Ormoc Giant Christmas tree lighted ORMOC CITY -- The giant Christmas tree installed at the city plaza was finally lighted, November 29, 2015. It was installed by the staff of the General Services Department. The Christmas tree adds attraction to both local and foreign tourists who come to visit the city. Children find it comfortable to stay few hours playing around it. It was installed infront of a hotel and near the model house of Tzu Chi Foundation, few steps from the bus terminal. Lighted at the same time, were the trees around the new city hall. GSD informed that the City Mayor Edward Codilla and his wife Violy donated some amount of money for the installation. The tree has a height of 30 feet and was installed where the last year's tree was installed. RCD

ORMOC CITY -- Engr. Violeta “Violy” Trangia Codilla, the wife of city Mayor Edward C. Codilla who will run as representative of the 4th District of Leyte in the 2016 elections against the incumbent representative Congresswoman Lucy Torres-Gomez emphasized last week that she will not go on "vote-buying" scheme just to win the elections. She stressed that she will run because she wants to serve the people.
Violy made her statement amidst rumors being spread by her detractors that she will buy votes during the
elections next year. She stressed this is not true. She said she already heard of a rumor that she is about to buy three voters for P10,000 and this time, it has increased to 3 by P20,000. She said it will never happen because she does not want to win that way. She said that winning should be accompanied with love and respect and not with money. Rape suspect from Abuyog cornered ORMOC CITY -- Operatives of Police Station 1 arrested a rape suspect while he was dining at Ormoc Food Park late in the afternoon of November 27, 2015. The suspect was tagged as the one who molested his own daughter. The suspect was identified as certain Luisito Lumaas y Serdan, 46 years old, married and a resident of Barangay Santa Fe, Abuyog, Leyte. He is facing a rape case without bail recommended. The arresting officers showed the suspect the Warrant of Arrest dated October 23, 2015, issued against him by Hon. Carlos Arguelles of RTC Branch 10, Abuyog, Leyte In an interview with the suspect, he revealed that the filing of such case was prompted by him not agreeing with his brother-in-law who molested his daughter when the teen was living with them in Naval, Biliran years ago. He said that his brother-in-law sought an outside-court-settlement and
asked him to withdraw the rape case. He added that he didn't agree with his brother-in-law's proposal which has made him very angry and threatened to also file similar case against him. Lumaas stressed that the rape case against him is all but fabricated by his brother-in-law who just wanted to avenge on him for not agreeing on outside-the-court settlement his brotherin-law proposed earlier. He also revealed that another brother-in-law has promised to give him P200,000 in exchange of case withdrawal but he declined because he was thinking of his daughter's dignity. His decision has made his brothers-in-law and other relatives of his wife very angry, which eventually led to this fabricated story and a case filed against him. He added that DSWD has knowledge of his reason why he didn't agree to his brothers-in-law's proposal. RCD

1 soldier killed, 5 hurt in NPA ambush CATARMAN, NSamar — An Army soldier was killed while five others were wounded in an ambush conducted by suspected communist rebels along the national highway of this town. The fatality was identified as Cpl Raymundo H. Corales, member of the 63rd Infantry Battalion Philippine Army based in Lope de Vega town. Corales was pronounced dead on arrival by the attending physician at the Catarman Doctor’s Hospital while his five companions were hurt and were also rushed to the hospital including their team leader, 1Lt Mark Vincent Ching. The ambush reportedly happened along the national highway in Sitio Hibabaogan, Barangay Washington in
Catarman when Lt Ching and his men were heading back to their headquarters in Lope De Vega town on board a KIA military vehicle when they were fired by suspected members of the New People’s Army (NPA) upon reaching Barangay Washington. Bullets hit those on board. They were Corales, Ching, Sgt Marlon Constantino, PFC Eric Lazarra, PFC Chris Jonathan Bisnar and Pfc Pablito Pomarca, who was driving the vehicle. Although wounded, Pomarca continued driving with a flat wheel. The vehicle managed to reach Sitio Pagsangjan, Barangay Polangi, some 5 kilometers away from the ambush site, where civilians helped bring the wounded soldiers to the hospital. RCD

