RESTITUTO CAYUBIT PALO, Leyte – Leyte Governor Leopoldo Dominico Petilla is encouraging Leyteños with flu-like symptoms to seek COVID-19 test. Petilla said that those with flu-like symptoms should not be afraid and present themselves to the health units or facilities in their respective areas and seek help for the COVID-19 examinations to determine whether they are positive or negative of the deadly virus. Governor Petilla explained that his office is pushing for COVID-19 examinations to test all residents in the province classified as suspected carriers of the coronavirus disease 2019 (COVID-19) virus. He disclosed that his office is currently performing the rapid test and has already conducted the

examinations (rapid tests) to around 1,500 individuals in the different towns in the province. Petilla said that the local government officials are advised to subject anyone in their localities for a rapid testing who exhibits flu-like symptoms, regardless of age and travel history. He added that the local officials should immediately inform their rural health units or city health office and request for rapid test or polymerase chain reaction (PCR) test. Petilla told reporters that those individuals with flulike may also seek help with the local health authorities

54 EV cops deployed to ECQ-Cebu

PALO, Leyte –About 54 police officers from the region were sent to Police Regional Office 7, Camp Sergio Osmeña, Cebu City, to augment its forces as the province was placed under Enhanced Community Quarantine (ECQ). This was disclosed by Police Brigadier General Bernabe Balba, police regional director, who said that the 54 Police Mobile Force personnel are to be augmented as a reinforcement to the manpower of police force in PRO7. “As we battle with this pandemic, I am one with the burden being faced by the Police Regional Office 7 where frontliners, especially a large number of the police force are now are now busy performing

their mandated duties. As we heal as one, we responded to the request of the National Headquarters to send an augmentation to PRO 7,” Balba said. Fifty-two Police Non-Commissioned Officers and two Police Commissioned Officers from the regional police headquarters will be augmented as additional team together with the police force of Police Regional Office 6 (PRO 6) as directed by PNP Chief, Police General Archie F. COVID-19 cases in EV keeps on surging; now at 300 TACLOBAN CITY- The coronavirus disease 2019 (COVID-19) cases in Eastern Visayas has breached the 300 mark as the Department of Health (DOH-8) reported 69 new confirmed cases of the disease. This means, the total COVID-19 cases of the region are 334 as of June 17. In a statement, the DOH-8 said that a total of 410 results were released by Eastern Visayas Regional Covid-19 Testing Center (EVRCTC) on that day of which 341 were negative and 69 were positive. They will be tagged as Patients EV-265 to EV-333. The 69 positive results are distributed to the following municipalities: For Leyte: 6 from San Miguel; 4 from Burauen; 3 from Alangalang; 2 from Matag-ob; and one each for Baybay City, Hindang and

Matalom. For Samar: 20 from Basey; 3 from Calbayog; and one each from Gandara and Sta. Rita. For Southern, Leyte: 12 from Libagon; 8 from Tomas Oppus; 3 from Bontoc and one each from Padre Burgos, Hinunangan and Maasin, City. On Thursday morning, nine additional positive cases were recorded by the EVRCTC. The four results were from La Paz, Leyte which turned positive for COVID-19. They were tagged as Patients EV-334 to EV-337. While, the DWHVL has released a total of 128 laboratory results with 123 negative and 5 positive for COVID-19. 22 health workers among latest COVID-19 patients in the region TACLOBAN CITY-At least 22 healthcare workers have been added to the growing coronavirus disease 2019(COVID-19) positive cases in Eastern Visayas. 18 of these healthcare workers are working at the Eastern Visayas Regional Medical Center while four of them are working at the Leyte Provincial Hospital, Dr. Minerva Molon, the regional director of the Department of Health (DOH-8) said. At least 6 doctors, 7 nurses, 2 nursing attendants, 2 radiologist technician and a driver have been infected in EVRMC. With the announcement from DOH-8, the EVRMC also made an advisory that the EVRMC – Emergency Department in Cabalawan and Magsaysay will be closed temporarily for admission and all referrals until further notice, Aron Balais, chairman of the said department, said. Leyte town suspends accepting returning residents TACLOBAN CITY – The local government of Kananga, Leyte will temporarily stop accepting returning residents as its designated quarantine facilities have reached full capacity. In a statement issued Thursday, Mayor Manuel Vicente Torres said this includes all returning overseas Filipino workers (OFWs), Balik Probinsiya, Balik Pagas a program beneficiary, and locally stranded individuals (LSIs) regardless of their place of origin. “Our quarantine facilities with a total of 120 beds are already loaded. Thus, we could no longer continue accepting new arrivals until further notice, as we have

no more space to isolate them,” he said. Leyte ‘Balik Probinsiya’ beneficiaries given priority on TESDA scholarship skills trainings PALO, Leyte – The beneficiaries of the ‘Balik Probinsiya program from this province are given priority to avail the scholarship undertakings by the government in various skills training programs of the Technical Education and Skills Development Authority (TESDA). Leyte Governor Leopoldo Dominico Petilla told reporters in a press conference that his office together with TESDA-Leyte has initiated plans and initiatives to provide and give priorities on scholarships for the beneficiaries on various livelihood training programs of the government. Gov. Petilla explained that the main objective in giving the scholarship trainings is to provide the program beneficiaries employment opportunities in the province amid the COVID-19 pandemic. The province of Leyte is one the pilot provinces in the country of the Balik Probinsiya program institutionalized after President Duterte signed Executive Order No. 114 last May 6, 2020. PPOC So. Leyte realigns 2020 funds for COVID-19 measures MAASIN CITY- The Provincial Peace and Order Council (PPOC) – So. Leyte realigns some of its funds intended for different programs, projects and activities (PPAs) to pave the way for COVID-19 measures. The move was unanimously agreed by the body during the meeting held on June 10, 2020 after a thorough review of all PPAs approved last year. PPOC Chair Governor Damian Mercado led in the identification of urgent peace and order programs to continue its implementation just to ensure the stability in the province while searching for more funds to respond COVID-19 crisis in the locality. Christ’s Sacred Heart and our heart THERE is no doubt whatsoever that if we want to have our heart to be in its best and ideal condition, it should be conformed after Christ’s Sacred Heart. It should not be allowed to throb for anything else, something that we should train our heart to avoid. Instead, we have to do everything for it to be raised to God all the time, whether we are in our good or bad times, in our successes or failures, in our joys and sorrows, etc. Our heart, which is the very core of our being, the most intimate part of our life, the place where things start and end, where we meet God and hear his voice,…this heart of ours comes from God, is actually shaped after the most sacred heart of Jesus who is the pattern of our humanity, and belongs to God. We should be clear about this fundamental truth of our faith. Remember what the Book of Proverbs says about this point: “My son, give me your heart,” (23,26) as if God is begging us to give our heart to him since we always have the tendency to expropriate it to be solely our own, using or misusing it for our own self-indulgent purposes. That could be the reason why Christ, when asked what the greatest commandment was, said that it is to love God “with all your heart and with all your soul and with all your mind.” (Mt 22,37) God is not asking too much from us with that commandment. He is not asking something unreasonable. In fact, he is offering what would be the best deal for us. We need to broaden and deepen our understanding of the true nature and character of our life here on earth, and of the role of our heart in it, always guided by our Chris-

