COA reports alleged anomalies in ‘Yolanda’ housing projects
Group seeks suit against NHA officials

GABIETA TACLOBAN CITY- The National Housing Authority (NHA) should heed a call to charge its officials who could be responsible in the alleged irregularities in the construction of housing projects intended for survivors of super typhoon ‘Yolanda.’ Thus said a leader of a nongovernment organization in the wake of a report of the Commission on Audit (COA)which directed the NHA to file charges against its ‘erring officials’ and a contractor responsible in the construction of several housing projects for ‘Yolanda,’ particularly in Eastern Samar. Rina Reyes, co-coordinator of the Community of Yolanda Survivors and Partners (CYSP), a group of Yolanda survivors and NGOs, said that the COA
report only confirmed what they have been saying all along, that there were irregularities committed relative to the construction of housing projects for Yolanda survivors. She also supported for the NHA to file cases against its erring officials to prove that it does not tolerate corruption among its ranks. “And we hope that cases would include those in the provincial and regional levels of the office as an anomaly like this would

N. Samar town enforces ‘no toilet, no home construction’ policy as a way to end practice of open defecation CATUBIG, Northern Samar – The municipal government here is strictly adhering on its policy of no toilet, no construction of home. The policy, introduced since 2016, aims to ensure that the entire town would be declared as zero open defecation as Mayor Galahad Vicencio said that out of its 47 barangays, only six villages were declared as such by the Department of Health. Galahad said that the municipal government has allotted P1.4 million for the procurement of toilet bowls and other needed construction materials to help households construct their own toilets.

Leyte Governor Leopoldo Dominico ‘Mic’ L. Petilla did not mind a five kilometer walk just to reach Barangay Cagbana in Burauen town where he personally handed out cash assistance of P10,000 to members of the Mamanwa tribe and another P10,000 to members of a farmers association in the same village. The governor also led in giving certificates of completion on compact farming to 53 farmers from the same village. Popcom initiates family planning caravan to address unmet needs of EV women
TACLOBAN CITY – As a culmination activity to the Family Planning Month celebration, the Commission on Population (Popcom) here in the region rolled off a family planning caravan to serve the unmet needs of women in identified areas in Biliran and Leyte provinces, to include here in the city. Women who want to postpone their next birth for two or more years, or who want to stop childbearing, but did not use any contraceptive method are said to have unmet need for family planning. As of August 2018, the region posted a total of 9,753 unmet need for women. The caravan underscores courage and choice among couples with the
theme “Pamilyang Planado, Panalo #FPTryMo”, to be more confident in claiming their reproductive rights, especially their right to choose when to have children and how many in accordance to their socio-economic, emotional and psychological capacity. The caravan brings with it sessions on responsible parenthood and family planning information as well as reproductive health services made available for women of reproductive age. Popcom Regional Director Elnora Pulma said the caravan is one way of bringing the family planning services and commodities closer to the people. “We are strongly espousing for universal access to family planning information and services for all women
and couple; that they may be able to properly plan their families in accordance to their desired timing, number and spacing of their children,” Pulma said. She added that investing in the reproductive health of women and couples will result to economic gains for the region where families could secure themselves financially and for their children’s future. The caravan hopes to serve more than a thousand from the identified unmet needs in the region in full consideration of informed choice and volunteerism. One of Ormoc City’s most wanted falls 13 years after committing murder ORMOC CITY- The long arm of the law has finally caught a man wanted for murder who went into hiding for 13 years. Arrested on Tuesday (September 11) was Jesuschene Legaspi,37, at his house in Barangay Boroc, this city, by virtue of a warrant issued by Judge Francisco Gidorio, presiding judge of Regional Trial Court-Branch 12. SPO3 Benedicto Cabelto, team leader of the arresting personnel who belong to the City Mobile Force Company (CMFC),
said that the suspect when collared inside their house tried to escape by jumping at the window which resulted for him to sustain injury to his knee. In an interview, Legaspi said he went to Manila and worked as a factory worker following the accusations to him and his friend for the murder that took place in 2005. Legaspi, who returned to their village four months ago, said that he was still thankful that despite of getting arrested, he could now face the charge filed against him.