8ID supports 18-day campaign violence against women CAMP LUKBAN, Catbalogan City The 8ID, PA conducted simultaneous recently flag-raising ceremony at H8IDin support to the Armed Forces of the Philippines' (AFP) move to end violence against women and in line with the International observance of the 18-day campaign from November 25 to December 12, 2015. The campaign with the theme is: End VAW, It’s Our Duty; Gains and Ways Forward” aims to awaken the soldiers awareness and to remind everyone on their responsibilities and commitment to end Violence against women. It also aims to eliminate all forms of violence against women and strengthening local and international efforts. The highlights of the said activity
are the reading of messages by General Hernando DCA Iriberri, Chief of Staff of the AFP (CSAFP) and Department of National Defense (DND) Secretary Voltaire T. Gazmin. In CSAFP’s message which was read by Brig. Gen. Demy T. Tejares AFP, 8ID, Assistant Division Commander, Gen. Iriberri conveyed that the AFP strongly supports this laudable cause and gladly joins the Philippine Commission for Women (PCW) in promoting the awareness advancement of this advocacy. Irrigations in low water level
ORMOC CITY -- Irrigations in the province of Leyte are in low water level. This is the reason why the National Irrigation Administration is implementing a rotational distribution of water to local irrigation canals after the water level of rivers that supplies the system is low. NIA Superintendent Anecita Paloma, in a recent interview, disclosed that all the rivers that are supplying water to the irrigation in Northern Leyte is low and this is the reason why she had to implement a rotational distribution in order to provide water to all rice farms. She said that she had already informed all the irrigators association in Northern Leyte so that they can prepare for this. She added that she
also asked rice farmers to prepare their lands so that they can plant next month. Paloma said that there are three rivers that provide water to irrigation systems in northern part of the province. These rivers are Mainit in Alang-alang, Leyte, Pongso in Barugo, Leyte and Bao, in Kananga, Leyte. Paloma said that the Bao River Irrigation System (RIS) which can support 2,312 hectares of rice farms today can only accommodate 2,119 hectares and a there is a difference of 193 hectares. The 193 hectares of land that cannot be reached by water are located in Brgys. Tambulilid, Curva, Margen and San Juan. The rice farmers in those areas, according to Paloma,
Judge killer now identified TACLOBAN CITY -- The police conducting a thorough investigation over the killing of a Municipal Circuit Trial Court in Northern Samar has already identified the suspect. PNP8 spokesman PCInsp. Mark Nalda identified the suspect as Ricardo Placa y Acibar a.k.a. "Ricky Acibar", 22, single, elementary graduate, resident of Bgy 2, Poblacion Catubig. He was identified through the numbers in his cellular phone that was recovered after he was shot dead. The Task Force investigating the killing of Judge Espinar recently revealed to media that they have recovered three guns at the crime scene. One of the gun a Colt Automatic Caliber.45 pistol M1911A bearing Serial Number GI 09061160 with 3 live ammunitions was recovered near the body of the gunman and was assumed to be the one used in the killing the judge. It is an unlicensed firearm, police said. The other gun, a Glock 17 .9 mm pistol with Serial No. CHH781 and loaded with 18 live ammunitions is
reportedly owned by the dead judge, is also unlicensed. The police said that the dead judge was reportedly carrying another unlicensed gun. The third gun is a SAM Colt Automatic M1911 A1 calibre .45 pistol bearing Serial Number 121100 was in the possession of the judge's bodyguard, Wilfredo Saromenes who is a retired army, which he used in killing the suspect. Controversy also rises over the said gun according to the police because its original registration has expired in 2011 and it is reportedly registered to a different person from Las Navas, Northern Samar but the police do not give the name of the said person. The Task Force investigating the said killing has already started to conduct its investigation and the first thing they discovered was the identity of the suspect. Catubig is an interior town of Northern Samar which is several kilomters away from the capital town of Catarman and several kilometers away from Pambujan where the killing occurred. RCD

She added that the situation there further worsens because this time for the second cropping the said RIS can only accommodate 1,553 hectares for a difference of 311 hectares for a total reduction this year of 712 hectares of none productive rice farms. for the rice farms being supplied by the Pongso RIS which can serve 800 hectares of land during the last cropping they can only accommodate 720 hectares. The Pongso RIS is the smallest of the three irrigation system in Northern Leyte. Paloma continued that the water level in the Bao RIS is only 108 centimetres while the proper level for this is 130 centimetres for a difference of 22 centimetres. She said that the difference causes the reduction of hectares of land that is being served with water prompting them to conduct the water rotation of water supply to irrigation canals. CAMP VICENTE LUKBAN, Catbalogan City – A rebel was killed while assorted war materials were recovered after troops under 87th Infantry Battalion based at Calbiga, Samar encountered New People's Army (NPA) members at Barangay Buluan, Calbiga, Samar at around 6 a.m. yesterday. Initial report reaching the 8th Infantry Division Headquarters from Lt. Col. George M. Domingo, Commanding Officer of the 87IB, revealed that troops led by 1Lt. Verniel D. Semblante were conducting peace and security operations at Barangay Buluan when they encountered more or less 15 NPA rebels in an enemy encampment. The enemy camp has 18 enemy bunkers with one classroom and a multipurpose hall. The encounter lasted for five minutes after which the NPAs scampered to several directions. The encounter resulted to the killing of one unidentified NPA rebel who was left behind by his comrades. Three soldiers, namely: Cpl Jonas C. Autor, Pfc Nico C. Basibas and Pfc Mark Anthony M. Ramasta were wounded during the firefight. The troops also recovered 200 rounds of K3 squad
automatic weapon ammunition, one binocular, one memory card and other subversive documents with high intelligence value. Pursuit operation is still ongoing as of press time. “The success encounter at Barangay Buluan is the result of good partnership between the 87IB and the local populace in safeguarding their community. Their efforts in reporting the presence of the armed NPAs in the area manifest their genuine desire to help in attaining peace in their barangay”. Domingo said. Maj. Gen. Jet B. Velarmino, 8ID Commander, expressed his appreciation to the operating troops of the 87IB for their dedication and commitment in safeguarding the communities against the rebels. Further, he reiterated the government’s call for non-violence, for the rebels to return to the mainstream society, and for them to take advantage of the government’s reconciliation programs. Two of the wounded personnel are now recuperating at Camp Lukban Station Hospital and one at Remedios Trinidad Romualdez Hospital in Tacloban City and are in stable condition. RCD

