Possible erosion scares residents MATAG-OB, Leyte -- Some residents of Barangay Candelaria of this town are scared of possible erosion. Flooding in Brgy. San Juan continues in days

residents along the riverbank have evacuated near the highway. He also said that he would agree to the idea of constructing a house with a second floor in order to avoid flood waters. Keeping their livestock has also become a normal problem during flooding, but residents have already found a way to solve this, Egay stressed. Spouses Trinidad and Antonio Cantero said that they prefer to stay home because there is no other place they go could go. They even recalled during the devastation of Super Typhoon Yolanda when they evacuated to the bodega used as shelter of evacuees. The admitted that it was very frightening but they were able to survive and managed to stay at home. This time, the couple said that the flood water was not able to reach their second floor. They also informed that new roofing has been installed to their house. Flood waters at the highway was still giving a hard time for commuters and travelers, as of the presstime. RCD

The President of the Republic is the most honorable person in the country worthy of respect and awe. Nobody would disagree on this. People elected him because they trust him for his dignity, credibility, capacity to deal with national and global issues, capability to deal and address national concerns and that citizens respect him because they expect that the President, being the leader of the state, must know the Law, will implement the Law without fear and would respect the Law even if he doesn't agree with what the Law says. The recent nationally-televised speech of Present Benigno Simeon C. Aquino III was a display of a matter which people do not expect from him -- his ignorance and arrogance. In his speech, he implied that he is very disappointed over the decision of the Supreme Court declaring some part of the Disbursement Acceleration Program (DAP) as "unconstitutional." He even gave some kind of warning against the Justices that something unfavorable might happened against them if the decision would not be changed. The Palace has filed a motion for reconsideration over the Supreme Court decision. The President seems to be implying that he knows better than the Supreme Court Justices. But at the same time, he seems to be "not really" understands the main point of the Supreme Court. He even cited portions of Administrative Code in the 1987 Constitution to defend DAP which is, actually beyond the main point of the Supreme Court. The President insists that DAP is "morally" just and for him, "unconstitutionality" is not a big issue. He is stressing that DAP has benefited many local governments, many projects were implemented and has helped improve the economy. He seems to be asserting that violating the Law is good when the violation is for the purpose of "doing good." In his speech, he cited a situation wherein a motorcycle rider was rushing to save a person who is an accident victim and with his rushing, he was able to park into a "no parking zone" minding not that he will be violating a simple Law. He might mean that "unconstitutionality" of DAP is not an issue here but the issue of "saving an ailing economy" is the real concern. His illustration seems not fitting to the issue. The President seems to be doesn't know that "mistake is a mistake" even if the mistake is committed in "good faith." Certainly, the SC Justices must have been in good thinking when they penned down their decision. That, they were not hallucinating. And, President Aquino doesn't have any right bestowed upon him as President of the Republic to threaten the Justices of the Supreme Court. Why should he threaten that he might use the Congress to mediate if the conflict between the Supreme Court and Malacañan escalate? The decline of Trust Ratings of Aquino is no longer a shocking issue. It is already expected for a leadership with a mixture of a little arrogance and ignorance. Adding to his "ignorance" thing, is when he removed Ms Nora Aunor's name from the list of the National Artist nominees. Week after that, he justified his action. He explained that he intentionally removed Aunor from the list because Aunor is a "convicted" drug addict, which is never been true. Aquino must have had a poor research on Aunor's life. The very bad thing is, the President has considered Aunor's personal life more significant than Aunor's big contribution to industry, which is a lousy thinking.

