TACLOBAN CITY- The number of Corona virus 2019 (COVID-19) cases in the region continue to increase with the Department of Health (DOH) announcing of 31 new cases this week. And most of these new COVID-19 patients are those considered as locally stranded individuals or LSIs like the new case, a 25- year old man from Tacloban. This bring the total number of cases in Tacloban City to 54. With 31 new cases, the region has now a total COVID-19 cases of 563, the DOH-8 said. Of the new cases, the youngest patient is a threeyear old girl from Carigara, Leyte who was infected by her ‘close contact’ who works at Eastern Visayas Regional Medical Center (EVRMC).

Carigara town Vice Mayor Eduardo Ong, Jr., in his Facebook post, said that the patient is now at their isolation facility. Ong reminded the town’s residents to remain calm and to continue to strictly follow the safety protocols set by the health department to stay home. Earlier,14 medical workers of the said hospital, considered the region’s COVID-19 facility, were infected by the dreaded virus. TACLOBAN CITYA 35-year old man listed among the most wanted was shot dead by policemen after he allegedly opened fire on officers serving an arrest warrant in Ormoc City last June 30. The fatality, Rodel “Ode” Arsenal, had a warrant of arrest dated February 8, 2019, for frustrated murder and attempted murder issued by Judge Wenifredo Cuaton of Regional Trial Court (RTC)-Branch 11 in Calubian, Leyte. The operatives said that while they were implementing the warrant of arrest to Arsenal at around 3:35 pm at Tzu Chi Village in Barangay Liloan, they were fired upon by the suspect with his Cal .45 pistol, prompting the police officers to retali-

ate. Arsenal was hit in the different parts of his body which caused his instantaneous death, according to a police report. The joint police operation was conducted by Criminal Investigation Branch (CIB) led by Major Alex Echon, Ormoc City Police-Station 3 and Ormoc City Mobile Force Company under the supervision of Colonel Armel Gongona, Ormoc city police director. “Here in Ormoc City, peace and order remains to be our priority despite the fact that we are preoccupied in addressing the COVID-19 pandemic. PNP Regional Director Balba turned over high frequency radios to different police units

PALO, Leyte – The communication capabilities of the police officers assigned in the field here in the region is boosted with the turnover of 41 units of high frequency radios by the Police Regional Office (PRO-8) based in Camp Ruperto K Kangleon, this town. Police Brigadier General Bernabe Balba, police regional director, told reporters in an interview that his office has turned over 41 units of high frequency radios to different units in Eastern Visayas held at PRO-8 grandstand spearheaded by Police Major Marciano Tuballas, acting chief, Regional Communications and Electronics Unit (RCEU) last on June 29. Health exec says swab testing all LSIs is resource draining; suggest of placing them in isolation facility instead TACLOBAN CITY – Subjecting all arriving locally stranded individuals (LSIs) to swab test is resource draining. Instead these returning LSIs should be immediately isolated or quarantined by their respective local government units, Roderick Boyd Cerro, sentinel nurse and chief of the Regional Epidemiology and Surveillance Unit of the Department of Health(DOH-8), said. The spike of coronavirus disease 2019(COVID-19) cases of the region was largely attributed to the massive arrivals of the LSIs as well as those who have availed of the Balik Probinsiya program and returning overseas workers. Of the 563 confirmed COVID-19 cases of the region, more than half of them were LSIs. “We have sufficient evidence that these returning residents are infected. Testing them is resource draining. We need huge amount of resources if we will test them all,”Cerro said.

“These returning LSIs, upon their arrival, should be immediately quarantined for 14 days. We don’t need to test them, we’ll just consider them as infected. This way, our resources would not be exhausted and better used for testing for local transmission which is far more dangerous,” the health official added. The return of the LSIs to Eastern Visayas was temporary halted by the government through a resolution of the National Inter-Agency on COVID-19. This after the region’s lawmakers and mayors, particularly from Leyte, seeking for a temporary stop of their return to their hometowns. Mayors have also complained that their limited resources are also being drained with the return of these individuals as they have to maintain the quarantine facility and provide them their daily meals. Cerro added that they already made an appeal to local officials to stop subjecting the returning residents for