tian faith and not just by any purely human estimation, no matter how brilliant it is, if only to realize that we need to conform our heart to Christ’s Sacred Heart. We need to constantly ask ourselves as we go through the many affairs of our day, “Where is my heart? Is it with God? Is it throbbing in synch with Christ’s Sacred Heart? Do we really know what is in that Sacred Heart of Christ?, etc.” That way we would get some ideas of what to do to conform our heart to Christ’s Sacred Heart. Yes, there will be some difficulties, awkwardness, even mistakes, but if we persist, for sure the way to see and imitate what is inside Christ’s Sacred Heart would open to us. The secret is in our per-

sistence and perseverance. Let’s not forget that God is a loving father to us. He cannot allow us to wallow in our difficulties without him helping us. And we also have to understand that the difficulties we will experience in this regard would always be helpful to us if considered in faith. There is always a reason behind them. We should just try our best to attain that level where the very stream of our consciousness has God always in the middle of everything. Let’s always make our faith functional, so that this reality would be captured in our heart and mind. To be sure, we are not inventing things here. We are not playing make-believe. God is first of all already in our heart. All we have to do is to learn to acknowledge him. If we become more and more familiar with the Sacred Heart of Jesus, we would know why we always have to be patient, understanding, compassionate, magnanimous, etc. The very image of Christ, the pattern of our humanity and the savior of our damaged humanity, would be formed in us. We can echo the same words of St. Paul: “It is no longer I who live, but Christ lives in me!” (Gal 2,20).

Be it ordained by the Sangguniang Panlalawigan of the Province of Samar, that: Section 1. Short Title. This Ordinance shall be known as the “THE MANDATORY REPORTING, DISCLOSURE AND REGISTRATION OF ALL INDIVIDUALS ARRIVING IN THE PROVINCE OF SAMAR AND COMPLIANCE WITH HEALTH PROTOCOLS, AND PROVIDING PENALTIES FOR NON-COMPLIANCE THEREOF” Section 2. Scope. This Ordinance shall apply to any person who are travelling from any place outside of the province, with or without a reported incidence of Covid-19 infection, and arriving or intends to enter into any of the territorial jurisdiction of Samar, either by land, sea or air, either for humanitarian reason, as a returning Overseas Filipino Workers (OFWs), seafarers, or the beneficiaries of Balik Probinsiya Bagong Pag-asa Program, Locally Stranded Individuals (LSI), the students, or any person who intend to return to the province as their place of residence or work, or those relocating to the province making it their permanent place of residence or hometown. They shall be referred hereto as “Covered Person”. Section 3. Mandatory Reporting, Disclosure and Registration of Covered Person, and Compliance with Local Health Protocols. All Covered Persons shall comply with their mandatory reporting, disclosure and registration and observe the following health protocols before their arrival to any territorial jurisdiction of the Province: The returning Overseas Filipino Workers (OFWs) or seafarers shall be allowed to travel and enter into the Province of Samar provided that they shall be: 1. Duly registered at the Overseas Workers Welfare Administration (OWWA) or Maritime Industry (MARINA), as the case may be; 2. Their names or identity should be communicated to the Local Government Unit (LGU) of their final destination, so that the LGU concerned shall be able to verify them; 3. Before the actual travel or transportation to any jurisdiction in the Province. a. There shall be acceptance by the LGU concerned where the returning OFWs or seafarers reside or will reside; b. The returning OFWs or seafarers must have undergone rapid test or PCR test for Covid-19 and must show negative result; c. The LGU acceptance and the negative test result should be presented upon demand at any point within the province; 4. The Provincial Social Welfare and Development Office (PSWDO) and the Provincial Health office (PHO) shall coordinate

Upon arrival in Samar, a. The returning OFWs or seafarers should be received at the arrival area designated by the PSWDO in coordination with the PHO, wherein documents are checked and verified; b. Thereafter, they shall be transported to the LGU concerned in a vehicle provided for by the LGU or the Provincial Government of Samar, whichever is available; c. No well-wishers in the arrival area or in the fetching vehicles shall be allowed; d. At the LGUs isolation area/unit, the returning OFWs or seafarers shall undergo rapid test or swabbing for PCR testing by the medical personnel of the Provincial or District Hospital; e. While waiting for PCR test result, they shall remain at the isolation area/unit. Visitors are not allowed. 6. The LGU concerned is given the discretion on the handling of returning OFW or seafarer if the result of rapid test or PCR test is negative, taking into account the incubation period of the virus. However, should the result be positive on PCR test, the patient should be admitted, monitored, and treated in the concerned LGU’s isolation area/unit or, when necessary, they shall be admitted to the nearest Provincial or District Hospital for monitoring and treatment. II. The beneficiaries of Balik Probinsya Bagong Pag-asa Program, locally Stranded Individuals (LSI), the students, or any person who intends to return to any LGU in the province as their place of residence or work, or those relocating to the province making it their permanent place of residence or hometown shall be allowed to travel and enter into the Province of Samar provided that their shall be: 1. Duly registered at the appropriate government agency in the place of origin. 2. Their name or identity should be communicated to the Local Government Unit (LGU) of their final destination, so that the LGU concerned shall be able to verify them; 3. Before the actual travel or transportation to any jurisdiction in the Province,. a. They must secure a travel authority and Medical Clearance/Certificate at the LGU of origin. 4. The PSWDO and the PHO shall coordinate with the LGU concerned the date and time of arrival of these persons so that there shall be no delay in their transport to their specific, destination; 5.

