OFFICE OF THE MAYOR EXECUTIVE ORDER NO. 2021-053 AN ORDER ADOPTING E.O. NO. 128-21 OF GOVERNOR MATTHEW JOSEPH MARCOS MANOTOC REVERTING THE QUARANTINE CLASSIFICATION OF THE MUNICIPALITY OF BACARRA TO MODIFIED GENERAL COMMUNITY QUARANTINE (MGCQ), AND UPDATING THE GUIDELINES FOR PREVENTIVE AND MITIGATING MEASURES AGAINST COVID19 IN THE MUNICIPALITY OF BACARRA WHEREAS, the Constitution declares as a policy of the state to protect and promote the right to health of the people and instill health consciousness among them; WHEREAS, the Local Government Code of 1991 states that provinces shall exercise powers necessary, appropriate or incidental for its efficient and effective governance, and those which are essential to the promotion of general welfare, health and safety including the provisions of services to control communicable diseases; WHEREAS, on May 24,2021, the Municipality of Bacarra was placed under Localized Modified Enhance Community Quarantine (MECQ) by reason of an upsurge of Covid-19 cases; WHEREAS, Section 2 of Executive Number 112 authorizes Governors to impose, lift, or extend the appropriate community quarantine of municipalities within their territorial jurisdiction upon the concurrence of the regional IATF; WHEREAS, Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines with amendments as of May 20,2021 outlines the guidelines for areas under MGCQ; NOW, THEREFORE, I, FRITZIE ANN KAYE DELA CRUZ-GAPASIN, Municipal Mayor of Bacarra, Ilocos Norte, Philippines, by virtue of the powers vested in me by law, do hereby order adopt the E.O. 128-21 of Gov. Matthew Joseph Marcos Manotoc Reverting the Quarantine Classification of the Municipality of Bacarra to Modified General Community Quarantine beginning June 7, 20201 and Updating the Guidelines for Preventive and Mitigating Measures Against Covid-19 in the municipality; SECTION 1. HEALTH STANDARDS. The following minimum health practices shall be observed without prejudice to the exercise of more stringent health practices:

OFFICE OF THE MAYOR 1. When outside one’s residences, one shall maintain a minimum distance of 2 meters or roughly 6 feet from one another. 2. The use of facemask is mandatory for all persons who leave their residences. The face mask must sufficiently cover one’s nose and mouth and must be worn at all times, especially when talking. Masks with valves are banned and fabric or cloth masks must have three (3) layers. In addition, all are strongly encouraged to use a face shield. 3. One shall practice cough etiquette by covering the mouth and nose with disposable tissue paper when coughing and dispose the tissue paper immediately afterwards. In the absence of tissue paper, one must cover the mouth and nose with elbow pit. 4. One must frequently carry out proper handwashing with soap and water. If not available, use disinfectants such as rubbing alcohol or hand sanitizer. Avoid touching any part of the face. 5. All private and business establishments are required to have their own logbook to keep record of all persons going in and out of the premises. The wearing of face shield is mandatory and is required to be worn, subject to the following specifications: a. Face Shields shall cover the entire face (completely cover sides and length of the face). Visor-type or eye shields are not allowed. b. Face shields and masks should always be worn together when interacting with colleagues, clients and/or visitors. c. Face shields may be removed according to the demands of the work or when the occupational safety and health of the employees so requires. SECTION 2. MOVEMENT OF PEOPLE. 1. The following are encouraged to remain in their residences unless for work purposes or to obtain essential goods and services: a. Persons with immunodeficiency, comorbidity, health risks, or pregnant women; b. Senior Citizens aged 60 years old and above, minors aged 15 years old and below. All are strongly advised to avoid the three (3) Cs: -Closed or Indoor Spaces (open windows as a solution); -Crowded Places; and -Close Contact

