Water shortage in Albuera, man-made problem?
ALBUERA, Leyte -Municipal Mayor Ramon Dela Cerna Jr., called an emergency meeting on Friday with Department Heads, members of the Sangguniang Bayan, Barangay Officials and other stakeholders who reportedly were affected by the sudden shortage of water supply in the town. They gathered to discuss the
possible cause of the water crisis. During the meeting, they learned that the cause of the water problem was not of a natural disaster but indeed it was caused by human. The mayor disclosed that his staff learned of the problem when they went to the upper portion of Sibugay River
360 pupils complete DARE class ORMOC CITY -- About 360 elementary pupils from four different schools here complete their sessions at Drug Abuse Resistance Education which was spearheaded by the Ormoc City Police Office. The commencement was held at the Ormoc Superdome, recently. The pupils were from Ormoc City Central School, Valencia Central School, Maticaa Elementary School and Linao Elementary School. Classes started on July 17 and ended November 13, 2015. Most of them were from Grade V and VI who underwent session in 17 modules focusing on the bad effects of using illegal drugs and the possible ways on how to avoid getting involved in illegal drugs. OCPO Deputy Director for Operation P/Supt Dennis Lavorre, in his message, revealed that the first DARE program in the country was conducted in 1995 when millions of students underwent and completed the course. Here in Ormoc, Lavarre disclosed that first batch of DARE had about 197 students and completed the course last March 14, 2015. At present, according to him, there are now a total of

Businessman found possessing SLDEO, DepEd set weekly meeting for school building projects illegal drugs, now charged

ORMOC CITY -- Appropriate criminal case is now formally filed against a businessman who was arrested in a recent drug-bust operation. Police Station 3 chief P/SInsp. Benjamin B. Lodo, Jr. disclosed the other day. Violation of RA 9165 otherwise known as the Comprehensive Law Against Illegal Drugs of 2002 is now filed at the City Prosecutors Office against businessman Mark Pabilan Zoasola. He was arrested during a buy-bust operation conducted last November 5, 2015 in Barangay Linao, this city. The suspect is a resident of said barangay. and noticed that the purported landslide was brought by the continued raining of the town over the weekend. It was also learned that bulldozers, pushing the soil at the road opening project of the Albuera-Burauen Road about 12 kilometers away from the town proper also contributed on the problem. The mayor said that contractor might have no idea all that a river is located below the site of the road opening project. Cooperation Mayor DelaCerna has sought for the understanding from the residents and promised to improve the service in the next several days. He also asked the municipal council for a resolution declaring the town as in the "State of Calamity" so that his office can use the 65 calamit fund. Tolero assured those who were present that the council will support the call of the mayor to pass a resolution declaring the town under the State of Emergency as she feels the need for it also. She also dismissed the issue of "not in good terms" between the Sangguniang Barangay and the Office of the Town Mayor. She said that she will see to it that the resolution would be properly tackled. It was learned also, that the ltown is still having an outstanding loan with a local bank after the previous administration loaned in the amount of P60 million for the water project. That the project lacked the needed feasibility study, Mayor Dela Cerna added. And that the loan has now ballooned to nearly P80 million. MAASIN CITY - The Department of Public Works and Highways Southern Leyte District Engineering Office (DPWH-SLDEO) will have a weekly coordination meeting with the Department of Education (DepEd), to ensure timely construction of school buildings in the province. SLDEO District Engineer Ma. Margarita C. Junia said the regular meeting aims to step up monitoring of school building projects, in preparation for the full implementation of Senior High School (SHS) program next school year. On November 9, Junia met with DepEd Southern Leyte Physical Facilities Head Mr.VictorinoPia and DepEd Central Office Engr. Esteban M. Dela Cruz to discuss the status of classroom construction. “On our part, we have been doing our best to fast track the construction of school buildings and address all gaps,” Junia said. Data from the DepEd shows that Maasin City and Southern Leyte towns need at least 242 classrooms by 2016 for new SHS enrollees. At least 56 public schools in the province will offer the SHS program next academic year
with 8,655 projected SHS enrolees. The 2015 budget is more than double than last year’s P100.55 million allocation for construction of learning rooms in the province. Representatives from DepEd said the regular meeting is in compliance to DepEd Memorandum No. 125 issued on Oct. 21, 2015, directing education officials to meet weekly with DPWH engineers to address issues, which may arise in the project implementation. For 2015, the national government has earmarked P213.15 million for the construction of 202 classrooms for public secondary schools in Southern Leyte province. A single project is composed of several classrooms. As of last week, 26 projects, representing the first batch have been bid out, according to Engr. LeteciaOlarte, chief of SLDEO construction section. Under third batch, nine projects were already bid out. The SLDEO is also done with the bidding of five buildings for vocational and technical schools. On the pipeline is the bidding for the sixth batch. Pre detailed engineering is ongoing for the 7th and 8th batches. RCD

