Liloan, Ormoc City -- At last, two years after Yolanda devastated the province, those typhoon victims who suffered much, losing their houses and some relatives, there was a festive mood here last Saturday a day before the 2nd Anniversary of Super Typhoon Yolanda when Tzu Chi Foundation released 500 house units to beneficiaries. The houses were given to the recipients who were living at the bunkhouses for nearly two years. The two bunkhouses are located in Brgy. Concepcion in the North Side and Brgy. Can-untog in the South Side.

M/V Eva Jocelyn is now a shrine TACLOBAN CITY -- The storm surge during Typhoon Yolanda's devastation, brought four conventional sea vessels to Barangay Anibong. Three of these were already chopped down and sold to junkshop but the one left, M/M Eva Jocelyn is now special. The vessel now served as a memorial shrine reminding the residents about the killer typhoon in November 2013, after City Mayor Alfred Romualdez asked the owner to just leave the vessel in Brgy. Anibong. However, more than half of the vessel are already chopped down. It is now being beautified to attract both local and foreign tourists as Yolanda anniversary is fast approaching. Most of the city residents appreciate the initiative of the city administration in establishing the place as a local tourist attraction. The shrine is scheduled to be inaugurated on November 8, 2015 during the second Yolanda anniversary. RCD.

The houses are made of pre-fab polypropylene plastic from Texas, U.S.A. but manufactured in Taiwan for the victims of Super Typhoon Yolanda two years ago. It is built in the 50 hectares land donated by the Ormoc First Couple Mayor Edward C. Codilla and Engr. VioletaTrangia-Codilla in Brgy. Liloan a barangay some 10 kms away from the city proper. P1.5M worth of shabu confiscated

TACLOBAN CITY -- Operatives of Philippine Drugs Enforcement Agency (PDEA) Regional Office-8 were able to confiscate from a suspected illegal drug pusher, about P1.5 million worth of illegal drugs known as shabu (poor man's cocaine). The confiscation took place

Li said that the turning over of the key symbolizes that the recipients can now stay the houses they built for them. He pointed out that they are now completing 300 more houses for a total of 800 recipients in the next few weeks. Tzu Chi has already distributed 150 houses last year. The program ended with the distribution of water pales, solar lamps, rice, and grocery items. RCD

24th Killer flash flood anniversary commemorated officiated by Most Reverend Father Isagani Petilos at the mass grave. Fr Petilos focused his homily on how Ormocanons has moved since that tragedy. Vice Mayor Leo Carmelo L. Locsin Jr., who is this year’s speaker said that the tragedy has placed the city in a national watch. DILG launches commemorative book on stories of survival

TACLOBAN CITY -In commemoration of the second year anniversary of Super Typhoon Yolanda, the Department of the Interior and Local Government (DILG) launched a commemorative book entitled ‘After the Storm: Two Years On’, containing compelling stories of survival and recovery of Yolanda survivors. DILG Secretary Mel Senen S. Sarmiento said the book, which was published by the DILG’s Recovery Assistance on Yolanda (RAY) project management office, contains firsthand accounts of the survivors from the 93 local government units (LGUs) in 11 provinces whose livelihood and communities were significantly improved with the completed rehabilitation projects under RAY batch 1. “Sigurado akong marami sa inyo ang matutuwa at maiiyak habang binabasa ninyo ang mga nakakapagbagbagdamdaming mga kwento sa aklat na ito lalonglalo na ang mga libo-libong kataona personal nanakaranas sa hagupit ng Yolanda,” said Sarmiento.