Upon arrival in Samar,

a. They should be received at the arrival area designated by the PSWDO in coordination with the PHO, wherein documents are checked and verified; b. Thereafter, they shall be transported to the LGU concerned in a vehicle provided for by the LGU or the Provincial Government of Samar, whichever is available; c. No well-wishers in the arrival area or in the fetching vehicles shall be allowed; d. At the LGU’s isolation area/unit or authorized self-quarantine area/unit, they shall undergo rapid test or swabbing for PCR testing by the medical personnel of the Provincial or District Hospital; e. While waiting for PCR test result, they shall remain at the isolation area/unit. Visitors are not allowed. 6. The LGU concerned is given the discretion on the handling of these persons if the result of rapid test or PCR test is negative, taking into account the incubation period of the virus. However, should the result be positive on PCR test, the patient should be admitted, monitored, and treated in the concerned LGUs isolation area/unit or, when necessary, they shall be admitted to the nearest Provincial or District Hospital for monitoring and treatment. III. Each Covered Person shall be required to truthfully and accurately disclose his/her personal data requested by the PSWDO, the PHO or its designated representative during the interview and health condition assessment for purposes of contact tracing and management of the Covid-19 disease. Each Covered Person shall cooperate in the monitoring and testing protocols and shall provide follow-up contact tracing information and health condition reportorial requirements lawfully requested by the PSWDO and/or the PHO. Section 4. Incentive. The Provincial Governor shall formulate

a pecuniary reward system in the amount of at least Two Thousand Five Hundred Pesos (Php2,500.00) to be given to any individual informant, whose identity shall remain confidential, who immediately discloses and reports a Covered Person who intentionally fails or refuses to immediately report, disclose or register to the PSWDO, the PHO or the LGU concerned of his/ her arrival as required under this ordinance. Before the reward is given, the informants, disclosure/report shall first be verified and validated by the Barangay or the LGU concerned, the PSWDO and the PHO as to its veracity. Section 5. Enforcement. All LGUs, their Barangays and their respective Barangay Health Emergency Response Teams (BHERTs) shall record and register any arrival or presence of Covered Persons, either documented or not, in their respective territorial jurisdictions, and shall report the same to the PSWDO and the PHO for proper coordination and appropriate actions. The Philippine National Police (PNP) shall provide assistance to the PSWDO, the PHO and the LGUs/Barangays to carry out the provisions of this ordinance. Section 6. Penalties. Any Covered Persons who fails to comply and is found to be in violation of the provisions of this ordinance shall be penalized with a fine of Two Thousand Five Hundred Pesos (Php2,500.00) and/or imprisonment of not more than Six (6) months or both, upon the discretion of the Court. The penalty likewise applies to any residents who conceals the arrival and accommodates in their homes any Covered Persons without informing the PSWDO, the PHO and the LGUs/Barangays concerned. This is without prejudice to the filing of appropriate criminal case under Republic Act 11332 otherwise known as the Mandatory Reporting of Noticeable Diseases and Health Events of Public Health Concern Act. In addition, when fetching any Covered Person or in the actual performance of their duties or on the occasion of such performance, any resistance, disobedience, threat, intimidation, force and assault to the enforcing officers, namely: the PSWDO and the PHO or their duly designated representative, the Punong Barangay and the Barangay Officials, and the Police Officers by any individual or persons shall constitute an Assault to Person in Authority and their Agents, as the case may be, pursuant to and in defined under Section 148, 149 and 151 of the revised Penal Code (RPC). Section 7. Separability Clause. It for any reason, any part of provisions of this Ordinance is declared unconstitutional or invalid by a competent or invalid by a competent Court, the remaining sections or provisions not affected thereby shall continue to be in full force and effect. Section 8. Repealing Clause. All ordinances, resolutions, rules or regulations, inconsistent with or contrary to the provisions of this Ordinance are hereby repealed, amended or modified accordingly. Section 9. Effectivity. Considering the state of emergency and extreme urgency of the situation, and in order to totally foreclosure the possibility of entry of Covered Persons into the Provincial without undergoing the foregoing health protocols, this Ordinance shall take effect immediately upon its approval. The Sanggunian Secretary is nevertheless directed to cause the posting of the Ordinance inj the Provincial Capitol for at least three consecutive weeks, and the publication of the Ordinance in a newspaper of general circulation for at least one week. Should the declared State of Emergency due to Covid-19 pandemic be lifted, the regulations imposed in this ordinance shall accordingly be suspended until a subsequent Declaration of State of Emergency or Calamity is made in accordance with Section 16 of Republic Act No. 10121, or a subsequent Declaration of Epidemic or Public Health Emergency is made per Section 7 Republic Act No. 11332. Naval town mayor to require local to undergo quarantine upon their return from COVID-19 areas TACLOBAN CITYNaval Mayor Gerard Roger Espina said residents of the town will be required to undergo a 14-day quarantine upon their return to areas like Tacloban City where there are COVID-19 cases as preemptive measure and protocol. Eastern Visayas records 78 new Covid-19 cases TACLOBAN CITY – The Department of Health announced 78 new cases of coronavirus disease (Covid-19) in Eastern Visayas on Wednesday night, the highest number of infected recorded in a single day. The new cases brought the total number of infected persons to 342 in six provinces. Several of these newly infected cases are returning residents, closed contacts of confirmed Covid-19 patients, and several health workers. Those who turned positive are part of the 542 swab samples examined by the state-run Eastern Visayas Regional Covid-19 Testing Center and the privately-owned Divine Word Hospital laboratory both in Tacloban City. Of the 78 new cases, eight of them are from San Miguel, four from Burauen, four from La Paz, three from Alangalang, two from Matag-ob, and one each from Palo, Tabango, Capoocan, Baybay City, Hindang, and Matalom, all in Leyte province; 20 from Basey, three from Calbayog City, and one each from Gandara and Sta. Article 2, Section 16 of the Constitution provides that the State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature. The Local Government Code likewise mandates the protection of the environment and impose appropriate penalties for acts which endanger the environment. The Local Government of Calbiga firmly believes that a clean and tidy community fosters concern for the environment. To this end, there is a need to intensify the campaign on proper waste disposal to prevent ecological and environmental degradation and instill a sense of discipline, social responsibility and awareness for the environment to promote ecological justice and sustainable development. Section 2. Coverage. This Ordinance shall apply to all open and covered public and private places such as but not limited to public market, alleys, roads, parks, sidewalks, watercourses and buildings, offices, immediate sorroundings, establishments, rivers, canals or esteros, drainage and other water outlets within the territorial jurisdiction of Calbiga. Section 3. Definition of Terms. For the purpose of this Ordinance, the following terms, phrases, words and their derivations shall have the meaning given herein: a. Litter- is a garbage, refuse, rubbish and all other waste materials which, if thrown or deposited as herein prohibited, tends to create danger to public health, safety and welfare. b. Domestic waste- are food residues, food preparation wastes and spoilages, paper and other paper products, metals, plastic and rubber, rugs and clothes, process residues, yard trimming and woods. c. Junk vehicles and appliances- are those abandoned vehicles and metal products such as refrigerators, air conditioners, televions, etc. d. Industrial wastes- are organic and inorganic residues, hazardoues and toxic materials and chemicals, metals and woods. e. Special wastes- are bulky wastes, sewage residues, street sweepings , pollution control residues, pathological/hospital wastes, construction and demolition debris. f. Open public places- are roads, streets, sidewalks, easements, parks including the Samar Island Natural Park (SINP) and other open spaces, bridges, alleys, overpasses, rivers, creeks, canals, drainage, esteros, waterways, and othe bodies and outlets. g. Covered public and private places- includes schools, colleges, universities, museums, clinics, health centers, dispensaries, laboratories, government or private offices, auditoriums/stadiums/ gymnasium/session halls, churches, convention centers, theaters/ movie houses/studios, bar, restaurants/cocktail lounges/canteen/ kiosk and other enclosed public eating places, dance halls/disco houses, a day and night clubs, beer/pub houses, hotels, motels department stores, markets/groceries, factories, places and other covered places where people stay or gather for political, social, education, religious, sports or entertainment purposes. h. Immediate sorroundings- refers to the frontage, including up to the mid-span of the road, street, alley or avenue (excluding highways and major thoroughfares from th edge of the street gutter, sidewalks of residential houses, dwelling units, business/commercial establishments or offices whether private or public. i. River, canals, drainage and other water outlets- refers to all waterways and water outlets within the jurisdictional boundaries of the Municipality of Calbiga. j. Street and Sidewalk obstructions- mean any form of waste which is immovable and bulky in nature because of its size and weight which may obstruct or impede the free flow of traffic and pedestrian. Section 4. Prohibition A. Littering: 1. No person shall litter, throw, dump, place, scatter waste, refuse or garbage (like paper trash, plastic bags of any kind, cigarette butts, empty cigarette packs, candy/bread wrapper, empty boxes, packages, matchsticks, bananaque sticks, plastic cups, food packages, disposable diapers, masticated chewing gum and the like and domestic, industrial and special wastes in any public places (open and covered public places) and immediate sorroundings, including vacant lots, rivers, canals, drainage and other water ways (as defined in Section 3 of this Ordinance) not otherwise designated as garbage dumping areas/trash cans/receptacles.

