Dionardo Carlos, has asked his police director in Samar to ‘take it easy’ with his public feud with Calbayog City Mayor Ronaldo Aquino. On Sunday (Sept.16), Carlos talked to S/Supt. Nicholas Torre III and discussed with him his ongoing quarrel with Aquino, a former head of the Regional Peace and Order Council (RPOC) as a way to diffuse tension between them. “I asked S/Supt. ing on Sunday(Sept.16), the biggest to hit the area in more than two decades. The five-hour fire incident that consumed the entire public market resulted in the burning of 40 stalls which included several riceselling stores, a cause of concern for the town which is also experiencing the soaring of rice prices, said Mayor Vivienne Alvarez in a phone interview. “Our entire public market was gutted down by the fire. This will really have an
impact to our economic activity here in Oras. Among the stalls that were destroyed by the big fire were several rice retailers, to include those selling NFA rice,”Alvarez, in a phone interview, said. The blaze, the biggest to be experienced by the thirdclass municipality since 1995 which affected half of the town proper, started at around 1 am and was declared fire out by 5 am Sunday (Sept.16).

RDC endorses P295.8 million for projects of EV’s state colleges and universities MACROHON, Southern Leyte – State universities and colleges (SUC) here in the region are asking a budget worth at least P1.23 billion from the national government to fund priority and on-going infrastructure projects. Endorsed by the Eastern Visayas Regional Development Council (RDC), the amount will help fund 52 priority and on-going infrastructure projects of 10 SUCs. Leyte Normal University (LNU) has the biggest budget proposal with P295.8 million that will fund six infrastructure projects in the main campus located in Tacloban City. Breaking down, about P70.80 million will be used for the rehabilitation of its human resource building; P72 million for the construction of a new dormitory building; P68 million for the construction of new academic building; P60 million for expansion of its learning resource center; P25 million for conversion of old dormitory building into a classroom and P10 million for construction of new dormitory complex building. The Eastern Visayas State University (EVSU), which has a main campus in Tacloban City, proposed P218 million that will fund three of its major projects. The school management, however, did not provide details of the projects that they would undertake using the proposed fund. Northwest Samar State University(NwSSU) in Calbayog City proposed P129 million to defray its six on-going priority projects that includes construction of HRM Hotel Laboratory worth P35 million; rehabilitation of sports facilities worth P30 million; completion of library building/audio-visual building in San Jorge Campus worth P23 million; completion of dormitory women’s building worth P20 million; renovation and improvement of socio-cultural center worth P15 million and completion of ICT building worth P5 million. The University of Eastern Philippines(UEP) in
Catarman, Northern Samar proposed a P135 million budget to fund the continuing construction of its University Academic Building worth P100 million; acquisition of laboratory equipment and books worth P10 million; completion of research and extension building worth P9 million and the completion of library building and completion of ladies dormitory worth P8 million each. For Samar State University (SSU) in Catbalogan City, it proposed a P125 million fund to use for the upgrading of the electrical facilities and solar PV system worth P55 million; completion of the 5-storey CAS Academic building at the SSU main campus worth P50 million and the completion of multi-purpose and sport center at its Basey Campus worth P20 million. Mayor Romualdez extends assistance to fire victims
The Tacloban city government, under Mayor Cristina Gonzales Romualdez, immediately provided assistance to 51 fire victims in Barangays 59 and 62-B, both in Sagkaghan District. The fire hit the affected areas on September 14 with destroyed damages estimated to worth P1.2 million. (CIO) TACLOBAN CITY The city government of Tacloban under Mayor Cristina G. Romualdez through its City Social Welfare and Development Office (CSWDO) extended assistance to victims of a fire that razed a commercial and residential area in Brgy. 59 and 62-B Sagkahan on Friday, September 14.
The CSWDO delivered necessary assistance such as food packs consisting of 6 kilos of rice and canned goods, assorted cooking utensils, plates, bowl, tumbler, mosquito net, blanket and bath towel to 51 fire victims. An assessment was also done by the CSWDO to identify the other needs of the fire victims.
The Bureau of Fire Protection said it received the alarm at 2:55 a.m. on Friday. Ten commercial stalls and seven houses were engulfed by the fire that was declared fire out at 3:45 am. Damages were estimated at P 1.2 million, but no casualties were reported. (HENRY CIO)

