55 OCPO personnel hoping for promotion

ORMOC CITY --- At least 55 police personnel of Ormoc City Police Office (OCPO) are hoping to get promotion to a one rank higher which is to effect in the next few months. The promotion process in Police Regional Office 8 is said stiff and competitive with only the best gets qualified in the examinations and interviews. P/SInsp. One killed in road mishap ORMOC CITY --- A drunken man succumbed to death after he was bumped by a single motorcycle along the junction of Valencia-Maticaa Villages last week. P/CInsp. Manuelito D Wenceslao, Traffic Management Unit Office chief identified the victim as Teoduro Abilay y Luzgata, a resident of Sitio Tinago of Brgy. Valencia. At least 180 surrenderees have completed the activity conducted by Pards this week. However, Delos Santos said that venue of activity in the coming days will be transferred to barangays. This is because many of the surrenderees have complained that they don’t have money for fare back to their barangays. She said that many participants came from upland barangays and they complained about the fare in going back to their places. This is the reason, why the OCPO is planning that if all thing go smoothly, they will conduct the program in every barangays. RCD

Bays in Eastern Visayas are Red Ride positive, Ormoc not included TACLOBAN CITY—Some coastal bays in Eastern Visayas are found to be positive again with Red Tide toxins. In an information released by the Bureau of Fisheries and Aquatic Resources-Regional Office, it was reported that two children have already died due to paralytic shellfish poisoning last week. The good news is, that Ormoc Bay is not included in the list of those areas affected by red tide toxins. BFAR’s regional office said that red tide toxins found on May 27 in Irong Irong Bay in Tarangnan, Samar and Cambatutay Bay in Catbalogan City and have spread to nearby Maqueda Bay, Villareal Bay and Carigara Bay. Maqueda Bay is a major source of mussels for residents of Jiabong, Catbalogan City, Motiong, Paranas, Pinabacdao, Hinabangan, San Sebastian, and Calbiga in Western Samar. Another rich source of shellfish is Carigara Bay in Carigara, Barugo, San Miguel, Leyte, and Capoocan towns in Leyte province. According to BFAR regional director Juan Albaladejo, a family of seven from Cagutsan village, Sierra Island in Catbalogan City was brought to

Federalism issue, the thing that brought Duterte to Presidency The issue of Federalism was the battle cry of former Davao City Mayor Rodrigo Duterte when he began making himself visible to voters in 2014. When he was asked if he had any plan to run for Presidency, he constantly and politely answered that he had no plan of taking that highest position. He always explained that he was just promoting Federalism, as the sole and only way of solving problems of this country. He also said that this form of government would surely solve the corruption and red tape in the government. Duterte was not the first to endorse Federalism in the Philippines. Actually, before Duterte, there was former Senate President Nene Pimentel, the father of the incoming Senate President Coco Pimentel, who vocally promoted federalism. Pimentel saw this form of government is the key

component in alleviating the Mindanao crisis and in soothing Muslim radicals. Even before Senator Pimentel, former President Emilio Aguinaldo and Katipunan brain Apolinario Mabini were the first to suggest to divide the country into several island federal states. On the side of the academe, one of the University of the Philippines (UP) professors, Prof. Jose Abueva, has stressed that federal form of government is necessary to more efficiently cater to the needs of the country despite its diversity. He explained that the primary goals of changing the form of government via a constitutional amendment is to increase decentralization, greater local power and access to resources most especially among regions outside National Capital Region These federalists, including President Rodrigo Duterte, believe that federalism will also hasten economic development since the resources and financial mobilization are upon each states' or regions' discretion without significant constraint from the national government. As expected, federalism is one the main ingredients of the Duterte’s first State of the Nation Address (SONA).

Peace Caravan held by military and health workers CATUBIG, Northern Samar--- The 20th Infantry “We Lead” Battalion in collaboration with the Provincial Health Office (PHO) and Department of Health (DOH) of Northern Samar, LGU-Las Navas and other government agencies has spearheaded the conduct of “Peace Caravan” held in Barangay Bugtosan, Las Navas, Northern Samar, recently. Drug suspect shot dead

CATBALOGAN CITY — A suspected drug personality allegedly plying his illegal trade in this city and Jiabong town was shot to death by an unidentified lone gunman last week. The police identified the victim as one Kent Richard C. Oborsa a.k.a “Taken”, 37 years old, married and a resident of Purok 3, Barangay Canlapwas, this city. According to the police report, the shooting happened in Purok 5, Barangay Socorro, this city and the victim reportedly was riding northbound on his motorcycle when his unidentified assailant shoot him several times. Five pieces bullet empty shells were found at the crime

scene. During the initial investigation, the police further recovered from the right pocket of the victim, 3 pieces of plastic sachets suspected to be containing “shabu”, and P460 pesos cash. Police said Oborsa was alleged known drug pusher in the city, and based on their intelligence reports, the victim likewise is operating in the town of Jiabong, some 9 kilometers south of this city. Oborsa is the first drug personality to be killed in the city, amid the massive anti-drug campaign of the government. The real motive of the killing though is yet to be determined by police probers. East Awang and wounding Ramil Macarato y Ignacio, a.k.a “Ocong’, 32 yrs old, jobless and a resident of P-4, Brgy. Guin-on all of Calbayog City. The shooting incident transpired at about 10:50 A.M. of July 17, 2016 at P-5 Brgy Nijaga, Calbayog City, perpetrated by two unidentified suspects. Initial investigation disclosed that victims were on their way home to Brgy. Guin-on on board a motorcycle, the suspects riding a motorcycle marked honda XRM with no plate number shot the victims with unknown caliber hitting in the different parts of their bodies while the suspects fled after the incident.
