Survivors still waiting for promised housing units

EV commemorates 5 ‘Yolanda’ anniversary

JOEY A. GABIETA/ROEL T. AMAZONA TACLOBAN CITY- As the region commemorated the fifth year anniversary of the massive devastation brought by super typhoon ‘Yolanda’ on Thursday (Nov.8), survivors continue to rant their woes.

Five years after the onslaught of Yolanda, thousands of survivors are yet to be relocated to the promised housing projects by the government.

Records from the regional office of the National Housing Authority(NHA), as of October this year, out of the 56,140 housing units supposed to be constructed for Yolanda survivors who totally lost their houses, only 24,200 have been so far been built.

And out of this number 18,085 of these housing units have actually been awarded or occupied by the family-beneficiaries.

Here in Tacloban City, considered the ground zero of Yolanda, 11,466 families have been relocated to the 15 resettlement sites. The city government has earlier identified 14,433 families who need to be given homes.

As a way to solve long-running insurgency problem

Bong Go says he is in favor of a localized peace talks

TACLOBAN CITYPresident Rodrigo Duterte’s former top aide, Christopher ‘Bong’ Go said that he is in favor of a localized peace talks.

Go said that its about time that insurgency problem in the country should come to its end and this could be achieve by having a peace talk with the local rebels.

He said that he find it depressing that soldiers are to die at the hands of rebel members who are Filipinos.

President Duterte had earlier cancelled a peace talk between the government and leaders of the Communist Party of the Philippines-National

Democratic Front (CPPNDF) after he accused the communist group of staging attacks against state troops despite the ongoing peace talks.

But Go, who is seeking for a Senate seat in next year’s elections, said that he favors for a localized peace talks saying in particular that it could be done here in the region, particularly in Samar provinces where the insurgency problem remain active.

The former presidential aide, who was in the city to attend the fifth year anniversary on the onslaught of super typhoon ‘Yolanda,’ said that he would also push for more creation of ‘Malasakit Center’ to help the poor families who are in

need of medical assistance.

Here in the region, Malasakit Centers have been established at the Eastern Visayas Regional Medical Center, based here in the city, and at the Southern Leyte Provincial Hospital in Maasin City.

Go also said that he would also support for the establishment of more evacuation centers which could be used by the people in the community during a disaster as their temporary shelters.

The senatorial aspirant also said that he would continue to help the administration’s campaign against the proliferation of illegal drugs.

FundLife commemorates ‘Yolanda’ with a sport tournament among the youth On the 10th of November, FundLife International in cooperation with the local government of Tacloban City is holding Haiyan Cup 2018 with the theme “Better, Stronger Children after Haiyan.”

Haiyan Cup is a football tournament that gathers young football players in the city and nearby areas to remember the time when super typhoon ‘Yolanda’ (with international name: Haiyan) submerged the city with a storm surge that claimed thousands of human lives and destroyed millions worth of livelihood and property.

“We are gathering together 112 children foot-

ball players who have been training with the Football for Life Academy (FFLA), a sport-based program that helps develop life skills and academic resilience among its learners,” says Marko Kasic, founder and managing director.

From 9 o’clock in the morning until 5 o’clock in the afternoon, three teams of girls and seven teams of boys under 17 years old, plus and four teams of mixed girls and boys under 13 years old will compete at the Lower Nula-tula Basketball Court in Barangay 74.

“We would like to showcase the positive changes in the lives of the children, to show that sports like foot-

ball can be a tool to develop their confidence and competence, and help them find their own strengths and potentials,” says John Paul Masubay, one of FundLifes coaches who first started as a FFLA player in 2015.

The FLA is designed to help the children and youth from disadvantaged communities bounce back better after Haiyan. FundLife’s Haiyan Cup is governed by fair play, team work, commitment and discipline.

“The same values that prepares the young learners to the greater challenges they will be facing in the world as they enter adulthood,” Kasic concludes. (PR)

Farmer shot dead in Samar town

CAMP RUPERTO KANGLEON, PALO, Leyte- A 48-year old farmer was shot to death by still unidentified suspects in a remote village in Matuguinao, Samar on Thursday (Nov.8).

The victim, Miguel Bartolo of Barangay Mabuligon of said town, was tinkering his tablet gadget when he was shot several

times by the suspects at about 7:40 pm.

