities. The fact that respondents engaged in off-farm incomes which contribute to the total family income, it explains that most of the surveyed household can’t rely mainly on agricultural activities with relatively narrow landholding size for their livelihood. It also indicates that large portion of people, must engage in other income generating activities to meet their family livelihood needs. Most farmers have an average monthly

Overall, 84 % of the respondents reported that they are working for themselves as farmers; majority of the Barangay Cabintan respondents hired more workers to do the work for them (20%) than Barangay Lake Danao respondents (1%), and some respondents did both working for themselves as farmers and hiring workers to work for them (Fig.7). Findings Farm Characteristics There is unequal distribution of land holdings in the study area. As shown in Table 2, farms in Barangay Lake Danao are generally smaller than in Barangay Cabintan farms. The land area of Barangay Lake Danao is 2, 393,250 square meters (239 ha) while Barangay Cabintan has a land area of 3,294,950 square meters (330 ha). Overall, the average land holdings of the respondents is 9,707 square meters (<1 ha). Almost half of the surveyed household in Barangay Lake Danao and 91.43% of the Barangay Cabintan respondents controlled less than 10,000 square meters only. At the other end of the scale, 7.96 % of the Barangay Lake Danao respondents report to control farm sizes of 40,000 square meters and above; only 0.78 % of the Barangay Cabintan farmers reported farms of that magnitude. Considering the small landholdings controlled by families, it is not surprising that off farm

activities are an important elements in their livelihood. In Barangay Lake Danao, 85.07% of the farmers reported to cultivate farms below 10,000 square meters while the remaining 14.93 % report to cultivate 10,000 square meters and above. For Barangay Cabintan farmers, 70.65 % reported to cultivate less than 10,000 square meters and 29.35 % have cultivated 10,000 square meters and above (Table 3). This indicates that not all the reported land sizes of some farmers where cultivated. The study revealed that 20 % of the total agricultural land controlled by the surveyed household belongs to others and is cultivated by means of renting or tenanting (see Fig 8). All respondents reported that their farm has an elevation of 600 meters above sea level and sandy loam is the type of the respondents’ farm soil. In Barangays Lake Danao and Cabintan, the agricultural fields tended to be in close proximity to the accesss road, 68% and 86%, respectively, of the agricultural fields were within below 1,000 m of access road. Farm Outputs In Barangay Lake Danao, the major high value crops are chinese cabbage, green onion, and tomato. Barangay Cabintan agriculture is varied (Fig. 10). Chinese cabbage, green onion, hot pepper, radish, cabbage, tomato and eggplant but, few respondents in both farms also grow sweet pepper, snap/ baguio beans, ampalaya and cauliflower in smaller scale. Rarely Lake Danao and Cabintan respondents grow carrots and sweet corn. More farmers from Cabintan appeared to report a lot of damaged crops than Lake Danao farmers. Respondents reported that damaged is due to Typhoon Yolanda,

