Peace caravan helps indigent residents CARIGARA, Leyte --- The Leyte Provincial Peace and Order Council have brought basic social services within indigent resident’s grasp, in a Peace Caravan for selected barangays in this town, September 26. Lt Prolen Bonacua, the Civil Military Operations Officer of the 19th Infantry Battalion disclosed that its office listed 617 beneficiaries of the various programs and services laidby provincial government, the military, police and other line government agencies and NGOs at Brgy. Caghaloin Carigara town. The beneficiaries came from seven barangays namely; Caghalo, Upper Hiraan, Canlampay, Hiluctugan, Libo, Pangna and Baruguhay Surwho availed of free medical, dental and

BFA President Rosenda Apay calls on the agency to enforce the rule of law in favor of the rightful and legitimate CLOA Holders and start legal proceedings against the obstructers to CARP implementation against the illegal occupants and supporters – a barangay captain and a businessman. Under Section 25 of RA 9700 (CARPER), “the willful prevention or obstruction by any person, association or entity of the implementation of CARP” is a criminal offense punishable by a fine of Php 50,000.00 – 100,000.00 and jail terms of three to six years on violators. “Kilalang DAR

Gabales identified the suspect as Rene Esma y Joven, HVT- (Driver- Job Order of Overseas Worker Welfare Administration-OWWA), married and a resident of Greenvill, Brgy. 77, Tacloban City. The buy-bust operation was conducted at around 5:30 pm, at Sen. Enage St. near Ocho Grill Restaurant, Tacloban City. The operation led to the arrest of Esma after he sold one (1) piece of heatsealed transparent plastic sachet containing white crystalline substance suspected to be shabu. When frisked, the suspect yielded another two (2) pieces plastic sachet of suspected shabu. The suspect was identified as Anthony Kierulf y Velarde, alleged member of KE Drug Group, male, and a resident of Banezville, Brgy. 77, Tacloban City. The operation was conducted at around 8:45 pm, in Brgy. 64, Bliss Sagkahan, Tacloban City that led to the arrest of Kierulf after he sold suspected shabu. Duterte's request Davao City Mayor Rudy Duterte seemed not affected with the big rally of his supporters at Quirino Grandstand on Saturday pushing his candidacy. However, the controversial mayor asked that he, be given enough time to think whether to run or not to run. Duterte's request is obviously a "no" answer. He just made the request for the purpose of not disappointing his supporters. But many of his supporters are still hoping that the mayor would consider it a special calling for him to lead the country in the next six years.

First is former DILG Secretary Mar Roxas. He thinks he must win because his presidency is long overdue.

Next is Vice President Jojo Binay. He hopes to win the presidential race next year obviously because his name has been demolished by the present administration and a 'revenge' is a must. He must win because if he doesn't and Roxas wins, his next destination might be in jail. Next is Senator Grace Poe. She thinks she needs to win in order to save her image from being a deceiver of the country. She needs to win in order to avenge of his father's defeat in 2004 presidential election, in which she believes, her father was really cheated. She needs to win in order to make a history for the country for having the first woman president with dual citizenship. With American husband and children would really be a part of the history. Duterte now feels that most of the Filipino voters don't want to have a disciplinarian, strong, brave and principled President.

Old grudge seen in the massacre in Calbayog CALBAYOG CITY --- Calbayog PNP OIC chief P/Supt Ernesto T. Tagle ruled out politics in the massacre of five persons in one of the upland barangays here. In a recent interview, Tagle theorized that an old grudge was seen as the motive in the massacre in Brgy. Liberty. He said that the shooting on could be a continuation of the grudge between the son of one of the dead victim and the principal suspect in the massacre he identified as Jimmy Manalaysay. Tagle added that Manalaysay leads a group of armed men operating in the mountainous area of the city. P/Supt. Tagle however could not say what is the activity of Manalaysay and his armed group and does know their location either. The OIC Chief of Police also could not say if the Manalaysay group is being handled by a politician but pointed out that as far as he knows they are armed and dangerous. Brgy. Liberty is about 20 kilometers away from the city proper. Tagle said that about 11:25 in the morning in Brgy. Liberty of this city, Seven (7) unidentified armed men arrived at the house of a certain Teban Regulacion. When the armed men saw Sonny Regulacion resting at a hammock at the terrace of the house, the

armed men open fired at him with their high-powered firearms. Sonny Regulacion was able to hide inside the house but the armed men continued firing and hit other people inside the house. Killed in the massacre were Sonny Regulacion y Cantaljay, 38, his sister-in-law Adela Regulacion y Activar, 48, her children Christina, 10, Princess Christine Joy, 5, and Angel Mae, 2. Teban Regulacion, husband of Adela and elder brother of Sonny escaped from the onslaught and does not surface yet. Sonny Regulation’s wife Marlene 40, a Brgy. Kagawadof the said barangay is still recuperating at a private hospital here along with Wendy Manlayo y Manlili, 7 yrs who were also hit in the crossfire. Tagle said that Marlowe Regulacion son of Sonny have an altercation with the group of Manalaysay in Brgy. Langoyon last July 15 this year. He said that altercation flared up which resulted to the shooting of Manalaysay to the younger Regulacion. But the younger Regulacion escaped the said shooting and left their home here in Calbayog City and believed to be hiding in Manila. Band vocalist killed