Bartolo sustained wounds at his different parts of his body which resulted to his instant death, report the Matuguinao Municipal Police Station.

Gov. Petilla urges public to help in the campaign against climate change PALO, Leyte – Governor Leopoldo Dominico Petilla of this province has urged the public to rally behind in the fight and mitigate the impacts of climate change.

The governor made this call in his speech during the recently-concluded Visayas Cooperative Conference on Climate Change Adaptation and Mitigation, held here on November 6.

Petilla said that the conference ,like any other forum and symposium or activity which aim to fight global warming, is very much relevant nowadays “to create awareness among Filipinos, awareness among the citizens of this world” that everybody have duties and responsibilities to pro-

tect our environment.

The governor said that Leyte bore the greatest brunt of climate change, citing the onslaught of super typhoon ‘Yolanda’ that pummeled the province exactly five years ago.

“The province of Leyte is the biggest victim of global warming,” he said.

Yolanda has often been said to be climate change-induced natural disaster. It generated a storm surge which resulted in the death of more than 6,000 people and destruction of properties.

Petilla said that with everyone giving his share to mitigate or avoid the impact of climate change, Leyte, in particular, would no longer experience a similar and

deadly typhoon like Yolanda.

The Visayas Cooperative Conference on Climate Change Adaptation and Mitigation, which had a theme “Cooperative Efforts in Action: a response to Climate Change” was initiated by PH Haiyan Advocacy Cooperative in cooperation with Cooperative Development Authority and Climate Change Commission.

Region 8 shows post-‘Yolanda’ economic gains

TACLOBAN CITYEconomic development was recorded in Eastern Visayas, five years after super typhoon “Yolanda” struck the region, the National Economic Development Authority (NEDA) official said.

Citing official data, NEDA Regional Director Bonifacio Uy said the region has been consistently recording positive economic growth since 2015 after the devastation of the monster typhoon.

“The recovery is very visible with the construction of malls, hotels, stores, and commercials

buildings in the past five years. Our challenge is to sustain the growth and ensure that economic gains will be based on the target in our regional development plan target of 5.5 percent,” Uy said.

Eastern Visayas’ economy managed to grow by 1.8 percent in 2017, but the growth is significantly slower than a year ago due to scaling down of post-“Yolanda” construction activities.

Sambo hopes for the completion of all relocation sites intended for ‘Yolanda’ survivors

TACLOBAN CITYVice Mayor Jerry ‘Sambo’ Yaokasin of this city said that he hope all the resettlement sites intended for families who lost their houses due to the onslaught of super typhoon ‘Yolanda’ would be completed soon.

Yaokasin made this remarks as he joined officials of the city in commemorating the fifth year anniversary of Yolanda’s devastation in Tacloban City on Thursday(Nov.8)that resulted in the destruction of tens of thousands of structures and the death of more than 2,200 people.

According to the city vice mayor, by relocating these families to their new dwellings, which are all located in the northern part of Tacloban, not only they would be guaranteed of a safe houses but would help for them to ‘move on’ from their hellish

experience due to the impacts of the world’s strongest typhoon to hit inland.

Based on the records of the National Housing Authority, as of October this year, 11,466 families have been relocated at their new houses.

The city government has earlier identified 14,433 families, coming from more than 30 coastal villages, who need to be provided dwellings.

The city official also said that there is still a need to totally identify the more than 2,200 people buried at a mass grave located in Barangay Basper.

Identifying them could lead for their loved ones to know where they are exactly buried and if they chose, they could be exhumed and transferred in other burial grounds and be given a decent burial, Yaokasin said.

Meantime, Yaokasin expressed his gratitude

to various organizations, local and international, for coming to Tacloban which paved the way for its fast recovery from the massive destructions.

“But amidst the grief and pain, a mayor from Mindanao in the name of Rodrigo Roa Duterte went all the way from his city of Davao to Tacloban to give us the needed help and hope. He reminded us that we were not alone in our time of need. A friend in time of need is a friend indeed.

President Duterte will always be a true friend to the city of Tacloban,” Yaokasin, who is seeking for another fresh term in next year’s elections, said.

Yaokasin attended the commemorative program for the fifth anniversary of Yolanda’s onslaught held at the Tacloban City Convention Center led by Mayor Cristina Romualdez.

