CARIGARA, Leyte – Despite warnings made by Bureau of Fisheries and Aquatic Resources (BFAR), some parents seemed to ignore such warning. Just last week, a seven-year-old boy in this town died after eating shellfish for lunch. The victim, certain Jaymark Reyes felt headaches, dizziness and weakness after having shellfish for lunch. Reyes died while his younger brother, who also fell ill, was able to recover when rushed to clinic. Four other residents were also admitted in a medical clinic after eating shellfish from Carigara

PNP official admits drug problem in Ormoc evident ORMOC CITY – A high-ranking officer of the Philippine National Police (PNP) has recently revealed that this city, is indeed, has a big problem on illegal drugs. In an exclusive interview with P/SSupt. Allan Cuevillas, Deputy Regional Director for Operation of PNP Regional Office 8, he said that the number of operations police conducted against illegal drug traders has increased into four times already this year as compared to that of last year. The PNP is currently implementing its current program against illegal drug elements called “Lambat/Sibat”. However, Cuevillas stressed that PNP is doing its best to address this problem and that many buy-bust operations are successful due to the assistance from the community and the support of the local government.

Cuevillas mentioned the recent successful buy-bust operations where 6 suspects were arrested and more than P80,000 was recovered with fire and drug paraphernalia. He stressed that such operation was very successful because of the assistance handed in by some concerned citizens. Cuevillas lauded the effort of the elements of Ormoc City Police Office (OCPO) for the arrest of the suspects. This only shows, according to him, that the police elements of this city are determined to curb the proliferation of illegal drugs in the city. He also said that all operations were armed with search warrants so as not to violate rule of law and abide with the principle of proper administration of justice. He added that all suspects were arrested after thorough monitoring and surveillance operations. RCD

ORMOC CITY – The Banko Sentral ng Pilipinas will release a new P100 bill with a thicker violet colouring as compared to what is circulating in the market today. This was revealed by Ms. Aileen Manansala, Currency Issue and Integrity Officer of BSP, who were recently in the city with other BSP officers and staff for Financial Educational program held at Ormoc Villa Hotel. The BSP staff held lectures to selected elementary and high school students on some important financial matters particularly in savings money in banks. They also held a media briefing regarding this

6 drug suspects collared ORMOC CITY – About P80,000 worth of illegal drugs were seized in a recent buybust operation conducted by the police operatives of Ormoc City Police Office (OCPO) in JICA, Brgy. Lao, this city. The buy-bust operation and raid was initiated with a search warrant issued by Hon Judge Eprhem S Abando of RTC, Branch 18, in Hilongos Leyte against certain Rogelio Mascariñas, a.k.a. “Elyot”, Val Don Espina a.k.a “Pakaw”, Antonio Salibungcogon, a.k.a “Tulindoy”, and certain Michael Tajor. Recovered from possession of Mascariñas, 70 years old retired government employee, was 12 small plastic sachets of suspected shabu, which cost P1, 500 each, a medium-size sachet and a large one with contained the illegal item worth P50,000. Mascariñas is tagged as the No. 1 suspected drug trader in drug watch list of Police Station 3. Espina, 35, married is tagged as the No. 4 in the drug watch list. Taken from his possession were 9 packs of suspected illegal drug with a cost of P1,500 pack. Also taken from him were uncounted

cash, cellphone and drug paraphernalia. Tajor, 38, with his wife Monica, 42, were also arrested. Tajor surrendered a pack which contained six small sachets containing suspected shabu, P200 cash marked-money and drug paraphernalia. Last to be arrested was Antonio Salibungcogon, who was not around during the raid but his wife Gemma and a cousin, Gervacio Mabilog, 27, a security guard were at the house. Taken from them were the P200 marked-money, one .45 caliber, a magazine with four live bullets, four small packs of suspected illegal drug which reportedly cost P1,500 each and drug paraphernalia. Except Tajor, who admitted that he owned the illegal items taken from his possession, all other suspects denied involvement in illegal drug trade. Violation of RA 9165 or the Illegal Drugs law of 2002 will be filed against the arrested suspects while Salibungcogon will be facing a separate criminal case which is the violation of RA 10591. RCD

