Comment Park life
Six months have passed since the South Downs officially opened as a National Park in April. In that time the South Downs National Park Authority has started to establish a clear structure and lines of operation. A lot of work has gone on behind the scenes and the SDNPA is about to complete a survey of people’s perceptions of the seven qualities of the Park (see News).

The SDNPA’s planning role is paramount and their work has come in for praise from the South Downs Society. As planning chairman Andrew Shaxson identified when interviewed for the first issue of South Downs Property, there have been challenges. These included the development plans for the former King Edward VII hospital north of Midhurst; the SDNPA threw out the plans of City and Country Group in the summer, but the developers are now ready to return on appeal with new plans. This issue focuses on Chichester, reports on the record auction sale at Cowdray Park, updates the lettings and residential markets, and offers our Pick of the Properties. Issue 11

Name
Chichester, whose Saxon name was Cissanceaster, is said to have come from Cissa, the son of Aella, who settled the kingdom of the South-Saxons; and Ceaster, a Roman Fort.
History and Heritage
• Chichester played a key role in the Roman Invasion of AD 43, with evidence of military storage structures near the Fishbourne Roman Palace. • The city centre was built on the foundations of the Romano-British city of Noviomagus Reginorum, capital of the Civitas Reginorum. The city also takes its unique layout from the Romans, radiating outwards from the medieval market cross. • During the Anglo-Saxon times, the city was known as the chief city of the Kingdom of Sussex. • The city was handed to Earl Roger de Mongomerie after the Battle of Hastings for his courageous efforts in the battle in 1066. The city became the administrative centre for The Rape of Chichester and Chichester Castle was built to demonstrate its power. • Among many significant buildings: Chichester Cross built in 1501 as a market place, John Nash designed the Butter Market in North Street, opened in 1808; and the Corn Exchange in East Street opened in 1833.
The Cross, built in 1501
Population
In the Norman Period Chichester consisted of 300 homes; population 1,500. In the 2001 census the population was around 23,700.
Attractions Chichester Festival Theatre
Chichester Festival and the Minerva Theatres in Oaklands Park are among England’s flagship theatres. Attracting a range of top stars, the 2011 summer season ends with a production of Sweeney Todd, starring Michael Ball and Imelda Staunton (ends 5 November). Chichester Cathedral
The heart of Chichester, the Cathedral was originally built by the Normans. When the spire collapsed the Victorians rebuilt it. In the 19th Century the houses that hid it from view on the south side of West Street were demolished to give the cathedral ultimate visibility. As well as numerous medieval treasures, there are significant artworks by Graham Sutherland, John Piper and Marc Chaall.

small business expansion, say Cluttons.
Industrial remains somewhat weaker due to the lack of opportunities, though a hi-tech producer is looking to take some 20,000 sq ft on the outskirts of Chichester in order to expand following Government-won contracts and private enterprise industries. Associated suppliers to Rolls Royce have also taken up further industrial space as the luxury car manufacturer continues to prosper.

The Square, Eastgate, has been a successful addition to Chichester’s retail dimensions with only one unit remaining of 1,000 sq ft. Other occupiers include Cook, Art For All and Brasserie Blanc.
Whilst the media is dominated by negative economic headlines, Chichester continues to buck the trend and improve economically.
Jack Wills are rumoured to be taking in excess of 7,000 sq ft in North Street, again showing the continuing optimism and vibrancy of Chichester as a retail centre. The limited availability of retail opportunities is creating competition as and when units become available, as is the case with South Street. Small businesses are now more confident and moving from home office environments and serviced office facilities to self-contained office suites above retail within the city centre. This encouraging

