ORMOC CITY – Elements of Police Station 3 were able to arrest an alleged errand boy of illegal drug users, who was reportedly tasked to purchase packs of shabu, morning of January 30, 2016 . He was arrested at Block 1, Brgy. Tambulilid, this city. P/SInsp. Tomas Serrano identified the suspect as one Leonilo Bodo, 41, married, jobless and a resident of said barangay. Based on police report, a certain concerned citizen has called the attention of the police, claiming that selling shabu at said place, is just like selling candies. A sachet of suspect illegal drug was found by the police at the possession of the suspect. The suspect admitted that
the stuff seized from his possession was indeed, shabu. Also recovered from him, were two small pieces of tin foil and drug paraphernalia. The suspect admitted he was asked by his two friends from Isabel, Leyte. He said he was paid P200 and he willingly accepted it because he had to buy food. Barangay Kagawad Rody Sasing of Brgy. Tambulilid, had witnessed the body-searching procedure and had signed the inventory sheet after the raid was conducted. The victim accused the mayor of raping her at the Cristina Business Suits on November 5, 2013 while she was brought here from Manila. The victim also charged the mayor with human trafficking along with a certain Dina Tupaz a.k.a. Ate Dinah who escorted her from NAIA in the early morning of November 5 on board a PAL Express Flight No 2P 0971 from Manila to Tacloban City. The victim alleged that she was enticed to come to Ormoc City to work in a beauty Parlor that the mayor will open but in fact it was only for sexual desire that she brought here. In addition, he said, the raid was concerning on allegation of illegal possession of firearm, not of rape. In his part, NBI Special Investigator Bienvinido Panica said that escorting Ilagan to the court is actually distressing their work and it practically delays them of doing their other works, considering the expenses of going to and from the NBI headquarters. Ormoc courts need additional prosecutors ORMOC CITY – Lawyers have sounded the alarm that complaints are piling up at the city court and two regional trial courts here because the national government has not appointed fiscals or prosecutors in the last two years. The Occidental Leyte Bar Association (OLBA) noted that the Office of the President, which knows about the lack of prosecutors in the Eastern Visayas city, announced new appointments for other local courts but not for Ormoc's. Lawyer Joy Mejia Romero, president of OLBA, said said that the lack of government prosecutors does not only affect the lawyers but delays the delivery of justice. “Justice delayed is justice denied,” she quoted an old adage. She said they are doubly desperate because the deadline for appointment of permanent employees, like government prosecutors, is nearing. Meanwhile, an estimated 1,600 cases are pending in the courts here, while more than 400 inmates at the City Jail and Sub-Provincial Jail suffer under subhuman conditions at facilities built for half their number. One-man act The city prosecutor’s office here is a one-man act, with only City Prosecutor Marcelo Oñate handling all the cases since 2013. After his two assistants became judges in 2013, no replacements have
been appointed. Not that there is a lack of applicants, Oñate said in an interview. He had endorsed applicants to the Department of Justice. One was Lorna Obus Pades, whose possible appointment was overtaken when she was named municipal trial court judge of Isabel, Leyte. Romero said they gathered information that two appointments have been pending in the Office of the President for a year now, but no action has been taken on them. These are for an Attorney Cahig and and Attorney Pedrosa. Clogged-up dockets The situation in the city has led to clogged-up court dockets and congested jails, said Oñate. Currently, there are 440 cases pending at the city court, and an estimated 1,200 cases between the two regional trial courts. There are also more than 300 inmates at the City Jail, and more than 100 at the city sub-provincial jail, facilities that were designed to only hold half the numbers. Aside from resolving inquests and ordinary cases filed at his office, Oñate said he also has to appear in the court hearings. Nonetheless, he was proud to note that even if their office averages receiving 500 complaints a year, only 27 remained unresolved as of December 2015.
Cristina reveals 1st EV Green building to rise in Tacloban soon TACLOBAN CITY – Comprehensive Livelihood & Entrepreneurial Program (CLEP) founder Tacloban City First Lady Councilor Cristina G. Romualdez revealed in an interview with the Tacloban Information Special Advocacy Team (TISAT) that the first Eastern Visayas green eco-friendly building will soon be erected in Tacloban City. According to Councilor Cristina, the first ever region 8 eco-friendly and sustainable green livelihood building is set to start soon and will rise at the foot of Kanhuraw Hill, at Barangay 25 Paterno Ext. Equipped with solar panels and water catchment features. It will serve as the training center for Tacloban’s CLEP classes. Acquiring, improving and enhancing skills taught by CLEP livelihood trainings in this soon to be built center will open a unique opportunity for ST Yolanda survivors in this part of the region, particularly Tacloban, she said. The welfare of every Taclobanon is a must, for whoever will avail of the training, including their family and our community a brighter future awaits them, the lady councilor said.