He said that the water system cost the town P60 million in loans to a bank and it now ballooned to about P80 million which is payable until year 2023. He added that, ever since, he knows already that Sibugay River would not be a good source of drinking water for town residents for the following reasons -- a) prone to landslide, b) can easily be contaminated and; c) a passage of the members of the underground movement. Dela Cerna also stressed that it would not be easy to restore the water system of the town because of the lack of fund. He pointed out that 20% Development Fund of the town for the Annual Investment Program which is P23 million is deducted with more than P9 million for the payment of the water
system loan. Thus, Mayor Dela Cerna said if the town will get another loan for the restoration of the water system, there will be no fund to spend for their development project. Dela Cerna continued that his administration has to restore the water system through LGU's own effort because another loan would add more problem. He said that adding more problem to the situation is the termination of the old water system which could have been tapped now temporarily with the damage of the new water system. But this was terminated because the previous administration wanted every water consumer to transfer to the new water system. At present, almost 99% of the entire Barangay Poblacion has no water supply including the town hall. RCD

Ormoc cops help in building houses for Yolanda victims
ORMOC CITY -- About 50 personnel of Ormoc City Police Office (OCPO) provided assistance in constructing houses for Yolanda survivors. The PNP constructing team was led by P/SSupt. Ferdinand M. Garay who participated in building houses at the Great Love City of Tzu Chi Foundation in

his men were invited by Tzu Chi Director Alfred Li, to join the volunteering projec. He added that he never had that second thought of not helping because, for him, the foundation is a very generous group worthy of assistance. Garay promised that he and his men will try again extend help
whenever their presence is called. He also said that he just learned that some house units were just built by a team of women labor who receive the compensation of P250 per day. The house units build were part of the 2000 houses that Tzu Chi Foundation had promised to build in two years. RCD
DENR survey aide busted for selling shabu No. 2 suspected drug pusher in Carigara collared
TACLOBAN CITY -- A survey aide in one of the government agency who has been rumoured to be in the illegal drug trade was apprehended by elements of the PDEA 8 and TCPO-CAIDSOTF during a buybust operation evening of November 4 along Benigno Aquino Jr., Avenue, Youngfield, Brgy. 50 B, this city. PDEA RO VIII Regional Director Laurefel P. Gabales identified the suspect as Jeremias Coral Jr. y Tabinas, Survey-Aide contractual employee of DENR Region 8, and a resident of Brgy. 50-B Youngfield, this city. The authorities said that they have been monitoring the activity of the suspect after learning from informants
that he was allegedly engaged into selling shabu. A surveillance was conducted against the suspect and the report was confirmed true. Recovered from the suspect was the P500-bill marked-money and one (1) piece heat-sealed transparent plastic sachet containing white crystalline substance suspected to be shabu. Violation of Section 5 (Sale of Dangerous Drugs), Article II of Republic Act 9165 otherwise known as The Comprehensive Dangerous Drugs Act of 2002, will be charged against the suspect while he is temporarily detained at PDEA RO8detention facility. CARIGARA, Leyte — Elements of Carigara PNP were able arrest the No. 2 drug suspect in the watch list of the town police in a buy-bust operation in Brgy. West Visoria afternoon of November 14, 2015. Town PNP Chief P/CInsp. Shevert Alvin Machete identified the suspectd as one Jovie Palanas y Lutoc, 33, married, jobless and a resident of said barangay. Machete revealed that his men had been conducting surveillance and monitoring on the suspect's activity during the recent weeks. The suspect was reportedly a noted illegal drug pusher in the town and
had mastered the ways of evading arrest. Machete added that he was grateful to have a newly-assigned police officer in his station who were assigned to act as the poseur-buyer in order to find ways of arresting the suspect. Seized from the suspect's possession included the P500 bill marked-money, drug paraphenalia, celphone, tin foils and a lighter. Violation of Sec 5, 11 and 12 of Article II of RA 9165 (The Comprehensive Dangerous Drugs Act of 2002) will be charged against the suspect. RCD