Agaton and Basyang. Pechay is the major crop in both farms; other crops like squash, abaca and sweet potato are grown more in Barangay Lake Danao than in Barangay Cabintan. Crops like chayote and corn are grown more in Barangay Cabintan than in Barangay Lake Danao. Many farmers in Barangay Cabintan still were not able to grow regular crops when the survey was conducted than in Barangay Lake Danao (Fig.11). Farm Inputs All respondents reported to use the same kind of organic and inorganic fertilizer, chicken dung and 14-14-14 (complete), respectively. However, Cabintan farmers also use other fertilizers, namely: urea, muriate of potash, ammonium sulphate, ammonium phosphate, foliar, crop giant,calcium-boron, humos, biogold, sustain, lime winner, California, florish, yaramila and unique 1 (Figure 12). No one from Barangay Lake Danao respondents use organic pesticides, unlike the Barangay Cabintan farmers’ which uses varied organic and biological pesticides , this includes Azrton/Bio con, wood vinegar, EM, OHN, chicken dung tea, biological and herbal, trichogramma, antika, FPJ, FAA, MSC and wokozim (Fig. 13). Cymbush is the major chemical pesticide used by the Barangay Lake Danao respondents unlike Barangay Cabintan farmers which used varied chemical fertilizers. Mega tonik pesticide followed by Score 9(23%), Pleo (20%), Cartap and Selecron(19%), Lannate (18%), Knockout (16%) and Brodan (13%) while the 39 % of the Barangay Lake Danao respondents make use of Cymbush pesticide. Few farmers reported not using any chemical fertilizer. Farm Produce and Sales Regarding to the farm outputs, Table 4 presents the vegetable commodities produced in the farm. It was found that almost all commodities harvested in the farm were sold by the surveyed households. All (100%) of the corn produced is consumed by households. A Baseline Survey of Vegetable Farmers and its Market in Ormoc City Introduction ORMOC CITY is a vegetable producing city in the province of Leyte. About forty two (42) barangays are engaged in vegetable production. These barangays are categorized into two --- the lowland and upland barangays. Upland farms grow “Chopsuey” crops while the lowland areas the “Pinakbet” crops. The upland vegetable barangays are Barangays Cabintan, Lake Danao, Gaas and Liberty. These barangays are sources of high vegetable production which apparently supplying for the city's and neighboring towns' consumption. After Super Typhoon Yolanda hit Ormoc City last November 8, 2013 and damaged agricultural vegetable farms, AFOS Foundation in partnership with the Ormoc Chamber of Commerce and Industry (OrCham) distributed assorted vegetable seeds and fertilizers to Barangays Lake Danao and Cabintan as part of the group's emergency response intervention. To sustain vegetable production in the area and alleviate economic status of farmers, a future program will be implemented this year in one of these

barangays. It will assist farmers through relevant trainings to enhance skills not just in production side but also in the marketing side of their products. To be able to develop a plan with relevant activities, a baseline survey on farm and market is necessary to generate data that will be used to assess the situation of the project sites and help project implementers in crafting strategies and activities. Objectives The aim of the study is to generate information among farmer’s vegetable production in Barangays in Cabintan and Lake Danao and its market. In line with this aim, the baseline study will address the following sub problems: 1. What is the farmer’s demographic profile with reference to: a) Gender; b) Civil status; c) No. of household members; d) Source of income; e) Ave. monthly income; f) Total land area; g) Area cultivated; h) Tenurial status; 2. What are the farms characteristics
with reference to: a.) Elevation; b.) Soil type; c.) Source of labor d.) Previous crops planted e.) Present crops planted. f.) Fertilizers used g.) Pesticides used h.) Entire volume and sales of production in kg; i.) Location of market outlets j.) Structures in the farm k.) Trainings attended; and l.) Membership of an association 3. What is the profile of farmer’s product in the market in terms of : a.) Degree of demand; b.) Required weekly and monthly volume; c.) Demand seasonal; d.) Name and location of suppliers; e.) Problems met in purchasing high value crops in the market; and f.) Suggestions to resolve such problems Methodology A. Vegetable Farmers Baseline Survey The project started with mapping/
listing of the respondents, referring to the farmers of Barangay Lake Danao and Cabintan. Carrying out a complete enumeration scheme, around 400 to 450 vegetable farmers in targeted barangays will be covered by the survey, wherein every vegetable farmer in the targeted barangays will be included in the survey. The project will hire four enumerators to carry out the survey. The project will also hire an assistant farm technician to assist the farm technician in supervising the conduct of the survey. Data gathering shall be conducted for one month from first week of April 2014 up to the last week of April 2014. There will be a one day orientation will be held to train the enumerators and orient them on the forms. There will be role play and even pre-testing of questionnaires. B. Market Baseline Survey Simultaneous to the survey in targeted barangays, the project also conducted survey among players in the market. This involved registered businesses in Ormoc City particularly retailers, institutional buyers like hotel and restaurants, hospitals,