Soldier killed in an encounter with member of terror group in Samar CAMP VICENTE LUKBAN, Catbalogan City –Troops from the 63rd Infantry (Innovator) Battalion, 8th Infantry (Stormtroopers) Division, Philippine Army encountered communist rebel members at Barangay Mahayag, Matuguinao, Samar on September 14, 2018. Sgt. Daniel B. Silagan was killed in action during the said encounter while undetermined numbers of members of the terrorist group died in the incident. The troops led by two
officers were on clearing operations when they encountered the terrorists as they were earlier seen in the said barangay. The encounter resulted to a 20-minute firefight with the enemy withdrawing sensing the superiority of the government forces. Mayor Gomez told NHA to demolish ‘substandard’ housing project ORMOC CITY- Mayor Richard Gomez has asked the National Housing Authority (NHA) to demolish 16 housing units intended for families who lost their houses during the July 6, 2017 earthquake victims in Barangay Gaas following an investigation that its private contractor allegedly used substandard materials. “Huwag nyong biktimahin ang biktima na. It’s the responsibility of NHA to ensure that the houses are built well. Kung gagawa kayo ng kalokohan, huwag sa Ormoc City,” Gomez said. The report said that some units in Block 3 to 7 of the 190-unit relocation site in Brgy. Gaas were allegedly constructed using substandard hollow blocks, prompting the mayor into action. Gomez had requested that the Gaas permanent relocation be made as “model” for housing units from NHA as opposed to the previous “matchboxes”

Mayor Sarah Duterte wants him to run for Congress, says ex-solon Apostol TACLOBAN CITYFormer congressman Sergio ‘Serging’ Apostol may just throw his political hat again in next year’s elections for Leyte’s second congressional district. Apostol, a long-time serving congressman of the district composed of 14 towns, said that he was invited by the ruling party PDP-Laban, to run in next year’s election. The former congressman said that he was ask to run as congressman by presidential daughter and Davao City Mayor Sara Duterte through PDPLaban’s national president Rogelio Garcia.
“They asked me to run for congressman. But this will depend if they are really willing to give their full support on my candidacy. I will have the decision by next week probably,” Apostol said. During the 2016 elections, Apostol, former presidential legal adviser to former President and now House Speaker Gloria Macapagal Arroyo, was defeated by Henry Ong. Ong, a neophyte politician, is said to be seeking for a possible second term. The Commission on Elections (Comelec) has set the filing of certificates of candidacy for those who
want to run in next year’s elections on October 11 to 17 this year. Apostol said that mayors in the district has asked him whether he would run in next year’s elections. The former solon said that several of the mayors in the district are his allies. Apostol served as congressional representative of Leyte’s second district from 1992 up to 2001, with his wife and now board member Trinidad, replacing him for the same post from 2001 up to 2010. TACLOBAN CITY A farm-to-market road is now serving a barangay in Babatngon, Leyte expected to help its residents, particularly the farmers, bring their farm produce to the market.
The construction of the farm-to-market road in Barangay District 4 was financed through the assistance of the provincial government under Governor Leopoldo Dominico Petilla in the amount of P2 million.
The governor said that with the construction of the farm-to-market road, it would now easy for the residents of District 4 to travel at a lower cost and more importantly, for farmers to bring their farm products
to the market. “The farmers have now better transportation and in bringing their farm products to the market,” Petilla said. The governor also said that with an improved road,

We are not just talking of the multi-billion dollars that international humanitarian groups and individuals had poured into the country, largely through the past administration that later claimed ignorance as to where the biggest portions of those huge amounts and donations went, the real victim-beneficiaries not being able to receive them. We are not just referring to the new infrastructure projects that mushroomed in various Yolanda-affected communities courtesy of generous international and local donors. We are talking of lessons learned. Yes, plenty of lessons were indeed hammered by Yolanda into our heads. One of them is the need for preparations prior to the onslaught of