That yes, we may be used to storms throughout our lives, and yet we still have a lot to learn about what to do before, during and after such disasters,” said DILG Undersecretary Austere A. Panadero in the book. “It’s unfortunate that we had to learn the hard way, but what is important is that we rise up from the ruins, learn from the experience and come back stronger and better because of it.” “After the Storm: Two Years On” was launched at Leyte Park Hotel, Tacloban City, Leyte during the twoyear anniversary event spearheaded by DILG VIII Regional office. DILG-8 marks 2nd Anniversary of Yolanda with Disaster Management Summit, BBB operations manual launching TACLOBAN CITY -- Governors, mayors, local disaster risk reduction and management (DRRM) officers, member agencies of the Regional DRRM Council, the media and other stakeholders in disaster management met on November 6, 2015 in Tacloban City and discussed lessons and initiatives to promote resilience among communities two years after Super Typhoon Yolanda (Haiyan). Regional Director Pedro A. Noval Jr. of the Department of the Interior and Local Government (DILG) in Eastern Visayas yesterday said that the DRRM Summit will serve to formally introduce the Build Back Better (BBB) Operations Manual produced by the department with the help of the Australian government. Dir. Noval thanked the team of engineers, building managers and local planners from the Australian Volunteers for International Development (AVID) based mainly at the DILG Regional Office in Tacloban City and at the DILG Central Office, who worked with DILG for ten months on the BBB Operations Manual. They studied Philippine building laws, international standards, conducting consultations, training of training of trainers and joining site inspections of ongoing Recovery Assistance on Yolanda (RAY) projects of DILG. “We believe that the BBB Manual if rigorously observed by LGUs, national government and those in local planning and constructioncan help ensure safer communities against natural calamities,” said Dir. Noval. The BBB Manual shares insights on what worked and what could have been done better in light of previous disasters. The four modules of the BBB Operations

Manual comprehensively detail various stages of post-disaster recovery: Pre and Post Event Infrastructure Assessment, Project Scope, Detailed Design, Documentation Development and Verification, and Construction Quality. Dir. Noval revealed that Josefina Castilla-Go, DILG Assistant Secretary for Operations, Plans and Programs, will be the Keynote Speaker of the DRRM Summit which will start at 9:00 AM at the Leyte Park Hotel in Tacloban. Among those who will be sharing their local government’s experience on preparedness, recovery and rehabilitation will be Leyte Governor Leopoldo Dominico L. Petilla, Ormoc City Mayor Edward C. Codilla and Mayor Christopher Sheen Gonzales of Guiuan, Eastern Samar. The event will also serve to launch and show highlights of the Coffee Table Book “After the Storm” on the DILG RAY project. The book features stories of residents and officials of local governments severely affected by Typhoon Yolanda and relate their road to recovery. OCD Acting Regional Director Dr. Edgar L. Posadas will apprise participants of the regional DRRM Situationer. Further, DILG will share the results of the Core Indicators on DRRM under its Seal of Good Local Governance (SGLG). DILG will also present a video on Operation Listo thatshows a checklist of institutional preparations and actions to be followed by LGUs before, during and after a typhoon. Since DILG’s Operation Listo was first adopted in December 2014, there have been fewer deaths in the region due to typhoons. RCD

Although it has now become controversial, measures to prevent another horrible experience like what happened during the devastation of Super Typhoon Yolanda, the government has to do something like implementing a project that will protect the people from being washed out. One solution, the government thinks is the implementation of so-called "embankment project" from Tacloban City down to Tanauan town. THE government estimated that the project will require a budget of P7.9 Billion for such project. The project shall be implemented in three years, it was said. Data recently released by the Department of Public Works and Highways (DPWH) shows that this consists of a budget of P2.32 billion in 2016 and P5.61 billion in 2017 to 2020. According to a DPWH official, “the objective of the project is the reduction of inundation area for a flood/storm surge in a period of 50 years, that will protect an area of 28.7 kilometer with 30,812 houses/ buildings.” This means that t h e government a g e n c y i s determined to implemented the project the moment the budget is approved and released. The budget for 2016, which was already included in the DPWH proposed budget, will cover 4.5 kilometer of road. The amount, the DPWH said, already included the P225.77 million needed for right-of-way acquisition of 564,420 square meters of road. In 2017 the government will require a budget of P1.73 billion. This will cover 7.03 km of road. In 2018 the DPWH will require a P1.56 billion to cover 6.77 km, while the 2019 budget of P1.33 billion and will cover 5.71 km. And in 2020, the budget is the lowest amount required in the five year estimate at P993.96 million. It will cover some 4.22 km. As of September 2015, the DPWH said it has completed 115 road-rehabilitation projects in Super typhoon Yolanda-affected areas or the Yolanda corridor. This consists of 88 national road rehabilitation projects covering 60.286 km; 22 national bridges with a total length of 1,117.64