2. No person shall urinate and defecate in public places. 3. No person/entity shall bring out garbage to the property line of residential and commercial establishments or any part of the road. It shall be brought outside only upon arrival of the authorized garbage hauling trucks in their respective localities. 4. It is unlawful for any person/entity to place, store, dump, construction wastes or debris, junked or under repair vehicles. Dilapidated appliances and other immovable objects in any part of the road, street or avenue or in any sidewalk which may obstruct or impede vehicular and pedestrian traffic. 5. It is unlawful for any person/s, private and public corporations, advertising and promotions companies, movie producers, professionals and service contractors to post, install, display any kind or form of billboards, sign posters, streamers, professional service advertisements and other visual clutters in any part of the road, sidewalk, center island, posts, parks and open space without permission/notice from the Municipal Government or concerned Barangay. Posting, installing or displaying in trees is strictly prohibited. B. Throwing litters from vehicles: 1. No person, while a driver or passenger in any commercial and transportation facilities or public utility vehicle, shall throw, spill, scatter or deposit litter on any part of the road, street or other public places within the municipality, or upon private property, on their way to their destination. 2. The owners, operators, drivers and conductors of public utility vehicles plying within the Municipality are obliged to clean and/or maintain the cleanliness of their respective vehicles at all times and provide modest trash receptacles inside their vehicles. 3. Deposit of litter, mud or any foreign matter from moving vehicles upon streets and other places. 4. No person shall drive or move any truck or similar vehicles within the Municipality unless the vehicle is fully covered in order to prevent its load contents or litter being blown or deposited upon any street, alley or other public place. C. Sweeping accumulated litter into streets, waterways, creeks, canals, gutters, brooks, esteros and riverbanks: 1. No person shall sweep into or deposit in any gutter or other public places within the Municipality, the accumulation of litter from any building or lot or from any public or private sidewalk or driveway. 2. No person owning or occupying a place of business shall sweep into or deposit in any gutter, street or any other public places within the Municipality the accumulation of litter from any building or lot or from any public or private sidewalk or driveway. Persons owning or occupying the places of business within the Municipality shall keep the sidewalk in front of their business premises free of litter.

All ordinances, resolutions, circulars, memoranda, and rules and regulations inconsistent with any of the provisions of this Ordinance are hereby repealed or modified accordingly. Section 9. Separability Clause. If, for any reason, any portion or provision of this Ordinance is declared unconstitutional or invalid, the other sections or provisions hereof which are not affected thereby shall continue to be in full force and effect.

Section 5. Enforcement. The implementation and enforcement of this Ordinance shall be spearheaded by the Local Government Unit through the Office of the Mayor, the Municipal Health Office-Sanitation Section, the Municipal Tourism Office, Municipal Environment and Natural Resources Office (MENRO), Municipal Engineering Office and Business Permit and Licensing Office and the Barangay Council.

