TACLOBAN CITY- A three-month old girl baby is among the latest persons in the region to be infected with the dreaded coronavirus disease 2019(COVID-19) as the Department of Health announces Eastern Visayas total cases to 1,144 as of Friday. The three-month old baby girl is from Villareal, Samar while a 21year old pregnant woman from Motiong, also in Samar, was also inflicted of the dreaded virus, the DOH said. In Libagon town, police arrested Richie Supangan, 39, jobless, as undercover police agent bought three pieces of plastic sachets suspected to be shabu in consideration of P2,000. Mayor Agda closes private school for non-compliance of health protocols on COVID-19 TACLOBAN CITY-A private college school based on Borongan City, Eastern Samar was ordered to stop its operation effective Tuesday (August 4) for its failure to follow health protocols on COVID-19. The suspension of the Our Lady of Mercy College (OLMC) of its operation was ordered by the city government’s licensing and legal offices and approved by Mayor Jose Ivan Dayan Agda. The said school, which opened its classes last July 20, was said to have conducted face-to-face classes, non-wearing of face masks of both students and teachers while inside the campus; not practicing social distancing and allowing students to attend classes even without health certificates, among

other alleged violations of the school. All these were in clear violations on health protocol being enforced against coronavirus disease 2019(COVID-19), the city government said on its order suspending the business license of OLMC. Based on the notice of suspension order of the city government, it said that OLMC did not deny its alleged violations but merely declared that they have ‘already’ followed the protocols. “It appears, therefore, that your compliance of the health protocols was already after the fact of your violations thereof,” the order said, adding that it did not coordinate both the Commission on Higher Education and the city government before it started its face-to-face classes.

Lightning killed 2 men in Northern Samar TACLOBAN CITY – Two persons died after they were hit by lightning in a town of Northern Samar last Saturday (August 1). Police Major Arnaldo Gomba Jr., acting chief of Gamay Police Station, identified the victims as Alex Rapada, 60, a resident of Barangay Lapinig Del Sur, Lapinig Northern Samar, and Lope Morallos, 40, a resident of Brgy. Oriental, Gamay. Gomba reported that the victims were onboard a pump boat with three others bound to Lapinig from the municipality of Laoang when in a sudden a bolt of lightning occurred hitting the victims. The nation heaved a sigh of relief and satisfaction because good governance ruled the country and indeed a New Society was emerging with people giving its support and cooperation. Surprisingly income of government increased impressively because people paid their taxes efficiently and whole heartedly. BUT, it did not take long – back-

Resulting trash The need for everyone to wear mask when going out elsewhere gave rise to the proliferation of masks, supplied by manufacturers, and worn by billions of people worldwide. That’s every day, which means that, with billions of people wearing disposable masks, billions of these are also thrown into the garbage piles daily. Imagine this bulk in a day, in a week, in a month, and in a year’s time. This could literally create mountains of masks. But no, people are not creating pyramids out of these in just one place. These trashturned items end up not necessarily in dumpsites all

the time, but along the sidewalks mixed with garbage piles, inside manholes clogging the drainage, along the shorelines and riverbanks, in the swamps and, finally, in the seas and ocean beds. There in the oceans, these non-biodegradable masks float and liter like leaves or something, mistaken by marine creatures for food and are then swallowed by many, the smaller fishes eating them by bits. Unfit for food, these items eventually poison their devourers, killing the latter as a result. Do you think it’s just the marine life at sea that these masks endanger? I don’t think so. Now comes the blaming spree. Who are we to blame for this catastrophe to the

Poor buyers As people are getting used to wearing masks following a relentless campaign by authorities, plastic barriers were imposed on public transportation to shield passengers from each other. Such directive was followed under pain of penalties and the banning of the public transportation that refuse to install the required plastic partitions. The order to install such plastic shields was issued notwithstanding the unclear efficacy of plastic as a barrier of the unseen virus. The authorities came out with varying statements, first, that the covid19 virus is airborne, thus, the need to set plastic shields to protect the person from infection and second, that the virus is transmitted through droplets with humans as carriers.

