LGBT Excellence Centre

What is the LGBT Excellence Centre Wales? The LGBT Excellence Centre Wales is a social enterprise and a charity that promotes equality, diversity and human rights through gathering and sharing information and good practice. The Excellence Centre is a hub connecting people and organisations: on the charitable end, the organisation delivers free services and support to LGBT communities such as counsel-ling and legal representation for discrimination cases, whilst on the enter-prising side it funds itself through projects and business services such as training for employers and anti-bullying workshops in schools. The Excellence Centre is focussed on developing collaborative models for delivering LGBT equality with its partners in order to make the world a better place for everyone. The organisation has a strong emphasis on sustainability and has already developed a strategy to make itself and the LGBT voluntary sector more sustainable and less reliant on public funding. Its work is predominantly split as follows: Counselling 10% Information, advice and sign-posting 5% Legal Representation 30% Training 5% Anti-Bullying 10% Networking 10% Fundraising10% Development 15% Volunteering 5%.

How do we do this? In order to fund ourselves and be more sustainable in the longer term we operate a network of professional consultants and freelance trainers who affiliate themselves with the Excellence Centre to deliver services for the public, private, and voluntary sectors. Products and services include a range of training courses on equality, diversity, and human rights; leadership and management development programs; consultancy services for organisations that wish to address their diversity policies and procedures; support for individuals or groups that want to develop social enterprises and ventures to benefit different communities. The Excellence Centre serves as a "hub" to connect them to clients/customers. The affiliated consultants, barristers, counsellors, advisers and trainers offer their services to clients, get paid, and pay a commission to the Excellence Centre for the referral. Or if the affiliate consultants use training packages and materials developed by the Excellence Centre itself or vice versa there is a reciprocal commission agreement. There is a clear charging policy now but we still will negotiate with clients who have limited capacity to pay or may decide to offer the service for free as needed or on a Time Banking or pro -bono basis. The Excellence Centre works with governments, the Commission for Equality and Human Rights, and other organisations to provide advice, information and support facilities for people dealing with the pressures of being Lesbian, Gay, Bisexual, or Transgender. It also works to promote, encourage, share, and deliver good practice and awareness of rights about equality, diversity and human rights and works to eradicate discrimination, harassment and hate crime. 7

The Rainbow Mark A Standard for delivering LGBT Equality across Sectors What is the Rainbow Mark? The Rainbow Mark is a quality mark sponsored by the Welsh Assembly Government and supported by the Welsh Local Government Association and Tai Pawb – a signifier of good practice, commitment and knowledge of the specific needs, issues and barriers facing lesbian, gay, bisexual, and transgender (LGBT) people in Wales. In order to gain a Rainbow Mark, the LGBT Excellence Centre will provide a clear assessment criteria to work from and on-going guidance and advice to help collect evidence and develop good practice, including support services (where required) with rewording forms, policies and procedures. The Assessment Criteria The Rainbow Mark consists of ten simple assessment criteria, each asking for supporting resources. These resources could be specific documents, such as a copy of the Equal Opportunities Policy, a monitoring form, or brief details of working procedures (for instance, how and when new staff members are trained or whether there are always private areas available for service users to talk to your staff). The Excellence Centre‘s staff will assist the organisation achieving the criteria and will undertake the assessment. The training packages and consultancy that the Excellence Centre delivers will also assist organisations with identifying what policies and procedures count towards Rainbow Mark accreditation, whereas some evidence will automatically be generated by staff simply by delivering training. The Rainbow Mark will accomplish the following for your organisation:  A Welsh Assembly Government endorsed accreditation with a mark, indicating that your organisation is in line with statutory requirements and promotes best practice in engaging with the LGBT community.  Identify and address the difficulties that your organisation might face in addressing the needs of the LGBT community;  Make your services accessible to the LGBT community;  Raise awareness among staff with regard to the particular issues that affect LGBT people in housing need;  Begin monitoring products, goods, facilities, and services in terms of sexual orientation and gender identity;  Raise awareness of the particular issues in addressing the needs of LGBT people through good management practice (i.e. processes, policies, etc.);  Benefit from existing models of effective working practice and use these in the development of their own;  Identify innovative new ways of working to meet the needs of LGBT people;  Be fully aware of all legislative frameworks which impact on service delivery to the LGBT community  Ongoing support and consultation with reviewing existing policies and procedures so that they are in line with statutory requirements and promote best practice 8