There is still some life in the lettings market
“The letting market in the South Downs is very busy with lots of prospective tenants from all walks of life looking for rental property,” says Kathy Taylor, Senior Branch Manager at Leaders, Horsham. “Many are unable to get a mortgage at the moment, whilst others have sold their property in order to be in a stronger position to buy when they find a property they like. “Two and three bedroom houses are in particularly strong demand and are achieving top rents. Rents in general have risen steadily as a result of consistently strong demand. We are receiving lots of enquiries from investor landlords who are interested in investing in properties to let in the South Downs – either for the first time or to add on to their to existing portfolios. “ The firm offers a spacious unfurnished three/four bedroom detached and double-glazed bungalow in Coneyhurst. For £1,250 monthly, it has versatile accommodation and attractive gardens; plus a detached double garage and ample parking. Leaders Horsham, 01403 217585 These positive views are shared by Liz Cribley, Lettings Manager, at Neilan Williams. “We have experienced a high demand in rental properties in the last few months. The opening of the Hindhead Tunnel seems to have had some impact on demand due to quicker travelling times now being available. “Petersfield is always a popular location for rentals having rail and road links for people wishing to commute to London. The outlying villages are also popular for those seeking a more tranquil and rural location. One and two bedrooms are always popular but we have seen the demand for larger properties increasing. “Neilan Williams will start a marketing campaign to increase their level of stocks, having been so successful in letting the majority of the properties on their books.” Neilan Williams, 01730 233333
Star Cottage, with Fowlers, £850pcm
beautiful surroundings on the edge of the sought-after village, available at £995pcm. However, the increased activity is not enough to suit the high number of tenants. That means many are having to compromise with their search or stay put for the time being. For any potential landlords looking for advise on the buy-to-let market or general advice, contact Michael Sturt: Gibson Gammon, 01730 262628 Laetitia Haldaway, Fowlers’ Lettings Manager, said, “The rental market has been making hay throughout the summer and this is continuing into the autumn. This is driven by multiple factors that do not seem likely to change soon. “Of course, it’s highly competitive, but well maintained and well presented properties are letting quickly to good tenants, and this is continuing.” She added that some properties don’t even reach the market so, for those seeking a quality rental property, it is worth keeping in close touch with their agents. On the Fowlers’ lettings list is Star Cottage, in Storrington, for £850 pcm. Fowlers, 01798 875197
Michael Sturt, Branch Manager at Gibson Gammon Residential Lettings, reports an active lettings market within the Petersfield and South Downs areas. “There has been a shortage of good quality accommodation within the area throughout 2011 and this is set to remain unless we see a significant downturn within the sales market bringing reluctant landlords to the market. “Houses and flats up to £1,100 per calendar month are quick to let especially within the the town centres but it is proving a little slow above this price range. We have seen a small increase in August and September of stock levels. For example, the Wheel House in East Meon is a converted mill cottage in 10

With its many original features, as well as its large spaces and its separate annexe, it has made a fabulous home all year round. “This is a classic barn conversion with oak beams and log burners, which feels very cosy,” explained the owner. “At the same time it has lots of space and has been converted to make the most of its setting. There is a large drawing room on the first floor, which has wonderful views.”

John Brennan, Director of Henry Adams Lettings in Storrington, also reports that things are still “extremely busy with reasonably good levels of property coming on to the lettings market across the price ranges.” The firm recently let at the first viewing a pretty one-bedroom thatched cottage in Amberley village. “Compared to this time last year, we have let three times as many new instructions, with prices ranging from £600 to £2,750pcm,” John Brennan adds. “We are seeing first time renters across the board. “Curiously enough a couple who sold a large house in Yorkshire have become first-time renters locally, and another couple who sold earlier in the year to stay with family have now decided to rent for the first time. Few landlords will enter a contract for more than 12 months and as a result of demand, there is continued upward pressure on prices with every likelihood this will continue well into the autumn.” Henry Adams, 01903 742535 Sue Crossley, of The Country House Company, commented: “Prices in the lettings market may not be reflecting the London market where foreign money is still pouring in creating a high demand and rising prices. Here in the south there is a steady level of activity. The early summer was busier than anticipated and now, following the usual calm of the summer holidays, we are busy again with valuations and viewings, particularly at the lower end of the market.”