Assuming it is airborne, how could plastic catch the unseen airborne covid19 virus and stop it from reaching people? Did the policymaker requiring plastic partitions in public transportation assume that the virus will pass through that plastic partition and be stopped from infecting people? In the open space inside public transportation, the open area around the person is very much greater than the plastic partition. It will not require one to be a medical expert to understand that the possibility of the virus getting directly into the person and evading the plastic partition is greater that the covid19 virus hitting and getting trapped on the plastic partition. Despite the uncertainty that the plastic partition is a useless ineffective trap inside

environment and life forms in general? You might blame China for allegedly creating the virus. But this country, as it claims, is already off such a responsibility. Well, we might blame the consequent pandemic, for without it, there would be no need for mask-wearing. But it’s already there. Perhaps, blame the manufacturers for mass producing these things. But they are merely responding to the global demand. Who else can we blame? Aha, here’s more—the improper disposal of used masks behind which we, people as users, are the ones to blame. Yes, we all are contributors to these global wastes that are littering the entire world. We don’t dispose of them properly, starting from home all the way to the landfills. We just throw them wantonly without proper segregation. We don’t care where fate takes them to so long as we are done using them, and we’ve had our desired protection. Bear in mind that, being too light like pieces of paper, these disposable masks could easily go with

Then the plastic barrier for single motorcycle was imposed to separate couples riding in tandem. It was designed purportedly to protect the back-rider from getting infected by the driver. The plastic partition was designed on the assumption that the virus is airborne despite contrary findings by health authorities that the covid19 virus is transmitted through droplets. While still uncertain as to whether the virus is airborne or droplet, motorists were required to install the plastic barrier. Adverse reactions, observations and suggestions were raised by motorists and the riding public. Foremost among the observations was on the safety of the riders as the barrier could cause wind friction that may lead to accidents. But the policy was enforced anyway. Latest directive is for passengers of public transportation to wear plastic shields on top of the mask they wear. While the mask protects the person from inhaling air where the covid19 virus is assumed to be airborne, it may have caught the virus and may be carried by the person’s sa-

For lack of anything much to do the other day, this Facebook Browser got to read this Article on Facebook headlined – “ABS-CBN-Analog Going Full-Blast Into Digital”. Indeed, this columnist noted the several Kapamilya channels and shows on television, but I just said to myself, this could be a well-planned maneuver of the giant ABS-CBN Broadcasting Corp., so their broadcast business would not be easily forgotten by the people. Why? Because with my years’ experience in media, and the recent cancellation of their broadcast franchise, I can understand what ABS-CBN is doing… Through their maneuver to move over to Digital broadcasting, they are actually trying to hold on to their viewership & radio listenership, until a new president takes over Malacañang (after 2022) – hoping that the new President is “more sympathetic” to their problems and “more open” towards giving them a new broadcast franchise, as compared to you-know-who…” Indeed, this FB Browsliva. The shield is similarly aimed as protection against an airborne virus but may just be useless to stop droplets that are carried by the person. In all the uncertainties that health authorities have failed to determine and come out with a unified finding whether the virus is airborne or transmitted through droplets, the transportation department implementing beginning today, the wearing of plastic shields by passengers of public transportation. The Return of Summons dated May 21, 2019 shows that service of summons upon defendants Erwin Silao, Maida Silao, Danilo Climaco, and Ma. Fe Silao was ineffectual as defendants Erwin Silao, Maida Silao, Danilo Climaco were already residing in Manila but their specific addresses are unknown, while defendant Ma. Mamanwas practices scientific farming, productive amid COVID-19 pandemic BURAUEN, Leyte - The members of the Mamanwa tribe, an indigenous people (IP) living in the hinterland of this town, are presently producing the agricultural products needed by the communities. The members of the tribe are supplying the needed food items in the nearby towns, including Tacloban City, which they produce from their farms during these trying times of COVID-19 pandemic. Leyte Governor Leopoldo Dominico Petilla had extended assistance to the tribe in 2018. The members of the Mamanwa tribe were trained in modern farming in coordination with the Technical Education and Skills Development Authority (TESDA) and other government agencies. Fifty members of the tribe – 19 men and 31 women – have finished the training on the techniques of modern farming and

