World Bank-funded road project kicks off in Southern Leyte SAINT BERNARD, Southern Leyte -- The government will embark on a P182.7-million farmto-market road in this town to prop local economy. The World Bank-funded project will enhance transport in nine villages between Mahayahay village in Saint Bernard town and Manalog village in Hinunangan town, known farming communities. Southern Leyte Governor Roger Mercado said “this is one dream made real. I thought we will never reach this far. At least, our sacrifices paid off. Of course, this will not be possible if not for the Department of Agriculture helping us all the way.” He pointed out, “Now, we expect more areas to be developed because of the new road. In few years, along with the rise in economic activities here, we expect improvement also in the living condition of our farmers.” Department of Agriculture (DA) Eastern Visayas Regional Executive Director and concurrent PRDP Regional Project Director Leo Cañeda said that “Southern Leyte has the biggest projects funded under the PRDP in the entire region and, perhaps even ranks among the highest PRDP funded projects throughout the country.” The project, once completed, will link the municipalities of Saint Bernard and Hinunangan, the province’s top rice-producing areas. Apart from rice, other major

agricultural products in these municipalities include coconut, banana, abaca, root crops and vegetables. This is the region’s second PRDP funded road project to be implemented following a similar sub-project in Sogod, Southern Leyte, which started in August 2015. The rural road network has a total length of 16.58 kilometers and will benefit 2,118 households. Cañeda said the road project would be very beneficial to the residents in transporting farm products to the town market. It will contribute to increasing the farmers’ income. “Southern Leyte, once upon a time, ranks among those with highest poverty incidence but in just few years, it was able to turnaround the situation. This time, the province has the lowest poverty incidence in the region. This simply indicates how the local leadership works hard to address the situation,” he said. Evangeline Eguna, president of the Mahayag Women’s Association in Saint Bernard, said the project will help particularly in terms of the marketing of their root crop products. “The project will result in reduced travel time, lower transport cost and, will bring better marketing options for the farmers with the two municipalities that will be connected by a good road network,” Eguna said. ORMOC from p. 1 space of the tunnels allows farmers to work conveniently under the structures and the plants to reach their maximum height potential. Another innovative technology that was introduced was the drip system, considered as the most effective irrigation technique by providing the right dosage of water at correct intervals, thus conserving water. It allows the farmer to accurately control water quantities to irrigate as close as possible to the root zone. It also reduces the spread of plant disease as it is applied directly to the soil. Overall, the combined technology of protective structures and drip system enable farmers to save time and labor on weeding and irrigation. It also maximizes the yields while reducing costs and makes it easier for farmers to attend to their fields regardless of weather conditions.

However, the structures were destroyed when super-typhoon Yolanda battered the city on Nov. 8, 2013. Fortunately, these were also restored by Germany’s Afos Foundation for Entrepreneurial Development Cooperation which also added 50 structures. IsraAid came into the picture on November 2014, through its Food Security and Agriculture Livelihood Program, with a holistic approach to enhance farmers’ capacity from production to marketing by creating agri-business opportunities. It built 19 more structures which cost $200 each. The structures have a lifespan of five years. Ormoc Chamber of Commerce and Industry will provide marketing support by linking the farmers to institutional buyers to include its members who are hotel and restaurant owners. FCIII

Korean Odin Energy Co., Ltd. in the inspection of the “Sky City” area, where the proposed energy wind tower will be built. To date, construction of the fourlane wide road leading to the wind tower, the first wind power project to be installed in the Visayas, is ongoing. The estimate cost of the wind tower, to be installed at the new diversion road two kilometers south of the city, is about $2.4 million, Uy-Tan said. The Sky City is 482-hectare mega project located in the south upland area of the city designed to decongest the traffic problem. It is a flood-free and typhoon-resilient expansion located 120 meters above sea level. Uy-Tan said Sky City will be the new home of several government offices, mall zones with parking space, health and wellness center, hotels and resorts, ICT hubs, sky city residences, educational and training hubs, multipurpose complex, and a 25-hectare “flood-proof’ dam that will serve as a water catchment to eliminate flooding in the downtown area. A source said a foreign entity reportedly pledged P4 billion for the Sky City Mega Project. Uy-Tan said the city settled with finality some issues, such as equities and capital sharing, among other necessary requirements, with the foreign firm Odin Energy. After approval of few revisions and final designs, both Odin representatives

and City officials approved to start the construction of the tower in mid-2016 or six months from now. “So far, all is well now and the construction will start soon,” Uy-Tan said. The Memorandum of Agreement (MOA) inked by both parties stated that the foreign firm will provide the technology and turbines for the wind power generators, while the City Government will finance for the site preparation. Odin president and chief executive officer (CEO) Young Mi Back said the tower power generator is an innovative technology aimed to provide wind and solar sourced power in the city. Odin Energy Vice President Richard Yo Songsuk assured that their company will not share anything from the profit of said project. “Any earnings derived from the project will be reinvested again in the City by building again similar project within the city,” he said. The 13-storey wind tower project will house the new city hall, government offices, restaurants and viewing decks for local and international tourists. Other sources said Songsuk is referring to a similar Green Project to be implemented also within the city after the wind tower project. As of this date, several investors had sent fillers to invest in the new and upper city. (from SunStar)