Legal Services and Casework The Excellence Centre was established to enable LGBT people to access justice and eliminate discrimination on grounds of sexual orientation and gender identity. In order to achieve this, we support individuals through our charitable work, but we also work with organisations and businesses to make sure that issues do not arise and that problems are resolves. However, sometimes things do go wrong and organisations and businesses might find themselves dealing with grievances, complaints, employment tribunals, and court proceedings. The LGBT Excellence Centre Can offer legal support and advice to guide a business through all stages of a legal dispute and offer advice throughout the process in order to minimise the risks of making mistakes, discrimination, unfair practice, and unlawful conduct. This can not only mitigate risks, but can also help to avoid having to pay out compensation and other legal costs. The Excellence Centre has a ‗Your Rights Guide‘ on the website for those individuals who are looking for general legal information on employment law rights, discrimination law, family law, youth law, your rights abroad, hate crime and transgender legislation. Businesses and organisations can obtain quick advice on the phone and further legal support by calling our helpline and speak to the Discrimination Director who can advise accordingly. If we do not have the answers straight away our qualifies barrister will endeavour to research for the answer and get back to you. Furthermore, the Discrimination Director can help organisation‘s employees and customers or service users through all stages of any legal dispute, from grievance procedures in an employment dispute, to helping with court forms for a Dissolution of a civil partnership. The Excellence Centre is very proud of the reputation of its legal department. The Centre has won some high profile cases but this could not have been done without a dedicated and growing network of pro-bono solicitors and barristers that work with the organisation. The Excellence Centre is striving to expand its pro-bono network so that the individuals that we support do not have to worry about paying legal fees to access justice. As legal procedures can be very stressful the Excellence Centre is unique in that it can offer coaching and counselling throughout the process to help you cope with the pressure should you feel that you would like someone to talk to. The Legal Department at the Excellence Centre intends to develop working relationships with Businesses, Organisations and Service Providers to assist with developing good practice and policies. Mediation Why Mediation? Conflict whether in the work place, family or between neighbours can extract a huge cost, whether that be emotionally, financially, professionally or through time lost. Parties in dispute who seek legal or tribunal resolution enter an adversarial arena where there can only be one winner, the process takes months or even years, and financial costs can be extremely high. The decision is imposed by the judge or tribunal, and the relationship between parties is almost certainly ruined. Matters that would otherwise remain confidential are aired in a public. The embarrassment as well as damage to a persons or businesses reputation can be long lasting. Mediation offers a process for rapid conflict resolution avoiding all of the above, and with a high success rate. Both parties retain control over the process and outcome, with the resolution being arrived at through assisted negotiation. Rather than being a ‗win – lose‘ situation, mediation produces a conclusion that both parties can feel very satisfied with. Mediation – What Happens? Our qualified and experienced mediators practice in line with the standards set out by UK Mediation. Upon receiving a mediation referral, an initial assessment is made to decide whether the mediation is the best suited process, or whether dispute would be better referred to another process. Initially, mediators will meet with both parties separately to discuss and outline what the principal issues are, what each parties‘ position on the matter is, and what outcome they would like to see. Any concerns, fears or misgivings a person might have about the process are addressed at this point. If both parties wish to continue to the next stage, a venue for mediation that is discrete, accessible, neutral to both parties and comfortable is designated. During the mediation session opposing positions are aired, discussed, re-framed and negotiated. Mediators facilitate the process, making sure that points are covered fairly and a ‗balance of power‘ maintained. The solution arrived at is generated by the participants, giving a greater feeling of ownership and personal responsibility towards making the agreement work. Before the conclusion of mediation, the solutions generated are tested in order to ensure they are realistic and workable. Also, parties are assisted with generating an agreement on how they will address matters should further issues arise in the future. All agreements are then summarised in a non-binding ‗memorandum of understanding‘ copies of which they both keep. Should more than one mediation session be required this is perfectly acceptable and no further fee is charged. Since the whole process is solution focussed, it is generally agreed by all concerned that the content discussed during mediation remains confidential. Location Various throughout Wales and the UK. Cost Tailored proposal and prices quoted upon request.