They learned that many of Yolanda’s victims close to the seashore were people who stubbornly defied the authorities’ call to evacuate. People have also become aware that bracing for super typhoons should not just consider the strong winds, but also the floods and storm surges that may come with them. And so, when Ompong came by last week, over-all preparations proved quite systematic, once in a while citing lessons from Yolanda’s onslaught. The storm surge blamed for the majority of deaths during the latter’s advent no longer claimed human lives this time. The dozens of casualties now succumbed mostly to landslides, rainwater floods, collapsed structures, and a few others. Quite inappropriate, but we can’t help but thank those Haiyanic lessons for coming our way, for making us prepared for similar super typhoons ahead. Behind this newlyopened educational enterprise is a young man with the heart and passion for learning, for education. An achiever in his young, student years, he finished his college at Leyte Normal University with a general average close to a Summa Cum Laude. The year also saw him being one of Asia’s youth ambassadors. A few years after, he earned two master’s degrees, followed by a doctorate. He also taught in select institutions, including the Philippine Science High School in Palo, Leyte. Having repeatedly presented scholarly papers in
various international conferences, he probably realized that he had become an educator of world-class caliber. So he pursued some professorial jobs abroad, visiting places like the United States, Europe, Australia, Asia, and the Middle East. Despite his successes abroad, Dr. John Ivan Palagar still missed here the smoke emitted by passenger jeepneys, the dust on the old roads, and the foul aroma from impaired drainage canals. In short, he wants to help educate his fellow Taclobanons in the best way he can.

Let’s always purify our intentions IN anything that we do, let’s see to it that our intentions are pure. That is to say, that we have to be motivated always by love for God and neighbor. And by love, we mean that we follow God’s commandments as clearly articulated by Christ himself: “If you love me, keep my commandments.” (Jn 14,15) And the epitome of this obedience to God’s commandments is Christ himself, who said: “I have come down from heaven, not to do my own will, but to do the will of him who sent me.” (Jn 6,38) The secret therefore of love, which is obeying God’s will, is to have the mind and heart of Christ. That is to say, to be ‘another Christ’ which we can always attain because Christ himself has given us all the means. We should be most careful nowadays because it is now easy to stray from God’s commandments and feel convinced that we are still ok. With our manmade laws that are supposed to reflect the spirit of God’s will and ways but often fail, at least partially if not completely, it is now easy for us to hide and justify such anomalies as greed, pride, vanity, envy, corruption, etc. We can be so self-deluded that we would not know anymore that we are already going against common sense and the barest of delicadeza. For this self-delusion to take place, all that is needed is a clever and manipulative mind, often using the sophistry of the devil himself. Let’s remember that in tempting Christ, the devil even cited Scriptural passages to justify his temptations. (cfr. Mt 4,1-11) But Christ corrected him by giving him the proper interpretation and context of those passages. If we are not clearly with Christ, there is no
way but to succumb to the tricks of the devil who is the father of lies. (cfr. Jn 8,44) He is so clever and manipulative, using every trick in the book and beyond, that if we engage him in a dialogue, we would surely lose. At least this is also what Pope Francis warned us about a few months ago. He said that the devil is like a dying crocodile, who hunters advise not to approach because it can still strike you with its tail. He is dangerous and his proposals are all lies. The Pope also said that the devil knows how to seduce us in our vanity and curiosity. The devil can use lofty words that would promise us things like pleasure, comfort, convenience, profit, practicality, popularity and the like. Where our weakness is, that’s where he attacks.