LGUs suspended classes due to threat of ‘Ompong’ in EV TACLOBAN CITYClasses in all levels across the region were suspended Thursday (September 13) amid threat of typhoon ‘Ompong,’ the strongest weather disturbance to hit the country for this year. Here in the city, Mayor Cristina Romualdez issued an executive order declaring for the suspension of classes as a ‘precautionary measure’ on the impact of Ompong, said to be the strongest typhoon to hit the country for this year. “(I) hereby order temporary suspension of classes in all levels in public and private schools in Tacloban City on Thurs-
day, September 13, 2018, as continuous precautionary measure of the weather disturbance for the safety of students and pupils,” part of Executive Order 201809-125 Romualdez issued on the night of Wednesday (Sept.12). Leyte Governor Leopoldo Dominico Petilla has also ordered for the suspension of classes in all levels across the province. The same suspension of classes were also ordered in Biliran and Southern Leyte provinces. Catbalogan City Mayor Stephany Uy-Tan also declared suspension of classes in all levels.
In Northern Samar, its provincial risk reduction management office was convened as part of the provincial government’s preparedness as signal number one was hoisted in the province. Suspension of classes were also declared in the province, said Aileen Diaz of the Philippine Information Agency (PIA) based in Catarman. Sales agent nabbed in a sting operation in Ormoc City ORMOC CITY- A 39year old man working as a sales agent of a food company was arrested by police operatives in an anti-illegal drug operation in this city Tuesday (September 11). Nabbed in a sting operation in Barangay Alta Vista was Jay Feleciano who sold a sachet of suspected shabu to a police operative who acted as a buyer, said Chief Inspector Joseph Jeovel Young. Young, the city drug enforcement unit chief, said the arrest of Feleciano, who is from Tanauan, Leyte, came after the arrest of a drug suspect who identified Feleciano as his source of the prohibited drugs.
During a body search, the police found two more sachets of suspected shabu drugs from the sling bag of the suspect and cash amounting to P11,000. Feliciano admitted that he owned the banned items
and that he is into illegal drug business, both as a peddler and user. He said that he engaged into selling of prohibited drugs to augment his low income as a sales agent. (ELVIE ROMAN ROA)

15. Based on the foregoing computations the DSM Rate of LEYECO II resulted to an adjustment either with “S” or without “S”, to wit: A. WITH PERFORMANCE INCENTIVE “S”
One of which is LEYECO II’s plan for organizational re-alignment. There are positions already needed to be filled-up by the cooperative to keep abreast of recent regulations (additional manpower for record keeping and remittances of new pass-on charges LEYECO II as collection facility like FIT-ALL rate and PSALM rates, WESM trading, corporate planning) and those that were vacated due to retirement but are still vacant due to budget constraint. In corporate essence, we are aware that permanent multi-tasking is not good but DSM rate is our constraint. 24. As confirmed in the computations made using the formula and models provided by the Honorable Commission, LEYECO II’s DSM rate needs to be adjusted in order for it to efficiently perform its duties as a public utility. 25. It is for those significant reasons that LEYECO II respectfully prays that it be allowed to implement provisionally the proposed DSM rate with “S”. PRAYER WHEREFORE, premises considered, it is most respectfully prayed of this Honorable Commission, that: 1. The incorporated Motion for Provisional Authority be granted; and 2. The foregoing application was LEYECO II’s initial application for DSM rate adjustment pursuant to the TGP Rules, under which electric cooperatives are given an opportunity to adjust their rates once every three (3) years, which may occur at the start of the fourth year of the First Regulatory Period and every three (3) years thereafter. 11. LEYECO II belongs to the First Entrant Group under the TGP Rules, whose first regulatory period is from January 1, 2011 to December 31, 2016. Having filed its initial application for DSM rate adjustment, LEYECO II is again filing the instant application for the proposed adjustment in its DSM rates covering the fourth to sixth regulatory years of the First Regulatory Period for the First Entrant Group. 12. ERC Case No. 2013-103 RC is still pending with the Honorable Commission. However, for presentation and reference purposes, LEYECO II assumed, and adoptedas a premise,in this application that the aforesaid proposed DSM rate application in ERC Case No. 2013-103 RC is approved as applied. THE PROPOSED APPLICATION 13. Section 3.3 of the TGP Rules states: “The EC shall use the following formula in determining the Tariff Glide Path for the fourth to sixth years of the Regulatory period:

MOTION FOR PROVISIONAL AUTHORITY 19. LEYECO II respectfully adopts and re-pleads the foregoing allegations in so far as relevant to the motion for provisional authority. 20. Records will show that LEYECO II has been operating using the initial DSM rate as provided under the RSEC-WR. No reset have yet been implemented since then and the TGPa application remains pending with the Honorable Commission. 21. Since the implementation of the initial DSM rate in 2010, there has been continuing substantial increase of operational cost, i.e. fuel, materials, tools, office supplies and wages. Not to mention the government electrification programs (i.e. NIHE, Sitio Electrification) that normally require additional cost which are taken from the operational funds of the cooperative. 22. There has been a rampant demand from LEYECO II’s labor force for wage increase due to the increasing prices of commodities worth mentioning the effects of TRAIN Lawthus materially affecting cost of living. Since 2013 or for more than five years (5) now, salaries of rank and file employees have not been changed and it is a struggle of management to put a collective bargaining agreement under status quo. In fact, a Notice of Strike has been filed last September 19, 2017 for this cause but LEYECO II financesare tied up to DSM Rate increase. 23. Cost-cutting measures and multi-tasking were being implemented by LEYECO II in order for it to survive especially during years after Super Typhoon Yolanda (November 2013) and earthquake (July 2016). Despite of these means, LEYECO II can hardly recover considering the fixed costs it incurred monthly versus the gradual increase in revenue it generated from restoration billings. As such, there are needed programs of the cooperative to keep track of recent regulations especially on open access that are put on hold due to tight budgeting.

One-On-One!? The recent one-on-one interaction at Malacañang with President Duterte and his Malacañang legal official Atty. Sal Panelo was quite a frustration to media practitioners who were already at the Palace. They were instructed/ invited to be there at 3pm on that day,September 11. They expected that these would be a press conference with the President only to be advised later by
Harry Roque, Presidential Spokesman, that the presscon will be “revised” by a one-on-one interaction with Atty. Panelo. Mediamen were simply advised to submit their questions to be read by Panelo. -oOoMy doubt: Was it really the President who changed the style-not a presscon but just a tete-a-tete with his legal officer. Pagasa indeed has been efficient all these years in monitoring weather conditions of the land. Early warnings of typhoons have given local governments the opportunity to prepare earlier, evacuation centers with food, medicines etc. to help victims cope up with the tragedy. that the President is confident to face any media interaction. So was it manipulated by the media and propaganda personnel of Malacañang? -oOoThe result? Nothing new! The President and Panelo were simply repeating what has been reported in media. Exception! That unexpeced revelation of the President of his allegations that Senator Trillanes, Jose Mari Sison of the CPP-NPA and some military personnel are unifying their efforts to oust him from the Presidency. He even dared them to proceed with their plan. His source was not only clear – from foreign intelligence? Local intelligence? -oOoAnyway we are not surprised if Joma Sison would agree to oust the President.
In fact and for certain he would help. Being a rebel he has always dreamed to oust any Malacanang occupant. Even Senator Trillanes would be happy if Digong is ousted but I doubt if he has the power, the strong influence and resources to do it. He has lost connections with the military. But we are worried with the President’s inclusion of some military men as alleged participants in the plot to oust him. Military personnel follow orders from their senior officers. And as of now we have not heard from credible sources if military officers indeed are involved. -oOoTrust the present military establishment, Sir!. You are their Commander In Chief, Mr. President.

Repeating and varying I SUPPOSE this is what we observe in life in general, and especially when as priests we have to preach. We do the same things, we say more or less the same message, but we should also see to it that there is some variation in all that we do. Otherwise there is no way but to fall into boredom and complacency for all the parties involved. This is actually a big challenge especially to those whose effectiveness and success in life and in his mission depends on saying or doing the same things everyday. These people can be the clerics who have to say Mass everyday, preach more or less the same message.
These can also be people in the media who have to write or say something everyday, etc. These people can also be the audience who have to listen to more or less the same things everyday. They have to learn how to make some variations in the same things that they do, say, hear, read and handle everyday. The secret, I imagine, is for one to be truly a man of God who, in the Book of Revelation, is the one referred to as saying: “Behold, I am making all things new.” (21,5) With God, everything will be new. Nothing becomes old and stale no matter how many times something is repeated. To be sure, this busi-