With the active participation and involvement of every OFCs in this undertaking, OWWA will be able to come up with a unified commitment from every OFC-members that could help the agency to give proper care and upkeep to the OFW families and to the community where they belong. Christmas Scout Jamboree held in Maasin MAASIN CITY -- The Boy Scouts of the Philippines Southern Leyte Council conducted its early Scouts Christmas Council Jamboree 2015 last December 3-6, 2015 at Camp Danao, City Forest Park, this city. Some scouts and scouters started fetching their tents and built their camps a day before the opening. Camp Danao is a 320-hectare forest reserve managed by the City Government of Maasin. The organizers expected only around 1,200 participants but the actual number of registered entrants numbered 2,100 which far exceeded the expectations. The opening ceremony was held on the 3rd of December at the 2-hectare grand arena. It was graced by Regional Scouts Director for the Visayas Bienvenido Toledo. "Scouting makes you

feel the challenges of the outdoor activities which could supplement the knowledge you learn from the classrooms," he said. "Joining scouts jamborees like these help you win more friends and learn useful skills," Toledo stressed. As the Provincial Council Chairman, I inspired the scouts: "Scouting helps you develop as a total person. Experiencing difficulties and going back to the basics enable you to mature rhythmically," Toledo added. The scouts were made to undergo basic life support and first aid training, obstacle and challenge course, knot tying, self-defense, and preservation of the environment. The Banco De Oro (BDO) Foundation, in keeping its disaster response and educational advocacies, through its social responsibility arm, the BDO Unibank, has recently constructed a twoclassroom school building at Liloan National High School,

The project was implemented by the BDO Foundation in partnership with the Federation of Filipino-Chinese Chambers of Commerce and Industry Inc. as part of the chambers’ “Barrio Schools Program.” The newly school building was recently turned over to the school administration during a simple and yet meaningful inauguration ceremony which was attended by Ormoc City officials, executives of

The school building in Lilo-An National High School was completed with the support of BDO branch officers who themselves conducted site selection in various provinces affected by Yolanda. The decision of the Organization of the Petroleum Exporting Countries (OPEC) to keep producing oil at current high levels is definitely good news for the Philippines, the LPG Marketers’ Association (LPG-MA) said Sunday. “It basically means that the Philippines, an oil importer, will continue to benefit from low-priced oil in the months ahead,” said House Deputy Minority Leader and LPG-MA Rep. Arnel Ty. Ty said Filipino households, businesses and even the government, which is a huge consumer, would gain in a big way from a prolonged low-cost oil environment. Oil prices plunged below $40 per barrel immediately after OPEC decided on Friday to maintain current production levels at around 31.5 million barrels of oil per day (BOPD), despite a growing surplus in world markets. The decision implies that a global oversupply of between 700,000 to 1.8 million BOPD would keep a steady downward pressure on oil prices, Ty pointed out. “Filipino consumers can keep on