3 LGUs in EV receives recognition for climate protection TACLOBAN CITY – Three local government units in the region received the Allen S. Quimpo Climate Leadership for Governance Memorial Award.

Declared as environment champions were the provincial government of Leyte and the city governments of Ormoc and Catbalogan during a ceremony held in Manila on November 5.

The award is a program of the Climate Reality, a non-profit organization that focuses on climate change education and countering climate crisis worldwide.

It was established following the consolidation of two environmental organizations, the Alliance for Climate Protection and The Climate Project, which were both founded in 2006 by Nobel laureate and former US vice presi-

dent Al Gore.

On its second year, the organization recognizes outstanding Filipinos, organizations, network initiatives and local government units who have been catalyzing global solutions to climate crisis.

Mayor Stephany UyTan of Catbalogan, in her acceptance speech, said

that the award is a manifestation that the city government is on a right track of its initiatives in protecting the environment.

Yolanda: A Reminder; A warning!!

He resigned after one year.

Party-list organizations have sprang up and continues to grow like mushrooms sprouting in shaded fields.

Some party-list names are even funny. So many of them sprang up in congressional districts not in response to the needs of those intended by the law.

Believe, trust, obey and adore Him, because man cannot do anything without GOD. Party-lists in present times are organized by powerful, wealthy and influential politicians. Many of these party-list representatives are sons and daughters of these politicians, who have expired terms; politicians who have ventured into other endeavors, yes some are wives of congressmen.

We have in Leyte on the making and surely you would know. This lady representative will no longer run for re-election because her husband will. So a party- list is being formed for her occupancy.

-oOoWith these observations, it appears that the implementing guidelines made is not comprehensively observed for the party-list occupancy. And if ever they are, but just abused.

-oOoThe sectors being rep-

resented by party lists are themselves citizens living in congressional districts. They are also citizens of local government units and therefore they are supposed to be a responsibility of these government entities. Why establish special group – a party list for them?

Question: Have partylist organizations really provided effective services to these marginalized sectors?

The Legislative Department eats up a big slice in our national budget. Congressmen receive large salaries and enjoys fantabulous allowances not to mention some on their “immoral share” in the implementation of infrastructure projects in their respective districts.

Crafting Flames

Writing feature articles Action at once, dramatic details, or a display of emotions in featuring something. No more sluggish beginning that starts with a general note about the topic being penned just to provide a scenic and panoramic background.

Like how writers of old wrote, or how technical papers start.

Yes, feature writing does away with all these.

It differs from a typical essay wherein a writer has to start, in the first paragraph, with some kind of a thesis, or a general idea on what the topic is all about.

Feature article jumps at once into the complexities of things and starts recording, describing, narrating, and capturing the unfolding events using peculiar viewpoints that readers eventually find amusing.

As it adjusts the point of view for the readers, the writer makes sure he does it in an entertaining way.

From the title, which should be creatively catchy, to the lead, which should grab the reader’s interest, and down to the last paragraph, which should provide a sense of satisfaction, the element of suspense, of thrill, prevails.

We can’t have everything THAT’S right. We can’t have everything we want in this life. And the simple reason is that our human condition itself has limitations even if deep inside us there is a yearning for something without limits.

Let’s remember that we are a blend of body and soul, of the material and the spiritual. Our material dimension is always subject to space and time, and therefore limited to a certain place at a certain time. But our spiritual side is poised for infinity, for the eternal. We just have to learn how to live with this condition of ours.

What is important is that we know what is truly essential in life and avoid getting entangled

in the non-essentials even if these latter things also serve some important purpose. And this can only mean that we have God as our first priority, for he is everything to us.

St. Paul has this to say about this point. “As for the rich in this world, charge them not to be haughty, nor to set their hopes on uncertain riches but on God who richly furnishes us with everything to enjoy.

They are to do good, to be rich in good deeds, liberal and generous, thus laying up for themselves a good foundation for the future, so that they may take hold of the life which is life indeed.” (1 Tim 6,17-19) In a world that is today awash with material and earthly things, we have to exert some special effort,

The topic may not be that important, but with this technique, it becomes interesting to read.

Why, readers prefer to be entertained, to be amused, at times. They don’t care if, by reading a certain text, they won’t get vital bits of information so long as their boredom, for one, is driven away. Knowing this, the feature writer rides on, amusing the reader with his leisurely treatment of things, setting aside the boring chase for serious knowledge, avoiding sermonic tone and pieces of advice.