In 2016, I was able to publish Tabsik hin Kagamhanan, which readily earned the distinction as the first original novel in Waray—albeit ten years in ther making. This, according to Jerry Gracio, is another milestone of Eastern Visayan literature. There is no denying to it since, for decades in the past, this body of literature was devoid of a novel; but with this book, this sad plight was finally addressed. Soon, other novels are sure to see print, but thank heavens the novelistic ground is no longer that barren. The problems of dearth in short fiction, and the absence of extended fiction, are getting resolved.
With this development, we hope that the area of Waray fiction will be further enriched. Our aim is not just numerical augmentation, but one of packaging stories that showcase the coming of age of this literary genre in Waray. There’s a need to improve the traditional mode of storytelling that was merely obsessed with the sequencing of events to create plot structure. The more complex and technical aspects that ensure quality and creativity should be utilized, instead, such as enhancement of characterization, expert handling of various points of view, development of local color, diverse structuring of the plot, employ-

Reallocation of reverted ‘Yolanda’ funds sought TACLOBAN CITY -- The Eastern Visayas Regional Development Council (RDC) is seeking for the reallocation of unspent multi-billion peso funds meant for rehabilitation of areas hit by super typhoon ‘Yolanda’ which were returned to the National Treasury. The resolution was already forwarded to the Office of the Presidential Assistant for Special Concerns (OPASC) headed by Undersecretary Wendel Avisado, said RDC vice chair and National Economic Development Authority (NEDA) Regional Director Bonifacio Uy. “The OPASC has already requested the Bureau of Treasury last month to provide them an official report of the total amount of Yolanda funds reverted to the National Treasury from 2014 to present,” Uy said in a phone interview
on Wednesday (Sept.12). The RDC official said the funds are needed since there are still remaining rehabilitation concerns that must be addressed, especially on permanent housing. Citing report from the Department of Budget and Management, the NEDA regional chief said about P737.24 million of postYolanda funds from 2013 to 2017 had been reverted to the Bureau of Treasury. Also included among reverted budget is the big chunk of P18.89 billion 2016 National Disaster Risk Reduction and Management Fund (NDRRMF) that expired December 2017. The 2016 allocation was released late in 2016 or early 2017, giving the agencies less time to procure and obligate the funds within the year, Uy said. Primarily, these funds were intended for the de-
partments of Agriculture, of Tourism, and of Trade and Industry. The consolidated unspent budget came from calamity fund, NDRRMF, quick respond fund, automatic and supplemental appropriation, realignments and savings, regular agency funds, among others. “These funds were not utilized as some agencies encountered issues in the procurement of Yolanda projects such as processing of documents and usufruct agreement,” Uy said. Since the super typhoon struck in 2013, around PHP146.2 billion had already been released for post-disaster recovery for all affected areas in central Philippines. Convergence for disaster management takes shape in Ormoc City
ORMOC CITY- A collective undertaking for cooperation and coordination in order to pool resources during calamities, especially in delivering a quick response on basic needs to remote areas affected, is beginning to take shape in this city. In a meeting organized by Asia-Pacific Alliance for Disaster Management (A-PAD) at Pongos Hotel here on Sept. 5, a select group of individuals representing the private and public sector tackled gaps and challenges in disaster risk reduction practices in a workshop based on actual experiences. Before the day ended, it was agreed to deepen the emerging partnership through further gatherings until the Eastern Visayas regional platform is established. Among the stakeholders present were those from socio-civic groups such as the Rotary Club, Lions Club, Ormoc Chamber of Commerce and Industry, the Energy Development Corp., and
a local media group, while the government side was composed of the local government unit represented by the City Disaster Risk Reduction and Management Office (CDRRMO), the academe, Coast Guard, Philippine Army, and the Office of Civil Defense (OCD). OCD Regional Director Henry Anthony Torres welcomed the participants, and pledged to bring to the attention of the regional DRRM council the inputs gained out of the meeting. For his part, City Mayor Richard Gomez, in his brief message, cited the need to be always vigilant as climatic changes nowadays resulted in unpredictable weather patterns. “This workshop on disaster preparedness and resiliency is important not only for Ormoc but for all the other places as well, for we do not know when the big one will come,” Gomez said, even as he expressed gratitude the city was chosen as the staging point for a united front of action during a disaster.
Based on its literature, A-PAD is a trans-national disaster aid alliance that works to facilitate cooperation and understanding between governments, private companies, and nongovernment organizations in the Asia Pacific region. The alliance is present in six countries that include Japan, South Korea, Bangladesh, Sri Lanka, Indonesia, and the Philippines. “Now on its third year of implementation, APAD’s core is focused on the establishment of six Regional Platforms (RPs) in the Philippines, which shall be the local framework of operations for APAD in the pilot regions,” the alliance official said in a statement. The official added that “A-PAD PH successfully launched the first of six regional platforms in Naga City (Bicol Region) last July 13, 2018. In Visayas, a regional platform will be launched in the cities of Cebu and Ormoc.”