The Calbiga Municipal Police Station and/or Peace and Order Public Safety Officer shall issue tickets/receipts/citation to all violators of this Ordinance, and shall remit the collection to the Office of the Municipal Treasurer. The aforesaid collection shall accrue to the General fund of the Municipality. Section 6. Fines and Penalties 1. Any person who violates Section 4.A (1),(3),(4) of this Ordinance shall be punished with the following: 1st Offense – P100.00 and counselling 2nd Offense – P500.00 3rd Offense – P1,000.00 2. Any person who violates Section 4.A (2),(5) of this Ordinance be punished with the following: 1st Offense – P100.00 and counselling 2nd Offense – P500.00 3rd Offense – P1,000.00 3. Any person who violates Section 4.B of this Ordinance shall be punished with the following: 1st Offense – P100.00 and counselling 2nd Offense – P500.00 3rd Offense – P1,000.00 4. Any person who violates Section 4.C of this Ordinance shall be punished with the following: 1st Offense – P100.00 and counselling 2nd Offense – P500.00 3rd Offense – P1,000.00 5. For illegally dumping of bulky wastes, industrial wastes and others of similar nature that requires hauling, the violator shall be liable to pay an additional hauling fee of Three Hundred Pesos (P300.00) per cubic meter in addition to the penalty provided in Section 6 hereof. 6. Failure to clean and/or maintian the cleanliness of government-owned buidlings or facilities like, Basketball Court, Municipal Auditorium, Visitors’ Center, etc., used or rented for public gatherings, events or activities, the organizer/s shall be penalized by a fine of P1,000.00 in addition to the penalty provided in Section 6 hereof. Section 7. Public Education and Information The Municipal Solid Waste Management Board, Municipal Health Office-Sanitation Section, Municipal Tourism Office and Municipal Agriculture Office, Barangay Solid Waste Managment Committee, Calbiga Municipal Police Station, Municipal Environment and Natural Resources Office (MENRO) in coordination with DepEd, TESDA, CHED, DILG and PIA, conduct a continuing education and information campaign on

Section 10. Supplementary Clause. On matters not provided for in this Ordinance, any existing applicable laws and their corresponding implementing rules, executive orders and relevant issuances issued therefor shall apply in supplementary character to this Ordinance. Section 11. Effectivity Clause. This Ordinance shall take effect immediately upon its approval and compliance with the mandatory posting and publication requirements prescribed by the Local Government Code of 1991. Undoubtedly, plastic bags became a low-cost, convenient and sanitary means to package food and other products. The use of “bayong” and jute- fiber sacks has long been outmoded by sando bags and plastic fiber sacks, respectively. Needless to say, plastic has become a universal packaging material. In fact the global production of plastic materials has reached 200 billion pounds per year. However, everything has its own pro’s and con’s. By their very nature, plastic packaging materials almost always find their way to trash bins, becoming a major part of the waste stream of human settlements. On a global side, plastic materials make up 16% of the dumps in the world. In the Municipality of Calbiga, these plastic bags make up a part of what is considered the residuals or those that cannot be recycled into new materials or processed into compost. The common knowledge and acceptance of the fact that plastic bags have negative impact on the environment is enough for us to think of ways on how to minimize better yet eradicate the use of

Saturday, June 20, 2020 environmental hazard. It’s time to follow suit with other environment-friendly NGO’s and LGU’s in the advocacy efforts to reduce the use of plastic materials. WHEREAS, Article II, Section 6 of the Philippine Constitution provides that, “The State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.”; WHEREAS, Section 3 (i) of Republic Act 7160 provides that the Local Government Units shall share with the national government the responsibility in the management and maintenance of ecological balance within their territorial jurisdiction; WHEREAS, Section 458 (vi) of Republic Act 7160 also empowers the Sangguniang Bayan/Panlungsod to protect the environment and impose appropriate penalties for acts which endanger the environment including such activities which results in pollution acceleration or eutrophication of rivers and lakes or of ecological imbalance; WHEREAS, Republic Act 9003 otherwise known as the Ecological Solid Waste Management Act of 2000 provides for the identification and listing of Non- Environmentally Acceptable Products (NEAP) and packaging material. The National Solid Waste Management Commission (NSWMC) has adopted and issued guidelines for NEAP and has identified plastic packaging as one of only 5 product groupings that shall undergo assessment; WHEREAS, plastic bags are rampantly used as packaging materials in the Municipality of Calbiga; WHEREAS, plastic bags and styrofoam, being non-biodegradable materials clog our canals, creeks, rivers and other waterways, and during rainy season end up in Calbiga river causing harm to the river and the surrounding barangays; WHEREAS, the Municipality of Calbiga in its desire to reduce if not totally eliminate the use of plastic film bags as packaging materials, encourages the utilization of eco-friendly packaging materials such as woven bags (bayong), cloth bags (katsa), paper bags and other similar materials (e.g. banana leaves, taro leaves, etc.) and at the same time enjoined to promote the “Bring Your Own Bag”; NOW, THEREFORE, on motion of The Honorable GILDA J. MARINO, Chairperson, Committee on Environment, Ecology and Tourism, and duly seconded by The Honorable Ma. Magina . Ocenar, be it: RESOLVED, as it is hereby resolved, to approve Ordinance No. 05-20-16, prohibiting the use of plastic bags on dry goods and regulating its utilization on wet goods and prohibiting the use of styrofoam within the Municipality of Calbiga and prescribing penalties thereof; RESOLVED FINALLY, to promulgate the following Ordinance. Ordinance No. 05-20-16 AN ORDINANCE PROHIBITING THE USE OF PLASTIC BAGS ON DRY GOODS AND REGULATING ITS UTILIZATION ON WET GOODS AND PROHIBITING THE USE OF STYROFOAM WITHIN THE MUNICIPALITY OF CALBIGA AND PRESCRIBING PENALTIES THEREOF Section 1. Title. This Ordinance shall be known as an “AN ORDINANCE REGULATING THE USE OF PLASTIC CELLOPHANE AND SANDO BAGS AS PACKAGING MATERIALS AND UTILIZATION OF POLYSTYRENE, COMMONLY KNOWN AS STYROFOAM, FOR FOOD AND BEVERAGES CONTAINERS IN THE MUNICIPALITY OF CALBIGA AND PRESCRIBING PENALTIES THEREOF.” Section 2. Definition of Terms. For purposes of this Ordinance, the following terms are defined as follows; a. Alternative packaging materials- refers to recyclable, reusable and/or biodegradable packaging materials that are used in containing, carrying, holding and /or transporting goods or products, as an alternative to plastic bag; b. Bring Your Own Bag (BYOB) Program- refers to the program adopted by supermarkets, convenient stores, department stores and other business establishments, whereby customers are enjoined to bring a reusable bag, paper bag, cloth bag or any other alternative packaging material for purposes of containing, carrying, holding and transporting goods or products bought; c. Cloth bag- refers to reusable packaging material made of cloth used in the packaging of flour, wheat and other similar goods; d. Container/s- refers to a type of material utilized for purposes of holding, enclosing, packaging and/or restraining edible food and beverage for human consumption; e. Expanded polystyrene (EPS) foam- is thermoplastic petrochemical material which utilizes a styrene monomer and is processed by fusion of polymer spheres. It is a type of polystyrene product commonly used as containers for food and beverages; f. Packaging – shall refer to the packaging, packing and wrapping of products for purpose of carrying the same in a convenient manner; g. Plastic bag – refers to a type of bag made of thin, flexible, plastics film that is designed to be provided or utilized at the point of sale for containing, carrying, holding and transporting goods; h. Plastic wastes- refers to any plastic packaging material thrown as wastes i. Plastic cellophane- is transparent, thin film plastic sheet made of regenerated cellulose having low permeability to air, oil, greases, bacteria and water makes it useful for food packaging; i. Reusable bag- refers to a washable canvass bag or native bag “bayong” or any shopping bag used for carrying and transporting goods, which bags are made of organic or non-organic materials that

