11:30 – Arrival at Zemgales Olympic Sports Centre; 11:50 – Opening of the seminar (Boriss Grigs); 12:00 – Speech by Alan Snoddy; 12:15 – Presentation by David Elleray (for example we proposed that he gives an analysis about crucial and unpopular refereeing decisions from this year’s World Cup); 13:00 – Coffee break 13:15 – Video presentation by Estonian FA about the important refereeing decisions from this year’s National championship. The moments presented could be analysed by referees from Lithuanian FA. 14:00 – Lunch 14:45 – Presentation by Latvian FA about the important refereeing decision from this year’s Latvian Higher League games. The moments presented could be analysed by referees from Estonian FA. 15:30 – Coffee break 15:45 - Video presentation by Lithuanian FA about the important refereeing decisions from this year’s National championship. The moments presented could be analysed by referees from Latvian FA. 16:30 - Preparation for Futsal mini-tournament; 17:30 – Futsal mini-tournament (games will be played according to Futsal Laws of the Game, on Futsal surface, game duration 2 x 15 min, 5 min break between halves, 10 min break between games. 20:30 – Dinner


Special guests

David Elleray Baltic states referees coordinator (England) Elleray began refereeing in 1968 at the age of 13 in Dover where he regularly attended meetings of the Dover Branch of the Referees' Association. While at the University of Oxford, he was promoted through the Hellenic, Isthmian and Panel Leagues to become a Football League referee in 1983. He remained there until his inclusion on the original Premier League Referees’ List in 1992, and also became a FIFA referee in that year. Elleray stepped down as a FIFA Referee in 1999, having officiated in 78 International matches in 35 different countries. He officiated at Wembley Stadium 13 times but was unable to officiate at the World Cup Finals in France in 1998 due to commitments at Harrow School. In 2002 Elleray was voted onto the FA Council as the member for Independent Schools. Current member of UEFA Referees Committee, the head of referees in the English FA. Career highlights: 1994: FA Cup Final between Manchester United and Chelsea. 1995: World Club Championship final between Ajax and Gremio in Tokyo. 1996: Nelson Mandela Inauguration Trophy in Johannesburg between South Africa and Brazil. 1996: EURO 1996 Final between Germany and Czech Repulblic. 1998: UEFA Super Cup Final between Barcelona and Borussia Dortmund. 1998: Brazilian Cup Final in Sao Paulo


Alan Snoddy UEFA Referee instructor (North Ireland) Alan Snoddy is a retired Northern Irish football referee, known for having refereed two matches in the FIFA World Cup: one in 1986 and one in 1990. At the 1986 World Cup Snoddy was appointed to referee the game between Morocco and Portugal in Guadalajara which ended 2-0 to Morocco. In the 1990 World Cup Snoddy refereed the game between Colombia and West Germany which ended 1-1 at the San Siro in Milan. Now a UEFA Referee Observer, a Mentor in the UEFA Referee Talent programme, and a member of the UEFA Referee Convention Panel. Since 2006 A.Snoddy is also the Referee Development Officer for the Irish Football Association, and a Referee Observer & Referee Instructor in Northern Ireland.

Futsal tournament for Baltic States referees Zemgales Olympic Sports Centre, Jelgava Regulations Tournament organizer: Latvian Football Federation with cooperation with Referee Committee. Tournament administrator – Aleksejs Spasjonnikovs (LFF). Tournament referees: Kiazo Leladze (FIFA futsal) and Pjotrs Babickis (futsal national category). Tournament is conducted in 1 round system. Teams can consist only of referees and referees observers. Tournament matches are conducted by futsal laws of the game. The number of players inscribed in the match protocal can’t be higher than 15. Number of substitutions is not limited. Duration of the match: 2 x 15 minutes with 5 minute brake after each game. Teams compete with each other – 1 round system. The winner is concluded by the number of earned points (win – 3p, draw – 1p, loss – 0p.). If 2 or more teams have equal number of points, then the higher place is taken by team with more points, goals/goals against (in games against each other). If the mentioned statistics still can’t conclude the winner, the winner is concluded by the same statistics in the tournament overall. In case the player has been sent off during the game, he is disqualified from the next game in the tournament. Tournament table Teams 1.