Humoring readers, that’s it; focusing not just on the lighter side of things, but also on the funny aspects.

Reality is harsh; life is serious, but the feature article avoids this seriousness.

If ever it confronts the same inevitably, it detours through the humorous way, hence the readers’ attraction to it. Do you think this is easy? No way! Only a gifted feature writer can do it perfectly. Sad but writers like this are rare. You are fortunate to discover one.

Remembering Yolanda November 8, 2018 is the 5th year anniversary of the super strong typhoon ‘Yolanda’. Five years after the typhoon, and its unprecendented storm surge killed at least 7,360 people, Tacloban is not yet fully back in business except that there are new 2 Robinsons malls located in Tacloban City.

Yolanda destroyed an estimated 33 million coco-

nut trees and nearly all the boats of small scale fishermen in the typhoon’s path destroying 2 of the principal sources of livelihood in the affected areas.

The mourning isn’t over yet even after 5 years especially those whose loved ones remain missing. Controversy hounds several of the resettlements housing projects as well as utilization of rehabilitation funds.

see Writing /page 6 ... with God’s grace, to keep our focus on God, on heaven, on the spiritual and supernatural realities that are the integral and defining parts of our life.

We have to sharpen our skill at discerning what truly comes from God and leads to him. We have to learn how to say no to certain things that we know would just be a distraction or, worse, a temptation that leads us to sin.

In this regard, it is worthwhile remembering Christ’s words: “Whoever wants to be my disciples must deny himself and take up his cross and follow me.” (Mt 16,24) We need to regularly examine ourselves if indeed we follow everyday this clear indication of Christ. Let’s remember that it is very easy for us to get confused and lost in our daily affairs, leading us to ignore and forget God, and later to go against him.

Everyday, let’s make it a habit to deny ourselves of something concrete, be it a gadget, a snack, anything that can give us some comfort and convenience but are not indispensable.

Waste not healthy Coco Water Part II

A couple of years ago, I wrote in this column a strong appeal in support of Filipino farmers socioeconomic plight even beforeonslaught of typhoon Yolanda – dubbed as thestrongest natural calamity ever recorded in history. It badly hit both coconut land owners and the marginalized farmhands. I still remember my appeal for LGU Officials to listen to the farmers’ rumbling, complaining stomachs, they who were dependent on the fruits of the tree of life quarterly copra harvest.

Income to support their families.

If only these so-called ‘elected public servants’ read and heeded the message that I wrote in this column some years back, the poor coco farmers could have an added source of income by not literally throwing to waste the coco water while they prepare copra from thousands, millions of matured coconut fruits. In

that column, I took notice of the announcement by a Leyte-based coco oil company about buying and processing into healthy drinks coconut water thrown to waste during copra-making season!

In particular, my appeal was addressed to the LGU officials of my hometown Burauen – erstwhile known as

Until now, rehabilitation efforts are still delayed and need to be completed especially in housing.

For us Taclobanons, it seemed like we survived the end of the world. For the more than 7,360 who perished, it was indeed the end of the world. Adversity brings at the worst and best of people. But Taclobanons are resilient people who can climb out of the deep abyss of destruction and despair. That’s why we are called the “happiest people in the world.” one of top coco-landia in the Province of Leyte – to connect to the said company and tell management, bidding that a buying station/s of coco water will be put up in strategic places of its 77 barangays. Well, the appeal fell into deaf ears of the supposed elected public servants, unmindful of the coco farmers empty stomach.

Of course, Burauen has now lost the hash-tag as copra high-yielding town when typhoon Yolanda unleashed its fury on November 8, 2013.

This month, only a few days to the typhoon’s anniversary, I am back drum-beating on why Leytenos and the rest of Eastern Visayans must not waste away gallons after gallons of coco

PIA-8 bags first-ever ‘Best NSM Agency’ award in Region 8 TACLOBAN CITY-The Philippine Information Agency (PIA), regional office 8 was adjudged as this year’s “Best NSM Agency” in Eastern Visayas in recognition for its significant contribution through various information dissemination activities during the month-long celebration of the 29th National Statistics Month in the region.

According to Romualdez, the event is a ‘celebration of the resilience of the survivors.’