OFFICE OF THE MAYOR 2. People residing in lockdown areas are prohibited to go out of their residences. All contacts of positive cases and those who underwent RTPCR testing are strongly advised to isolate and self-quarantine until further notice. 3. Curfew hours shall be from 10:00 P.M. to 4:00 A.M. SECTION 3. MASS GATHERINGS. All non-essential gatherings shall be PROHIBITED until further notice e.g., birthday parties, christening parties, wedding parties, etc. If unavoidable, essential gatherings such as religious or work or government related gatherings and wakes are allowed subject to the following conditions: 1. Only a maximum of fifteen (15) persons for indoor settings and forty (40) persons for outdoor settings regardless of the venue capacity shall be allowed. 2. Persons experiencing any of the signs and symptoms of COVID-19 must stay home and shall not be allowed to attend any public gathering. 3. All non-essential gatherings e.g., disco, pool parties and other water recreational activities, beach parties, birthday parties, tupada, fiesta, sabong, parades, beauty contests, processions, cultural festivals are strictly prohibited. 4. Wakes shall be limited to 9 days only. The use of wind instruments e.g., horns, trumpets, trombones, saxophones, etc., during “Asalto or musiko in wakes and funerals is already allowed provided that instrumentalists shall undergo RT-PCR test before operation. Music Bands can still perform provided that there shall only be two (2) performers e.g., singer, pianist/guitarist and should only play until 7:00 P.M. Band members must be a resident of Bacarra, Ilocos Norte. 5. Religious gatherings e.g., Holy Masses, prayer meetings, etc., shall be limited to 50% of the venue capacity. All churches and religious establishments must observe health protocols e.g., logbook/attendance, proper sanitation, wearing of face mask and face shields. Senior Citizens (60 years old and above) and minors (15 years old and below) are discouraged to join the above mentioned. “Palualo” in honor of a deceased relative shall be allowed provided it shall only be attended by the prayer leader and immediate family members. 6. Use of karaoke/videoke shall be prohibited until further notice. SECTION 4. SPORTS & EXERCISE. Indoor and Outdoor INDIVIDUAL sports and other forms of exercise are encouraged provided that minimum public health standards are observed and national guideline are followed.

OFFICE OF THE MAYOR SECTION 5. PUBLIC TRANSPORT. Public transportation within Bacarra shall be governed by, but not limited to the following guidelines: 1. All persons in the vehicle are required to wear face masks and face shields at all times; 2. All persons must observe a strict one (1) meter distance between each other unless there is a plastic barrier between them; 3. Operators and drivers must provide adequate ventilation inside their units; 4. Jeepneys are required to record all passenger’s information through logbook and always maintain social/physical distancing inside the vehicle. 5. Tricycles should only have one (1) passenger at a time. BACTODA should keep records of their passengers through logbooks. 6. Transportation units and terminals shall observe appropriate sanitary measures such as disinfecting frequently touched areas in the terminal; and 7. Minimum health standards such as maintenance of social distancing and wearing of face masks and face shield at all times. SECTION 6. COVID WASTE DISPOSAL. All face masks, face shields, PPEs, gloves and other COVID-19 waste materials should be properly disposed in the YELLOW BINS provided by the barangay. SECTION 7. TOURISM. All tourist spots e.g., beaches, rivers, creeks, picnic sheds etc., are temporarily closed until further notice. SECTION 8. EATERY & FOOD COURTS. All food establishments are allowed to operate. Dine-in will be allowed but shall be limited to 50% of the area capacity. SECTION 9. OLD & NEW PUBLIC MARKET. The following protocols must be observed inside the public market: 1. No person shall be allowed to enter the public market without any filled – out coupons/slips (please refer to “Annex 1” 2. All persons entering the public market must properly wear face mask and face shield. No face mask and/or face shield, NO ENTRY. 3. Market goers must sanitize their hands through alcohol/handwashing. 4. All must observe social/physical distancing.