Sando bags – refers to a type of plastic packaging with handles for the purpose of carrying, holding and/or transporting goods and other produce. This term shall likewise be defined as one similar to the term plastic bag; k. Single-use- disposable or used for only one time l. Styrofoam – is a trademark of a product made up of light resilient foam of polystyrene. For purposes of this Ordinance the term “Styrofoam” shall refer to the Expanded Polystyrene (EPS) Foam used as containers for food and beverages; m. Woven bags- refers to biodegradable packaging material made of woven native materials e.g. pandan or buri leaves and other similar materials. Section 3. Regulation on the Use, Sale or Provision of Plastic Bags. The following regulations shall be imposed as follows: a. Business establishments, fastfood outlets, market vendors, food kiosks, sari-sari stores, ambulant vendors, and the like are prohibited from using plastic cellophanes and sando bags as packaging materials for customers. b. Stores and other retail establishments are mandated to use any alternative legally compliant packaging material for customers, such as but not limited to the materials mentioned in Section 4 hereof, in lieu of single-use plastic cellophanes and sando bags. Section 4. Alternative Packaging Materials. The use of recyclable, reusable and/or biodegradable alternative packaging materials should be encouraged and promoted, such as reusable woven bags (bayong), cloth bags, rattan baskets, shopping bags made from recycled waste paper and other bags made out of biodegradable materials (e.g. banana leaves, taro leaves, water lily, corn stalk, etc.) shall be utilized as alternative packaging materials. All business establishments are encouraged to adopt the “Bring Your Own Bag” Program. Section 5. Incentives for using Reusable bags. To promote the use of reusable bags, stores are hereby encouraged to implement the BYOB program and to formulate appropriate incentives to consumers, which may include: Green Lane - Stores may provide special counters or express lanes to be called as Green Lane to cater customers who bring their own bags or use of reusable bags. Section 6. Prohibition on the Use, Sale or Provision of Styrofoam. Business establishments, restaurants, fastfood outlets, food kiosks, catering services and the like shall not utilize, sell or provide styrofoams or expanded polystyrene foam as containers for food and beverages. Section 7. Alternative Containers for Food and Beverage. The use of reusable and/or paper-based containers for food and/or beverage and other alternative containers are encouraged and promoted. Section 8. Technical Working Group. For the purpose of this ordinance, a Technical Working Group shall be established with the following composition: Chairman: Municipal Mayor Co-Chairman: Municipal Vice Mayor Vice-Chairman: SB Committee Chairman on Environment, Ecology and Tourism Members: Municipal Environment and Natural Resources Office (MENRO) Municipal Economic and Enterprise Office (MEEO) SB Committee Chairman on Market & Municipal Enterprise SB Committee Chairman on Employment, Trade, Industry & Livelihood. Section 9. Functions of the Technical Working Group. The Technical Working Group shall have the following functions: a. The formulation of the Implementing Rules & Regulations of this Ordinance. b. Identify the activities and programs to be conducted during the moratorium period. c. Identify the environmental advocacies, programs and projects to be funded by the municipality. d. Recommend measures for the proper implementation of this Ordinance. Section 10. Monitoring. The Municipal Environment and Natural Resources Office (MENRO) in coordination with Law Enforcement Team (LET) shall monitor the effective implementation of this ordinance and shall likewise prepare a periodic report on the progress of the implementation of this Ordinance and shall furnish the Sangguniang Bayan a copy of the same. Section 11. Enforcement. The implementation and enforcement of this Ordinance shall be spearheaded by the Local Government Unit through the Office of the Mayor, the Municipal Tourism Office, Municipal Environment and Natural Resources Office (MENRO), Business Permit and Licensing Office (BPLO) and the Barangay Council. The Calbiga Municipal Police Station and/or Peace and Order Public Safety Officer shall issue tickets/receipts/citation to all violators of this Ordinance, and shall remit the collection to the Office of the Municipal Treasurer. The aforesaid collection shall accrue to the General fund of the Municipality. Section 12. Information, Education and Communication Campaign. Upon approval of this Ordinance, the Municipality through the Office of the Mayor together with the Municipal Environment and Natural Resources Office (MENRO) IEC Team, in coordination with the Technical Working Group, shall conduct massive information, education and communication campaign using quad media (print, radio, television and internet) and shall include the promotion of alternative biodegradable packaging materials. The information and education