each of them earned the TESDA national certificate II. Petilla said that alongside with the training, his office provided financial support for the organizing and registration of the group at the Department of Labor and Employment, based in Tacloban City, for them to have the legal personality and be able to transact business with any government or private entity. The governor added that his office also extended support and provision of farm implements, agricultural tools and agricultural inputs such as fertilizers and vegetable seeds to the members of the tribe. served at the end of the school year. With the collaboration and continuous support of the school PTA and LGU to implement the DepEd programs and projects, the school is able to achieve a very satisfactory result in line with the School Based Management. Through the active leadership of the PTA President, problems of the school are being discussed and solutions are identified to address the underlying needs of the pupils to improve performance and learning outcomes. On the other hand, the LGU immediately acts on all requests of the School Head for school improvement and priorities are given emphasis. This active involvement of the PTA and other stakeholders manifest a strong partnership with the school to attain our vision, mission and core values. A thousands of years ago, the history of the handkerchief, or “hankie” to some people, is woven through many centuries and countries, representing cultural trends and social customs of people all over the world. It is kind to the environment and is very handy to carry around with you. The word “kerchief,” a cloth worn on the head, came first and later “hand” was added to represent a cloth used for hygiene. Formal use of the word handkerchief first started in 14th century France. The term comes from the French words “couvrir-chef ” which means “to cover” and “head”. The English democratized the handkerchief, making it available in every classes of society. Handkerchiefs were typically just a square piece of cotton. Men and women have distinct handkerchief. Men’s handkerchiefs were white and are bigger. They usually just placed it inside the pocket. On the other

hand, women have colorful hankies and placed them inside a bag or a purse. The children’s hankie’s were very bright, colorful, and were designed with cartoon characters and people from storybooks and movies. Recognizing the role of handkerchiefs on the proper personal hygiene of students, Alangalang I Central School launched an activity called “Panyo ni Juan” as part of the culmination activities of the Nutrition Month on July 31. In this program, the students brought hankies to school for them to be reminded of the importance of handkerchiefs for their health. Since not all have handkerchiefs handy, the teachers have solicited a fund in order to buy hankies and distributed them to the students. A hankie may seem like a simple piece of cloth to you but dig deeper and you will soon find out that “there’s really more to a handkerchief than meets the eye”. DPWH Eastern Samar turns over ‘We Heal as One' center to Borongan city government BORONGAN CITYThe Department of Public Works and Highways Eastern Samar District Engineering Office has recently turned over the newly-constructed quarantine facility in Songco, Borongan City. DPWH Eastern Samar Project Engineer Ismael Menzon Jr. said that City Mayor Jose Ivan Dayan Agda signed the acceptance letter of the mentioned project which commenced the turn-over of the project to the Borongan city government. District Engineer Manolo A. Rojas said in an interview that the LGU Borongan has now the full control,

management and maintenance of the WE HEAL AS ONE CENTER. “I am thankful to Mayor Agda for a good partnership in the realization of this project. I am hopeful that this quarantine facility will help Borongan and Eastern Samar in our fight against this COVID-19 pandemic. And this might provide a comfortable place for isolation to our future COVID-19 patients,” added DE Rojas. The turn-over was held last July 14 of this year. In addition, two representatives from Tingog party-list visited the site on July 15, 2020 to conduct an