Investigative Work Workplace Investigations are undertaken on behalf of public bodies, private companies or voluntary sector organisations. We investigate allegations of bullying, harassment or discrimination in the workplace by acting as an independent, external adjudicator. Allegations of discrimination frequently link to issues around sexuality, race, gender, disability, age, religion or belief. Investigators are particularly skilled and knowledgeable on diversity issues. Why use us? Allegations of bullying, harassment or breaches of one or more person‘s dignity in the workplace can contribute to a discontented workforce. All take a toll on the image and performance of an organisation. High sickness absence statistics, fast turnover of employees and unhappy staff inevitably have a root cause that costs an organisation money and reputation. Internal investigations can take months, sometimes years to complete due to lack of staff resources. We assist you to address and solve a situation in a prompt and effective manner. Using us considerably reduces the risk of litigation and associated, often unlimited settlement costs. What happens? Working to the Human Resource policies and procedures of the commissioning organisation, allegations are investigated through interviews (which become signed witness statements), background research and collation of any documentary evidence. A comprehensive report is compiled, covering all objective evidence with findings, conclusions and recommendations. We also highlight legislative requirements or areas of training or development that may have contributed to the overall situation. The commissioning body is then in a position to decide on a way forward. Location Various throughout Wales and the UK. Costs A tailored proposal and price quoted upon request.

Podiwm - Wales’ Standpoint (Consultation Solutions) Introduction Wales needs strong, resilient and harmonious communities that can respond effectively to the increasing pace and scale of economic, social and cultural change in the 21st Century. Involving the people of Wales has become an essential part of the work of public authorities because of their duty to consult as well as for many businesses that want to maximise their potential and market themselves as widely as possible. Consultation is an effective method of making organisations and businesses more accessible and policies more informed and effective. Need for Podiwm Participation is about people sharing ideas, thinking for themselves, expressing their views effectively, planning, prioritising and being involved in the decision making process to create change. There is a broad range of demographic and personal factors, which help to determine the nature of participation open to people, including age and gender, socio-economic conditions, physical conditions and the type of rural or urban environment. There can also be barriers to participation and these include lack of money, discrimination, lack of resources, and lack of information. However, everyone has the right to participate in decisions that affect their lives, the lives of their community and the larger society in which they live. Participation should run alongside decision making at a local and national level. Podiwm is a key development to assist organisations and businesses achieve a fair and just society in which all citizens are empowered to determine their own lives and to shape the communities in which they live. Social Media Matters Millions of conversations a week are happening on sites such as Facebook, Twitter, YouTube and others, where people share information about anything that matters to them. This also means that reputations are made and broken in the social media space, including those of organisations, products and services. However, many organisations still fail to engage with such conversation for lack of understanding, capacity, or restrictions on internet usage and other policies. The key facts of social media speak for themselves: · 25% of search results for the World‘s Top 20 largest brands are linked to user generated content · 34% of bloggers post opinions about products and brands - Do you like what they‘re saying about your brand? · People care more about how their social group ranks products and services than how Google ranks them · 78% of consumers trust peer recommendations – only 14% trust advertisements This is why it is important to monitors customer conversations that are related to your business in the social media space. This can enable an organization to determine actionable next steps based on the information gathered, such as proactive outreach or the creation of a support case to solve a customer‘s problem. As a result organizations have the information and the support to create 14

LGBT Excellence Centre

