First day implementation of Comelec checkpoints smooth ORMOC CITY – The implementation of “total gun ban” and installation of checkpoints in line with Commission on Election directive, was smooth and totally successful according to Ormoc City Police Office Director P/ SSupt Ferdinand M. Garay. Midnight of January 10, 2016, OCPO personnel installed checkpoint at remotes road passages in the city, police revealed, Garay told. He also disclosed that nobody was apprehended with firearm or bladed weapon with him during the first day.

20 packs of shabu seized in buy-bust ORMOC CITY – More than P15,000 worth of illegal drugs were seized by operatives of Police Station 3 in a recent buy-bust operation in a identified drug den in Block 5, Brgy. Farmers disagree with DAR’s statement TACLOBAN CITY – The Bugho Farmers Association (BFA) and the Kilusan Para sa Repormang Agraryo at Katarungang Panlipunan (KATARUNGANEV) have recently issued a joint statement against a TV and print release of the Department of Agrarian Reform (DAR) Region VIII The groups state that “KATARUNGAN Eastern Visayas finds it tragic that the DAR Region 8 has attempted to mislead the public by reporting that our member Bugho Farmers AssociationKatarungan has signed the Compromise Agreement, when in fact, negotiations are still ongoing.In the midst of talks, the 21 CLOA Holders continue to request for DAR intervention by providing police assistance in the harassment and intimidation still being perpetrated by a group of farmers, led by one official of Barangay Matica-a.” “We find it disturbing that the agency persists in reporting accomplishments when there were none. This is the root cause of the long standing and enormous land tenurial security issues of us farmers in Leyte, after all. More unfortunate still, is that this distortion of facts is a reflection of the sorry state of Agrarian Reform in the TuwidnaDaan administration of Secretary Delos Reyes and PNoy.” On the other hand, BFA stated that “we, the 21 CLOA Holders of the 46 hectares (21 and 25 hectares) of land in Barangay Matica-a, Ormoc, organized under BFA-Katarungan, would like to inform the public we have not signed the Compromise Agreement, contrary to the statement made in a press release by the Department of Agrarian Reform Region 8 on January 12, 2016. “While our group has remained steadfast in the pursuit of agrarian justice as CLOA Holders through legal and peaceful means, with the Compromise Agreement as one of the instruments we have explored, there remain sensitive points that needed to be addressed before we can enter into the said

Compromise Agreement. “In November 2015, our legality as CLOA Holders of the entire 46 hectares were affirmed by the Final Entry of Judgment issued by the DAR Adjudication Board (DARAB). This was, as pronounced by DAR media release, received with “much reservation from the FFFWA.” The said decision prodded members of the FFFWA to enter into a transitory agreement with us to lead to a Compromise Agreement that should have been signed by us last December 22, 2015. “While we are elated with the prospect of finally achieving the elusive peaceful possession of the land awarded to us, and we warmly embraced friends and families that were estranged because of the conflict, we are nevertheless firm in our stand that – “it is within our rights as CLOA Holders that, when entering into an Agreement, our interest be closely guarded and protected. Thus, consultation should have been conducted before finalization of the said Agreement; acts of harassment and intimidation to our members by known individualsbelonging to FFFWAthat continue to perpetuate to this day, be put to a stop through thefirm interventionof DAR and the security sector; and the issuance of a collective CLOA named to the 21 beneficiaries.” The farmer association added that “It is unfortunate that the Department of Agrarian Reform had to resort to this misinformation offensive. We are hoping that this misinformation being peddled by the agency is not a weak bid to shore up their accomplishment for the past year. In the end, we are hoping that this was mistakenly released as this cannot and will not pressure us into signing the Compromise Agreement.” The groups also recognized the gallant assistance of the Commission on Human Rights for facilitating the crucial dialogue last month that led to this juncture, and their continued monitoring of the case. INGOs to distribute free prosthetic hands in Tacloban TACLOBAN CITY – Two international nongovernment organizations – LN-4 Foundation and Kiwanis International – will be distributing prosthetic hands for free to qualified amputees at the Divine Word Hospital (tentative venue) this city on February 12, the Taclobanleg coordinator said. In an interview with the Philippine Information Agency, businessman Ronnie Ramirez, owner of Joebz Tacloban said that they are looking for some 40-50 amputees with residual limb that extends at least 10 cm from the elbow or 14 cm from the armpit so the prosthetic hand will fit in. “We are encouraging our fellow Taclobanons and Eastern Visayans who have this particular disability to avail of this rare opportunity as one prosthetic hand costs more or less P300,000,” Ramirez said. He added that the Foundation and their sponsors produced this artificial hand at a minimal cost as they endeavor to “give hope – give hand by providing functional prosthetic hands at no cost at all to recipients.” “The arm extension has three stationary/fixed fingers and two latches where an amputee could be able to hold a pen and write again, hold a glass with handle, comb hair and other similar light activities,” he said. Ramirez further said that anyone may avail of this including children who are at least seven years old, without wound or pain being felt in