ORMOC CITY -- A musical band vocalist was shot dead by still unidentified assailants while driving his motorcycle. Incident happened recently at the intersection of near the road passage going to Barangay San Isidro, this city. Police Station 3 chief P/ SInsp. Benjamin B. Lodo Jr., identified the victim as one Mario Truyo y Carillas, married, an occasional singer with a certain musical band known as Kratus, but at present, accepting some painting works to earn for a living. He was a resident of Brgy. Dona Feliza Mejia, this city. Based on initial investigation

conducted by PO1 Rizaldy Cutab, it was learned that the victim was on board of a single motorcycle being driven by his son Emmanuel Troyo, 17, with his cousin Joebert Ericuela, 20 years old. The suspects, riding in tandem, were reportedly also driving a motorcycle and had been following them. The victim suffered several gun wounds and declared dead on arrival at the hospital. Ericuela was reportedly slightly hurt during the incident but was declared safe. Police station 3 is conducting a thorough investigation concerning the incident. RCD

9 charged on Calbayog massacre CALBAYOG CITY --- Over the weekend, police filed at the City Prosecutors Office charges of Multiple Murder and Frustrated Murder against nine (9) persons in connection with the killing of five (5) persons who were massacred inside a house last week in Barangay Victory, this city. Charged under MPS docketVIII10-INV -15I-00158 for murder and frustrated WERE Arnold Belleza, alias “kanot”Brgy. Carayman, Calbayog City, first cousin Reynaldo Ylar, alias Naldo of Brgy. Hiragaan,Alex Regulacion, a.k.a Olas, of Brgy. Carayman, Ernesto Liangga a.k.a. Eding, a Brgy. Kagawad of Brgy. Gabay, Edar Balantino , of Brgy. La Paz, Marlon Elbano aka Danny, of Brgy. Victory and Michael Elbano aka. Mike, of Brgy. Victory. The said suspects according to the police belongs to the group of a certain Jimmy Manalaysay who is one of the leader of Prvate Armed Group operating at the hinterlands of this city. Manalaysay and Regulacion according to the police are leaders of Private Armed Groups who are reportedly under the payroll of unnamed politician in the province of Samar. Revenged The police disclosed "revenge" is the possible motive killing. The target of the operation of the Manalaysay Group was the Sonny Regulacion who is the leader of his group. Regulacion was the principal suspect in the killing of former

Calbayog City Calbayog City ABC Pres. Justininiano Belleza on May 15 2014, which also wounded his driver and security Benito Dumayan, and Jesus Taduyo. Regulacion were among the suspects charged along with two others in the killing of the former ABC President for murder and frustrated murder under Case No. 7267-7269 and 7268 at the RTC Branch 31 here. But the case against Regulacion et.al is still sleeping in the said court. Regulacion according to report is a close ally of Mayor Ronaldo Aquino. Last week Seven (7) persons went to the house of Regulacion and fired at him while he was resting in a hammock at his brother’s house. Regulacion run inside the house after the first volley of fire to cover. But the gunmen strafed the house resulting to the death of those inside and the wounding of those who were in the adjacent houses. ORMOC CITY -Two suspected illegal drug pushers were arrested by operatives of Police Station 3 in a series of buy-bust operations conducted within two days. The suspect was arrested last week at Block 5, Brgy. Tambulilid, this city and was identified as certain Arturo Collano y Tajo, 50 years old, separated from wife and a resident of Block 1, RAFI Village, of this barangay. Collano was collared after he sold a sachet of illegal drug to a poseur-buyer who was a cop. And during the body-searching procedure, the marked-money in the amount of P500 was found in his possession together with 9 small sachets containing illegal drugs with some drug

paraphernalia. Also was arrested during an operation in Sitio Tabugokon, Brgy. Liloan, is certain Petmar Mingaw y Impas, 29, married and a tricycle driver, who is a resident of said place. Mingaw was also arrested after he sold a sachet of shabu to a poseur-buyer cop. During the body-searching procedure, another 3 sachets of illegal drugs were found in his possession including a big sachet containing illegal drugs reportedly amounting to P15,000 with drug paraphenalia. Illegal fishing boat apprehended MCARTHUR, Leyte -Members of the local PNP here apprehended a baby trawl fishing boat with 8 crews, after they caught doing some illegal fishing at the municipal waters of this town, over the weekend. Report said that the PNP personnel of MacArthur Police Station led by SPOI Rufo R Ladrera, SPOI Eric C Cadion and POIII Jewen L Lleve together

with fish warden members of this town, conducting seaborne patrol operation along the territorial seawater, apprehend one (1) baby trawl with boat captain and seven (7) crews for the infraction of Municipal Fishery Ordinance No. 3, series of 2009. Trawling is a method of fishing that involves pulling a fishing net through the water behind one or more boats. The net that is used for

trawling is called a trawl. A trawl fish net uses small eye or opening. Since the practice of trawling started (around the 15th century), there have been concerns over trawling's lack of selectivity. Trawls may be non-selective, sweeping up both marketable and undesirable fish and fish of both legal and illegal size. Any part of the catch which cannot be used is considered by-catch, some of

which is killed accidentally by the trawling process. The victim was identified as certain Rogen Calampag, 27 years old, single and a farmer in said place.