opportunities for engagement via social sites, search, email, phone, customer portal and chat, therefore enabling actionable next steps such as proactive outreach. Purpose Podiwm will empower the local communities to maximise opportunities to have their say and participate in the decision making process at these different levels: · To be a resource for organisations wanting to engage with people in Wales · To support the public sector with mapping existing community cohesion work and gaining a better understanding of the local community · To help organisations and businesses increase the level of participation in decision and policy making and increase capacity for co-creation · To support organisations and businesses in carrying out consultations and participatory activities with people from diverse backgrounds · To help ensure consistency and quality in consultations and participatory activities, taking into account the diversity of groups · To provide feedback and statistics of the different consultation outcomes · To provide specific case studies of different examples of participation from people from diverse communities · To give a checklist of issues and tips for effective participation in consultations · To provide a reference list of relevant information which can be regularly updated in order to facilitate information sharing and best practice · To be a comprehensive and accessible ongoing resource for policy consultation with people from diverse backgrounds Connect, Engage, and Inform The more we know about people – their needs, preferences, circumstances and challenges – the better able we are to target appropriate information, resources and support to them. This allows organisations and businesses not only to personalise services for individuals but to create efficiencies for organisations and companies in their business of supporting people – whether employees, service users, clients, or customers. Therefore there is a need to refocus from purely customer relationship management to creating a ―customer experience‖. Benefits of the Podiwm customer experience system include: · Keyword searchable information and knowledge management functionality; · Ability to ask questions of the knowledge base with our Ask a Question facility; · Surveys and assessments built into the system and triggered by or user actions; · Reminders and prompts individually designed to meet client or user needs; · E-marketing for service or sales promotion, alerts, events and any other customer requirement; · All elements of the customer experience management system can be linked to a contact centre (for example the local authority, the police helpdesk, etc); · Data and analytics are provided as standard allowing organisations to track clients and users as they engage with Podiwm. Location Various throughout Wales and the UK. Cost Tailored proposal and prices quoted upon request. 15

Setting Up LGBT Staff Support Networks The promotion of equality and diversity is a statutory responsibility of all public bodies, and a good thing for any business or organisation in its own right:  To deliver service user-led or customer focused operation, services must be fair to everyone and recognise the needs of each individual.  Any provider of good, facilities, and services would not be able to deliver equality of access or ensure that they cater for those who need it most without keeping equality and diversity at the forefront of their thinking.  Businesses and organisations will not realise the full talents of their workforce, if they do not have a culture which recognises the unique contribution of each individual member of staff, and which takes pride in having a workforce which represents the diverse public it serves. The LGBT Excellence Centre has developed a programme that contains a step-bystep approach to establishing an LGBT network, which was developed through the experience of establishing and growing networks in many international businesses and organisations. Benefits of using this programme:  Support and expertise from a leading organisation on LGBT equality  Wealth of resources from across the LGBT voluntary sector  Dedicated Helpline and support services – an 0800 number for young people to phone in order to access information and advice  Regular newsletters and bulletins relevant to LGBT people  A calendar of training courses and events throughout Wales  Networking opportunities with a number of partner agencies across Wales. Equality Lead Scheme Development This programme has been developed for those organisations that are looking to develop an Equality Scheme to improve outcomes for all service users and staff. The programme aims to create ―Equality Leads‖ to embed equality into the organisation, each having responsibility for a recognised strand of equality. The purpose of the consultancy is to identify  What improvements are needed; where are the main barriers to change  What would the role of the Equality Lead need to be to facilitate change Stage One: Research Initially, a meeting between the Excellence Centre and the officers that have a responsibility for equality and who have expressed interest in developing the scheme. The purpose of this meeting is to clarify in more detail the ‗presenting problem‘ i.e. what is not working; where development is felt to be needed across the organisation. Based on the initial dialogue, the Excellence Centre will design a confidential survey to be carried out with a representative sample of staff. This sample would include the managers alongside staff from