said part of the body. However, six year-old children may also qualify for as long as they can already control the use of the prosthetic hand. Shown in a video documentary of one of its projects in the country that a recipient-amputee could easily put on and take off the prosthetic hand in seconds and learn how to use in less than 10 minutes. Ramirez’s group, who volunteered services for this charitable activity in their personal capacity, is also encouraging the public to help disseminate this information to fill in the slots, the earlier the better. “We are also tapping the regional office of the Department of Social Welfare and Development to look for possible recipients to come up on time with at least 40 so the sponsors will be able to prepare the prosthetic hands,” he added. The INGOs will also conduct the same activity for free in Lavezares, Northern Samar on February 10-11 and in Ormoc City on February 13 for another 100 and 50 recipients, respectively. Senate Minority Leader Senator Juan Ponce Enrile stressed recently that the main person to be blamed on the death of the forty four PNP Special Action Force (SAF), is no other the President himself. The senator claims that he has many proofs to show the veracity of his allegation. According to Enrile, “while the operation was going on, and SAF units were being slaughtered, (Aquino) did not do anything at all to save them.” During the session, he took the floor to put on record that he has evidence to pin down the President and ended debates on the reason for re-opening the probe into the deaths of the SAF 44. The soldiers died in Maguindanao last January 25 of last year. Enrile said that President Aquino knew already from day one about the operation to neutralize three foreign terrorists led by Malaysian Zulkifli bin Hir, alias Marwan. “So that there would be no more questions about whether we should reopen the Mamasapano hearing or not, I would like to make it of record that I have evidence,” Enrile said. “First, that the President of the Philippines, Benigno S. Aquino III, actively and directly involved himself in the planning, preparation of Oplan Exodus. T h e President knew about t h e fighting i n Mamasapano as he had flown to Zamboanga City,” Enrile said. He continued: “Second, that on the day of the actual operation, (Aquino) was monitoring the operations while he was in his plane going to Zamboanga City… and I am going to prove these with evidence in that hearing,” the senator claimed. Initially, Senate President Franklin Drilon said he wanted to clarify the definition of “new matters” after Senate Minority Leader Alan Peter Cayetano interpellated Sen. Grace Poe on the ruling of the committee on rules that allowed the reopening of inquiry. Sen. Vicente Sotto III seconded the motion when Enrile reiterated his motion in the plenary that the Mamasapano hearing should be re-opened and be brought back to the committees. The re-opening of the senate hearing would surely hurt Mar Roxas’ candidacy. Then, the three other presidentiables would benefit from it specially Senator Grace Poe. Aside from Roxas, the President himself might be looking now at the dark side of his future because he might face imprisonment or impeachment after the investigating body would affirm that it is therefore, the President himself who is the most responsible of killing Maguindanao heroes.

to the people of Central Visayas, where he will be reassigned, especially at this crucial time when the country will be electing its new president and vice president, who will chart the country’s future through the next six years. In terms of security situation, the Philippine National Police had recorded about 80 areas in Central Visayas as election hotspots, while in Eastern Visayas, 44 towns were already placed under the election watch list of the Comelec, the police and the military, he said. Mendros said the classification of these were based on the history of election-related violence in the past elections, the candidates involved, and the existence of private armed groups. “This is a tradition we cannot do without,” he said, adding that to be transferred is just part of the election officials’ job. Mendros further disclosed the Comelec-8 will be in close coordination with the PNP and the Armed Forces of the Philippines for the activation security control centers, which were reactivated last January 8 during the Regional Joint Peace and Security Coordinating Council meeting at the Police Regional Office-8 headquarters in Palo, Leyte. These centers operate from the regional down the municipal level, and chaired by the Comelec with the PNP and AFP as members. They will focus on the implementation of the gun ban and check points. So far, as of this writing, the Comelec-8 has not received any report on the violation of the gun ban, except for deadly weapons, he said. Mendros said about 81,000 registered voters in Eastern Visayas may not be able to vote in the May 9 elections for failing to have their biometrics taken until the last day of registration on November 16 last year, under the “No-bio, no-vote” policy of the Comelec. CAPOOCAN, Leyte – Portion of national highway in Barangay Lemon of this town, which was damaged by heavy rains recently, is now passable after personnel of Department of Public Works and Highways (DPWH) exerted all effort to remove mud.

Region 8 Director moving to Region 7 TACLOBAN CITY — Comelec-Region 8 (Eastern Visayas) Regional Director Jose Nick Mendros announced few days ago that he will soon be re-assigned as director of Region 7 (Central Visayas), based on a January 9 memorandum he received from Comelec Chairman Andres Bautista. Mendros informed that he will be replaced in Region 8 by Dennis Ausan, Regional Director of Comelec-Region 6 (Western Visayas), who, in turn will be replaced by Rafael Olaño, regional director of Comelec-7. The revamp will be effective immediately but only during the election period, starting January 10 until June 18, and may include election officers and provincial supervisors, said Mendros. “Not all election officers are affected, however, depending on whether CYANMAGENTAYELLOWBLACK

they should be disqualified by reason of relationship to a candidate and those who have been serving for four years in the area as provided under Omnibus Election Code or Batas Pambansa Bilang 881,” he said. Mendros said he will be reassigned to Central Visayas, which is bigger than Eastern Visayas, only in terms of number of voters but not in land area. As he is about to leave his office in Tacloban City for his new office in Cebu City, Mendros reiterated his appeal to his town-mates in Eastern Visayas to abide strictly by the election laws. OCPO all set for EVRAA 2016 ORMOC CITY -- Ormoc City Police Office (OCPO) is now ready for “security and safety of EVRAA 2016” as this city is hosting the games which begin in January 31 and will end on February 6, 2016. This was revealed by OCPO Director P/SSupt Ferdinand M. Garay during the recent Committee meeting with the City Mayor Edward Codilla. According to the city director, his men have already conducted ocular inspection of billeting areas and places of event around the city and for the purpose of preventing possible occurrence of crimes during the course of the games.