Professor Emeritus Merlie Alunan of the UP System, founder of the Lamiraw workshop, presented the “Dungog Lamiraw” trophies to the awardees: National Commission for Culture and the Arts; TV host Eugenio “Boy” Abunda, who is a Boronganon; multi-awarded TV and film director Chito S. Roño, a native of Calbayog City; and the Northwest Samar State University, the “Cradle of Lamiraw,” said Professor Harold Mercuro, Lamiraw co-founder and workshop director. “Dungog Lamiraw is a special award bestowed by Katig, a writers’ organization in Region 8, upon individuals or entities who have significantly

12. Consequently, SAMELCO I respectfully prays that it be allowed to implement either of the above two alternative calculated DSM rates, effective January 1, 2019 and up to December 31, 2021.

ALLEGATIONS IN SUPPORT OF THE MOTION FOR PROVISIONAL AUTHORITY 14. SAMELCO I respectfully repleads herein the foregoing allegations; 6. Foregoing application was SAMELCO I’s initial application for DSM rate adjustment pursuant to the TGP Rules, under which electric cooperatives are given an opportunity to adjust their rates once every three (3) years, which may occur at the start of the fourth year of the First Regulatory Period and every three (3)years thereafter; 7. SAMELCO I belongs to the ThirdEntrant Group under the TGP Rules, whose first regulatory period is from January 1, 2013 to December 31, 2018. Having filed its initial application for DSM rate adjustment in 2015 intended to take effect on the fourth year of the First Regulatory Period, the cooperative is filing the instant Application in the current year 2018, the sixth regulatory year of the First Regulatory Period, for the proposed adjustment of its DSM ratesto be implemented on the first to the third regulatory years of the Second Regulatory Period for the ThirdEntrant Electric Cooperatives under the TGP Rules; 8. SAMELCO I’s first TGP application under ERC Case No. 2015-134 RC is still pending evaluation of the Honorable Commissionbut in spite thereof, the cooperative adopted and used the proposed DSM rates in the said application as its bases in computing the proposed adjustment in the instant Application. THE PROPOSED DSM RATE ADJUSTMENT 9. Under the TGP Rules, the concerned electric cooperative shall use the following formula in determining the TGP for the fourth to sixth years of the Regulatory Period, to wit: TGPB= TGPn + TGPn+1 TGPn+2 where TGPn = In – Xn + Sn n= the fourth year of ther Regulatory Period and succeeding Regulatory Periods
The TGP calculated for each of the three years will be summed to determine the possible rate adjustment starting on the First Year of the next Regulatory Period.
10. Applying the methodology embodied in the TGP Rules, SAMELCO I calculated the values of the “I”, “X” and “S” and came up with the following results, to wit:

The cooperative respectfully prays that it be allowed to implement the proposed rate adjustment starting January 1, 2019, considering that it is expressly prescribed under the TGP Rules’ provision on Regulatory Period and Process, which provides in part, as follows: “2. Regulatory Period and Process 2.1 On or before each Fourth month of the Third and Sixth regulatory year of their respective Regulatory Periods, the electric cooperative may file before the Commission an application for a rate adjustment reflecting the values for the “I”, “X” and “S” as determined in accordance with these rules. The initial tariff caps of the respective ECs shall be adjusted by the “I, “X” and “S” effective at the start of the Fourth Regulatory Year of the First Regulatory Period and succeeding Regulatory Periods and the First Year of the Second Regulatory Period and succeeding Regulatory Periods. However, the adjustment for the First Year of the Second Regulatory Period and succeeding Regulatory Periods will be subject to the revised tariff caps calculated in accordance with Section 3 of these Rules“ (Emphasis ours) 16. Under the TGP Rules, the regulatory period is six (6) years for each entry Group. For the Third Entrant Group, the first regulatory period is from January 1, 2013 to December 31, 2018 and the start of the Fourth Regulatory Year is January 1, 2016. SAMELCO I belongs to the Third Entrant Group, accordingly, its initial DSM Rates under the TGP Rules should be adjusted through the proposed TGP B Rates starting January 1, 2019; 17. Aside from the foregoing, SAMELCO I further prays for provisional authority to implement the proposed rates effective January 1, 2019 and even during the pendency of the instant application, considering that it urgently needs additional funds to be able to cope with the rising costs of its operations. Among the major factors that added to its operating costs is the implementation of the SitioEnergization Program (SEP) of the government consisting of massive extension of its distribution lines up to the remotest and far-flung areas which considerably increased its operations and maintenance costs and likewise resulted to increased system losses which the cooperative is constrained to absorb; 18. Further, the rising cost of materials, tools, equipment, supplies, fuel and other costs incidental to its daily operations has considerably increased these past several years and the funds being generated from Applicant’s DSM charges, the rates of which were granted by the Honorable Commission way back in Year 2010 by virtue of the Rules for Setting the Electric Cooperatives’ Wheeling Rates (RSEC-WR), are no longer sufficient to cover those costs, and if not addressed accordingly with the further adjustment of its rates, the cooperative’s service to its consumers will be prejudiced. 19. Considering foregoing, it is respectfully prayed that SAMELCO I be allowed to implement the proposed DSM Rates effective January 1, 2019, even while the instant applicationis pending hearing or evaluation of the Honorable Commission. Edward Frederick I. Chua Be it ordained by the Sangguniang Panlungsod of Tacloban, that: Section 1. TITLE. – This Ordinance shall be known as “An Ordinance Granting Franchise to Gary I. Uy, to operate a Private Terminal in Tacloban City.” Section 2. PURPOSE. – Legislative franchise to operate a Private Terminal is hereby granted to Gary I. Uy, to establish and operate a private terminal located at Barangay 21, P. Burgos St., Tacloban City. Section 3. REGULATIONS. – The facilities of the Grantee at its terminal shall conform to all stands and specifications provided for by law and shall among others comply with the following: a.) No Street Parking is permitted and all vehicles for-hire should be confined inside the leased property so as not to generate traffic congestion along the streets; b.) Parking, loading and unloading of passengers and cargoes shall be confined within the terminal premises; c.) Vehicle emission must be controlled and should not pollute city atmosphere; d.) Separate restrooms will be provided for the male and female; e.) Proper waste management shall be strictly observed in accordance with R.A. 9003 (Ecological Solid Waste Management Program) and R.A. 6969 (Toxins Substance and Hazardous and Nuclear Wastes Control Act 1990). Section 4. FRANCHISE FEE. – The GRANTEE shall pay to the City Government of Tacloban the Franchise Fee as provided for in the Local Tax Ordinance, and such other taxes, fees and charges that may be imposed. Section 5. TERM. – This Franchise shall be for a term of Five (5) years from the date of the effectivity of this Ordinance, unless sooner revoked or cancelled for a valid or legal cause. In the event that the GRANTEE fails to operate continuously for one (1) year, this franchise shall be deed ipso facto revoked. Section 6. WAIVER. – The GRANTEE shall not hold the City Government of Tacloban liable from all claims, accounts, demands or actions arising out of the accidents or injuries whether to property or to persons, cause by the operations of this private terminal. Section 7. SEPARABILITY CLAUSE. – If any section or provision of this Ordinance is hereby declared as unconstitutional or invalid, the other sections or provisions not affected thereby shall continue to be in full force and effect. Also, the title was never subjected to collateral, guaranty on security or a loan to any government or private institution. That year, income from
tourism in the region was over P2.88 billion,” Tiopes said. Despite the gloomy prediction of some, the region’s visitor arrival figures the year after Yolanda rose to over 964, 000 or 31.7 percent higher than 2013. Tiopes said the increase was attributed to coming in of thousands of relief workers from different countries and international organizations. Last year, the region earned P14.73 billion from tourism spending, Tiopes said. Seeing the potentials in the region’s tourism industry, the local businessmen have joined ranks to strengthen the working relationships of allied tourism services in the Eastern Visayas from tour guiding, souvenirs, events, conventions, and training groups. On September 10, 2018, some 62 entrepreneurs and tourism-involved people’s organizations formed the Eastern Visayas Tourism Association (EVTA) to discuss and find solutions to the tourism concerns in the region.