across the organisation. The purpose of this is to engage staff across the organisation in the change programme as well as to confirm that the presenting problem is the actual problem . The results of the survey will be consolidated by confidential face-to-face or telephone interviews with 10% of the people who were surveyed. Other research may be based around data already held by the organisation e.g. satisfaction surveys, equality data, policy reviews, etc. Stage Two: Feedback and Diagnosis Based on the data collected, the Excellence Centre will provide feedback and initial diagnosis to the manager who commissioned the work. The Excellence Centre will then facilitate a joint diagnosis with the organisation as part of the development day (see below) Stage Three: Development Day To include sessions on  Presentation on feedback from surveys, interviews and other research  Agreeing priorities for development  Forces for and against change in Barnardo‘s Cymru and strategies to overcome this  How organisations change  The importance of Equality  The role of the Equality Lead/Change Agent  Action Learning  Next steps Location Various throughout Wales and the UK. Cost Tailored proposal and prices quoted upon request. Programme includes professional facilitation and coaching support throughout. 18

Addressing Ageing issues for LGBT People This research based training is aimed at agencies and staff that deliver care, support or otherwise engage with meeting the needs of senior citizens, as well as highlighting the particular needs older LGBT members of staff may have. The emotional, social and practical needs specific to older LGBT people can be quite different to their younger counterparts. Also, confidence in divulging sexuality or discussing LGBT related needs with colleagues or service providers can be very low. The program identifies successful ways to bridge this often present gap with sensitivity in order that the social emotional and psychological needs of an older LGBT person can be more easily identified and addressed, leading to a more full and meaningful life. Life events common to all groups of people, such as partner bereavement, can impact in a different way for an older LGBT person. Also, an older LGBT person may be less likely to report or ask for help over homophobic or domestic abuse. Best practice is identified for the purposes of accommodation within Equal Opportunities, other policy formation, and Human Rights considerations. Legislation passed in recent years to ensure that the interests of LGBT people are met is interpreted in a fresh light when applied to older LGBT people. Benefits of attending  Understand the application of legislation as it applies to the OLGBT community  Insight into how the psycho-social needs of older LGBT people can be different you younger LGBT people  Creating an open and sensitive environment which encourages an older LGBT individual to disclose their needs  Understand how an older LGBT person might experience homophobia, hate crime or domestic violence  Be aware of the needs an older LGBT member of staff might have. Understanding Disability for LGBT People While equal rights for people with a disability are now enshrined in legislation, there remains a great deal of uncertainty around issues relating to sexual orientation and sexual identity. Individuals who identify as gay, lesbian, bisexual, and transgender with a disability can become victims of multiple prejudices. When deciding whether or not to apply for a job, access a service, or join a group, individuals must consider which is the more sensitive issue – the fact that they have a disability or the fact that they are LGBT. This applies not only to mainstream organisations, services or communities, but also to specialist voluntary sector LGBT groups within which there may be prejudice against people with a disability, or specialist disability groups which may be homophobic. People who require constant support, often from family members, in order to cope with their disability may be forced to conceal their sexual identity in order to access essential services such as day care or transport; people who wish to take part in LGBT groups may choose to conceal an invisible physical disability for fear of being misunderstood and isolated. Benefits of attending  Develop an understanding for disability issues for LGBT people  Help formulate a plan for making employment, facilities and services more accessible for LGBT disabled people  Obtain guidance about management strategies and advice on good practice  Action planning element to transform the learning into positive action. Working with and engaging Transgender People Transgender issues and needs are comparatively under-researched and often misjudged or little understood. This training, drawing on existing research, collated evidence and interviews with members of the transgender community, imparts a sound basis for engaging transgender customers and colleagues appropriately and considerately. UK-wide legislation introduced over recent years is summarised with consideration into how they impact on service delivery to, and engagement with, transgender customers and work