Northern Samar illegal cutting of trees declines; P8.4 million lumber confiscated TACLOBAN CITY – The illegal cutting of trees in the first district of Northern Samar has declined to a negligible level. Thus declared Rep. Paul Daza of the first congressional district of the province in a mobile phone interview with Leyte Samar Daily Express said that the series of operations conducted by the authorities on the timber poaching in the early part of this year have resulted to the decline of the illegal cutting of trees in his district. Rep. Daza said that the efforts and accomplishments of the law enforcers to stop the illegal cutting of trees in his district is commendable as he declared that one of his advocacies is the protection and conservation of the environment. ing during typhoons for the past years resulting in deaths and agricultural destruction in the province of Northern Samar. It can be recalled that the House of Representatives has conducted an investigation last January 2019 on the reported rampant illegal logging in the provinces of Samar and Northern Samar. The illegal cutting of trees was blamed on the massive flooding and landslides at the height of Typhoon ‘Usman’ on December 28, 2018. PALO, Leyte- A total of 234 new policemen took their oath on Wednesday (July 1) at the Camp Ruperto Kangleon grounds, this town. Formation under the new normal WE know that our need for formation is a continuing one. It’s a never-ending affair. That’s because not only do we have to pursue the ideal of the fullness of our humanity, let alone, our Christian perfection—already a formidable, overwhelming task—but we also have to contend with the changing circumstances as we go along, which can be very tricky to us. And some of these changes can be drastic and radical! We can imagine, for example, how things will be after this pandemic we are having at the moment. We cannot anymore do things the way we used to do them. There will be new challenges in many fronts—personal, professional, social, etc. The need for adaptation is going to be very exacting. But we just have to find ways to adapt to the new or the next normal. Remember Christ saying, “No one sews a patch of unshrunk cloth on an old garment. For the patch will pull away from the garment, and a worse tear will result. Neither do men pour new wine into old wineskins. If they do, the skins will burst, the wine will spill, and the wineskins will be ruined. Instead, they pour new wine into new wineskins, and both are preserved.” (Mt 9,16-17) We have to take time to study how we can pursue this indispensable task of our continuing formation given the drastic changes and the new challenges of our times. It would be advisable to consult with some people who may give us new ideas and techniques, especially in the area of the new technologies. Of course, it is important that we are very

clear about what are truly essential in our formation—that God is the source and end of everything, that we have been created in his image and likeness, that we are meant to sanctify ourselves usually in the middle of the world and to help in the work of human redemption through our personal apostolate, that God meets us in all the circumstances of our life and invites us to love him and everyone else, etc. For all these, we are supposed to be strong and stable humanly and spiritually, knowledgeable about the doctrine of our Christian faith that gives us the global picture of things. We have to learn how to pray and do the necessary practices of piety given the likely scenario that our days will have more things and more challenges. We have to learn how to deal with our weaknesses, limitations, failures, temptations and sins. Of course, we also have to learn how to properly deal with our

successes and achievements and the other good things in life that can spoil us if not handled well. Yes, we have to learn how to strike a good balance between the new and the old, our immediate requirements and our ultimate necessity. We can imagine that the new or the next normal will require of us more resilience, patience and humility, since it is most likely that we will have to study new things. We may even have to change profession, not to mention our social and economic status. We should be ready to strengthen our spirit of sacrifice, otherwise we will likely fall into depression and the like. In all this, we should try to maintain a calm and cheerful bearing and outlook, knowing that God takes care of everything, and that everything will work out for the good if we are with God. (cfr. Rom 8,28) We just have to learn how to be sport and game, considering these new challenges as some kind of a divinely-directed adventure. Although we may not be able to avoid worrying completely, let us consider these worries as an occasion to get closer to God, begging him for some help, asking for some miracle if we want it, etc. Our spirit of divine filiation, that conviction that we are children of a good father who takes care of us in everything, should remain strong!

Be it ordained by the Sangguniang Bayan of San Jose, Northern Samar in session assembled that: AN ORDINANCE REGULATING THE OPERATION OF MOTOR VEHICLES WITH MODIFIED MUFFLERS WITHIN THE MUNICIPALITY OF SAN JOSE, NORTHERN SAMAR AND PRESCRIBING PENALTIES THEREOF WHEREAS, Section 15 of the 1987 Constition of the Philippines provides that “The State shall protect and promote the right of the people and instill health consciousness among them”; WHEREAS, Section 16 of the Local Government Code of 1991 partly provides that “Every local government unit shall exercise the powers expressly granted, those necessary implied therefrom, as well as powers necessary, appropriate, incidental for the efficient and effective governance, and those which are essential to the promotion of the general welfare”; WHEREAS, the rampant proliferation of all types of vehicles which emitted deafening roar coming from modified aftermarket pipe/muffler or swapped-out stock pipe/muffler is quite alarming; WHEREAS, motor vehicles are originally equipped with silencers or mufflers for anti-noise pollution reasons; however, a number of vehicles owners remove these silencers or modify their mufflers to make the sound emitted by the exhaust pipes louder; WHEREAS, there are some motor vehicles with loud and roaring mufflers oftentimes causes serious discomfort especially during unholy hours and has created numerous complaints and public condemnation; WHEREAS, there is a need to make people act responsibly over the use of their motor vehicles so as not to cause disturbance and annoyance to the public; NOW WHEREFORE, after thorough deliberations and discussions and upon motion of HON. HARLAN A. TOMENIO, SR. with secondment of HON. MERLITA S. EVANGELISTA and HON. ELECTORADO P. SOMORAY, JR., this Sangguniang Bayan in session assembled hereby ordains that SECTION 1. Short Title - This Ordinance shall be referred to and known as the “Anti modified muffler ordinance of the Municipality of San Jose, Northern Samar”. SECTION 2. Definition of Terms - As used in the Ordinance, the following terms shall be construed as follows:

Declaration of Policy - It shall be the policy of the San Jose, Northern Samar to adhere to, promote, uphold and maintain peace and peaceful environment within its territorial jurisdiction for the general welfare of its constituents, particularly the elderly. SECTION 4. Coverage - This Ordinance shall cover all motor vehicles with modified muffler, whether public or private, including those already existing, whether being used, or merely parked on the roadside or in a repair shop in the Municipality of San Jose, Northern Samar. SECTION 5. Nuisance - Any motor vehicle with modified muffler shall be considered a nuisance, a prima facie evidence of a violation and its user/owner shall be apprehended or cited for violation by any authorized traffic enforcer, police authority and/ or their deputized force multipliers who shall automatically act motu propio without need for the use of Sound-Level-Meter. SECTION 6. Prohibition - Except otherwise, it shall be unlawful to: a.) Any person to use or operate any motor vehicle so modified or with removed muffler as to cause loud and unnecessary or unreasonable noise including the noise resulting from exhaust, which is clearly audible from nearby properties and unreasonably disturbing to the quiet, comfort or repose of other persons; SECTION 7. Exception - Section 6 shall not apply to any person or organizer operating a motor vehicle during a race competition or motocross competition and while it runs a racetrack, provided the person or organizer has acquired a written permission from the Office of the Municipal Mayor. Any such permission only extends to the person or organizer asking permission and over his motor vehicle for the specific race event applied for. SECTION 8. Responsibility of Seller/Retailr of Vehicles and Parts - It shall be the duty of seller/retailer of vehicles to inform buyers of the existence and enforcement of this Ordinance within the Municipality of San Jose, Northern Samar. They are likewise hereby discouraged to sell open-typed-mufflers, whether branded or not.

For each violation, however, the motor vehicle with modified muffer shall be impounded until the corresponding administrative fine is settled. SECTION 11. Impounding Fee - In addition to the administrative fine, an impounding fee of Two Hundred Pesos (PhP 200.00) per day, computed in a daily basis, shall be charged against the violator of this ordinance. SECTION 12. Lead Office - The San Jose Municipal Police Station shall implement this Anti Muffler Ordinance. Barangay Officials are required to help the police officers in implementing this legislative measure by means of reporting said violators to their office. SECTION 13. Separability Clause - If, for any reason or reasons, any part or provisions of this Ordinance shall be held to be unconstitutional or invalid, other part or provisions hereof which are not affected thereby shall continue to be in full force and effect. SECTION 14. Repealing Clause - Ordinances, rules and/or regulations or parts thereof, which are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed and/or modified accordingly. SECTION 15. Effectivity Clause - This Ordinance shall take effect after posting in a public and conspicuous place in all sixteen (16) barangays of San Jose, Northern Samar. TACLOBAN CITY – Samar Governor Reynolds Michael Tan issued his appeal to the returning locally stranded individuals (LSIs) from the province to coordinate with the provincial government before they return home. The provincial government has a program for the LSIs dubbed as ‘Balik-Samar’ who are still in Metro Manila and other parts of the country but want to return to the province. Most of these LSIs are construction workers, house helpers and students who were stranded due to travel restriction imposed in Luzon after a lockdown was imposed there to prevent further spread of the coronavirus disease 2019 (COVID-19). Under the Balik-Samar, the provincial government provides free transportation and meals to every beneficiary who enrolled to the program. The meals are provided by Samar Rep. Sharee Ann Tan of the second congressional district. Before they are pick up by the service vehicle provided by the province, the LSIs have to inform first the provincial government that process their medical certificates and submit their that they are reciting numerous times in a year - and that is helping the community grow. In jest, Tantoco added that at first he doesn’t have the idea that the machine cost millions but for the resiliency and safety of the Ormocanons, EDC will be funding 100% of the project. The two individuals, according to Zumarraga Mayor Myrna Tan, are construction workers in Makati who arrived in the province on June 13. They undergo rapid test and had a non-reactive result after arriving in Catbalogan and were selected on random swab test on June 17. The two positive patients, a 50-year old male and a 21-year old male, are now placed at the municipal isolation facility and the villages where they live were placed under lockdown until July 2. Mayor Tan appealed to her residents who wanted to go home to coordinate with the national and provincial governments on their plan to return to the municipality. Philippine hawk-eagle rescued in Samar town TACLOBAN CITY –A juvenile Philippine Hawk-eagle (Spizaetus philippensis) was rescued in Marabut, Samar, the regional office of the Department of Environment and Natural Resources (DENR) said. DENR-8 Regional Executive Director Tirso Parian, Jr. told reporters in an interview that a composite team of police and DENR-8 personnel rescued the hawk- eagle held captive inside a compound in Barangay Veloso, Marabut town. Engineering Construction Brigade of the Philippine Army as a partner for training and assessment in various heavy equipment operations. The partnership was initiated to support the goal of increasing more skilled workforce of the country under its “Build Build Build” program. “Our goal of this partnership is to train and certify skilled workers to support the government’s thrust in the construction sector. With this, TESDA also prioritizes its scholarship funds to construction-related programs such as heavy equipment operation,” said TESDA Leyte Provincial Director Loreta D. Banario. Under the MOC, the 546th ECB allows the use of materials, tools, and equipment required for trainings to proceed as needed by TESDA RTC Tacloban’s trainees and candidates for assess-