Joining the city commemorative program were Ilocos Norte Governor Imee Marcos and her brother, former senator Ferdinand ‘Bongbong’ Marcos, former presidential adviser for political matter, Francis Tolentino, former Leyte congressman Ferdinand Martin Romualdez and Sec. Michael Dino, presidential assistant for the Visayas.

Leyte Governor Leopoldo Dominico Petilla led the provincial-led commemorative program held at the grounds of the provincial capitol building.

“What we want is to remember and honor those who died and give sympathy to the families of the victims,” the governor said.

Petilla, however, said that its time for the survivors to ‘move on’ and see the brighter side of life.

“We should learn how

to keep on going. We are blessed how fast our recovery not only in terms of infrastructures but recovery of the people. I know for most of us, the experience was shocking and traumatizing but we have to overcome and move on,” the governor said.

This sentiment was shared by Palo Mayor Remedios Petilla.

“We should not forget what happened to us five years ago but we should move on. Those who died due to Yolanda would not feel at peace if those they left behind continue to mourn over their loss,” Petilla said.

Tanauan Mayor Pelagio Tecson, Jr., said that while the massive disaster resulted in the destruction of properties and killed thousands of people in their town, ‘they were never defeated.’

“It failed to break our

spirits. And five years since, we have gone a long, long way.Rebuolding our lives, homes and rebuilding our communities,” he said.

Samar Governor Sharee Ann Tan also led in the commemorative program as she also urged the Samareños to never forget on what happened five years ago.

“Let us also remember and send our thanks to the individual people, the companies, the local and international organizations and countries who helped us to stand up and rebuild our lives one way or another,” she said in her message.

Several towns in Eastern Samar also joined in the commemoration of Yolanda’s onslaught led by Governor Marcelo Ferdinand Picardal and Guiuan Mayor Christopher Sheen Gonzales, where Yolanda made its first landfall.

We are always aware that we are in some journey in this life, a journey toward eternity, toward heaven and God. And for us to advance in that journey, we feel the urge to grow in love for God and for others.

That is when we can feel that even while here on earth, we can already have some foretaste of that everything, of that eternal bliss promised by Christ.

Aside from the 11 members of her family, 21 others were also buried in the same burial ground measuring 12x10 meter located inside their compound in Barangay Salvacion, Palo, Leyte.

The 21 others were either their neighbors or just swept away at their place due to the impact of storm surge. They just buried them with the knowledge and consent of their loved ones.

Brit said that aside from her mother, Remedios Zabala who was placed in a body bag, all those buried were just wrapped with clothes.

“We lost practically 50 percent of our family members because of Yolanda,” she said.

Among those buried were Brit’s grandmother Catalina Zabala at 86 years old the oldest, and Liam Monserate who was only five years old and youngest; and two pregnant women.

Inside their sprawling compound are five houses composed of 22 individu-

als at that time of the massive disaster.

She said that they decided to bury their loved ones inside their compound, aside from the chaotic situation at that time, as it would just be easy for them to ‘visit’ them at any given time or day.

“It’s been five years now and though it still pain us so much, we have learned to accept on what happened to us. We still sorely misses them,” Brit’s elder brother, Archie Zabala, 50,said.

The family marked the fifth year of the death of their loved ones with a Holy Mass on Thursday (Nov.8).

And since 2014, it become a tradition of the clan to hold a Holy Mass on every 8th day of the month.

Yolanda pummeled Leyte and major parts of Eastern Visayas on the morning of November 8,2013 that resulted in the death of more than 6,000 people.

For Herminigilda Nilo,64 of Barangay Quinapondan, also in Palo, she will forever be grateful to her former lady employer, Dolores Caballero, who died during Yolanda.

“I always come here and visit her since 2014. She was good to me and my family,” Nilo said.

Caballero was one of the more than 500 storm fatalities buried in a mass grave located inside the compound of the Palo Cathedral which was visited

by Pope Francis during his visit in Leyte on January 17,2015.

She lit a candle and offered a silent prayer to her former employer of 22 years. She still works with Caballero’s daughter, Salvacion, as a house helper.

While grief continue to affects the surviving members of those who perished, government and Church officials are calling for them to accept their fate and ‘move on.’

Fr.Sunny Quejada, parish priest of the Our Lady of the Poor, also in Palo, said that while it still difficult for those who lost their loved ones due to Yolanda, it’s now time to accept their deaths and ‘move on.’