ocular inspection to the condition of the facility and they expressed their satisfaction for the final output and fast construction of the said project. Tingog party-list also took a big part in putting up the fund for the said quarantine facility. After the successful construction of the WE HEAL AS ONE CENTER, the Department of Public Works and Highways is planning to request more quarantine facilities to be installed in different municipalities in Eastern Samar. Guingauan Elementary School (GES) is one of the complete elementary schools in Tabontabon District, Tabontabon, Leyte. L a s t school year, we had a total enrolment of 136 from Kindergarten up to Grade VI. In as much as we, the teaching force of GES, would like to give quality education to our pupils, we cannot do otherwise because of limited resources. We know for a fact that nowadays we have to compete with the fast changing world. Children are expose to different gadgets and social media apps. With this, we have to make some innovations to improve and aid our teaching styles / techniques so that children would enjoy going to school and be more interested to learn. In connection with this, we, including the PTA officers and parents of GES, decided to come up with a fundraising in the form of a popularity contest. Whoever will get the highest amount of money or funds among the boys and girls will be declared as the

King and Queen of Hearts 2020. Each grade level will

have two candidates, one girl and one boy. This two will be their representatives. The first canvassing was held last December 20, 2019 and the second canvassing was held last February 3, 2020. The Coronation Day was held last February 14, 2020. The total amount that was raised during this fundraising campaign was about P42,000. With this, three days after the last canvassing, we were able to purchase 8 sets of 32 inches flat screen television sets. It has 10 classrooms which newly-repaired and one building as school head’s office. All of these, the teachers, school head, the building, the land and the pupils make their way as parts of the plan. In terms of socio-economic status, majority of the learners belong to families whose means of livelihood of parents depend mostly on coconut and rice farming. With the increase of price commodities in the market at present, most of the fam-

ilies could hardly afford to send their children to high school especially when the price of copra and rice goes down and also the loss of abaca plants on their farm. There are times that some of the elementary school children are absent in school as they prefer to help their parents do the house hold chores, help their parents in the farm during harvest time and some do labor for money. As a result, some of the children report to classes irregularly. With this condition, low academic performance is observed at the end of the school year. With the collaboration and continuous support of the school PTA (Parents-Teachers Association) and local government unit to implement the DepEd (Department of Education)

programs and projects, the school is able to achieve a very satisfactory result in line with the school-based management. Through the active leadership of the PTA president, problems of the school are being discussed and solutions are identified to address the underlying needs of the pupils to improve performance and learning outcomes. On the other hand, the LGU immediately acts on all requests of the school head for school improvement and priorities are given emphasis. This active involvement of the PTA and other stakeholders manifest a strong partnership with the school to attain our vision, mission and core values. 151 new ‘Matikas' privates reinforce E. Visayas CAMP LUKBAN, Catbalogan City – The 8th Infantry (Stormtroopers) Division, Philippine Army produced another 151 new soldiers during the closing ceremony of Candidate Soldier Course ‘Matikas’ Class 633 - 2020 at the 8ID Grandstand on August 4, 2020. The ceremony was graced by Lord Byron P. Torrecarion, Regional Director, Office of the Civil Defense, Regional Office VIII, as the Guest of Honor and Speaker who also led the ceremonial entrustment of firearms together with senior military officers and partner stakeholders. Out of the 190 original strength of the class, only 151 successfully hurdled the six months rigorous training. Graduating from the course is not a piece of cake as new soldiers were properly nurtured with the basic skills and knowledge of soldiery in order

to develop their character worthy to become members of the Armed Forces. It is a mono-grade school and has a population of 154 pupils with eight teachers, each handling one class and a dedicated School Head. It has 10 classrooms which newly-repaired and one building as school head’s office. All of these, the teachers, school head, the building, the land and the pupils make their way as parts of the plan. In terms of socio-economic status, majority of the learners belong to families whose means of livelihood of parents depend mostly on coconut and rice farming. However, because of the COVID-19 pandemic, Ulhay Elementary School together with the stakeholders was able to put three portable hand washing, maintain the cleanliness of the surrounding, purchase sanitizer, alcohol and sanitize the whole school. Barangay chairman Nilo Moreno and his family donated three gallons of alcohol. Chairman Moreno suggested the strict implementation of face mask wearing in school premises or in the whole village. At the same time, all teachers, parents of Ulhay Elementary School go handin-hand for the prevention of COVID-19.