OFFICE OF THE MAYOR SECTION 10. RETURNING RESIDENTS/ROF/LSI/VISITING RESIDENTS. All returnees must provide negative RT-PCR result/SALIVA RTPCR Result (administered by REDCROSS) upon entry at Ilocos Norte borders as stated in the Travel Guidelines released by the Provincial Government of Ilocos Norte. SECTION 11. ROLES OF BHERTS, BARANGAY OFFICIALS, BHW & TANODS. a. Provides immediate and appropriate assistance to Persons under quarantine/isolation. b. Supervise and monitor persons under quarantine/isolation at all times. c. Delivers food, medicine, basic necessities, etc., to persons under quarantine/isolation. SECTION 12. IMPLEMENTORS. SECTION 13. PENALTIES. Anyone who violates this Order shall suffer the penalties imposed under the following laws and ordinances, if applicable: 1. Provincial Ordinance No. 22-2020 dated April 20, 2020 entitle “An Ordinance imposing penalties for Violation of Executive Orders, Issuances and Directives issued in relation to Proclamation No. 922, Declaring the Philippines under State of Public Health Emergency by reason of the Corona virus disease (COVID-19)” in the Province of Ilocos Norte and for Other Purposes, a fine of Five Thousand Pesos (Php 5,000.00), as amended by Provincial Ordinance No. 30-2020 issued on July 20, 2020; a. Non wearing of Facemask/Protective Covering shall be penalized with a fine of: 1st offense – Php 1,000.00 2nd offense – Php 2,000.00 3rd offense – Php 5, 000.00

In case of insolvency of the person liable, he/she shall undergo community service depending on the severity of offense, as follows: 1st offense – 24 hours 2nd offense – 48 hours 3rd offense – 120 hours c. Spreading false information, unverified reports and other forms of disinformation that may affect the overall unified response to the COVID-19 pandemic shall be penalized with a fine of Five Thousand Pesos (Php 5,000.00) and shall be prosecuted under related national laws and penal statues. d. Any form of discrimination against medical and non-medical front liners, and COVID-19 suspected, probable and confirmed cases and/or their relatives shall be penalized with a fine of Five Thousand Pesos (Php 5,000.00). 2. Provincial Ordinance No. 33-2020 dated August 24, 2020 entitled “An Ordinance Further Amending Provincial Ordinance No. 022-2020, entitled “An Ordinance imposing penalties for Violation of Executive Orders, Issuances and Directives issued in relation to Proclamation No. 922, “Declaring the Philippines under the State of Public Health Emergency by reason of the Corona Virus disease (COVID-19)” in the Province of Ilocos Norte; a. Violation of curfew hours: 1st offense – Php 1,000.00 2nd offense – Php 2,000.00 3rd offense – Php 5,000.00 b. In case of insolvency of the person liable, he/she shall undergo community service depending on the severity of offense, as follows: 1st offense – 24 hours 2nd offense – 48 hours 3rd offense – 120 hours SECTION 14. CONTACT TRACING AND ISOLATION. 1. For Active Case Isolation: 2week facility plus 1 week at home quarantine recovery periods. No repeat RT-PCR unless with indication. 2. Non-Variant Active Cases – CT to include 2nd Degree and 3rd Degree generation of contact and test only the symptomatic. 3. All 3 rd Degree

OFFICE OF THE MAYOR of Variant Linkage – must be subjected for RT-PCR, even if they are asymptomatic and are advises to self-isolate to be monitored by the BHERTS for 14 days as well as with symptomatic who has a NEGATIVE RT-PCR. SECTION 15. LOCKDOWN AND CONTAINMENT. For Sitios or Purok lockdown, access to basic and essential services to affected household should be arranged through alternative means by concern Barangay Officials, while for Barangay Lockdown, the LGU shall assist in catering the needs of the affected barangay. SECTION 16. REPEALING CLAUSE. Any or all Executive Orders previously issued inconsistent herewith are hereby repealed or modified accordingly. Furthermore, provisions of the Order shall be deemed amend when repealed by issuances of higher authorities or government agencies. SECTION 15. EFFECTIVITY. This Executive order shall take effect immediately. DONE in the Municipality of Bacarra, Ilocos Norte this 14th day of June, 2021.