using their savings from reduced fuel, electricity, and transport costs to buy other goods and services,” Ty, a senior member of the House economic affairs committee, said. The lawmaker also said the deflationary impact of cheap oil prices is expected to help keep lending rates low, thus helping families that want to buy new homes and cars as well as businesses that wish to expand. After examining 45 countries, the global forecasting firm Oxford Economics Ltd. previously projected that the Philippines would be the biggest winner and its economy would grow the fastest in a depressed oil price setting. Meanwhile, Ty urged the national government to step up spending for infrastructure projects. “Government should now take advantage of inexpensive oil to quickly perform at a lower cost major construction projects that tend to require a lot of spending for fuel and power,” he said. In observation of the 18-Day Campaign to End Violence Against Women (VAW), Senator Loren Legarda underscored the need to strengthen public awareness and campaigns on women’s rights in order to prevent and combat all forms of gender-based violence. “Violence against women and girls–including trafficking, domestic violence, and sexual violence–remains a serious problem in the Philippines, but many victims choose not to report these incidents due to lack of awareness about their legal rights. Abuse is not acceptable, women have legal rights and individuals can be punished for violating these rights,” Legarda stressed. Legarda advised Filipino women that there are adequate laws for the protection of their rights and promotion of their well-being such as the Anti-Violence Against Women and Children Act, the Magna Carta of Women, and the Expanded AntiTrafficking in Persons Act. “We have diligently toiled to enact pieces of legislation to protect the rights of women and promote their welfare. The greater challenge is to effectively implement these laws and educate women on their rights. Women around the country

should be aware that they are sufficiently protected under various laws,” she said. Legarda said that even laws on climate change—such as the Climate Change Act and the Disaster Risk Reduction and Management Act— can help protect women, especially since human traffickers have the tendency to look for potential victims among survivors of disasters. “Violence against women and girls can escalate in the aftermath of disasters. Reported cases of rape, for instance, increase following disasters and emergency situations. Power outages, which usually follow major storms, give rise to security issues such as lack of lighted pathways and segregated toilets in evacuation centers which provide opportunities for abuse,” Legarda explained. With this, Legarda stressed the importance of putting protection of women and girls at the center of our humanitarian response, including making our communities disasterresilient – ensuring that each local government unit has a VAW desk as mandated in Republic Act No. 9710 or the Magna Carta of Women and providing child-friendly spaces and women-friendly spaces in

According to Brillantes, the unconfirmed report about Binay’s arrest is now on the way to become a reality. That the Vice President will surely be jailed before the formal campaign kicks off for May 2016 elections. But Brillantes stressed that the administration can’t remove or block Binay from campaign because he can still do the sorties through h i s supporters even if he is in jail. Brillantes continued that the administration is also looking into a possibility of not allowing Duterte from running on the ground of the wrong entry of intent on PDP-Laban presidential candidate Martin Dino’s certificate of candidacy. It said that Duterte can’t replace Dino because, on the first place, Dino didn’t file for presidency but for the mayoralty race of Pasay City. The election expert stressed that even if administration will succeed in removing all other candidates, Roxas still will not get enough votes in make him the winner because people do not believe in him. OWWA RWO 8 conducts OFW An Ormocanon plays for UV family circles year-end and planning for 2016 in PCCL Sports Feature Blitz

ORMOC CITY – University of the Visayas (UV) Lancers came prepared to face a new challenge in this year’s Visayas elimination of the Philippine Collegiate Championship League (PCCL) and its VisMin Zonal championship after the elimination is held. The tournament was held in Ormoc Superdome from December 4-7 (elimination) and the Vis-Min Zonal championship on December 8-9. The Lancers has a good player, Christian Bolano, who hails from Barangay Tambulilid, Ormoc City. Bolaño would be a solid talent for UV line up. He was discovered by Van Halen Parmis, the scouting coach of the Green Lancers, who also hails from Leyte. "When I saw his talent, I never doubt that he would be a future basketball star if given a chance, guidance and training,”

Parmis said. Parmis is called the “Panalay King”, who is a wellknown commercial coach of basketball. The 18-year old Bolaño is the youngest among the group, whom if given a chance to shine, will surely make his team very proud of him, Parmis described the young player. Bolano is a four-time MVP, when he played for Eastern Visayas Regional Athletic Association (EVRAA), National Basketball Training Camp (NBTC) and two times in Ormoc City Schools and Sports Organization (OCSSO). Aside from Bolaño, the Lancers also features another Leyteno - Jan Monic Soliva. For many years, the Overseas Workers Welfare Administration has been dedicated in organizing OFW Family Circles all over the country with the aim to ensure and promote good family relations as well as to effectively provide updated information on the agency’s programs and services. Despite the perseverance and commitment of the agency to serve its beneficiaries to the highest level of satisfaction and merits, most of the OFW Family Circles (OFCs) were not able to prosper and remained inactive. For this reason, OWWA RWO 8 conducted a year-end assessment evaluation and planning for 2016 to its active OFCs in the region to evaluate the performance of every OFC for the past years and formulate feasible plan of activities for the next semester. A total of 44 OFC Presidents and Officers participated in the said event last December 3, 2015 at Ritz Tower de Leyte,