ment. “I would like to assure you that the “Barrier Breakers” Battalion will do whatever it can in order to provide a successful implementation of this memorandum of convergence,” said LtCol. Ricnon U. Carolasan of 546th Engineering Brigade. TESDA RTC Tacloban’s acting center administrator Emmanuel Garcia stated that the said convergence signifies its continued commitment to serve the Filipinos. Meantime, the institution intends to initially register Heavy Equipment Operation – Hydraulic Excavator NC II, Heavy Equipment Operation (Wheel Loader) NC II and Heavy Equipment Operation – On Highway Dump Truck (Rigid) NC II for training and assessment aspects. Leyte hosts the 711-Megawatt geothermal facility owned by geothermal leader Energy Development Corporation. It is the country’s biggest geothermal facility and the biggest wet steamfield in the world that has been supplying clean, renewable source of power to the Visayas region for over 36 years. “I would like to issue an order to really look deeply and comprehensively into how we can develop geothermal,” Cusi said, adding that in promoting renewable energy, “it is best for the country to focus on the resources that are abundant available, and extend all the necessary support to encourage its development through innovative policies and strategies.” Cusi cited Vietnam that is developing the strength of its hydro resources. “They are very strong on hydro and that’s what they are developing. It doesn’t mean that they don’t have the other sources, but they focused on the strength of this particular resource,” he noted. Cusi also said that while geothermal power plants may be expensive to develop and may take a longer time to build, “it will be able to generate the kind of power that will help sustain the energy security of the country in the long-term.”

“This is the time to sit down and explore ways to support geothermal, because one installation will easily wipe out the 1,000MW installation of solar. I am for RE that would help improve the energy security of the country,” Cusi pointed out. “Let us break our head, think on how we can promote this source of energy – renewable that is really indigenous to us,” he added. “Eto, proven na natin itong geothermal. Let’s go for it and regain our previous global standing as one of the top countries in geothermal development,” Cusi said, noting that the Philippines used to be number one in the field. To date, the Philippines continues to have the highest RE generation mix within the Southeast Asian region. In 2018,