“After five years after we were devastated by Yolanda, we should be thankful to God for being alive. We still have a mission in life why we survived. Those departed have ended their earthly lives. But we should not forget them as they were part of our lives,” Quejada, who presided a Holy Mass at the said grave yard, said.

Business as usual for ‘Yolanda’-hit MSMEs at Tacloban trade fair TACLOBAN CITY -Micro, small and medium enterprises (MSMEs) that suffered the brunt of super typhoon ‘Yolanda’ joined a three-day trade fair showing how their businesses rose from the rubble in the past five years.

At least 61 MSMEs joined the Bahandi trade fair at Robinson’s Place Tacloban in a bid to inspire local entrepreneurs to continue to recover after Yolanda and raise awareness of local buyers on the availability of unique products.

During the fair opening on Tuesday, Department of Trade and Industry (DTI) Regional Director Cynthia Nierras said since late 2013, a lot of assistance has been extended to small businesses to “build back better” after the monster typhoon.

“This trade fair is a miniscule representation of moments of recovery and gains of the region’s MSMEs as they sur-

mount challenges of picking up the broken pieces of their remaining businesses, courage, strength, and dreams,” Nierras said.

Among the assistance provided by the trade department are loans, improved packaging, labelling, extension of shelf life, better design, provision of shared service facility and marketing.

“This fair showcases products that have been crafted by hope and determination, creativity, innovation, and resiliency.

Let us show that producers are back in business and products are back in the market. We have improved because of the opportunities that came after Yolanda,” Nierras added.

National Economic and Development Authority Regional Director Bonifacio Uy said the fair depicts the region’s resiliency and great resolve to recover from the impact one of the world’s most damaging typhoon.

“This is a testament of our commitment and

strong support to build a better and safer region for the people of Eastern Visayas,” Uy added.

Among the products displayed are tuba (coconut wine), tahong (mussels) crackers, turmeric tea, chocolate moron (sticky rice with chocolate), calamansi concentrate, sweet potato chips, dried fish, chocolate tablets, dried squid, dried jackfruit, woven mats, coco shells, and fashion accessories.

The DTI reported that the Nov. 8, 2013 super typhoon totally damaged 5,322 registered small and medium enterprises in Eastern Visayas.

One of them is owned Maricel Daga from a coastal village of San Fernando in Palo, Leyte, who launched her chocolate tablet business in 2012.

Construction of housing units by a consortium lauded by ‘Yolanda’ survivors TACLOBAN CITYImelda Tacalan, 48, feels like she is still being hit five years after super typhoon ‘Yolanda’ destroyed her house in Balangiga, Eastern Samar.

Tacalan, mother to seven children, said that she feel devastated because the national government through the National Housing Authority (NHA) has yet to relocate her to a decent and permanent housing as promised.

“We thought we’ll be in a safer place after Yolanda pummeled our homes but it is not happening. We are still back to the same place near the sea,” she said.

Of the 460 housing units intended for Tacalan and her fellow survivors in her town, only 230 units were constructed yet these are not fit for occupants because they were poorly built, she claimed.

“I envy my fellow survivors who are relocated to a safer relocation site.

They have better place compared to us,” Tacalan said.

Tacalan was particularly referring to familybeneficiaries who were granted of their own housing units at the Pope Francis Village, located in Barangay 99, Diit, this city.

She was part of a group who visited the site on November 3.

The village, composed of 566 housing units, is mainly established by a consortium of non-governmental organizations both in the Philippines and abroad like Caritas Canada, Canadian Catholic for Development and Peace, CBCP-Nassa, Urban Poor Associates, the Archdiocese of Palo through Caritas-Palo, the Congregation of the Most Holy Redeemer, and other government agencies.

“The Catholic Church is the church of the poor.

Thus, we make sure that we treat everyone with dignity, especially the poor. So when we think of providing them with humanitarian interventions, we provide them with the best as our funds, technical capacities and working with them will allow,” Jing Rey Henderson, the

communications and partnership development coordinator of NASSA/ Caritas Philippines, said.

She said that one of the best practices they have achieved in the Pope Francis Village is the assurance that the partnerbeneficiaries are actively involved from start to finish of the project implementation.

