EDC, DepEd join hands in implementing greening program KANANGA, Leyte --- The Leyte Geothermal Business Unit (LGBU) of Energy Development Corporation (EDC) and the Department of Education (DepEd) once again agreed to work together in planting and rehabilitating of endangered prime native tree species in eight schools in Kananga and Ormoc
City. A total of 92 seedlings of six premium native threatened tree species namely, Narra, Yakal-Saplungan, Kamagong, Batete, Mangkono and Bolong-eta were planted in the following schools: Limao National High School, Hiluctogan Elementary School, Aguiting Elementary School and Tongonan Schools for Excellence in Kananga, and Cabintan National High School, Milagro Elementary School, Lake Danao Elementary School and Nueva Vista

Pusher killed during serving of warrant CALBAYOG CITY --- A known drug pusher was killed during the serving of warrant for his friend. Incident happened in Brgy. Peña, here, recently. Newly installed Calbayog PNP OIC P/Supt. Ibrahim H Jambiran identified the victim as Romeo Salvador Jr y Labrador, 32, married, fisherman and resident of Brgy. Peña, Purok 3 here. The victim was known drug pushers in the area according to the records obtain from Barangay AntiDrugs Abuse Council (BADAC). Jambiran said that they were about to serve the Warrant of Arrest against Richard Tamidles y Salazar, 33, married, jobless and a resident of Brgy. Malaga, Purok 2, for Attempted Murder. He was in hiding for quite a time already. However, during the serving of the warrant, Romeo Salazar Jr, a friend of the suspect, resisted the implementation of the warrant and pulled a Caliber 45 pistol, immediately shot and fired his firearm
to the arresting officers prompting the police officers to return fire and defend themselves resulting to sudden death of the victim. SOCO personnel, conducting investigation recovered from the place of encounter are the following: One (1) cal. 45 pistol sti edge with serial no. 741502 loaded with magazine with four (4) live ammunition, Nine (9) pcs fired cartridges cal. 45, One (1) live ammunition cal 45, One cellphone My Phone colored red and black, Also recovered from the left pocket of Salvador are One (1) transparent heat sealed plastic sachet (big) containing white crystalline substance believed to be shabu, drug paraphernalia and P600 bills in different denominations. The conferment makes 4th Led the first District Engineering Office of the Department of Public Works and Highways in Region 8 to be certified by the International Standard Organization (ISO). This means that 4th Led is now fully compliant with internationally accepted practices and that the office is rendering quality and excellent public service. The ISO certification is an international recognition for 4th Led’s strict implementation of a management system that operates effectively in achieving its organizational performance goals such as commitment to quality and client satisfaction. Its requirements are underpinned by eight management principles namely: a customer focused organization, leadership, the involvement of people, ensuring a process approach, a
systematic approach to management, a factual approach to decision making, mutually beneficial supplier relations; and continuous improvement. In pursuit of their goal to be ISO certified, Gonzales explained they had to improve their work procedures and practices beginning with the implementation of good housekeeping habits. After 5:00 pm, all desks are cleared of clutter and documents while chairs are neatly arranged. They also implemented an improved process in the flow of documents for easier tracking, thereby providing procedural connectivity to all sections. OCPO kicks-off 21st PCR month celebration ORMOC CITY --- The Ormoc City Police Office (OCPO) kicked-off its 21st Police Community Relations Month Celebration with the theme: “Matatag Na Ugnayan, Ligtas Na Pamayanan”. The re-elected Carmelo Leo “Toto” Locsin of the 14th Sangguniang Panglungsod was Guest of Honor and Speaker. He was introduced by P/Sinsp. Vicentito P. Ontuca, Chief, Police Community Relations, who was lauded by the secretary to the Vice-mayor, Mr. Loven Jake Masias, who delivered the vice-mayor’s message extending the latter’s wholehearted support to OCPO community relations’ policing.