Violence against women The military, in cooperation with the Philippine National Police reportedly conducted simultaneous a flag-raising ceremony in order to show their support to the move to end the violence against women. The activity was in line with the advocacy against abuses on women and their children. The special campaign has a theme of "End VAW, It’s Our Duty; Gains and Ways Forward" and aims to make the soldiers and the police more aware of their responsibilities and commitment to end such kind of violence. It also aims to eliminate all forms of violence against women and strengthening local and international efforts.

Violence against women and children is not a simple crime. It is a serious public health concern, moral and spiritual values, with costs at multiple levels of society. It is believed that women and children are the most susceptible to this kind of ill-treatment, although violence is a threat to everyone. The effort of these uniformed men is laudable, although, there are cases that show that abusers are coming from their ranks. Very rare, though. Women are well-protected by the law. If they are abused, the law is on their side. But in cases where women are the perpetrators, prosecuting them is not well-supported by the law. Just like saying, there is a law on "battered" wives, but there is no law on "battered" husbands.

MCTC judge who survived ambush last May shot dead inside a cockpit TACLOBAN CITY -- A Municipal Trial Court Judge of the Province of Northern Samar was recently shot dead by a lone gun man inside the PADCOR Cockpit arena in Brgy. 8 Poblacion Pambujan, Northern Samar. PNP 8 spokesman P/CInsp. Mark Nalda identified the victim as Hon Judge Reynaldo Espinar, 53, married a resident of Brgy. 1 Poblacion, Pambujan, Northern Samar and the presiding judge of the Municipal Circuit Trial Court in Laoang, Northern Samar. Nalda said that the victim was with his close-in security Wilfredo Saromenes y Sasel, 49, married, a retired member of the Philippine Army when the shooting incident happened. They were inside the cockpit arena when the suspect who appeared behind the victim, shot the judge at the back of his head killing him on the spot. But the gunner who was about to flee from the crime scene was also shot dead by Saromenes hitting him at the head and other parts of his body, and also killing him at once. ORMOC CITY -- In line with the Regions’ One-Time-Bigtime Operations in relation to LambatSibat Waray Anti-Criminality Campaign, a Two (2) Day Seminar on LTO Deputation Seminar was recently held at the OCPO Conference Hall. A total number of 107 PNP personnel, 46 from Biliran Police Provincial Office and 61 from OCPO attended the Deputation Seminar to enhance knowledge on R.A. 4136 known as the Land Transportation Traffic Code of the Philippines. Espinosa says he is running because he wants to serve Albuera

ORMOC CITY -- Zellan Hotel and Spa President and CEO Rolando “Daddy Onik” Espinosa said that he joins the mayoralty race in the town for next year’s election because he wants to continue serving the people of Albuera. This is what he revealed during a press conference with water experts from Cebu whom he called recently. The prescon was held in a function room at Metro Ormoc Multi-purpose Cooperative (OCCCI). Espinosa said that part of his endeavour is to provide the townfolks with mineral water and Jetmatic pumps and will continue to do so or even double his effort if ever he wins in the elections.
He revealed that when he learned about the problem on water supply because of the decolourization of Sibugay River due to road opening project at the upper portion of the river, he immediately distributed mineral water. He added that aside from the mineral water, he also distributed Jetmatic Pumps to 12 of the 16 barangays. He added that he was able to distribute more than a hundred units already. His campaign manager, Bobbins Menesis who was also attending the press conference said that at present the people of Albuera, is spending more than P100 per day just to have water at home. Dela Cerna, the town administrator, who, according to him, doesn't care so much about the problem, because she lives in Ormoc. He added that the mayor and the municipal administrator do not even feel ther burden of spending P10 per container in transporting water. Menesis, a cousin of Vice Mayor Norman Menesis, and a cousin of Mayor DelaCerna’s Personal Secretary Arman Menesis explained that Espinosa noticing this burden of the people of the town made this kind of initiative of extending help to the people of Albuera.