RE accounted for about 33.2% of our country’s total primary energy supply. The figure is already 10% ahead of the regional target set forth in the Association of Southeast Asian Nations (ASEAN) Plan of Action on Energy Cooperation, which seeks to increase the RE component on the ASEAN total primary energy mix to 23% by the year 2025. As such, they are take to the lead in the prevention and control of the spread of COVID-19 at the local level; WHEREAS, in order to overcome the present threat of COVID-19, the City Government of Catbalogan must require simultaneous efforts on different fronts, including all the persons who are living or working in Catbalogan City, to cooperate together and work harmoniously with a common goal of defeating the COVID-19 threat; WHEREAS, all persons are hereby enjoined to work together, among others, to protect and support our health workers and front liners, ensure that the enhanced community quarantine is strictly implemented and direct everyone to be part of the solution in reducing the local or community transmission of COVID-19; WHEREAS, in fighting this invisible enemy, the mandatory use of face masks can significantly reduce the possibility of local or community transmission and can effectively reduce the contagion in the communities especially by persons who are asymptomatic but may already be carriers of COVID-19; WHEREAS, another health advisory of the Department of Health requires persons to strictly observe stringent physical distancing to ensure that the virus is not passed on to other persons through the release of respiratory droplets and other contact from an infected person; WHEREAS, by mandating the use of face masks and strict physical distancing that result to reduced COVID-19 infections, the people of the City of Catbalogan are keeping the health workers and hospitals from becoming overwhelmed with COVID-19 patients; NOW THEREFORE, BE IT ORDAINED, AS IT IS HEREBY ORDAINED, by the Sangguniang Panlungsod of Catbalogan in session assembled that: Section 1. Mandatory Use of Face Masks. Every person is required to wear face masks at all times, especially when going outside of their residence, at the workplace, when entering government buildings and offices and while in public places. This requirement shall be followed while there is a continuing local or community transmission threat of the Covid virus within the City of Catbalogan. A face masks is a protective mask used to cover the nose, mouth and chin with specifications and proper use as recommended by the Department of Health (e.g. surgical masks, medical masks, N95 masks) or reusable or washable face masks ordinarily sold in commercial markets. Due to scarcity of face masks, any cloth that can cover the nose, mouth and chin shall be considered as an equivalent face mask. Section 2. Stringent Physical Distancing. All persons are mandated to exercise stringent physical distancing of at least one (1) meter from other persons during the Enhanced Community Quarantine or while the threat of COVID-19 is still persisting. Section 3. Distribution of Face Masks. The City Government of Catbalogan shall distribute face masks to residents through the assistance of the barangays and other relevant local government offices. The barangay officials shall ensure that each family shall have reusable face masks or disposable face masks to wear each time an authorized family member possessing a quarantine pass shall step outside of the residence to do essential activities or when going to work at exempted establishments. In the absence of available reusable or disposable face masks, the use of an equivalent face mask shall be allowed. Section 4. Compliance in Private Commercial Establishments. To effectively promote and encourage compliance to this Ordinance, all private commercial establishments operating in the City of Catbalogan shall conspicuously display at or near the entrance of the establishment a full copy of this Ordinance, and strictly prohibit entry of any person who is not wearing a face masks or an equivalent thereof in the establishment. They shall also install physical barriers, markings or any structure that will promote physical distancing among its customers. Section 5. Penalties. Any person who fails to wear a face mask or does not exercise stringent physical distancing shall be meted out the following penalties: First (1st) Offense. The offender shall be meted a fine of One Thousand Pesos (P1,000.00) and attend awareness campaigns on COVID-19 for at least three (3) hours as conducted by the barangays and other local government offices. Second (2nd) Offense and subsequent offenses. The offender shall be meted a fine of two thousand five hundred pesos (P2,500.00) and shall be monitored and strictly prohibited from leaving his or her residence during the remaining period of the enhanced community quarantine or any extension thereof, except for an emergency medical situation or when in imminent danger. Any business entity found to have violated this Ordinance shall be penalized with a fine of Five Thousand Pesos (P5,000.00), or imprisonment of three (3) months, or both at the discretion of the court. If the offense is committed by a corporation, partnership or other juridical entity duly organized in accordance with law, the Chief Executive Officer, President, General Manager, and or such other Officers-In-Charge shall be liable. In addition, the business permit and license to operate of the concerned entity shall be suspended or cancelled after hearing. As preventive measure, immediate closure of the establishment shall be enforced pending such hearing. If the person violating is a government employee or a public official, the violation or infringement shall be a ground for the filing of an administrative case against said employee or official. Any public officer mentioned in Section 6 hereof, who shall knowingly and maliciously, prevent, prohibit, refuse, discontinue or violate the implementation of this Ordinance shall suffer the penalty of a fine of Five Thousand Pesos (P5,000.00) and/or imprisonment of three (3) months upon the discretion of the court. In addition, the public officer concerned shall be held administratively liable under applicable laws. Section 6. Enforcement. This Ordinance shall be primarily implemented by the members of the Catbalogan City Police Station. The Catbalogan Law Enforcement Auxilliary Unit, Barangay Officials and Tanod and Civic Organization (React Hamorawon, Kabalikat Civicom, United Kabalikat). Section 7. Budgeting. The City Government of Catbalogan shall obtain the necessary funds to implement this Ordinance from its Annual Budget. Section 8. Information and Educational Campaign. The City Tourism Office/Pub-

lic Information Office and non-government organizations shall disseminate information on the requirements of this Ordinance to the public immediately upon effectivity of this Ordinance. Section 9. Separability Clause - If any provision of this Ordinance is determined to be invalid, illegal or unenforceable, its remaining provisions shall remain in full force as though this Ordinance did not originally include such invalid, illegal or unenforceable provision. Section 10. Effectivity. This Ordinance shall take effect three (3) days after the approval of the Mayor and posting in conspicuous places and shall remain in full force and effect during the Community Quarantine period imposed by the City Government. ORDINANCE NO. 2020-009 AN ORDINANCE IMPOSING A 24-HOUR CITY-WIDE CURFEW DURING THE ENHANCED COMMUNITY QUARANTINE, AND ANY EXTENSION THEREOF, AND IMPOSING THE APPROPRIATE PENALTIES THEREIN.