Yolanda survivors have few requests to PNoy's successor TACLOBAN CITY -- Second Yolanda anniversary might be a good chance to present a request. This is what some of the Yolanda survivors are thinking. They hope that President Noynoy Aquino's successor would listen to them. Some of these survivors were instructed to live in bunkhouses in Brgy Abucay but had returned to their old but renovated house in Brgy. Anibong. One survivor, Liza Rubellos, said that she hopes that the next president might consider to allow the continuation of Modified Conditional Cash Transfer (MCCT) and 4Ps for her children even

if they would no longer reside at their old address in Brgy. 88, San Jose district. She also said she hopes to receive her permanent house soon. As for her, Marivis Villarmino, a fish vendor in Tacloban Public Market said she just hopes that the next president would see to it humanitarian and all other humanitarian assistance, particularly the giving away of permanent shelter would no longer be delayed. Hyacinth Abuda' request is for the next president to give them permanent livelihood source. Abuda lost a child, parents-in-law and for sisters-in-law. RCD

OCPO conducts city-wide cascading station Level A One (1) Day Echo Seminar on Citywide Cascading Special Operation Procedure (SOP) on Managing Police Operations @ Lambat-Sibat was conducted here in Ormoc City Police Office (OCPO) and over 35 personnel to include Chiefs of Police and Quad Staff attended the activity led by City Police Office OIC PSSupt Ferdinand Mozo Garay. It held at the OCPO Conference Room. The activity was a re-echo of three (3) days seminar on Nationwide Cascading Special Operations (SOP) on Managing Police Operations @LambatSibat Visayas-wide that the city police director and some members of the Command Staff attended at Bay Front Hotel in Cebu City on October 22-23, 2015. Lambat-Sibat is the anti-criminality strategy of two (2) components “lambat” and “sibat”. Lambat-Sibat aim to regularly audit crime incident and reports like “hot spots and “crime pattern” which task will be required of in the police station level of which

they will be the cutting edge of the implemention of the strategic policing patrol. The implementation of the strategy includes the team work police dubbed: Quad Staff, composed of the Operations, the Intelligence, Investigation and Police Community Relations Sections. Lambat is a crime prevention operation more in police visibility such as beat patrol and establishment of checkpoints, among others. And Sibat is an intelligence driven operation composed of two segments: Sibat One (1) is Operations Against Wanted Persons and Sibat Two (2) Operations Against Drug Personalities. Weekly Assessment of Chiefs of Police (COPs) on the implementation of the crime prevention strategy will be regularly required. The backbone of the strategy is patrol, disclosed Garay. Thus, the strategy will require police personnel conducting hours of patrol which will now become part of their promotions requirement, said Garay. RCD

ORMOC CITY -- A multicab with place No. JFH-297 collided with a trycicle with body number 709 and plate No. HY-6058, and almost fell at the drainage. Incident happened in Brgy. San Pablo, this city. Drug pusher included in the watch list collared CARIGARA, Leyte -- Police elements of the town police station immediately took action when certain Prudencio Digman Oledan personally appeared at Carigara Police Station, seeking for a police assistance. Suspected drug pusher nabbed in buy-bust ORMOC CITY -- Operatives of the Intelligence and Detective Management Services of Police Station 1, arrested a suspected drug pusher in a recent buy-bust operation in Brgy. Dolores, this city. The suspect was identified by P/ CInsp. Helario Monteron, PS1 chief as certain William Abenoja Jr., 44, married and a resident of said barangay. The fear is gone Bituin also confided that there was a time that she herself wanted to leave the place just to forget the trauma of Yolanda, but she couldn't because there was no other place to go. She is just very thankful to the Tzu Chi Foundation, local and International Non-Government Organization who extended help to them. That, these humanitarian groups were able to help also to remove the pain brought by the disaster. Bituin also disclosed that one reason why the government hesitates to extend help to them because Brgy. Anibong is located within the 40-meter "No Build Zone". But the place is nearer to where they get their livelihood, this is why residents prefer to stay instead of living at the