colleagues. This takes in the Sex Discrimination (Gender Reassignment) Regulations (1999), the Gender Recognition Act (2004) and the Sex Discrimination (Amendment of Legislation) Regulations (2008) - all of which need to be accounted for through policy amendment. The concepts of sex, sexuality and gender are defined and distinguished. Material covered imparts an insight into the physical, emotional and psychological challenges faced when a person elects to undergo gender reassignment. Issues such as ‗coming out‘ as transgender, transphobia, domestic violence and housing are considered in terms of the impact these can have. Terms of address and difficulties encountered with some definitions are identified, along with recommended formats for monitoring, and suggestions for making your service and office space accessible to the transgender person. Benefits of attending  An understanding the legislation and its impact on your workplace, policies formation and service delivery  A good foundation in gender awareness issues  Insight into the challenges a transgender customer or colleague may be faced with  Knowledge of correct definitions and terminology  Best practice for monitoring and accessibility Target audience Line and senior managers, HR & Personnel Officers, Advisors, Equality Organisations, Trade Union Representatives. Duration Half day or full day Location Various throughout Wales and the UK. It can also be delivered as in-house opportunity for groups of 8 or more. Managing Transsexualism in Employment Today, there are thousands of members of our society who have changed their sex, and hundreds more are in the process of doing so. In the past, these persons were advised to quit their jobs and start over as members of the other sex. More and more, however, transsexuals are choosing to remain on the job while they transition from male to female or from female to male, a process that can take several years. This poses new challenges for employers, who seek to maintain an amicable work environment, good relations with customers, and a high level of productivity, while providing support for the transitioning worker. Yet, there is little guidance available to help employers understand the phenomenon of transsexualism or develop a strategy for accommodating the transsexual employee. Employers may be surprised to learn that they have a transsexual employee; these individuals may appear no different than their co-workers and are often motivated and hard-working. This training aims to help employers develop an environment and culture that allows transgender people to continue to make valuable contributions at work and to make the changes that are necessary for their healthy personal development. Employers have much to gain by hiring transsexual workers, by providing an atmosphere in which they can be open about their gender identity, and by assisting them through their process of self-realisation. Benefits of attending  Develop an understanding for transgender issues and transsexualism  Help formulate a plan for making employee's transition as smooth as possible  Obtain guidance about management strategies and advice about what to expect  Action planning element to transform the learning into positive action. Target audience Any organisation interested in finding out about transgender issues and gender variant identities, and become more transgender inclusive. Training can be tailored to meet the needs of all employees; from front line service delivery to strategic Board level. Duration - 1 day Location Various throughout Wales and the UK. It can also be delivered as in-house opportunity for groups of 8 or more. Cost £75 per person for voluntary sector and SMEs £150 per person for private and public sector (Please enquire for in-house rates) 51

Theatre for Inclusion Low self-esteem, lack of insight, insufficient understanding and denial regarding the emotional realm figured high as causal factors in regard to self-abusive behaviour patterns. We were witnessing increasing cases of self-harm, depression, eating disorders, substance abuse etc. and our work with mental health service users was on the increase. Being ―Emotionally Intelligent‖ or ―Emotionally Literate‖ means having a great awareness of and connection to our emotions, as well as being able to understand, communicate and manage these fluctuating emotional states in a way that enhances and enriches our lives, rather than detracting from them or even destroying them. Who are we without our emotions? They give colour and meaning to our lives. They enable us to experience the rich pallet of life, including love, joy, happiness, sadness, wonder, fear, anger and jealousy. What would a meal with close friends and family mean without the accompanying warm joy of being accepted and being with loved ones (or the anxiety/anger of not being accepted amongst those loved ones!)