Cayetano gives assistance to farmers, vendors ORMOC CITY -- As a gesture of sincere concern on extending help, Senator Alan Peter S. Cayetano visited this city to personally turned over funds as part of his assistance program for victims of Typhoon Yolanda. Senator Cayetano handed in the funds to Ormoc City Sidewalk Vendors Association and Ormoc Textile Clothing and Footwear makers (TCF) in order to bankroll a microfinancing program that will offer small loans to members at very low interest and easy payment schemes. The Senator donated a total of P150,000 to both groups as an aid for faster recovery from the devastations and at the same time, discourage them from borrowing money from loansharks. Dubbed as the “Kontra 5-6 Program,” the project in part, breathes life to the promises made by the Senator during his 2013 re-election campaign, where he launched the Presyo, Trabaho, Kita, (PTK) platform aimed at promoting projects that lower the prices of goods, create more jobs, and increase people’s income. The micro-financing mechanism allows members of cooperatives, entrepreneur groups and organizations wider access to capital that they can use to improve their livelihood and increase their income. “I am aware of the public clamor to help the victims of Typhoon Yolanda in regaining their sources of livelihood. I’ve seen firsthand that we need more than just relief, we need rehabilitation. The people of Leyte need assistance in order to rebuild their lives,” he said. “Providing capital to those affected by last year's disaster will equip them with means to start their livelihood again instead of relying on relief efforts from government and other organizations,” he added. Apart from the vendors’ association in
Ormoc, Cayetano also turned over funds to two irrigator groups in the municipality of Palompon and to an association of farmers in Isabel town in order to assist them in their post-disaster recovery. The Palompon Irrigators Association Inc., with over 200 members from barangays Sabang, San Juan and San Isidro received P50,000 while the Mataca Irrigation Association, also with 200 members from barangays Magsayasay, Tabunok and Congmoya, received the same amount of P50,000. The said funds are expected to be used for the irrigation rehabilitation of elevated barangays in the province and for resolving the problem on pest infestation in several rice farms. Around 6,000 sweet potato producers in the municipality of Isabel also received P100,000 worth of rehabilitation assistance through the PTK project. “This aid in the form of financial assistance is part of our advocacy to help Yolanda victims get back on their feet, especially the poor farmers and vendors in Eastern Visayas whose sources of livelihood were greatly ravaged by the typhoon,” Cayetano said. “By working together on projects that provide direct assistance to those who are in need, in our own way, we can help the government achieve the goal of making all Filipino families, especially the poor, reap the benefits of our growing economy so that in this period of development, nobody gets left behind,” he added. Side by side with the Kontra 5-6 Program, the senator added that he will strongly push for legislation that will institutionalize the "Kontra 5-6" as a kind of micro-financing model so that more organizations all over the country can benefit from such lending system. San Vicente, local Bureau of Fire and Protection rescue group used a rope to rescue several people when the water overflowed at a village road. The rescued victims rappelled from the other side of the road leading to their rescue. The place is a floodprone area and rescuing residents in this place is a usual view. In Sitio Haobon, at least 13 families were also evacuated as the water in the area continued to rise before noon. The rescued families were brought to the San Isidro Elementary School evacuation site. The City Social Welfare and Development provided food to all the flood victims. RCD

TB free Philippines draws Samar Gov support CATBALOGAN CITY, Samar TB free Philippines has drawn the support of Samar Governor Sharee Ann Tan. During the organization of the Multi-Sectoral Partnership to Achieve Control of TB (IMPACT), Tan signed a commitment for the total support to eradicate TB in the province including budget support. She also pledged to strengthen TB treatment delivery mechanism and ensure access to TB treatment of disadvantaged groups. In addition, as the local chief executive, the governor promised to improve the compliance of provincial district hospitals to Philippine Plan of Action for TB (PhilPact) standards and TB Directly Observed Treatment Short Course(DOTS) and treatment protocol. TB DOTS embarks on partnership where the patient is supervised by a partner as he takes the drugs; this process ensures that the patient continuously takes the drugs until completion. Governor Tan also vowed