Residents in the north resettlement sites avail free “Barangayan” services TACLOBAN CITY – Four resettlement sites in the northern part of this city benefited from the Caring, Giving, and Reaching out Program “Barangayan” of Mayor Cristina G. Romualdez in partnership with Leyte’s first district Representative Yedda K. Romualdez. Held in Brgy. 105(Suhi), residents of resettlement sites, namely Guadalupe, St. Francis Village, Greendale, and Lions availed of the free city government services like medical and dental consultation, haircut, reading glasses, feeding program, and hygiene kits distribution. Romualdez also distributed food packs consisting of rice, canned goods and noodles. The outreach program was coordinated by the Philippine Commission for the Urban Poor (PCUP) which conducts community planning activities in resettlement sites. Senior PCUP community organizer Ritchel Radaza said that she appreciated the quick action of Mayor Romualdez when they requested that the program be held in their community. “We did not expect such a big event. It was beyond our expectations that other extra services will be offered,” Radaza added.
Brgy. 105 chairman Eutequio N. Balunan said that activity was a big help for everyone who is in need especially those living in the relocation sites. “I am thankful to Mayor Cristina for this big help to the constituents in our barangay and nearby resettlement sites…this will help augment the needs of poor families,” said Balunan. Cariota Castillano, a resident of St. Francis Village, said that the program is beneficial to senior citizens and the PWDs who does not have enough means to buy their everyday needs and medicines. 2,159 Eastern Visayas villages now drug-cleared TACLOBAN CITYAt least 2,159 barangays in Eastern Visayas have been declared as drug-cleared as of this week, the Philippine Drug Enforcement Agency (PDEA) said on Friday(September 7). PDEA Eastern Visayas Regional Director Edgar Jubay said the figure is 77 percent of the 2,797 drug-affected villages in the region. “We were asked why we require many documents to declare a village as drug-cleared. We have to make sure that all standards are met, otherwise we don’t have the credibility to declare an area as drugcleared,” said Jubay in a press briefing held at the regional office of the Philippine Information Agency. Of the 2,159 villages,
557 are in Leyte, 276 in Eastern Samar, 392 in Southern Leyte, 263 in Samar, 183 in Northern Samar, and 108 in Biliran. The remaining areas are in big cities such as Tacloban and Ormoc in Leyte province. Jubay said they would continue to monitor these villages to ensure sustainability of antidrugs campaign. The oversight committee is looking at the possibility to revoke the drug-cleared declaration in 20 villages in the region due to failure of local officials to keep their communities free from drug trade. The official refused to name these villages during the press briefing. “It doesn’t mean that once an area is declared, there will be no more drugs trade. The conduct
of operation will help sustain their status. We will revert the declaration if village officials are doing nothing to combat illegal drugs after the declaration,” Jubay added. Jubay asked village authorities to step up the monitoring in their respective areas with the help of village watchmen and volunteers. “The bigger responsibility lies on village officials to maintain, sustain, or even enhance their status,” he added. Sangguniang Panlungsod Member – (Official Travel) ORDINANCE NO. 2018-13-12 AN ORDINANCE GRANTING FRANCHISE TO ROBINSON LAND CORPORATION, TO ESTABLISH AND OPERATE A PRIVATE TRANSPORTATION PUBLIC UTILITY TRANSPORT TERMINAL IN ROBINSONS PLACE TACLOBAN, MARASBARAS, TACLOBAN CITY. Be it enacted by the Sangguniang Panlungsod of Tacloban in session assembled, that: SECTION 1. TITLE – This Ordinance shall be known as an Ordinance Granting Franchise to Robinson Land Corporation, to Operate a Private Terminal in Tacloban City. SECTION 2. PURPOSE – Legislative Franchise to operate a Private Terminal is hereby granted to Robinson Land Corporation to establish and operate a Private Terminal located at Marasbaras, City of Tacloban; SECTION 3. REGULATIONS – The facilities of the GRANTEE at its terminal shall conform to all standards and specifications provided by law and shall among others comply with the following; a. No Street Parking is permitted and all vehicles for-hire should be confined inside the leased property so as not to generate traffic congestion along the streets; b. Parking, loading and unloading of passengers and cargoes shall be confined within the Terminal premises; c. Vehicle emission must be controlled and should not pollute City atmosphere; d. Separate restrooms will be provided for male and female; e. Proper waste management shall be