Open dialogue of communication for meaningful meeting with the community lies important to recover what the present government sees an eroded faith to public service as the police advances its own to recover community confidence for safety and health, among others. They were made to sign two pieces of affidavits such as that one which was submitted to Mayor Richard Gomez and the other was the Affidavit of Undertaking, enclosed with that promise to cease from being involved in the illegal business. Delos Santos on the other hand disclosed that one of the surrenderees was jailed because he has a standing warrant for issued by the court for violation of drugs law. Cabahug’s elder brother was recently arrested by Kananga PNP during a buy bust in his safe house in Kananga, Leyte. He denied his involvement in the illegal drug trade but pointed to his brother as the one into it. The rest of those who were documented drug personalities were allowed to go home because there was no charge filed against them yet. DPWH driver who is a drug peddler, busted MAASIN CITY ---- Another drug personality fell into the hands of the Philippine Drug Enforcement Agency Regional Office VIII (PDEA RO8) and Maasin City Police Station during the conduct of recent buy-bust operation. In a report submitted to PDEA Director General Isidro S. Lapeña, joint elements of PDEA Regional Office 8 under Director Laurefel P. Gabales and Maasin City Police Station, conducted a buy-bust operation along Maharlika Highway, Brgy. Combado, Maasin City, Southern Leyte which resulted to the arrest of certain Roel Adobas y Jacobe alyas “Kimay”, employed as Driver at DPWH, Southern Leyte,
Provincial Office, 45, male, married, and resident of Brgy. Laboon, this city. Purchased from the suspect were two (2) pcs. heat-sealed plastic sachet containing suspected shabu. When frisked, the suspect yielded another seven pieces of heat-sealed plastic sachet containing white crystalline substance suspected to be shabu. Adobas will be charged for violation of Section 5 (Sale of Dangerous Drugs) and Section 11 (Possession of Dangerous Drugs), Article II of Republic Act 9165. The arrested suspect is temporarily detained at Maasin City Police Station Detention Facility.
Biliran DEO posts 77.06% of the 2016 infra proj MAASIN CITY --- DPWH-Biliran District Engineering Office (BDEO), is still in full swing in the implementation of its FY 2016 Infrastructure Projects. As of June 30, 2016, out of 66 lined-up projects of BDEO, 53 projects were already completed while 9 projects are on-going which includes road widening, flood control, multi-purpose building, water supply projects, multi-purpose pavement, concrete pathway and many others. District Engineer, David P. Adongay Jr. revealed that there are still 4 projects
which are not yet started under the 2016 Regular Infrastructure Projects. These are the repair of Biliran Bridge(B00057BR) along Leyte – Biiliran Road, Repair of Bilwang Bridge ( B00058BR) along Biliran Circumferential Road, Repair of Looc Bridge (B00035BR) along Biliran Circumferential Road and Repair of Cabibihan Bridge (B00027BR) along Biliran Circumferential Road.Engr. Adongay said that the remaining projects were already Bid Out and with Notice to Proceed. To date, the district has an overall
actual accomplishment of 77.06% with a negative slippage of 4.91%. The negative slippage came about because of the slight delay in the project implementation of Construction of Slope protection along Biliran Circumferential Road. Nevertheless, the overall accomplishment is still high considering the onset of rainy days. This is in consensus with the policy of the Department to implement the right project with the right cost determined through competitive and transparent public bidding with the right quality in accordance

The fear on Federalism
There are people who are worrying about the federalism. That is but normal. Just recently, it was reported that some businessmen believe that the country could lose billions worth of investments if the government shifts to a federal system of government. However, they are not totally rejecting the idea but caution that it should be taken carefully. The shifting must not be done overnight. While President Rodrigo Duterte sees it otherwise, these businessmen and some foreign chamber executives stressed that federalism is poised to gain more only if the move is done right as a change in the form of government that President Duterte is advocating. That, it would surely have a major implication in the country’s investment climate. That, according to them, the change might be either good or bad. In the President’s mind, he is sure that business atmosphere will be light and the commerce will
be easy if the country is Federal because business operations shall be done by state. And every state would be free to implement the best way available in order to make the business viable for the state. And perhaps, the national government’s role is just to give the go-signal for the investors. “Businesses will have to assess the effect of federalism carefully,” according the worrying businessmen. The referendum for the federalism is set to be included in the next election. And according to incoming House Speaker Pantaleon Alvarez, he will push for the revival of the Bangsamoro bill if federalism is rejected. Duterte have been pushing for federalism even before he declared to run for presidency. He said that one of the advantages of the federalism is that each state would be given the chance to manage its own resources not like the present form of government where all local governments are bind to pass all the resources to the national government and just wait for the Internal Revenue Allotment (IRA). This means that each local government is at the mercy of the national government on when and how they would receive the IRA. In federal form, it would be the national government that will wait for the allotment from the federal states.