to provide supportive policies and financing support. As to innovations, Tan plans to give incentives to health workers who tracked down tab cases and successfully effected treatment. To ensure that school children are also TB free, Tan vowed to sponsor the TB test known as purified protein derivative (PPD) test for some 10 thousand school children who are reportedly malnourished. Just this summer, Tan also sponsored the X-ray tests of teachers in the division. While the provincial health office reported that only some 315 TB cases were reported in 2013, it does not mean that they are the only cases, tracking them also proves challenging, said health authorities. KEITECH, which aims to be a world-class technicalvocational training center, introduced the new curriculum which can be completed in three months to address the reconstruction requirements for the province’s rebuilding program. “We are set to produce 1000 trained workers in two years ready for employment with various local contractors in
rebuilding the devastated areas in the province. As we did with previous graduates, we will facilitate their employment through KEITECH’s placement office,” KEITECH President Paul Aquino said. Aquino added that the graduates will be recommended to the contractors of the school projects ofABS-CBN Sagip Kapamilya and Energy Development Corporation (EDC). KEITECH has so far produced 530 graduates since 2009, 92% of whom are already employed here and abroad. News DENR-8 to plant one billion fruit trees in coastal highways MAASIN CITY, Southern Leyte -- On top of the regular National Greening Program (NGP) that began four years ago until 2016, the Department of Environment and Natural Resources (DENR) in Eastern Visayas has an added mission: plant a billion fruit trees more within the 40-meter no build zone limits along shorelines. This was revealed by Provincial Environment and Natural Resources Officer (PENRO) Ricardo Tomol, head of the DENR office in Southern Leyte, during the Action Center Kapihan sa PIA Cable TV program Wednesday. The Cable TV Kapihan taping at the Senior Citizens building will be aired Friday, July 18, as a special edition in addition to its weekend regular showing, to coincide with a simultaneous nationwide launching of a joint PIA-DENR advocacy project on Climate Change Adaptation (CCA). Planting trees, be it forest or fruit trees, has long been proven as a way to mitigate the effects of erratic climatic conditions, because they absorb carbon dioxide in the air and give off oxygen for people and animals to breathe, aside providing shade and acting as buffer against winds and waves during bad weather. Asked for updates on the nationwide NGP for Southern Leyte province, Tomol said that since the year 2011, they
have covered more than 4,000 hectares of timberlands planted with varied species of trees in coordination with various People’s Organizations (POs). This translates to over 2,000,000 trees grown now at three years old at a conservative estimate of 500 trees planted per hectare at 85% survival rate. As to the billion fruit trees campaign specifically for Region 8 and implemented through former Senator Panfilo Lacson, the Presidential Adviser on Rehabilitation and Reconstruction for post-Yolanda, Tomol said they had finished the survey and other necessary paperworks and submitted those already to their central office. Evacuees from Sitio Noah doubled ORMOC CITY -- Number of evacuees from Sitio Noah, Barangay Liloan doubled after Pagsangaan River overflows. Rescue Nurse Janice Ducalang told Leyteño Peryodiko that 13 out of the 16 families residing is Sitio Noah has evacuated to the barangay proper as the water was rising quickly. Only six families, a total of only 28 persons have evacuated during Typhoon Glenda poured rain but this time, rains brought by Typhoon Henry made another 13 families with a total of 55 persons to leave the area. However, those residents with livestock still decided not to evacuate along with one cancer patient who did not want to be rescued. In an interview with Raquel Pepito, she said that they thought of leaving the place at noon but the water was rising rapidly in the morning and this had prompted them to seek the help of the local rescue group. She added that they were able to bring with them only a few utensil, blanket, and mats. Pepito admitted that they have
been tired of evacuating their place every time the water at the Pagsangaan River rises. But they couldn't do so because the land they are occupying is a familyowned. Ivy Bugnat said that she decided to leave and brought with her three children after the water started to get in at the house. Pepito’s daughter Maria Fatima, 14, said that she feared also for her life because the water is getting deeper. The young girl is a 4th year student of the Liloan National High School. Kevin Bugnat, 7 said that the water started to get inside the house about 2:00 o'clock in the afternoon. He said that he is tired of the situation but admitted that he got used to it for years already. Another resident, Maria Delia Alugbate said that she also decided to leave with her 1 year old baby while her mother preferred to just stay at home. Alugbate also admitted they are already accustomed to this kind of routine when there is flooding that sometimes gives a hard time for the children to go to school. RCD