WHEREAS, the 1987 Constitution provides that the maintenance of peace and order, the protection of life, liberty, and property, and promotion of the general welfare are essential for the enjoyment by all the people of the blessings of democracy; WHEREAS, Section 16 of Republic Act No. 7160 Otherwise known as the “Local Government Code of 1991” states that every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare. Within their respective territorial jurisdiction, local government units shall ensure and support the promotion of health and safety, maintain peace and order, and preserve the comfort and convenience of their inhabitants; WHEREAS, under the same Code, the Sangguniang Panlungsod that enact ordinances, approve resolutions and appropriate funds for the general welfare of the city and its inhabitants pursuant to Section 16 thereof, and for an efficient and effective city government, maintain peace and order by enacting measures to prevent and suppress lawlessness and disorder, and adopt measures to protect the inhabitants of the city from the harmful effects of man-made or natural disasters and calamities; WHEREAS, the Sangguniang Panlungsod also has the power to approve Ordinances which shall ensure the efficient and effective delivery of the basic services and facilities as provided for under Section 17 of the Local Government Code, and in addition to said services and facilities, approve measures and adopt quarantine regulations to prevent the introduction and spread of diseases; WHEREAS, the City of Catbalogan recognizes the right of every Catbaloganon to Health, and shall protect their lives and limbs from any form of danger; WHEREAS, there is an emergence of a novel corona virus that have been acknowledged by the global community to cause public health emergencies of international concern; WHEREAS, the World Health Organization (WHO) has already made the assessment that COVID-19 can be characterized as a pandemic; WHEREAS, on March 8, 2020, President Rodrigo Roa Duterte issued Proclamation No. 922 declaring a Public Health Emergency throughout the Philippines due to COVID-19; WHEREAS, on March 12, 2020, the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) issued Resolution No. 11, Series of 2020 placing the enture country into Code Red Sublevel 2, and President Duterte approved the imposition of Stringent Social Distancing Measures in the National Capital Region (NCR) for thirty (30) days from March 15 to April 14; WHEREAS, at present, the Department of Health (DOH) recorded 6,459 confirmed cases of COVID-19 infections, of which 613 recovered already and 428 accounted fatalities. Throughout the country, there are still hundreds being monitored and investigated, and the number continues to rise; WHEREAS, as of April 15, 2020, the City of Catbalogan has already 8 suspected cases of COVID-19 infections; WHEREAS, the alarming increase in the spread of the novel corona virus calls for a decisive, urgent action. As it is now, for everyday of delay in our action to contain the spread of the vuris, it will mean the exponential increase in people getting infected; An emergency situation such as spread of the corona virus requires immediate action and as the time is of the essence, public interest dictates that we must act fast to protect the health of the people; WHEREAS, the Sangguniang Panlungsod of Catbalogan passed Resolution No. 2020053 entitled: “A RESOLUTION DECLARING THE CITY OF CATBALOGAN UNDER STATE OF CALAMITY DUE TO THE SPREAD OF THE NEW CORONA VIRUS DISEASE 2019 (COVID-19)” on March 17, 2020; WHEREAS, on March 17, 2020, the City Mayor issued Executive Order No. 03-010 Declaring the City of Catbalogan under Enhanced Community Quarantine and subsequently on April 03, 2020 Executive Order No. 04-001 Series of 2020 “Executive Order Further Strengthening the Enhanced Community Quarantine Guidelines of the City and aligning the said Guidelines to Bayanihan To Heal As One Act, Republic Act No. 11469 and the latest issuances of the Department of the Interior and Local Government and Executive Order No. 04-004 Series of 2020 Extending the Effectivity of Executive Order No. 04-001: “Strengthening the Enhanced Community Quarantine Guidelines” until 11:50 PM of April 30, 2020 Unless Earlier Revoked or Extended; WHEREAS, as one of the important measures to prevent the spread of the Virus, there is a need to pass a legislation of a temporary nature imposing a 24/7 curfew for all residents of the City during the entire quarantine period. NOW THEREFORE, be it ordained by the Sangguniang Panlungsod of the City of Catbalogan, in session assembled: Section 1. Curfew Hours; Covered Persons. There is hereby imposed a 24/7 curfew for all persons in the City of Catbalogan during the community quarantine period imposed by the City Government. Further, all business establishments and sari-sari stores shall close at 8:00 P.M. Section 2. Exemptions. The following shall be exempted from the implementation of the Ordinance: AUTHORIZED PERSONS OUTSIDE RESIDENCE (APOR) DURING THE IMPLEMENTATION OF ENHANCED COMMUNITY QUARANTINE (ECQ) A. BASIC SERVICES 1) Medical Services a) All Department of Health (DOH) Officials and staff; b) All health and services personnel stationed at LGU health facilities; c) All Philippine Red Cross (PRC) vehicles bearing the Red Cross logo and staff with Red Cross Identification (IDS); d) Core staff from the World Health Organization (WHO) Country and Regional Offices; e) Doctor and their drivers; f) Hospital staff and employees including janitors; g) Medical professionals and other employees; and h) Private Caregivers.

