DPWH-SLDEO holds recollection for drug user employees

Suspect collared during buy-bust operation ORMOC CITY -- Five small sachets of suspected shabu were seized during a buy-bust operation from certain Junmar Jandoc, 26 years, single and a resident of Purok 3 Bliss, Brgy. Bagongbuhay, this city. PS3 Chief P.SInsp. Benjamin Lodo Jr., said that his troop responded after the suspect's neighbour sought the assistance of the station. The suspect was reportedly receiving visitors even during wee hours of the night. SInsp.Lodo Jr., also told that one of his policemen acted as
poseur buyer. And after a deal was sealed, the cop announced an arrest. Also found from the suspect's possession was the P300 marked-money and several sachets with illegal drugs amounting to P1,000 each. The suspect denied the allegation against him, he said that it was certain Rene who is a known drug pusher, whom the policemen had dealt with, not him. He said he was wondering why the policemen were arresting him. Violation of RA 9165 shall be charged against the suspect. RCD
MAASIN CITY – Workers of the Department of Public Works and Highways (DPWH) who were found positive of illegal drugs use have strengthened their resolve to change after the district engineering office here initiated a recollection. On September 4, hundreds of employees have gathered at the DPWH-Southern Leyte District Engineering Office (SLDEO) multi-purpose hall for the recollection, highlighting testimonials of former drug dependents, and workers are who were found positive of drug use. District Engineer Ma. Margarita C. Junia said the daylong activity started with Friday mass and ended with thought provoking messages that moved drug users to completely abandon the destructive habit. “We initiated the recollection to raise awareness that a drug user will never have a good life. We also want to help drug users to overcome the bad habit and turn
back to God for help,” Junia said. Some of the six regular employees who were found positive of drugs use during the August 17 surprise drug test stood up to express their desire to change. “A drug user even thanked me for initiating the drug test because that’s the turning point of his life,” Junia recalled. “I saw the need to help them because their addiction caused them financial distress,” the lady district engineer recalled. The drug test for more than 200 personnel yielded 23 positive with 17 of them are job order employees and six are holding permanent positions. The DPWH-SLDEO has denied the renewal of work contract for 17 job order personnel while the six regular workers will have to undergo rehabilitation and disciplinary action. The drug test is part of the goal of the district office to achieve a drug-free workplace. RCD
Another drug peddler nabbed TACLOBAN CITY -- A 34-year old male drug personality was arrested by anti-drug elements of PDEA RO 8 and Tacloban CPO-CAIDSOTFduring a buybust operation, October 2, 2015 at Brgy. 110, UTAP, here. PDEA RO VIII Regional Director Laurefel P. Gabales identified the suspect as Sammy Gacutara y Dela Cruz, married, and a resident of Sta. Elena. The operation was conduct late in the afternoon which led to the arrest of the suspect.
He was caught selling one (1) pieceof heat-sealed transparent plastic sachet containing white crystalline substance suspected to be shabu. Cases for violation of Section 5 (Sale of Dangerous Drugs), Article II of Republic Act 9165 otherwise known as The Comprehensive Dangerous Drugs Act of 2002, will be charged against the suspect while he is temporarily detained at Tacloban Police detention facility. Abuyog Penal Colony, controlled by inmates? ABUYOG, Leyte -- Corrupt Officials at the Abuyog Penal Colony allowed themselves to be controlled by big time inmate and this is maybe the main reason why a shabu factory was built inside the colony, very reliable source revealed. The source also said that the colony is already called " Shabuyog Penal Colony" instead of Abuyog penal Colony. The source who allowed to be interviewed on condition of anonymity said that big time drug dealers led by inmates Edgar Allen Alvarez, Alejandro Marco and Chinese drug dealers who were transferred from the National Bilibid Prison in Muntinlupa are the known leaders inside the colony. The source also disclosed that a jail guard who tried to expose the issue, was sacked from his position. The colony got its new superintendent in the person of Superintendent Geraldo Aro. But he only lasted virtuous for few months, then has become controlled by the drug dealer inmates. The source has also said any BuCor employee that will go against the operation of these big time drug operators inside the prison, will suffer bad fate. One example is the case of JG1 Josefino Napolis who didn't want to be controlled. Napolis was ambushed minutes after his duty. Napolis, who suffered 14 bullet wounds during the massacre but was able to survive. He was rushed to the hospital for immediate treatment. Another female guard who refused to be controlled, was given another job. This is the female guard who reportedly trigged the sacking of the former colony superintendent.
Illegal logging rampant inside the colony The source also disclosed that it’s not only illegal drug trade that is rampant but also illegal logging. Even the chainsaw operators were allowed to get inside the colony under the permission of Superintendent Aro. Furniture and other wood crafts are also being manufactured inside the colony. The fire during the recent fire blaze at the colony reportedly started at the “Kubol” of a certain Jack Man Chua, a Chinese drug trader who is among the 16 Chinese drug traders transferred from Muntinlupa. The source said that contrary to the report that the fire started from the wiring of a comfort room, it has really started from the hut of Chua, who installed several gadgets inside “Kubol” which resulted to overloading of electrical usage. Inside the “Kubol”, of Chua, gadgets that are installed included computer, television, tablets wifi, and others. Meanwhile the source provided the list of the fire victims who died in the fire on Thursday. P1.5M-apartment gutted by fire ORMOC CITY -- An estimated P1.5-Million worth of property was lost when fire gutted a sixdoor apartment in Barangay Doña Feliza Mejia early evening of October 9, 2015. However, no casualty has been reported so far. Only three units were damaged by fire. According to City Fire Marshall F/CInsp. Romeo Jaca, the department has received the alarm about 6:50 o'clock in the evening from certain Marileth Hermoso, a high school student and after 10 minutes, they were able to respond. And, in less than an hour, firemen were able to control the fire, he added. The apartment is reportedly owned by certain Anna Arie Adolfo, who now lives in
Australia. Based on initial investigation, Jaca revealed that fire erupted from the Door 1 and that the possible cause of fire was a refrigerator which the renter was not able to plug out. The renter is reportedly now in vacation for almost a month. Ani Leah Saberon, renter of Door 4, said that her househelp was the one who saw that the fire was coming from Door 1, which was being rented by certain Ronald Berido, an employee of Energy Development Corporation who is now on vacation. Certain Josef, a Belgian National who helped neighbours in controlling the fire, said that there might be something wrong with the building design. RCD