Funded by the Salvation Army in partnership with the City Government of Tacloban, the three (3) story green livelihood training center building will serve as a center where more classrooms will be used as venue for trainings of CLEP classes, laboratories, a showroom for CLEP graduates end product, rooms for offices, center for conventions and conferences she added. Together with the City Dept. Heads, CLEP founder Councilor Cristina at the same time represented City Mayor Alfred S. Romualdez, disclosed that recently the Salvation Army Officials were in town to finalize said projects. The Tacloban CLEP Building once erected will be the first ever built region 8 eco-friendly green building. Lawyers concede that Oñate is hardworking, but they are worried the situation was taking a toll on his health. In his Facebook post on January 24, Oñate said he was, “still hoping that the City Prosecution Office of Ormoc City can get new assistant city prosecutors by February, after almost three years of vacancy. I am left 'Home Alone' in the Office as vacancies in the OCP for Prosecutors II and I are never filled up.” He is also thankful for the assistance of the Regional Prosecutor’s Office for temporarily detailing provincial assistant prosecutors Melissa Macapugas to assist him in the City Court, and Erwin James Fabriga to assist him with regional trial court cases. In his Facebook post, he thanks the two for prosecuting city cases “without additional compensation since 2013 with the highest degree of professionalism and efficiency.” However, Oñate said that Macapugas and Fabriga, whose main job is to prosecute in municipal trial courts, could only do so much. In a letter to Executive Secretary Paquito Ochoa Jr, with copy furnished to the Department of Justice, the OLBA appealed to President Benigno Aquino III to help “reinvigorate the ability of the (prosecutor’s) office to perform its duties.” They said that City Prosecutor Oñate, “required to investigate myriad of criminal cases filed before its office and to prosecute, as well those pending with the three trial courts of Ormoc City…is proving to be too arduous and overwhelming a task to be borne by one prosecutor alone as the office could no longer cope with the demands of its work. Peace agreement with Muslim after Aquino regime

Actually, there is a better way of solving the conflict in Mindanao. And there is a better version of Aquino’s BBL. That is the Federalism of Presidential aspirant Davao City Mayor Rudy Duterte. Duterte, if he wins, promised to push for federalism. BBL could be a dawn of federalism but with a better scope. Aquino’s BBL would create another autonomous region in Mindanao, similar to that of the ARMM and Cordillera region. Federalism would create autonomous regions, not only in Mindanao but all throughout the whole country. Yes, peace process will continue after Aquino’s term because any of the Presidential candidates who will win, would likely push for the continuation of the peace agreement. And if Duterte wins, it would means peace not only in Mindanao but also in other regions in the country.

PRESIDENT Benigno Aquino recently said that efforts in pushing for peace agreement with Muslim rebels will continue after his term. The president senses a failure of the passage of the Bangsamoro Basic Law (BBL) at the congress amidst the promises of his allies at the congress that BBL will be passed before Aquino’s term in June. But opposition had practically delayed its passage despite his lobbying. For this reason, he has ordered for more meetings with stakeholders and double the efforts in the peace process. The law is understood as the ultimate way of ending the conflict in Mindanao. Is Aquino thinking well? Does he realize the possible outcome of the passage of this law?

TACLOBAN FIRST LADY SOON TO BE THE MAYOR. Tacloban First Lady and CLEP (Comprehensive Livelihood & Enterpreneurial Program) founder Councilor Cristina G. Romualdez disclosed that the first Region 8 Green livelihood building will soon rise in her City. It is funded by the Salvation Army in partnership with the City Government of Tacloban the three-storey Tacloban CLEP Building and will be equipped with solar panels and water catchment features to house the CLEP training classes. CLEP existed since the start of Mayor Alfred S. Romualdez term in office as chief executive of the city to address unemployment and provide every Taclobanon who avails of the program a sustainable livelihood that will augment and provide every family daily needs. The City Local Government Unit of Tacloban has been offering various CLEP livelihood classes to women residence of Tacloban even before ST Yolanda (Haiyan) struck the city and lately after HAIYAN, male gender of the city were availing classes on electrical maintenance, masonry, carpentry, plumbing, heavy equipment operator to address the increasing demand of the construction boom to build back better the city. 5 killed, 3 houses burned when a fuel tanker catches fire
TACLOBAN CITY -- Five people were killed while three houses were totally burned and another person was wounded when the driver of a fuel tanker lost control of his vehicle causing this to swerve and went through several houses along Brgy. Lale, Pinabacdao, Samar, dawn of January 24. PRO 8 spokesman P/CInsp. Ma. Bella Duque Rentuaya, identified the three persons who succumbed due to burning as Michael Buenavides, 20 years old, married, construction worker his wife Maryjoy Buenavides y Balundo, 18 years old, and their six months old daughter Angela, all residents of Brgy