Tacloban City. The activity started with a very warm welcome message from the OIC, Regional Director Ma. Evangelina V. Filamor, wherein she gave her gratitude to the OFC Officers and welcomed the new OFCs, Director Filamor also shared to the participants the rationale of the activity to the OFC present in the activity. Afterwards, Family Welfare Officer, Angelo Remandaban, led a very energetic gettingto-know-you activity entitled “Sum of the Syllables”. During the reporting of accomplishments for this year, every OFC President was given time to share with the group the activities that they have attended and participated. Since most of the OFCs present were newly organized and reorganized, there were only few OFCs who have an accomplished projects. 7th batch of Keitech scholars complete training

KANANGA, Leyte -- A total of 143 trainees from the 7th batch of Keitech Scholars for the short-term course, have received their certificates of completion and are now ready not only for rebuilding projects of their province but to build a good future for themselves.

The commencement exercise was held in a simple ceremony at the Keitech school in Brgy. Hiluctugan, this town. The 7th batch has 55 students obtained certificates on Electrical Installation and Maintenance (AIM) 48 are already certified Plumbers,

and 40 are certified carpenters. The graduates are residents from Ormoc City, Kananga, Barugo, Burauen, Capoocan, Dulag, Jaro, Julita, La Paz, Mayorga, Tabontabon, and Tunga all towns of the province of Leyte. There are also students coming from Balangiga, Gen. Mac-arthur, Guiuan, Hernani and Mercedes in Eastern Samar while another one came all the way from Camarines Norte. Keitech aggressive placement program has increased the graduates’ employability. Of the 676 graduates from the six batch of the extension course, 481 or 71% have already found jobs in various construction projects. Started in April 2014, the enhanced single qualification skills training have already

graduated 819 trainees. The rest of the 1, 080 qualified scholars will be trained in two batches until next year. Keitech President Paul Aquino pointed out that the success of our graduates means Keitech is also achieving its objectives and more. He said that Keitech now gives new hope ti the youth for a brighter future and help improve the economic situation in their respective families. DENR confirms Albuera-Burauen road project contractor has no ECC ALBUERA, Leyte --- The executive department of the local government of this town is reportedly preparing charges against BM Marketing, the contractor of the AlbueraBurauen road opening project after the Department of Environment and Natural Resources confirmed that the contractor has not secured Environmental Compliance Certificate from their office. The communication was signed by DENR Regional Director Letecia R. Maceda dated December 1 and was CYANMAGENTAYELLOWBLACK

sent to Mayor Ramon Dela Cerna Jr. The DENR Regional Director’s letter was in response to the letter sent by the mayor requesting certification from her office whether or not the BM Marketing, a Tacloban City-based Construction firm has secured an ECC from their office or not. She added that she was also informed that such road opening project caused siltation to Sibugay River and has contaminated the drinking water of Albuera, Leyte as per assessment by Municipal Planning and Development Officer Mario I. Cubi.

And that because of such disturbance, the water services of the town was disturbed. Many local residents had to fetch drinking water from different sources while those residents who can afford, buy mineral water for their drinking needs. In an interview, Mayor Dela Cerna said that appropriate charge against BM Marketing is being prepared and is supposed to be filed last week. He added that what was needed in order to pursue the filing, is the DENR’s confirmation concerning the “no ECC” report. RCD