“We have to make sure that they have a strong sense of ownership towards the project, towards building their own homes. We also instill to them a stronger sense of responsibility, that the project is not a dole out or a one-time event,” Henderson said.

Recipients of the Pope Francis Village need to involve, participate and engage especially in decision-making processes so that at the end of the day, survivors will realize that the making of their community lies solely in their hands, she added.

According to Henderson, it is not only shelters that they provide as they also give them with livelihood opportunities, training and other capacity building initiatives.

Yolanda Sembrero, 43, one of the housing recipients of the Pope Francis Village says she is “lucky” of the Church-run resettlement site.

“I did not expect that our new house will be big and durable like this. I only dreamt of receiving a makeshift house after our small house was destroyed by Haiyan,” Sembrero, a mother whose house in San Jose district was washed out during the massive disaster five years ago, said.

Sembrero adds that she is proud of her new house because she was part of its construction.

“I am very involved during the building of our house, from choosing and buying the right materials up to the construction,” she said.

“I will take care of our house because this is a gift from the church, from God,” she adds as she prepares the surrounding of her new home for the formal turn-over on November 21.

Joli Torella of Urban Poor Associates disclosed that houses at the Pope Francis Village have an average area of 40-square meters.

The two-story housing design cost P300,000 including labor and material.

“The selection of beneficiaries is based on the Urban Development and Housing Act as a legal basis. Since it is in the context of Yolanda, we adopted the criteria set by the city government.

Our recipients are from the 17 coastal areas in Tacloban,” Torella said.

According to him, they already identified the beneficiaries since 2014.

Out of 566 housing units at the Pope Francis Village, there were already 303 that are finished with 263 of these units given occupancy permits.

Torella said that they have tapped a private water concessionaire to supply water for the residents of the village and to a renewable energy company to put a “hybrid” source of electricity to power all the houses.

The consortium aims to finish the houses in December this year.

Priest asks faithful to take care of the environment PALO, Leyte – There is nothing wrong in development but please, do take care of our environment.

Thus said Fr. Sunny Quijano, parish priest of Our Lady of the Poor, this town, in his homily for the fifth commemorative program of the onslaught of super typhoon ‘Yolanda’ on Thursday (Nov.8).

“Development is good but it should not sacrifice Mother Nature,” he said.

“Part of our sin is our destruction on the environment. That is why, we should lead in helping, cleaning and protecting it,” Quijano added.

“This is a challenge to us but we can do this by doing simple acts like picking up garbage or throwing our trash in a garbage bin and by planting more trees,” the priest said.

Yolanda has been considered to be a climate change-induced natural disaster that resulted in the deaths of more than 6,500 people and the destruction of properties worth in billions of pesos.

Fr. Quijano said that communication between humankind must not be broken to foster good relationship with each other.

“We don’t know when we are going to

die that is why it is important that we always act and do good things for our brothers and sisters. It is proper for us to have good relationship with others and we do this through prayer,” he said.

Mayor Remedios ‘Matin’ Petilla led in a commemorative program held at a mass grave located inside the compound of the Palo Cathedral.

About 500 people who died due to Yolanda were buried at the said mass grave visited by Pope Francis on January 17,2015.

Relatives and friends of those who perished offered flowers and candles at the grave site.

A balloon formed as a rosary and doves were released into the air.

Mayor Petilla said that while remembering those who died due to Yolanda should continue, it’s now time to ‘move on.’

“We have to move on but we cannot put that aside, we always need to remember. I always tell the people that their departed loved ones will be at peace if they see those who survived are able to accept what happened,” Petilla said.

Around 1,050 residents of Palo died on November 8, 2013 while more than 100 residents are declared missing af-

ter the super typhoon.

Governor Leopoldo Dominico Petilla, on his part, said that the people affected by Yolanda should sustain the recovery after the catastrophe.

“This recovery was initiated by the people who are affected by Yolanda.

We need to sustain this.

It was a painful experience. We were shocked and traumatized but we need to overcome it and move on. That is what we saw in our local economy, it became vibrant,” the governor said.

It has been rather alarming that in recent years, if I’m not mistaken, there seems to be unhealthy practices connected to the solemnity of all Saints and the Commemoration of the Faithful Departed.

I have noticed, at least in the cemetery my relatives rest, that there are some families who have been accustomed to stay in their family mausoleums all throughout the day -some would even go as far as spending a night or two in there. That does not seem to be a problem.