Poe-Chiz tandem inhibited from holding rally in Davao, Leyte MANILA - The tandem of Senators Grace Poe and Francis "Chiz" Escudero were apparently inhibited from holding political rally in Davao City and Leyte province for failing to secure permits, it was learned Friday. Davao City is the bailiwick of Poe's rival, presidential aspirant Mayor Rodrigo "Digong" Duterte, whose running mate is Senate Majority Floor Leader Alan Peter Cayetano. Leyte, on the other hand, is the bailiwick of former First Lady Imelda Romualdez Marcos, mother of Senator and vice presidential aspirant Ferdinand "Bongbong" Marcos Jr., who is running for vice president. Tacloban City, in turn, is currently under the helm of his first cousin, Mayor Alfred Romualdez. It was learned that the camp of Poe and Escudero, which was originally scheduled to hold campaign sorties in Davao City on Thursday, felt compelled to postpone the activity and move it to a later date after they failed to secure the necessary permits to mount a rally. They opted to move to Leyte, but were supposedly "barred" from soliciting grassroots support to help

fill up the rally site. While both Poe and Escudero tried to downplay the unforeseen events, their supporters confirmed the hitches they experienced the past few days, including the last-minute impediments. One of their senatorial candidates in their Partido Galing at Puso, lawyer Lorna Kapunan, confirmed the deferment of the rally in Davao City: "I was in the same flight with the campaign organizers, and I asked them why we were diverted from Davao to Tacloban City, and the factual answer is: There was really no issuance of permits." "I think we should also credit Senators Grace (Poe) and Chiz (Escudero) for their sensitivity in not forcing themselves on other people's turf," Kapunan added. "They gave due respect to another presidential candidate in his own turf. But, still, yes, the factual answer is that we were not able to get permits for provincial sorties in Leyte." "If it's a question of permits, I don't think it's Mayor Duterte who gave the orders. I'm sure Mayor Digong (Duterte) is also very busy

One of the ordeals of Vice Presidential candidate Bongbong Marcos Jr., in campaigning is his surname. For some people, Marcos is synonym to ‘dictatorship’ or ‘martial law’ or ‘abuses’ or ‘tyranny.’ But the senator said he, being a Marcos, is a blessing instead of curse. Bongbong stresses that he should be judged by what his what happened during his father’s reign. He said historians, not politicians, should be the ones to make an objective assessment of the rule of his late father. “It is not our job. Our job is to look for what the people need at the present,” Marcos said. President Noynoy Aquino has been actually campaigning against the candidacy of the senator. Marcos said that his generation is different from the generation four generations ago. That, the country has different problems today. And different problems must have different solutions. He is right. In reality, 6 out of 10 Filipinos today still believe that the late President Ferdinand E. Marcos made several significant development for the country which many Filipinos couldn’t deny. And, in his 17 years of rule, still nobody of the five presidents was able to duplicate what he did for the country in terms of development. Just think of the San Juanico bridge. It bridges t w o big islands in the Visayas a n d is instrumental in connecting Luzon, the Visayas and Mindanao through land transportation. And, nobody can argue to the fact that, from Cory’s rule up her son Noynoy’s time, nobody from them was able to build single bridge to connect an island to another. There’s the LRT, the Heart Center, the Lung Center and many others. During Marcos’ time, the country was not far from Japan in terms of economic growth. In Southeast Asia, Philippines was considered as the most industrialized one. Students from the neighboring countries preferred to study here, particularly in agricultural courses. During Marcos’ time, the country didn’t had to import rice. The country’s foreign debt didn’t even reach 10 percent of today’s debt. This means that the succeeding leaders of this country after Marcos, has damaged the country more that what Marcos might have. May 2016 election is just timely to start rebuild the country and it the best opportunity for Bongbong Marcos to make up, if ever, his late father have failed. So, those who believe that the late Marcos Sr. caused damages to the country, should let the son pay for it. Not by being deprived for running this country but by allowing him instead. If Bongbong Marcos wins in May, he may start thinking the Presidency in 2022 and begin to draw the dummy of the new industrialized Philippines in the next four decades.
