ORMOC CITY -- Women should have been the light of homes and must serve as good examples particularly to children. But these three female pickpocketers deserved to be jailed. They made themselves disgrace to both themselves and others after they were recently caught pickpocketing inside a certain store in the city. Their acts were caught up by a CCTV. The suspects were identified by P/CInsp. TACLOBAN CITY -- Sweden's King Carl XVI Gustaf was in the city few days ago in order to check on his projects in the province. He first visited the province two years ago just after Typhoon Yolanda devastated the province. During his visit, King Gustav conducted an ocular inspection and assessment of the construction of the Disaster Risk Reduction Management and Scouting Training Center. The Center, being built at a cost of nearly P8 million, is expected to be completed by February next year. It will cater to the training needs of the scout councils and of the community with similar activities. He also assessed the livelihood of Boy Scouts parents who were affected by super typhoon Yolanda. The BSP-Leyte training center will conduct trainers’ training with the acquired skills to be echoed down to the members of various chapters in other areas.The focus is not only to help the beneficiaries but what they have acquired will be shared to the community, including the Girl Scouts. Young yet tarnished pickpocketer ORMOC CITY -- Young and yet tarnished in doing street crime. CCTV footage in one of store in the city, shows that a young man is already notorious in pickpocketing. His latest victim is an old woman. In a CCTV footage o The One Department Store along Aviles Street, this city, it showed that three men, led by a young one, entered the store and immediately walked near the victim. The young one positioned himself at the center, while the other two were
pretending to be choosing RTWs. Then, when the youngster got something from the bag of the victim, a woman got in the store and received the wallet from the youngster. Then, in a separate CCTV footage, the four were seen talking to each other in one area of the store. The victim was identified as certain Pablia Villarente y Retora, 63 years old, married and a resident of Brgy. Visares, Capoocan, Leyte. She lost her P2,700 to said pickpocketers. RCD

He also that his wife Julida herself studied at the Asian Institute of Management and her classmate, who was an executive of San Miguel Corp and advised her to try putting up a chicken dressing plant. The mayor revealed that, he decided to try that good suggestion, then a dressing plant was built in Brgy. Valencia in 1997. Codilla said that after the dressing plant was built, he got all the dressing works of Magnolia chickens. And most of the chickens that are distributed and sold in Region 8 are being dressed in his plant. And even today since SMC’s dressing plant in Albuera, Leyte is still on dry run, all there chickens distributed up to Cebu are all dressed in their plant. After building dressing plant, the former city executive sad he then decided to start his own poultry and became a contract grower of SMC but parted away in 2011. After that, he then started to raise organically-nurtured chicken. There were two reasons why AOG engages itself to organic farming, the mayor explained. First reason is Financial. But, according to the ex-mayor, proper study
and evaluation was conducted before the organic chicken business started. Second reason is, uniqueness. Organically-raised chicken is different from naturally but medicated way of raising chicken. Another reason is, morally. The mayor said he intends to supply healthy food to the consumers in the region. Codilla said that when he became the mayor of Ormoc, he heard that the region is one of the poorest. Then, he started to focus on overturning this pessimistic notion. He said he wanted to make the region one of the richest. Challenges Codilla said while it is true that conventional food product is cheaper, he was challenged to try ignore this notion and think later of the bigger profit. Other challenges includes the marketing, concoctions the ingredients and elements in raising the organic chicken, availability of coast materials and the application of concoctions. He admitted that his company underwent several trials before it made success in the market. And even elated to learn that many consumers are getting allergic to conventional chicken and slowly turning to patronizing the organicallyraised chicken. RCD

BSP conducts learning outreach activities ORMOC CITY -- The Bangko Sentral ng Pilipinas (BSP) will conduct the sixth and last leg of its Economics and Financial Learning Program (EFLP) for 2015, this city from November 23 to 27. The EFLP consolidates the learning outreach activities of the BSP under one flagship program. It includes a series of learning sessions that aim to promote greater public awareness and understanding of key economic and financial issues. The EFLP also embodies the goal of the BSP to promote economic and financial education among its stakeholders, who can then, become more effective partners of the BSP in safeguarding price stability and in ensuring a stronger and safer banking and payments system. "Project BRO (BSP Reaches Out)" is saving campaign for kids and teens from Grade 1 to Grace 10 across the country, both from public and private schools. This new learning session, which was launched in Davao City on July 6, forms part of the BSP's efforts to foster the habit of saving early in the lives of Filipinos. It features interactive lectures and discussions about the value of spending wisely, saving early and saving in banks. After the session, the BSP will track the students' saving habits by closely
coordinating with teachers and school officials for the purpose of encouraging the youngsters to open and grow savings accounts in banks. This learning activity is in partnership with the Department of Education (DepEd) and the Bank Marketing Association of the Philippines (BMAP). Through this learning advocacy, the BSP hopes to help overseas Filipinos and their beneficiaries achieve financial security, bring them into the fold of the formal financial system, and enable them to participate more meaningfully in the country's economic development. Officials from the BSP, as well as from the Department of Trade and Industry (DTI) will give briefings on topics such as financial planning, investment, and business opportunities. Meanwhile, the Financial Education Expo offers various financial education activities for students, professionals and others from the public and private sectors. It features learning booths, with audiovisual presentations, graphic displays and interactive activities that will help participants become self-reliant in promoting their financial welfare. VM Mesina asks Ombudsman to dismiss Bucabuca's complaint ALBUERA, Leyte -- Vice Mayor Norman S. Mesina is asking the Office of the Ombudsman Visayas to dismiss, for insufficient legal and factual basis, the Dishonesty, Abuse of Authority and Grave Misconduct Case filed against him by Alfredo B. Bucabuca. The vice mayor has already submitted his position paper in compliance with the Order of the Ombudsman for parties to submit their respective position papers on
the issues raised by Bucabuca against him and against the members of the Sangguniang Bayan. It can be recalled that Bucabuca filed his criminal complaint for criminal (falsification of public documents) and administrative case for abuse of authority, dishonesty and serious misconduct some months ago. In his submitted statement, Mesina said that there is no sufficient and factual basis to the accusation of abuse of authority, dishonesty and grave
misconduct because the complainant failed to substantiate his allegations with enough facts, and that the complainant only relied on conjectures. On the issue of conspiracy, when the complainant asserted that there was a similarity of penmanship in the official receipt and certificates of appearances, as basis for the charges of falsification, Mesina claims that the complainant was only "buttressing" or building up his claims of conspiracy and authorship of falsification, merely on "his opinion."
Mesina also explained that the administrative investigating body is not only duty-bound to lower the axe on erring employees or those who transgressed the norms of conduct expected of civil servants, but also bound to promote the moral efficiency, integrity and courtesy in the civil service. That, it is also of equal importance that the people in the government are "protected" from "unwarranted suits" designed to "harass" them. RCD