ORMOC CITY --A truck man is now jailed due to a possession of illegal prohibited drugs. Authorities seized from him a small sachet of white substance suspected to be shabu during a regular patrolling duty of police elements in Mabini Street, Brgy. District 4, this city, afternoon of November 14, 2015. Police station chief P/CInsp. Helario Monteron identified the suspect as one Jimboy Canque y Catingub, 20 years old, single, a truck man in a winged van, and a resident of Purok Rose, Brgy. Punta. According to SPO3 Renato Singcol, team leader of the patrol team, they saw the suspect simple walking carrying a small pouch
from inside a compound of the barangay. And when they asked him what's inside his small bag, the suspect immediately brought out the money from the bag, but the patrolling cops saw the small sachet and told him to hand this in. But the suspect quickly ran away prompting the police to run after him until he was cornered near the gate of a private school. When cornered, the suspect explained that he was just asked by his driver to buy the illegal item in the amount of P300. The police also found a tin foil inside the bag. Violation of RA 9165 will be filed against the suspect. He is now temporarily detained at Police Station 1 locked up cell. RCD

December 10, 2015 is the deadline for Duterte to announce that he is joining the Presidential race. Many still hope to see the Davao Mayor running for President. But, while many are waiting for that particularly day, there are several points that the Filipino voters may consider. The main point is, that, Duterte if he runs, may not be the best choice. Atty Pachico Seares, in a certain article, put this argument this way. He argues that, Duterte may not be the best choice, not even the good one for the following reasons: One -- "His flip-flopping: He did say, repeatedly, he wouldn't run. But he also said, again and again, he might. We waged a campaign of sorts for national recognition of his name, playing what Binay calls "hele-hele, bago-quiere" to the hilt. In a chief executive, that's serious flaw of character. Two -- "Violating law to enforce law: Unsolved killings during his term as mayor tend to show he doesn't care much about rights of crime suspects and other Constitution-guaranteed rights. Davaoeños may have accepted that but how would his policy fare in national setting and world view? Three -- "Brusqueness in dealing with people: Those who'd displease him might find themselves scolded publicly (imaginably worse than PNoy's in-your-face separate verbal assaults on chief justice Corona and broadcaster Noli de Castro) or threatened with being gunned down. He might suck in consensus-building. Fourth -- "He may not be able to work with existing mechanisms: With no high respect for Congress and other institutions, he said he'd set up a revolutionary government six months into his term. Fifth -- "He's used to being autocratic: His shortcuts may complicate governance in a democracy where ideas must survive scrutiny and debate and follow routes. And sixth -- "He may not stand criticisms from the opposition, media and watchdog groups: His critics nationwide won't be as awed or scared as the voters in his city." Majority of those who know the Davao Mayor, agree to Atty Seares' observation but why they'd still want Duterte in the ballot, why? Perhaps, many Filipino want a change...a little horrible change...