campaign shall include the production and distribution of materials related and consistent with the provisions of this Ordinance. Section 13. Implementing Rules and Regulations. Within thirty (30) days from the approval of this Ordinance, the necessary rules and regulations shall be issued by the Office of the Mayor in coordination with the Technical Working Group (TWG) for the proper and effective implementation of this Ordinance. Section 14. Fines. Business establishments, sari-sari stores, ambulant vendors, market vendors, food kiosks and the like who violate Section 3 and Section 6 shall be fined as follows: 1. First Offense : Counseling and P300.00 2. Second Offense: P500.00 with warning for the revocation/cancellation of license 3. Third Offense : P1,000.00 and cancellation of license to operate in the case of business establishments Section 15. Moratorium and Implementation. All business establishments, sari-sari stores, ambulant vendors, market vendors, food kiosks and the like engaged in the use and/or selling of plastic bags and styrofoam as packaging materials for food and beverages shall be given six (6) months from the date of effectivity of this Ordinance to dispose of their remaining inventory and for consumers to adjust and conform. Section 16. Repealing Clause. All ordinances, resolutions, circulars, memoranda, and rules and regulations inconsistent with any of the provisions of this Ordinance are hereby repealed or modified accordingly. Section 17. Separability Clause. If, for any reason, any portion or provision of this Ordinance is declared unconstitutional or invalid, the other sections or provisions hereof which are not affected thereby shall continue to be in full force and effect. 14 Leyte Samar Daily Express BUILDING, CALBIGA, SAMAR Explanatory Note WHEREAS, Section 166, Chapter 3, Article Six, Title One, Book II, of the Republic Act No. 7160, otherwise known as the Local Government Code of 1991, provides that, “Unless otherwise provided in this Code, all local taxes, fees, and charges shall accrue on the first (1st) day of January of each year. However, new taxes, fees or charges, or changes in the rates thereof, shall accrue on the first day of the quarter next following the effectivity of the ordinance imposing such new levies or rates.’’; WHEREAS, Section 167 of the same Code, provides that, “Unless otherwise provided in this Code, all local taxes, fees, and charges shall be paid within the first twenty (20) days of January or of each subsequent quarter, as the case may be. Separability Clause. If for any reason, any portion or provision of this Ordinance is declared unconstitutional or invalid, the other sections or provisions hereof which are not affected thereby shall continue to be in full force and effect. SECTION 8. Supplementary Clause. On matters not provided for in this Ordinance, any existing applicable laws and their corresponding Implementing Rules, Executive Orders and Relevant issuances issued therefor shall apply in supplementary character to this Ordinance. SECTION 9. Effectivity Clause. WHEREAS, Republic Act No. 11469, or the Bayanihan to Heal as One Act, directs the issuance of DILG-DBM Joint Memorandum Circular No. 01, series of 2020, which sets additional guidelines for the utilization of the 20% Development Fund in order to give LGUs leeway and flexibility in the utilization of such funds for COVID-19-related expenses; WHEREAS, the Department of Budget and Management (DBM), in compliance with the provisions of Republic Act No. 11469, issued Local Budget Circular No. 125, dated April 7, 2020, which sets the Guidelines on the Release and Utilization of the Bayanihan Grant to Cities and Municipalities (BGCM). The said grant is equivalent to one (1) month FY 2020 Internal Revenue Allotment (IRA) share of cities and municipalities to boost the LGUs’ capacity to immediately respond to the COVID-19 emergency; WHEREAS, Section 313, Article Two, Chapter 2, Title Five, Book II, of the Republic Act No. 7160, otherwise known as the Local Government Code of 1991, provides that, “Local government units shall maintain special accounts in the general fund for the following: (a) Public utilities and other economic enterprises; (b) Loans, interests, bond issues, and other contributions for specific purposes; and (c) Development projects funded from the share of the local government unit concerned in the internal revenue allotment and such other special accounts which may be created by law or ordinance.”; WHEREAS, in order to monitor or track the utilization of the allotted grant, LGUs are encouraged to create a Special Account in the General Fund (SAGF) through the enactment of an ordinance by the local sanggunian; NOW, THEREFORE, on motion of The Honorable MA. MAGINA L. OCENAR, Chairman, Committee on Finance, Budget, Appropriation and 20% CDF, and duly seconded by majority of the members present, be it:

Section 3. Provision for the Creation of Special Account in the General Fund (SAGF) of the Municipality. The Municipality of Calbiga has confirmed deposit with the Development Bank of the Philippines (DBP) Catbalogan Branch, classified as General Fund Account. As provided for in the government accounting system, the creation of SAGF is for recording of the grant as trust liability upon receipt and maintained through the use of complete subsidiary ledgers for monitoring of transactions and disbursements. Further, upon utilization of the related PPAs and expenses, the Municipality shall submit a report on fund utilization to concerned national agencies. Section 4. Amount of the Bayanihan Grant. The national government allocated to the Municipality of Calbiga the amount of Ten Million Nine Hundred Seventy-Nine Thousand Five Hundred Twenty-Eight Pesos (PhP10,979,528.00) equivalent to the one (1) month IRA share of the municipality. Section 5. Guidelines for the Utilization of the Bayanihan Grant to Cities and Municipalities (BGCM). Pursuant to Local Budget Circular No. 125, series of 2020, the BGCM shall be exclusively used for the following COVID-19-related PPAs and expenses as completely cited hereunder: 1. Procurement of personal protective equipment; 2. Procurement of equipment, reagents, and kits for COVID-19 testing; 3. Procurement of medicines and vitamins; 4. Procurement of hospital equipment and supplies; 5. Procurement of disinfectants, sprayers, disinfection tents and other disinfecting supplies and misting equipment; 6. Food, transportation (including fuel), and accommodation expenses of medical personnel and other LGU personnel directly involved in the implementation of COVID-19-related PPAs and expenses; 7. Food assistance and other relief goods for affected households; 8. Expenses for the construction/repair/lease/rental of additional space/building to accommodate COVID-19 patients and persons under monitoring/investigation; 9. Expenses for the operation of stand-alone/mobile testing laboratory; 10. Expenses for the purchase/rental of tents/spaces for temporary shelters of the homeless; 11. Expenses for the training of personnel in the conduct of COVID-19 testing and other related trainings; and 12. Other necessary COVID-19-related PPAs and expenses. On the other hand, except for the aforementioned allowable COVID-19-related expenses enumerated above, the BGCM shall not be allowed to be used for the items also completely cited hereunder: 1. Any form of financial/cash assistance; 2. Personal Services expenditures, such as salaries, wages, overtime pay, and other personnel benefits; 3. Administrative expenses, such as supplies, meetings, communication, water and electricity, petroleum products, other general services, and the like; 4. Traveling expenses, whether domestic or foreign; 5. Registration or participation fees in training, seminars, conferences or conventions; 6. Purchase of administrative office furniture, fixtures, equipment or appliances; 7. Purchase, maintenance or repair of motor vehicles; and 8. Other PPAs and expenses not related to COVID-19. Section 6. Special Action Committees. Special Action Committees, created thru Executive Order, shall monitor, supervise and recommend measures for the smooth implementation of this Ordinance, to wit: 1. Health Assistance Committee 2. Quarantine Protocols Committee 3. Relief Goods Assistance Committee 4. Emergency Procurement Committee Section 7. Provision for Implementation. Within thirty (30) days from the approval of this Ordinance, the necessary rules and regulations shall be issued by the Office of the Mayor for the proper and effective implementation of this Ordinance.