Climate Change Typhoon ‘Ompong’ passed through Northern Luzon with its ferocious winds killing people and causing floods, landslides and power outages. According to Mang Tani, the weather forecaster of GMA 7, weather disturbances start as low pressure area (LPA) at sea growing into tropical depression, into storn then into a full blown typhoon as it gathers strength and volume. The damage brought by super typhoon ‘Yolanda’ in our region in November 8, 2013 elicited concern about the increasing threat of nat-
ural disasters due to climate change. Extreme weather events have either caused strong storms that triggered flashfloods and storm surge. According to a recent study in the US, tropical cyclones across the globe have become slower by an average of 10% staying in an area longer dropping more rainfall in the process. As a result, these storms have become more destructive to people and properties. A slow storm can increase storm surge and subject buildings to strong winds for a longer amount of time. Eco-bricks-making, ever heard of it? There was a time, decades ago, when bricks and/ or hollow blocks making included the use of broken hard corals serving mainly as decoratives because the varied colors and shapes of the marine resource. Of course, being a practicing marine biology researcher, I joined the platoons of fellow researchers in condemning to the unabated gathering, destruction of hard/stony corals in bricks/ hollow-blocks making. Not only did the practice destroyed the marine ecosystem, but also reduced the natural population of these slow-growing organisms. The Tau Omega Mu Fraternity and Ladies Circle is holding medical missions in key cities and towns in Eastern Visayas as part of activities to mark the organization’s foundation 46 years ago at the University of the Philippines. The medical missions will include free surgeries, such as thyroidectomy, hysterectomy, myomectomy, herniorrhaphy, cholecystectomy, along with cyst, lipoma and uncomplicated breast mass incisions, as well as cataract removal, circumcision and other general surgeries. In coordination with the Department of Health (DoH) and concerned local governments units (LGUs), the initial phase of the medical missions kicked off last Aug. 6 through the simultaneous conduct of pre-surgery evaluations of potential surgical patients in designated DoH regional health units (RHUs) in the cities of Catbalogan and Calbayog in Samar. The medical missions culminate between Oct. 8-12, 2018, when pre-evaluated indigent patients undergo the free surgical procedures at the RHUs in the cities of Catbalogan (for various surgical issues) and Calbayog (for cataract problem only). Mayor Alvarez said that the fire incident could have destroyed around P60 million worth of properties. “At least, there was no casualty or injury due to the big fire,” she said. RDC approves P80 million for road projects leading to 2 Leyte tourism spots MACROHON, Southern Leyte– The Regional Development Council (RDC) has approved P80 million that would be used to construct road networks leading to two tourist destinations in Leyte. In a meeting here on September 13, the members of the RDC approved the amount equally allotted for the rehabilitation of the road network leading to Lake Danao in Ormoc City and the construction of road going to Masaba Falls in Palompon town. Amazing Race-like contest set to be staged by An Waray party-list in time for ‘Yolanda’ 5th anniversary TACLOBAN CITYFor the second time, the An Waray party-list group will hold a race which centers on disaster preparedness. The ‘Saving Race 2’ will be held on November 8, in time for the fifth anniversary of the onslaught of super typhoon ‘Yolanda’ that pummeled this city and the rest of Eastern Visayas. The race competition will challenge the participating teams’ mental resilience and physical strength during a disaster and emergency situations. Submission of application started August 29 to October 13, 2018. Rep. Contestants strive to arrive first at a pit stop at the end of each leg of the race to win prizes and avoid coming in last. All tasks or challenges will be related to disaster preparedness and risk reduction management. At least 20 prescreened teams will be chosen to join the race. Each team must be endorsed by a government-recognized group, school or local government unit. Each team will be composed of two racers and one logistical support. “Contestants will
race around the city and strive to arrive first at pre-identified checkpoints and do the tasks as fast as possible,” Noel told reporters. Clues provided in each leg will lead the teams to the next checkpoint or direct them to perform a task, either together or by a single member. Participants must be within the age bracket of 18 to 40 years old and a resident of Eastern Visayas region. Announcement of eligible race applicants or the 20 teams will be on October 19, 2018. TACLOBAN CITYEight people survived after the passenger boat that they were on board capsized Thursday night in Catbalogan City, Samar due to strong winds and big waves spawned by typhoon ‘Ompong’. Among those who survived from the sea incident was the owner of the passenger boat and her husband who also served as the boat captain, Seaman First Class Noel Ortega of the Coast Guard Station in Catbalogan City. Ortega said that M/B CA3J Signwater capsized along Canduyong Island, about 500 meters away from the sea wharf of Catbalogan City at about 7 pm on September 13.
On board of the said passenger boat were its owner Emelyn Duran and her husband Joseph, who was the boat’s captain; Oliver Bueno, Rexan Duran, Jun Villegas, and Jovito Bueno. Two unidentified passengers were also on board of the said passenger boat. The boat was on its way to Barangay Singko, an island village where the victims reside, when it was battered by strong winds and big waves brought by Ompong which resulted for M/B CA3J Signwater to capsized, Ortega said in a phone interview. “The bow of the passenger boat was damaged which resulted for the water to come inside and cap-