ALBUERA, Leyte -- Officials of this town discovered another irregularity made by the contractor of P186-million Albuera-Burauen road opening project after learning that the coal construction firm starts the project without DENR’s Environmental Clearance Certificate and Geothermal Clearance from the Energy Development Corporation. This was the revelation of Albuera, Leyte Mayor Ramon Dela Cerna Jr., in a recent interview while supervising the restoration works at Sibugay River. Dela Cerna said that the local government is preparing to file formal complaint against the BM Marketing who is the contractor of the said road opening from implementing a project without the ECC. He stressed that failure to obtain the ECC would cost the contractor thousands of pesos to answer the damage it made to the town's water

She said that a Geothermal Clearance is a requirement for any firm that undertakes project under the more than 10,000 hectares reservation area of the EDC. Pensioner shot to death by unknown killer ORMOC CITY -- A 77 years old pensioner was recently shot to death by unknown assailant, for still unknown reason, in Barangay Can-untog, this city. The victim was identified by Police Station 1 chief, P/CInsp. Helario Monteron as certain, Generoso Enriquez, married, and a resident of Taytay, Rizal province. He was in the place where the incident happened, as a visitor of his wife's relatives. Based on initial investigation conducted by SPO1 Ruben Orsolino, it was learned that certain Florante Ruga, a retired military, who was a friend of the victim, rushed to the police station to report the incident. Ruga said that nobody was able to recognize the killer because the gunshot
came from a dark area and that the assailant immediately fled away after shooting the victim. He also said that he thought that the gun used by the killer was a .22 caliber because the shot seemed to that of a firecracker. Jake Lauron, 35 years old, single, who is a nephew of the victim, said that all of the family members never know of anybody who was in conflict with his uncle because the victim was living in Manila and was just having a short vacation here. Lauron told that the victim was about to go the house of his sister-in-law after joining them in a short drinking session but along the way, he again joined a drinking session of friends and then the shooting happened. RESIDENTS of Albuera, Leyte are having a very hard time these days, living without a good source of drinking water. Their source of drinking water was reportedly damaged because of negligent and irresponsible contractor of Albuera-Burauen road. The contractor, however, admitted the shortcoming after learning that the road opening project has posted a big trouble to the residents of Albuera. The project was halted right way, though. It seems that the contractor didn't do some kind of proper surveying and area inspection before implementing the P186 million road opening works being part of the Albuera-Burauen road project. Because, if the contractor did what he or she needs to do, such problem could have prevented. Sibugay River is both fundamental to both tourism and water supply of the town because the water source comes from this river. Sibugay Mountain Resort draws hundreds of both local and foreign tourists every month. Both the water source and the resort are both elemental for the town residents and for the local government. But, the road project gives the town a headache --- the problem on how to restore the water supply and how to encourage tourists to come the mountain resort again. Lately, town officials has discovered another irregularity made by the contractor. The local government learned that the contracting firm has been operating and implementing the project without DENR’s Environmental Clearance Certificate and the Geothermal Clearance from the Energy Development Corporation. Albuera Mayor Ramon Dela Cerna Jr disclosed that the local government is planning to file appropriate charges against the project contractor because it has gave them so muhc problem, particularly in the town's water sewerage system. According to the mayor, he learned that the construction needed to comply the necessary requirement before it can start a work in a reservation area. The mayor's claim was agreed by Ma. Antonia Nieva, of the Corporate Communications Department of the Energy Development Corporation. For Albuera, filing of appropriate charges is just a right action in order to prevent outburst of complaints from the town residents.

was learned that DPWH is presently implementing P186 (7-kilometer) Road Opening as part of the Albuera-Burauen Road. According to Engr. Rodolfo Casane, Interim Waterworks manager of the town, water supply has turned brownish since November 6 when the
source, the Sibugay River was affected by landslide due to a road opening project just few meters above Sibugay River Casane explained that his office has found it very difficult to do a filtering works to the brownish and muddy water coming from Sibugay River. He also revealed that Mayor Ramon DelaCerna Jr.
went to see the project manager and requested that the project be stopped. Casane admitted that it will take months to restore the water supply. At present, the town residents get their drinking water from several free flowing springs in the town such that of Barangay Gungab. RCD

And, that she was just aware of what was happening when Mayor Dela Cerna came to her and said that her project has destroyed the operation of the Sibugay Mountain Resort. Engr.
