From a property perspective, the most significant aspect of the new Park is that on 1 April the South Downs National Park Authority (SDNPA) has become the sole planning authority for the area. South Downs Property sought the views of Andrew Shaxson, Chair of the Planning Committee. Andrew Shaxson has a lifelong connection with the South Downs. In 1932 his grandfather bought the family farm in Elsted where Andrew himself has farmed, although the land is now managed by his cousin. He lists his hobbies as walking (he has walked round Britain), gardening and local history. His local knowledge of planning and local issues has been cemented by serving on the South Downs Conservation Board and the South Downs Joint Committee for 8 years, nearly 12 years on Chichester District Council, and 20 years on his local parish council. Andrew became Planning Committee Chair of the SDNPA last June and has no illusions about the responsibilities of the job. He knows that there are some public concerns about the SDNPA’s future planning role. He has said that “community involvement in the planning process is vital to ensure that planning policies are the right ones in this very special place. Planning continues to be a focus for many people across the National Park, and we want to ensure that we get the balance right. “A demanding task will be to work with the 1,600 planning policies of the 15 local authorities within the National Park, before we produce our own Local Development Framework in about three years time, ” Andrew Shaxson explains. “The Park was formerly two Areas of Outstanding Natural Beauty (AONB) and the SDNPA’s remit is to ‘take lead responsibility for keeping it a special place’.” The planning committee has 10 members, all with planning experience – including a planning barrister. “Having served in local authorities, a number of us as planning portfolio holders, we have a vision of our work for the SDNPA, which will have similarities to our existing experiences. We know that the public has concerns, but we are wise to lobbying and we must avoid being bowed by public pressure – and act in the best interests of the Park and its inhabitants. “The main planning principle for development within the National Park is that it will be demand-led rather than marketled. I don’t think we will be unnecessarily restrictive, and there will be some open-market housing – but not as much as if the National Park had not been created. “It is important to remember that the second ‘purpose’ of the Park is to promote the understanding and enjoyment of the area. So a scheme that delivers this now stands a better chance of

being passed, if it doesn’t conflict with the conservation of the area. That said, we won’t pass every leisure scheme. “There are some big applications in the pipeline – in Petersfield, Liss, and Lewes; the Horncroft Sand Quarry near Fittleworth, and the King Edward VII hospital site. They will be a challenge we will look forward to resolving.” The SDNPA is responsible to DEFRA (the Department of the Environment, Food and Rural Affairs), who are their paymasters. “We don’t take anything from the local taxpayer,” Andrew Shaxson points out, “but we can access funds from sources such as European funding and by other means which are not available to the local authorities.” The committee will deal with the ‘Significant’ planning applications in the National Park. These are expected to total between 120 and 150 from the 3,500 to 4,000 planning applications which they are likely to receive every year – this makes it the eighth biggest planning authority in England in terms of workload. The local authorities will remain the first port of call on planning matters. The SDNPA is employing four link officers who will have a crucial role in the planning process. The areas they cover are Hampshire (Winchester City Council, Hampshire County Council and East Hampshire District Council); Chichester District Council (including the east of West Sussex County Council); the rest of West Sussex; and East Sussex (including Brighton and Hove). The link officers will scrutinize all relevant planning applications for the SDNPA. In the interim year since April 2010, the SDNPA has worked closely with the local authorities developing working arrangements. Andrew sums up: “It is important that we ensure the needs of those who live, visit and work in the National Park are met, while we protect the area for the future.” SDNPA, 0300 303 1053 www.southdowns.gov.uk