Lale, Pinabacdao, Samar. Also killed because they were toasted by the fire were the driver and the truck helper who are until now, still not unidentified yet. Rentuaya also said that even until this time, owner of the fuel tanker is not identified yet because the vehicle was likewise totally burned and beyond recognition and that the plate number is also beyond recognition. ORMOC CITY – Thousands of visitors, including delegations from different school divisions, their families and friends are expected to breathe air in Ormoc from January 31 until February 6 because of the annual Eastern Visayas Regional Athletic Association (EVRAA) sports event. The event would practically boost the local economy, including the transport and everyday business routines at the public market. The city school division, in cooperation with the city government, had to see to it that coming visitors would leave Ormoc, with a thinking of coming back. Preparation was intense, including the traffic and police security measures. New traffic re-routing scheme is to be implemented and civilian volunteers are assigned to augment police security. Adding to the color of the event, is the EVRAA Trade Fair being held at the city plaza at the back of the old city hall building. Different small and medium business enterprises joined the fair. At the center of the trade fair venue is the newly-installed ‘I Love Ormoc’ lighted plastic signage which attracts visitors. The fair is featuring food products, house decorations, boutique stuff, T-shirt printing and others. And it was organized by few business enthusiasts in the city to help boost local tourism along with sports tourism. ATT possibly lost control of the steering wheel, causing truck to swerve to the roadside hitting the three houses. The houses reportedly owned by certain Gaudencia Tablan, Romy Balondo, and Arman Balondo were also totally burned because the tanker exploded between the said houses. Those who were slightly wounded were living at the house owned by Armal Balondo, while his daughter, son in law and grandchild were all toasted. Further investigation is now being conducted. RCD

ORMOC CITY -- Its vigorous implementation of the Anti-Criminality Dragnet Campaign (LambatSibat), Ormoc City Police Office (OCPO) brags that it has significant accomplishments in its effort to reduce crime, fear of crime and the maintenance of the peace and order. Its recent score against illegal drugs activity resulting to the apprehension of nine (9) suspected individuals involved in an illegal drugs potting session in downtown Barangay District 1, this city has proven that the drive against illegal drugs is indeed, effective and that their informants are working and that the community is vouched safe, and most specially, it indeed that the policemen are doing their job well. Different sectors are encouraging them to continue their work more devotedly. One of OCPO’s significant achievements is the fast recovery of the stolen motorcycle while parked at the Ormoc Sugar Planters Association (OSPA) Farmers Medical Center (FMC) park area at Brgy. Can-adieng and was eventually recovered by police, abandoned at Corner Lopez Jaena and San Pablo Streets. Based on report, the police elements acted immediately after learning of the incident. The suspect, perhaps, thinking that he can’t go far with the stolen motorcycle because of checkpoints, he must have left the vehicle. The cops, at once turned-over the motorcycle to its owner. Another one was that apprehension of drug suspects last January 13 in a raid in Brgy. Tambulilid, led by P/Insp Tomas Serrano. The suspects are now charged in Court for violation of the Illegal Drugs Law (RA 9165). Then, earlier this year, elements of Police Station1 led by P/CInsp Hilario R Monteron, Jr were able to apprehend one of the Most Wanted Persons in this Police Station. Apprehended was suspect Joseph Velmoro y Palco, resident of Tipik, Brgy. San Jose, also of this city. A criminal case is already filed against him. Likewise, in a joint police operations of elements of Police Station 1 and the Regional Anti-illegal Drugs Special Task Force (RAIDSOTF) under P/ CInsp Monteron and PCInsp Leo Laraga, arrested certain Edgardo Albano y Olila, with his helper in Sitio Acacia, Brgy. Camp Downes, Ormoc City for illegal drugs. A criminal case is now filed against him. Another suspect in a qualified theft case, certain Rosie Pitogo is also now charged. He was apprehended for stealing jewels and other valuables reportedly amounting to P232,390.00 pesos in Brgy. District 23, Osmena, Ormoc City last December 31, 2015. Another one is the apprehension of Junrey Sala, resident of Brgy. Alegria, this city, who is charged with Crime of Grave Oral Defamation and Grave Slander.
Meanwhile, the Ormoc City Public Safety team led by P/SInsp Bryan R Erando was able to apprehend certain Alberto Apuya, 43, a security guard of FAIR Agency and resident of Brgy. District 29, Nadongholan, this city, who was reportedly caught in the act of shoplifting inside Ampra Store at the Public Market last January 11. A case is now filed against him. Also, certain Anecita Romo, 43, resident of Tzu Chui Village, Brgy. Liloan, Ormoc City was arrested and charged in court. Then, certain Danny Boy Morales was also apprehended and charged before the court for illegal possession of firearms. Likewise, certain Raul Alvarez and Danilo Magallanes were also arrested and charged in court for illegal gambling. And certain, Roy Villamor of Brgy. Catmon, this city, is now charged in court for illegal possession of firearms. Stabbing suspects, certain Jeffrey Tojong and certain “Coling” were also arrested and charged in court. Then, certain Fredisvindo Caamic was arrested by elements of Police Station 3 for illegal possession of illegal drugs and now also charged in court. Also, certain Marvin Hogan of Boga-boga, Brgy.