System. Section 3. Unlawful Acts. 1. It shall be unlawful for any person not mentioned in Sec. 2 to be ouside of his or her residence, except for an emergency medical situation or when in imminent danger. 2. It shall be unlawful for holders of Quarantine Pass not to publicly wear or display the same for visual inspection of Security Services tasked to implement this Ordinance. 3. It shall be unlawful for any person to go outside of his residence using a Quarantine Pass not issued to him, since said QP is non-transferable. 4. It shall be unlawful for any holder of Quarantine Pass to use any kind of vehicle (car, motorcycle, scooter and bike) for mobility outside of his residence. 5) It shall be unlawful for any individual to be outside of his residence from 8:00 PM to 5:00 AM except the Front Liners or those mentioned in Section 2 Paragraph A. Section 4. Enforcement. This Ordinance shall be primarily implemented by the Catbalogan City Police Station personnel to be assisted by the following authorities: a.) Punong Barangays, Kagawads and their Barangay Tanods b.) City Law Enforcement Auxiliary Unit (CLEAU) c.) Civic Organizations (React Hamorawon, Kabalikat Civicom and United Kabalikat) Section 5. Guidelines in Apprehension. a.) All apprehending officers shall wear their uniforms and proper identification at all times while on duty, except for members of the Catbalogan City Police Station Intelligence Division. b.) Persons in violation of this Ordinance shall immediately be brought to the nearest police station for proper arrest and detention. c.) In case the violator is a minor, the parents or guardian shall be notified by the apprehending officer, and the minor shall only be released to the said parents or guardian, without prejudice to the prosecution of the parents or guardians under the Catbalogan City Code of Parental Responsibility. d.) Any homeless, abandoned, or neglected person found in violation of this Ordinance shall be brought to the City Social Welfare and Development Department within twelve (12) hours from apprehension. Section 6. Penalties. a) Any person found violating the Ordinance specifically Section 3, items 3 to 5 shall suffer the fine of Five Thousand Pesos (P5,000.00) and/or imprisonment of up to three (3) months upon discretion of the court, without prejudice to the prosecution for violations or offenses under other Ordinances of the City of Catbalogan, Special Laws, and the Revised Penal Code. b) Any person who fails to wear his Quarantine Pass shall be fined Five Hundred Pesos (P500.00). c) Any person who is a holder of a Quarantine Pass using any kind of vehicle for mobility will be fined One Thousand Five Hundred Pesos (P1,500.00) and confiscation of said QP and impoundment of vehicle for one (1) week. d) If the person violating is a Government Employee or a public official, the penalty imposed shall be fine of Five Thousand Pesos (P5,000.00) and/or imprisonment of up to three (3) months upon discretion of the court, without prejudice to the prosecution for violations or offenses under other Ordinances of the City of Catbalogan, Special Laws and the Revised Penal Code and can also be a ground for filing of an administrative case against said employee or official. e) If the person violating is a minor, the parents or guardians will be fined Five Thousand Pesos (P5,000.00) without prejudice to the prosecution of the parents or guardians under the Catbalogan City Code of Parental Responsibility and filing of criminal cases for violation of Special Laws for the Protection of Children. f) Business establishments and sari-sari stores caught open beyond 8:00 P.M. shall suffer a fine of One Thousand Pesos (P1,000.00). Section 7. Separability Clause. If any provisions of this Ordinance is determined to be invalid, illegal or unenforceable, its remaining provisions shall remain in full force as though the Ordinance did not originally include such invalid, illegal or unenforceable provision. Section 8. Effectivity. This Ordinance shal take effect three (3) days after the approval of the Mayor and posting at conspicuous places and shall remain in full force and effect during the Enhanced Community Quarantine period imposed by the City Government. DPWH turns over to DENR logs, wood materials from trees cut by road project MAASIN CITY – The Department of Public Works and Highways (DPWH) in Southern Leyte recently turned over to the Department of Environment and Natural resources (DENR) for proper disposition the logs and other wood materials from the trees cut due to the road construction project in the province. BFAR to intensify sea patrols in illegal fishing ‘hot spots’ TACLOBAN CITY – The Bureau of Fisheries and Aquatic Resources (BFAR) will deploy new patrol boats in five “hot spots” areas in Eastern Visayas to boost its fight against illegal fishing. These five fiber-reinforced plastic patrol boats are intended for BFAR substations in Guiuan, Eastern Samar; Victoria, Northern Samar; Catbalogan City; some parts of Samar within the Leyte Gulf; and Matalom, Leyte. BFAR Regional Director Juan Albaladejo said on Thursday these areas are considered “hot spots” due to incidents of unreported and unregulated fishing (IUUF) that led to declining fish catch. “We already deployed patrol boats in these areas in 2014, but we need more to serve as blocking force. We have to intensify our presence in these areas to advance the well-being of our small fishermen,” Albaladejo told the Philippine News Agency (PNA). The fisheries bureau is optimistic that the intensified sea patrol will contribute to improved fish catch in the future. In Leyte Gulf alone, the current monthly production is only around 1.8 metric tons