5 bedroom house in Hambledon, with The Country House Company, £3,000 pcm
Prices have risen but only slightly and landlords have to invest in their properties to achieve maximum rent potential. Sue Crossley has also noticed a recent rise in shorter term lets. “We have a variety of properties available for a shorter term, generally furnished and with more flexible tenancy terms.” For example, the firm has a five-bedroom house in Hambledon, available for nine months with possibility of renewal, for £3,000 pcm excl. FIRE SAFETY:
A D V E RT IS E M E N T F E A T UR E
5 easy steps
In last month’s edition Neil Casson of Energy Footprint outlined the changes to fire safety legislation and the responsibilities that this placed on businesses and landlords. In the second of 3 articles he discusses the practical steps required in undertaking fire risk assessments. What is a Fire Risk Assessment? A fire risk assessment is an organised and methodical look at the premises, the activities carried out there, and the likelihood that a fire could start and cause harm to those in and around the premises. Essentially it involves identifying any fire hazards and evaluating the risks arising from them, taking into account existing risk controls. There are 5 main steps involved. Step 1: Identify Any Fire Hazards For a fire to start and take hold 3 elements are required; a source of ignition, a source of fuel, and a source of oxygen. Taking measures to avoid the 3 elements coming together will, therefore, reduce the chances of a fire occurring. Sources of ignition include electrical sources, hot surfaces, smoking, naked flames, or even arson. The fuel source can be anything that will readily burn, such as furniture, waste products, flammable liquids or gases, plastics, rubber, and materials used to line walls, floors or ceilings. Step 2: Identify people At Risk You need to identify those at risk if there is a fire. Aside from the regular occupants of the building you should also consider any visitors, including contractors. It is important to pay particular attention to people who may be especially at risk such as people who sleep in the building, employees who work alone or in
isolated areas, people with disabilities, people who are unfamiliar with the premises, or any unaccompanied children and young persons. Step 3: Evaluate, Remove, Reduce and Protect From Risk Evaluate the risk of a fire occurring and the risk to people in the premises. Proper consideration of how fire or smoke is likely to spread throughout the building is particularly important. Wherever possible, remove sources of ignition, fuel or oxygen – if they cannot be removed then take all reasonable steps to reduce the risk from them. Finally, consider how well people are protected from fire through such things as the age and construction of the building, fire detection systems, firefighting equipment, means of escape, emergency lighting, signage and other factors associated with good fire safety management. Step 4: Record, Plan, Inform, Instruct and Train Having done all this, record the significant findings and any action to be taken in the fire risk assessment, ensure that an emergency fire action plan is in place, and formulate a plan to address the issues in the fire risk assessment. Inform and instruct any relevant people of their roles and responsibilities, and provide appropriate fire safety training to staff. Step 5: Review Finally, formulate a review policy that is appropriate to the level of risk and consider what factors may trigger the requirement for a review of the fire risk assessment.

New-build in Durford Wood, Petersfield, Chesterton Humberts, £3.85 million
There is a
season
Will 2011 prove to be an Indian summer? Or is this forever autumn in the property market?
The former Coach House, Bepton, Henry Adams, offers in excess of £700,000.
Nick Keith investigates People who want to sell their houses this autumn need to put their dreams and aspirations on the back burner and take a clear view of what their property is really worth. Local agents in the South Downs say there are buyers but there is generally insufficient stock on the market. “There is still a shortage of good properties on the market, although there are certainly buyers around, especially at the higher end of the market,” reports James Clare, Manager of Henry Adams Haslemere branch. “The Hindhead tunnel is starting to show massively improved journey times so we are seeing more people moving out from London but we’re also seeing lots of local people wanting to move this autumn. “Prices have got to be right to attract interest as buyers naturally want to feel they are getting value for money. When priced correctly, owners of the best properties can command good prices and can expect offers at or around asking prices.” The Chichester office of Henry Adams also reports continued interest from buyers, as partner John Corrie explains: “We took on two properties in East Dean in August, each of which attracted some 15 to 20 viewings. This summer interest has followed through into early September sales.

“We are now seeing an upward trend in activity, partly driven by the quieter spring market earlier this year and partly by the desire to move before the ‘deadline’ of Christmas. Depending on location and type of property, there is extremely good demand for Downland property continuing through into the autumn.” Henry Adams, 01243 533377 Barbara Loweth, Associate Director, Chesterton Humberts, said: “Despite the ongoing economic uncertainty, and buyers’ confidence being knocked, affordable levels seem to have dictated the pace from the beginning of this year. We believe the same will apply in the final months of 2011. “We have now started to see some evidence of the benefit of the newly created Hindhead tunnel, with properties based