strictly observed in accordance with R.A 9003 (Ecological Solid Waste Management Program) and R.A. 6969 (Toxins Substance and Hazardous and Nuclear Waste Control Act 1990); SECTION 4. FRANCHISE FEE – The GRANTEE shall pay to the City Government of Tacloban the Franchise Fee provided for in the Local Tax Ordinance, and such other taxes, fees and charged that may be imposed. SECTION 5. TERM – This Franchise shall be for a term of Five (5) years from the date of the effectivity of this Ordinance, unless sooner revoked or cancelled for as valid or legal cause. In the event that the GRANTEE fails to operate continuously for one (1) year, this franchise shall be deemed ipso facto revoked. SECTION 6. WAIVER – The GRANTEE shall not hold the City Government of Tacloban liable from all claims, accounts, demands or actions arising out of the accidents or injuries whether to property or to persons, caused by the operations of this private terminal. SECTION 7. SEPERABILITY CLAUSE – If any section or provision of this Ordinance is hereby declared as unconstitutional or invalid, the other Sections or provisions not affected shall continue to be in force and effect; SECTION 8. REPEALING CLAUSE – Any existing ordinance or any of its provision/s which are inconsistent with this ordinance shall be deemed repealed amended or modified accordingly. SECTION 9. EFFECTIVITY – This Ordinance shall take effect on the following its publication once in a newspaper of general circulation in Tacloban City, and it’s posting at conspicuous places in the City Hall of Tacloban for three (3) consecutive weeks. Tacloban social pensioners receive stipend
TACLOBAN CITY Indigent senior citizens of this city have started receiving their social pension on Tuesday, September 11, at the New City Hall Building lobby. About 5,373 registered social pensioners from the city are to receive the three-quarter stipend worth P 4,500 during the cash payout that will be held until September 28, 2018, said the City Social Welfare Office (CSWDO). The payout is being facilitated by the Cash Division Office of the city government. The Social Pension Program is government assistance in the amount of P500 monthly stipend to needy senior citizens, provided under Section 5 of Republic Act 9994 otherwise known as the Expanded Senior Citizens Act of 2010. It is intended to augment the daily subsistence and other medical needs of indigent senior
citizens. Qualified to avail of the program are senior citizens 60 and above, sickly, frail or disabled, not receiving pension benefits from private or government agencies, and without a regular source of income or support from any family member. The Office of the Senior Citizens Affairs (OSCA) and the CSWDO, located at the Balyuan Executive Building along Magsaysay Boulevard accepts and processes applications for the pension program. Applicants need only to bring the following requirements: Osca ID, birth certificate and certificate of indigency upon the application of the program. Aside from the social pension program, the seniors of the City enjoy other social programs from the local government unit under Mayor Cristina G. Romualdez. (HENRY CIO)

“Coconut farmers who are registered are the ones who can avail the assistance from the government through a trust fund. That is why they need to register,” Senator Villar said. “This is very important because Eastern Visayas is one of the top coconut producing regions in the country,” the senator, who chairs the committee on agriculture and food, added. The Coconut Farmers and Industry Development Act is among the priority legislative measures pushed by President Rodrigo Duterte during his State of the Nation Address. Once signed by Pres. Duterte, it will take about
six months before the new law is fully implemented which is expected to benefit 3.5 million coconut farmers in the country. The government has about P8 billion deposited in bank taken from the coco levy fund and another P30 billion assets that will be used in program to assist families of coconut farmers. The budget will be used for shared facilities program, scholarship program, empowerment of coconut farmer organizations and their cooperatives, and farm improvements. In addition the government will also include in its General Appro-
priations Act P10 billion a year to fund the construction of infrastructure program like farm-to-market roads, planting and replanting, intercropping, shared facilities, research and development, fertilization, new products and marketing, and credit through Landbank and Development Bank of the Philippines. Meantime, Villar said that coconut farmers should not only focus on copra and learn how to diversify to make other products from copra. “Coconut farmers must learn to do valueadding and processing to increase their income,” Villar said.
