Context Motion passed unanimoulsy by Scioból Monthly Meeting 6th Dec 2021 “That the Chairman 's directive be accepted as Shed Policy in the event of an urgent ruling or decision that needed to be made between meetings. In such cases any member who disagrees or who might have a different view will have the opportunity to raise this at the next meeting.”
Draft Disciplinary Process Proposal Folks, Informed by and mindful of, but not limited to current issues in the Shed, and in consultation with the Committee I have prepared a Draft Disciplinary Process Proposal, which, I submit, is Fair, practical, implementable and protects both a Member’s Rights and those of other Member’s, gives capacity for the Chairman to carry out his functions with effectiveness and puts the ‘Best Interests of the Scioból’ value as a Core Principle. As part of our growth process I believe these formal steps are necessary. If they were already in place we wouldn’t be dragged down as we are now or were previously last September. The measured, stepped, graduated process ensures no “Rush to Judgment”. Getting a Policy in place where everyone knows and signs up for Shared values and rules is essential for future progress. I ask you to read, reflect upon and review the Draft, suggest modifications, additions etc. and then let us discuss, commit to and then implement them. Verbal communication from Chairman to member, setting out the particular behaviour/act/s, how it falls short of required standard for Shed Member and identifying required change of behaviour/action by the Member to comply with Shed standards going forward. Stage 2. In the event of the Member not acknowledging the behaviour/act and agreeing to comply, Chairman should serve on the Member a written description/explanation and reminder of the verbal communication of Stage 1, while retaining proof of service (which can be digital and/or hard copy, while setting out a timescale within which the Member should reply/comply. Stage 3. In the event of non-adequate response and Behavioural change by the Member, Chairman to send (and retain copy of and proof of service of) a reminder notification to the Member with a warning of suspension of membership of the Member if a satisfactory response and change of behaviour does not take place within a defined period. Stage 4. In the event of no satisfactory improvement to the behaviour by the Member occurring (to the Chairman’s satisfaction) within the specified period, the Chairman will then inform the Member (and retain copy of and proof of service of) that his membership is being Suspended for One Month, or until the next Scioból monthly meeting, whichever date comes first. Suspension will entail removal of access to An Scioból by the Member and requiring him to handover keys to the Scioból to the Chairman Forthwith. Stage 5. When the next Monthly occurs, the Chairman will be required to lay out his explanation of the issue/s, along with related documentation and records to the meeting. The Member will be invited both to question the Chairman in relation to events/ records and to make an opposing argument/case to the general meeting. When this exposition/clarification/arguments of the issues have been presented, it is up to the meeting to proffer proposals for appropriate sanctions, if any, should be imposed upon the member, up to and including removal of the Member from membership of An Scioból. The process enacted at the meeting should be minuted, for the record. It should take into account all parties Natural Rights to a Fair Hearing, and should be informed by the Tenet of the Long Term Best Interests of the Scioból Community. In recognition of the principle of ‘Equity of Arms’ the member will be invited to bring along to the meeting a friend/ representative/ advocate to assist them. All such person shall be excluded for period/s during which votes/decisions are taken at said meeting.