further south of Petersfield being given serious consideration by purchasers who would have seen the distance, ‘just that little bit too far’ in the past. “As a result of the economic outlook, listings have slowed down with a view that perhaps now is not a good time to sell. However, the opportunity now exists to market your property as the shortfall could provide you with an above average result, especially as there are vendors out there, under offer, who cannot find a house and who are keen to keep their feet firmly in the property market. Chesterton Humberts are offering a new-build in Durford Wood, near Petersfield, which they describe as an “aspirational purchase” with a guide price of £3.85 million. Chesterton Humberts, 01730 862033 Quennells at Plaistow is a 16th century farmhouse about 10 miles from Haslemere. The main house is in a secluded position with views over its own deer park and woodland beyond. The comfortable five-bedroom (Grade II Listed) Sussex Farmhouse
has a link to a reception and entertaining barn. This barn was imported and re-erected by the current owners about 20 years ago and adds a new dimension to the property. The parkland grounds include: a large outdoor swimming pool with a thatched pool house and sauna, an arctic circle log cabin fully equipped for alfresco cooking, a helipad and a tennis court. Beyond is a two-acre landscaped lake area with two summer houses and a woodland full of wild flowers. In the courtyard is a two-bedroom cottage, a stable block with eight internal loose boxes, tack rooms, a traditional eight-bay cart shed, a three-bay farm barn and further buildings. The property extends to about 170 acres, including pasture and woodland and permission to build another detached dwelling. Batcheller Monkhouse and Knight Frank, London, are joint sole agents, and the guide price is £4 million for the whole or £3.25 million for Lot 1, Quennells House and 126 acres. Rightmove index South Downs survey
New sellers’ average asking prices for property went up by 0.7% on the month to 10 September, but were 3% down over the three-month summer period, according to the Rightmove House Price Index. The average asking price is now £233,139, which is £7,255 less than three months ago.
This month is the third anniversary of the collapse of Lehman Brothers, and many of Rightmove’s key metrics are little changed, so a housing market recovery seems as far away as ever. The average time a property stays on the market is 94 days. Unsold stock per estate agency branch is still stuck in the high 70s – it stands at 78 now compared with 76 three years ago. On 25 March 2012 the stamp duty relief is due to finish. The nilrate threshold will fall from £250,000 to £125,000, so first-time buyers might want to bear that in mind to avoid paying stamp duty of 1% of their purchase price. The number of properties coming to market this month compared to September 2008 is subdued, with a weekly rate of 23,412 this month, just higher than the 23,131 in the same month three years ago. www.rightmove.co.uk
On the web
For property buyers, the internet is by far the most important starting point, with 55% of them finding directly through the internet (up from 48% last year), according to a recent survey by Henry Adams. And 9% are attracted by local advertising. One in four buyers comes directly from the Henry Adams website. The firm also uses a range of other internet portals. Richard Williscroft, senior partner at Henry Adams, says that most sellers ask two or three agents to value their property; 33% asked for one valuation, and 7% had four or more valuations before committing to sell. “The contribution made by each member of staff to provide high standards of service is tremendous and the results show that our customers really do notice the difference they make,” Richard Williscroft adds. If you have views about the special qualities of the South Downs National Park, they are wanted now. The South Downs National Park Authority (SDNPA) is reaching the final stages of a year-long consultation with stakeholders, and the special qualities are an important cornerstone of its future work. Consultations have taken place at the South Downs Forum event in July, at seven Technical Working Groups during the summer, through the ‘Postcards for the Future’ from events across the National Park, and at the first three autumn workshops. The draft of the qualities can be downloaded from the SDNPA website. Stakeholders, SDNPA staff and members are asked to agree on a final set of seven special qualities. Go to: www.surveymonkey.com/s/southdownsspecialqualities The survey should take 10 minutes, and has been set up to remember answers – so people can begin and then return later. The survey closes at 5pm on Friday 7 October and the South Downs National Park special qualities will be finalised in the coming weeks.
Terraced houses are popular The average price of terraced homes in the UK has risen by more than any other type of property in the last 10 years, according to new Halifax research. The typical price of a terraced home is up by 68% from £89,843 in 2001 Q2 to £151,332 for the same period in 2011.

They remain the most affordable property type, at 15% below the average UK house price of £177,740, and that has risen by 53% in 10 years, from £116,325 in 2001. The share of terraced homes sold also increased the most, from 31% in 2001 to 34% in 2011.
Detached homes were the only type of property where the share of all sales decreased, from 21% to 14%.
There was a large fall in the proportion of home movers buying detached homes (from 30% to 22%). In 10 years, detached house prices
have increased by 56% from £175,086 to £273,173. Those looking to trade down later in life have seen their potential cash windfall rise by over a third in the past 10 years.