WHEREAS, the Department of the Interior and Local Government (DILG) issued Memorandum Circular No. 2020-071, dated April 9, 2020, requiring LGUs to adopt an ordinance on wearing of face masks to include imposition of sanctions to non-compliant residents as may be appropriate; WHEREAS, there is a need to consolidate and implement stricter regulations and measures after the declaration of local transmission of COVID-19 in the Province of Samar by the Department of Health, on April 7, 2020;

Section 8. Compliance in Private Commercial Establishments. To effectively promote and encourage compliance to this Ordinance, all private commercial establishments operating in the Municipality of Calbiga shall (a) conspicuously display at or near the entrance of the establishment a copy of this Ordinance; (b) prohibit entry of any person who is not wearing a face mask or an equivalent thereof in the establishment; and (c) strictly observe social or physical distancing. Section 9. Penalties. Any person who fails to wear face mask or exercise stringent social or physical distancing shall be meted out the following penalties:

Title. This Ordinance shall be known as “MANDATORY WEARING OF FACE MASKS AND STRICT SOCIAL OR PHYSICAL DISTANCING ORDINANCE IN THE MUNICIPALITY OF CALBIGA.” Section 2. Objective. To ensure that wearing of face masks and social or physical distancing of all concerned are strictly observed to eliminate and/or reduce the transmission or threat of COVID-19 in the municipality. Section 3. Scope. The provisions of this Ordinance shall be enforced within the territorial jurisdiction of the Municipality of Calbiga. Section 4. Definition of Terms. As used in this Ordinance, the terms below shall have the meanings ascribed to them in this Section. Any words or terms not defined shall be given their plain and customary meanings, unless the context requires otherwise, and shall be interpreted in a manner consistent with the purpose and spirit of this Ordinance. a. Face Mask – is a protective mask that covers the nose, mouth and chin with specifications and proper use as recommended by the Department of Health (e.g. surgical masks, medical masks, N95 masks) or reusable or washable face masks ordinarily sold in commercial markets. Due to the scarcity of face masks, home-made or improvised face masks that can cover the nose, mouth and chin shall be considered. b. Social or Physical Distancing – is the practice of maintaining a greater than usual physical distance [such as six (6) feet or more] from other people or of avoiding direct contact with people or objects in public places during the outbreak of a contagious disease in order to minimize exposure and reduce the transmission of infection. Section 5. Mandatory Wearing of Face Masks. All persons are required to wear face masks, especially when going outside of their residence, at the work place, when entering government buildings and offices and while in public places. This requirement shall be followed while there is a continuing threat of COVID-19 in the municipality and local or community transmission in the Province of Samar. Section 6. Distribution of Face Masks. The Municipality of Calbiga shall distribute face masks to residents through the assistance of the barangays and other relevant local government offices. The barangay officials shall ensure that each family has reusable or disposable face masks that should be worn every time an authorized family member (person possessing quarantine pass) steps outside of their residence to do essential work or activities. Section 7. Compliance with Health Protocols or Standards. All persons are required to comply with the minimum health standards like maintaining one-and-a-half (1.5) meters physical or social distancing, practice proper hygiene like frequent washing of hands and stay at home except when accessing basic essential goods. The Municipality of Calbiga shall design strategies or measures that will avoid overcrowding in public places and other commercial areas like the establishment of one entrance and exit and drawing of lines or

The offender shall attend a community service or awareness campaign on COVID-19 for at least three (3) hours as considered by the barangays and other local government offices. b.Second Offense. One Thousand Pesos (P1,000.00) or its equivalent community service. c. Third and Succeeding Offenses. One Thousand Five Hundred Pesos (P1,500.00) or its equivalent community service. Business establishments that will violate any of the provision of this Ordinance shall be subjected to the revocation of license to operate. Section 10. Funding. The Municipality of Calbiga shall provide necessary funds from its annual budget for the effective implementation of this Ordinance. Section 11. Provision for Implementation. Within thirty (30) days from the approval of this Ordinance, the necessary rules and regulations shall be issued by the Office of the Mayor for the proper and effective implementation of this Ordinance. EVRMC to start accepting patients in seven days once disinfection is over TACLOBAN CITY The regional office of the Department of Health (DOH)is targeting to reopen to patients the emergency department of the Eastern Visayas Regional Medical Center (EVRMC) within five to seven days after it completed the decontamination. This was announced by DOH Regional Director Minerva Molon, whose agency has direct supervision to the EVRMC, one of the two tertiary hospitals and the biggest in the region. EVRMC’s emergency room on its main compound in Barangay Cabalawan and on its old facility in Magsaysay Boulevard were shut down by the hospital management after 18 health workers were tested positive with corona virus.

Of the 18 health workers, 16 of which are from the main EVRMC while two are from Magsaysay. Among the infected are six doctors, five nurses, two radiology technologists, four nursing attendants and driver. Fourteen of the health workers are from Tacloban, and one each from the towns of Dulag, Palo, Babatngon, and Alangalang. While the two facilities are not operating, and all possible close contacts have been identified and taken swab samples, Molon said that they will look into what are possible lapses that happened why the health workers got infected by the virus. “May mga ginagawa tayo and admittedly, we also have to review kung ano ang kakulangan, especially sa atin ngayon sa EVRMC,

tinitingnan na namin kung ano ba ang mga nangyari na mga lapses,” Molon said. “We are focus on sino ba, especially on emergency room kasi duon ang nakita namin na doon nanggaling ang infection. At this point in time galing ba talaga sa isang index case o there was already some contamination inside galing sa isang asymptomatic patient,” Molon added. With most of the affected health workers coming from the same department, Molon said that other department of the hospital will provide skeleton force to augment the need of manpower of the ER department. Molon added that she had called the chiefs of provincial hospitals in the six provinces in the region including governors to tem-

porary stop sending referral to the EVRMC and have their patients be treated in their respective provincial or district hospital. Molon added that she met and talked with hospital administrators of private hospitals in the city

and asked if they can take charge for a while of nonCOVID-19 patients. She also talked with the regional office of PhilHealth suggesting if they can implement the program they had after super typhoon ‘Yolanda’ wherein hospital

bills of patients who will be admitted in private hospitals will be reimburse by the health insurance agency under No Balance Billing. She added that she also met with hospital supervisors of two other DOHrun hospitals to prepare their facilities. The EVRMC-Magsaysay was about to do a dryrun this weekend for their plan to make the hospital as facility intended only for COVID-19 patients and has allocated 200 beds.