? How would we protect ourselves from imminent danger without the emotions of anger and fear to protect us by finding ways of surviving and fighting? Emotions enable us to remember and experience events in a tangible, emotive and subjective way, rather than just the facts of a situation. How many of us are able to recall the smell or sounds of a situation and the feelings they evoke – the smell of sun cream evoking a happy family holiday for instance? Our experiences and memories would be 2D without the added dimension of emotions to colour them. We would be automatons, moving through life in a functional, meaningless way. This is a bespoke course focusing on developing emotional intelligence, using forum theatre and a wide variety of inclusive, participatory techniques. We will devise courses to your brief, including creating cohesion, challenging behaviour, challenging policy etc. Benefits of attending  A greater understanding of our relationship to ourselves, to others, and to the wider community.  Supporting ourselves and others to increase our ability to feel, recognise, communicate, manage, remember and learn from our own emotions  Apply emotions appropriately and with self awareness to our day to day lives Target audience - Anyone! Duration Variable – from a single afternoon to a three-day training, or a block of 10 weekly sessions. Location Various throughout Wales and the UK. Cost Programmes are tailored to the size and needs of each business and budget. 59

Self-Harm & Destructive Behaviours Intervention These workshops explore self-harming behaviours, and are suitable for practitioners working with self-harm. Participants will explore this complex subject that is often mistakenly seen as attempted suicide. Extreme emotional distress, self-hatred, anger and anxiety can cause individuals to adopt self-harming and destructive behaviours. The „National suicide and selfharm reduction action plan for Wales‟ (Welsh Assembly Government, 2009) highlights the need for professionals to have greater awareness of the issues surrounding self-harm to enable them to respond appropriately. These workshops starts from a one day workshop exploring the basic principles of understanding the issues leading to and surrounding harmful behaviours, the function of the behaviour(s) and appropriate responses. The two day workshop covers all of the above with an in depth examination of alternative coping strategies and ways to engage with a vulnerable client. Signposting, resources and relevant strategies and guidance are discussed. Advice and guidance for Welsh Businesses/Organisations Successful businesses/organisations require a skilled workforce to realise their growth and profit aspirations. This can mean re-skilling or up-skilling employees to match the skill set required. The Welsh Assembly Government helps businesses/ organisations to do this by: Providing a Human Resource Development (HRD) advisor under the ‗Workforce Development Programme‘ who will work with the company free of charge to: • Review the company‘s strategy to ensure all staff development and training helps deliver on business objectives. • Help the company improve its approach to management and training by building an agreed organisational development plan, and advising on its implementation. • Identify training and development requirements and produce an agreed plan. • Help the company fulfil its training and development needs by linking it with training organisations and sourcing the right courses. • Support the company towards the Investors in People award. The advisor will try to find the most advantageous arrangements to deliver on the learning plan, including use of: • Work Based Learning: The Welsh Assembly Government will fund the contracted supplier to deliver training programmes, including Modern Apprenticeships, generally at no cost to an employer. NVQ Qualifications can be gained whilst learning at work, and a wide range of topics is on offer. • REACT: if the business employs a worker who has been made redundant from a company in Wales in the last six months, it will receive a subsidy of £2,080 payable in four instalments over a 12 month period. The Welsh Assembly Government will also reimburse 70% of the cost of retraining each redundant worker, up to a maximum of £1,000. (This is subject to European State Aid rules). • Leadership and Management Development Workshops: this programme is based upon National Occupational Standards. It is subsidised and can be tailored to meet company specific requirements. SMEs receive 70% subsidy towards the cost of the programme whilst large companies receive a 50% subsidy. • Sector and European funded programmes: There are a number of these currently underway or in development including sectors such as automotive, metal skills industry, electronics, energy and optronics. • ProAct: this is available to assist viable businesses to cope with the economic downturn and prepare for the economic recovery by upskilling staff. This pays for the training of employees who are on short time working or can demonstrate nonproductive time and offers a wage subsidy to help retain skilled staff who may otherwise be made redundant. It broadly offers up to £2,000 per individual towards training costs and a wage subsidy of up to £2,000 (at a rate of £50 a day) per individual whilst the training is being undertaken. Where training and development needs cannot be met through existing programmes, discretionary funding may be made available.