The fight of the Department of Justice against production of illegal drugs inside jails, is not totally over. And, it is even getting worse. Inmates who are known illegal drug dealers continue doing their business even inside the jail. Even if DOJ claims that it has already dismantled shabu laboratories inside Bilibid, there has been no report whether the shabu production has already stopped or not. The inmates have been proven to be very resourceful. They can still do their bad business even they are locked up. The problem is, some Bureau of Corrections officials are in cahoots with the inmates. With the recent incident in Abuyog Penal C o l o n y, another problem has come out. The colony is reportedly now being controlled by the inmates instead of the jail officers. Those who are in control, are the inmates who are transferees from Muntinlupa. And, they have become more 'relaxed' now as compared inside the New Bilibid Prisons. Colony insiders have revealed that a Filipino-Chinese inmate, who was convicted because of illegal drugs, continue to do his business inside and is now even living luxuriously. He has become untouchable because he has money to keep the mouth of the Colony Superintendent shut up. Ironically, this kind of situation indicates that the government is keeping the bad elements safe inside the prison, allow them to continue doing their bad business and spending millions of pesos to keep them untouchables. The government even allows the prisoners to control the prison officials by not assigning a colony supervisor who can be bribed.

El Niño is another Yolanda...Gov Petilla HINDANG, Leyte -- “All you can do is just recover right after.” This was the statement of Leyte Governor Leopoldo Dominic Petilla during a recent interview when asked about the coming El Niño phenomenon which is expected to start this month. The governor who was recently in Hindang, Leyte to hand-over projects under the Kalahi-CIDSS constructed in the said town which was estimated to cost more than P80 million. Gov. Petilla described El Niño as another Yolanda coming to devastate the province. Petilla said the townfolks can still be thankful because they still can harvest their farm product in the next few months but some areas in the province are already suffering from lack of irrigation supply and that farmland which are dependent on rainwater are totally out for planting season.
The governor informed that the provincial government is now presently coordinating with the Department of Agriculture Regional Office and Provincial Social Welfare and Development in preparation for the coming drought. He said that the most affected products of the El Niño are the rice production. But the governor said that he is not only looking at the effect of El Niño but also of the Asian Integration which the governor said that there plans for the short term, midterm and long terms plans well all be taken into account and all the things that will affect the livelihood of the people. Compact Farming The governor is suggesting compact farming to farmers because such form of farming doesn't need much water. He said that he is expecting that ricefields would be the most affected by the drought. RCD