per square kilometer, way below the ideal five to 10 metric tons. Each 30-footer boat costs P1.1 million. The boat has 115 horsepower outboard engine with a speed of 28 knots per hour. It is designed to chase illegal fishers. These are the first five boats built by BFAR in its fiberglass making facility in Barangay Diit in this city. These boats, funded by Fisheries Coastal Resources and Livelihood (FishCORAL) project, will be deployed within the month, Albaladejo added. The United Nations-funded FishCORAL project turned over the patrol boats on Wednesday in Carigara, Leyte in line with BFAR’s 73rd-anniversary celebration anchored on the theme “Improved Service Quality and Strong Partnerships Towards Fish Sufficiency.” FishCORAL aims to reduce poverty in the target coastal communities of the target bays/ ecosystems. It seeks to realize this goal specifically through the adoption of sustainable management of the fishery and coastal resources in fishing communities that will help increase overall stocks and fish catch. the region. “With this celebration, let us all help in our fight to prevent stunting especially among Eastern Visayan children since stunting is indeed a problem in our region and even globally,” Dotollo said. Dotollo said it is likely that COVID-19 pandemic will have an impact on nutrition since the health system is focused on responding to health emergency which may affect the delivery of nutrition and related services and reduced people’s access to food. Dotollo urged all stakeholders particularly the local government units (LGUs) to carry out the nutrition programs in their localities and give preferential attention to the first 1000 days on the life of a person which refers to

the time of pregnancy until the first 2 years of the child so that the existing stunting problem will not become worse. Actions of the National Nutrition Council are always geared into sustaining the campaign even beyond July 31, Dotollo said. This include exerting all efforts to reduce stunting through the formulation of the Philippine Plan of Action for Nutrition (PPAN) 2017-2020 which will serve as the overall framework to address malnutrition including stunting and its underlying factors. Over 100 Cafgu members to be deployed in 3 Samar towns TACLOBAN CITY – Over 120 men will be enlisted as members of the Citizen Armed Force Geographical Unit (Cafgu)who will be assigned in different parts of Samar province which were cleared from the influence of the New People’s Army(NPA). This was disclosed by Major General Pio Diñoso, the commanding general of the 8th Infantry Division whose headquarter is based in Catbalogan City. The qualified recruits are set to have their rigid training with the provincial government providing the funding of their training, he added. “We are in charge in the recruitment, background investigation, training and where to deploy them while funding for their allowance will come from the province,” Diñoso said. At least 120 men from Samar were selected to be part of the Cafgu Active Auxiliary Unit II Company (CAAC-II) and they will be deployed in the towns of Basey, Pinabacdao and Calbiga. These three towns were earlier tagged by the military where there were strong presence of NPA rebels but

The presence of these Cafgu recruits to these areas will allow the community to be involved actively in the protection of their locality. “We need the presence of CAAC as our integrated territorial system after a place which formerly under influenced of communist group is declared peaceful and insurgency free,” Diñoso said. “They will serve as our territorial defense protection like in Samar province where many rebels and their supporters had already surrender to the government. We want the communities in that area to put up their own defense system through CAAC,” he