The problem comes when those two holy days and those holy places we call cemeteries are used for social activities - when mausoleums become places for picnics, for idle talk and gossip, for boisterous laughter, and for some, used for drunkenness -”tagay.”

To some, these activities seem commonplace and not at all disturbing. It is, however, important to remember two important phrases: Sacred Time and Sacred Place.

Sacred time. It is rather important to insist that the Solemnity of All Saints and the Commemoration of the Faithful Departed are times of prayer, times to offer suffrages for the souls in purgatory. Turning these times into times of social gatherings, picnics, boisterous laughter, levity, and drunkenness does not help in creating an atmos-

phere of prayer. I believe the saints who want us to join them and the souls in purgatory who want us to pray for them are pleased to find us acquiring virtues of silence, fasting, and temperance during these times and I’m sure they would be disappointed to find us wallowing in vice and all sorts of things that do not contribute to the spiritual life.

These times are also times to sober up and meditate on death and realign our lives to the path of salvation if we find ourselves in the path of perdition or to persevere in the way of perfection if we find ourselves in this path already.

Sacred Place. In the rites of the Church, there is a distinction between a mere blessing and a consecration. Houses are blessed; churches are consecrated.

Rosaries are blessed; Chalices are consecrated. One of the places that is so important it deserves a consecration is a cemetery.

They are not sanctified by just any priest but always by a bishop or his delegate.

The Church has high regard for the place where the bodies of the faithful departed rest as they await the resurrection on the last day. Knowing this should bring to mind the sacredness of cemeteries. These are not just yards where we can have a barbecue, where we can set up an inflatable pool, where we can gossip and talk idly, or where we can have a drinking session that would probably

end with each one getting a hangover or vomiting all over the place. We do not do profane things in holy ground. We do not do picnics in holy ground. We do not do social gatherings, get-togethers, or parties on holy ground. Keep sacred places holy.

True enough, family, the meeting of relatives who are far away from each other for the rest of the year is important.

Drinking too plays a significant role in our culture as much as picnics, gettogethers, and family reunions do. This, however, is a matter of ordering our values. Do we consider picnics, excursions, gettogethers, reunions more important than God? Do we consider these more important than the very reason we celebrate all saints and remember the dead? As far as I’m concerned God, the sacredness of times and places are of greater value, of greater importance compared to our get-togethers, picnics, et cetera –these are no doubt important for us Filipinos but should not be more important than the observance of sacred times and places.

A perusal of instant petition showed that petitioner having failed to include proof of service of copies of the petition to the Office of the Solicitor General (OSG) and above-named respondents, the court in its order dated October 4, 2018, directed petitioner to submit proof of compliance thereto.

In compliance thereto, petitioner through counsel submitted his Compliance on October 12, 2018, attached therewith an Affidavit of Service as proof of service to the OSG and above-cited respondents Grace F. Santillano-Fiel and City Civil Registrar of Tacloban City.

In the instant petition, petitioner alleges that respondent Grace F. Santillano-Fiel and he were married on January 7, 1997 at the office of the MTC Judge of Tanauan, Leyte, celebrated by Hon. Raymundo D. Lopez. However, since 2002

or for about sixteen (16) years to date, they have been separated in fact and have been living separate from each other, hence being estranged, have never had any physical contact with each other.

That unknown to petitioner, respondent Grace F. Santillano-Fiel made it appear in the Certificate of Live Birth of a certain Gwency Santillano-Fiel, born on December 4, 2009 at the RTR Hospital, Tacloban City, that petitioner was the father of said child when in truth said child is not his own but that of another man. Upon petitioner’s further verification, it was revealed that in another Certificate of Live Birth, a child named Lady Gee Santillano Ladan was purportedly born also on December 4, 2009 at Brgy.

Tunga, District 4, Dagami, Leyte, to herein respondent Grace F. Santillano-Fiel as the mother and Felicito N. Ladan, as the father.

Relative thereto, a criminal case for Falsification by Private Individual was filed against respondent Grace F. Santillano-Fiel, who, when arraigned pleaded guilty of the crime charged.

That the existence of said Certificate of Live Birth of Gwency Santillano Fiel has caused and will continue to cause prejudice to herein petitioner if the same is not duly cancelled.