bunkhouses. She also revealed that 90% of the Anibong dwellers were not given the Emergency Shelter Assistance (ESA) from the DSWD for the same reason -- they are living within the 40-meter No Build Zone. Anything just to have a living Susan is helping her husband by selling chicken barbecues. Her husband is still engage in fishing vending at the public market. Marivis Villarmento, another Anibong resident who is also engaged in fish vending at the public market shared the same story with Susan. She said that when Tzu Chi Foundation started their Pay for Work program, she and her husband and some of their children worked together for a bigger income. Today, Marivis informed that although they have an income but not as good as before Yolanda. She said she and her children sometimes miss some of the appliances they were able to obtain before the super typhoon hit the city. She added that she still hopes that somebody who is a kindhearted would extend a bigger help in order for them to build their house. RCD

Waiting for another promise Rubillos revealed that they were promised a permanent house with a permanent livelihood through the Self Employment Assistanc 窶適aunlaran (SEA-K). In the skills training she said that you will be trained for 15 days and you will be given P3,900 along with a kit to start a business. Rubillos disclosed that her present livelihood was part of the training from the DSWD in which she was given a kit of a sewing machine. She added that

she might not be an expert tailor in the bunkhouse but somehow she already made some income coming from the cutting of pants and sewing holes from dresses and changing of zippers of pants. She said she is happy to provide 'baon' to her children. Hard times for tricycle drivers Rubillos also disclosed that while her income is getting a better, her husband being a tricycle driver, is not. Adding to this, is her husband's kidney problem. Rubillos said, in an honest opinion, she thinks that she and her family has already recovered from the trauma of Typhon Yolanda. RCD

Bunkhouse dwellers hope to receive permanent shelters TACLOBAN CITY -- For 45 year old Liza Rubillos, there are two promises that she hopes will be fulfilled by this administration. First is their long-awaited transfer to their permanent shelters along Range View in Brgy. Cabalawan hopefully before this month ends as promised, and the livelihood assistance promised to them upon their transfer. Rubillos said that the onslaught of Super Typhoon in their former residence in Brgy. 88 in 2013 can

never be forgotten because she lost her 16 yr old eldest daughter. She said that their house was located in San Jose near the Tacloban Airport and the strong water carried by the storm surge brought by the super typhoon kills her daughter. Rubillos has two daughters and after losing her eldest from Yolanda she and her husband now live with her youngest daughter who is 10 years old. She said that despite the death of her eldest, she still considers her lost

daughter as fortunate because she was given a good burial after her body was recovered in creek. She added that compared to other dead victims from the typhoon who were just buried together with other dead victims. Her family moved to the Abucay bunkhouses on February 28, 2014. Rubillos said that after two years they have slightly recovered from the tragedy but not totally forgetable, especially that she lost a daughter. But somehow she had

recovered as they moved on to the next chapter of their lives. She described her situation in the Abucay Bunkhouses as a better one. She added that she has been promised to get one unit of permanent house in Range View in Brgy Cabalawan and expects to transfer before this month ends. She said her living is fishing and occasional dressmaking while her husband is a tricycle driver. Another survivor, Ruby, said

Jongco went on to say that when the ferry arrived past 2:00 in the afternoon and as passengers started to disembark, they noticed a female passenger who was carrying a big plastic bag and plastic wares passed through the vehicle exit instead of the passengers. He said that when he called up her attention, the female passenger heeded to him then they conduct an inspection of her carried

baggage. He said that they noticed that the baggage she was carrying was so heavy thus he asked the passenger to open her baggage.
