Comment “A happy place” Friday 29 April 2011 has been an important day in the national calendar for some time. It is the day of the Royal Wedding between Prince William and Catherine Middleton – as well as the publication date of the third issue of South Downs Property. Amid all the comment about dress and dresses, invitations, street parties and national celebration, there has even been speculation about where the Prince and his new bride might live. Surprisingly perhaps, the splendours of the South Downs do not seem to have earned a mention. The joys of the South Downs are so familiar and accessible that they almost go unnoticed. In this issue the focus is on Midhurst, the headquarters for the South Downs National Park Authority (SDNPA) and, let it be said, a suitable area for a royal home. “Midhurst has always been a happy place for me,” said H G Wells, the author of The Time Machine and The War of the Worlds, who was both educated and taught at the grammar school.

on Midhurst Step back in time in the old market town of Midhurst ... The name
Old English Middeherst means ‘the middle wood’.
History & Heritage
• Sources suggest that Midhurst has been inhabited for well over 2,000 years, although the well-preserved market town has no Roman remains and is not mentioned in the Domesday Book. • Midhurst developed around St Anns Hill, where there was an Iron Age fort, a Norman castle, and a 12th century fortified house. • In 1315, the Bohun family, the owners, built a new house (Le Coudreye), • In the 16th century this was replaced by Cowdray House, home to the Montagues, a leading Catholic family in the courts of Henry VIII and Elizabeth 1. This building was destroyed by fire in 1793, the same year that the 8th Viscount Montague drowned in the Rhine. The last remaining Montague sons were also drowned in 1815. The Ruins are the remains of that grand Tudor building. • Midhurst has more than 100 listed buildings. • The Grammar School was founded in 1672 in the Old Market House in the Square, later moved to North Street, and closed in 2008 to become Midhurst Rother College.
Population
In 1621 the population was 400. In the 2001 census it was around 4,900, equal with Liss. Midhurst and Liss have the third largest population in the South Downs after Lewes (16,000) and Petersfield (13,300).

Famous residents
• Guy Fawkes, who worked at Cowdray House in his youth. • Richard Cobden (principal in repeal of the Corn Laws, in 1846). • H G Wells (1866-1946), scholar and later teacher at Midhurst Grammar School, who said: “My memories of Midhurst are in sunshine.”
The Cowdray Estate
The beautiful 16,500 acre estate belongs to Viscount Cowdray – visit the Walled Garden – and features the annual polo season from April to September.

Polo
• The game has been played at Cowdray for almost a century. The first competitive tournaments were recorded in 1910 and established in the 1920s. • John Cowdray built up the country’s leading string of polo ponies after the Second World War. In 1953 England’s first post war international tournament, the Coronation Cup, was played there – having been first presented in 1911 to celebrate the coronation of King George V – and featured teams from England, the US, Argentina and Chile. • The Gold Cup is the highlight of the UK season. Sponsored since 1995 by leading champagne house Veuve Clicquot, the Gold Cup enjoyed its Golden Jubilee in 2006.

Historic inns
The Spread Eagle Hotel in South Street is one of the four taverns among Midhurst’s quaint buildings. The first known mention of the hotel was in 1627 but it probably dates from much earlier. Once a coaching inn it is now a top spa and hotel, the oldest part of the building has mediaeval foundations and a timber-framed structure. Nowadays guests can stay in the traditionally furnished rooms and eat in the historic dining room with huge oak beams and an open fireplace. The old stables have been converted into a function room with a small bar and doors opening out onto a garden area. See old Bayeux tapestries on the wall, Tudor bread ovens, a 15th century lounge, original windows and timber framing. 01730 816911 The Angel Hotel has stood on the same site (on the A272) in North Street, since 1652. Supposed to have been a resting place for the Pilgrim Fathers who would only stay overnight at establishments that bore the sign of the angel. The Angel has been the bolthole for several famous people, such as H G Wells, Hilaire Belloc, King George V, and Guy Fawkes. Recently restored, the hotel has 15 boutique bedrooms with luxury bathrooms and fluffy pillows; welcome treats for a tired traveller. The new restaurant, Bentley’s Grill, specializes in Argentine Steaks. 01730 812421.

Buying is cheaper than renting Buying a house is now 14% cheaper than renting in 10 out of 12 areas, according to a recent review by the Halifax A three-bedroom property in March 2011 costs a homeowner an average of £608 per month, including mortgage and maintenance costs; rent would be more than £700. In March 2008 buying was 43% more expensive than renting. A major factor, reports the Halifax (part of the Lloyds Banking Group), is that the cost of a mortgage for a new borrower has dropped from 5.82% in March 2008 to an average of 3.59% last month. This has contributed to a 39% reduction in the average monthly mortgage payment.

Suren Thiru, housing economist at Halifax, said: “The typical monthly mortgage payment has declined by over a third since 2008 as a consequence of falling mortgage rates and lower house prices. As such, the fall in the cost of buying a property compared to the average rent paid by tenants has been significant. “Such a marked decline in mortgage costs has improved affordability for those able to enter the market as well as helping to ease the pressure on existing homeowners’ disposable income.” He added that “the current trade-off between buying and renting is expected to narrow when interest rates start to rise again.”

Andrew Gardner of Sussex based Amberley House Cottage Holidays looks at Furnished Holiday Lets - a different letting opportunity and building tourism in Sussex Furnished Holiday Lettings or should we say owning ‘that glorious Sussex holiday home’ are an area of entrepreneurial potential and should be of interest to many. The Coalition Government has been keen not to abolish the rules that apply to furnished holiday lets, due to disappear under the outgoing administration, and following a consultation period is preserving many of the advantageous rules for holiday property owners. These are seen to encourage tourism and therefore help with prosperity and employment in holiday areas.
commercially, and with a view to making a profit • You cannot claim the tax incentives when you use the accommodation yourself, or when the property is not available for letting. • The property must be fully furnished. • The lettings must be at full market rent, not a peppercorn rent for friends and relatives. • Your rental income is subject to income tax, but ALL expenses are allowable.
Investors are aware of the income and potential for capital growth opportunities behind buy to let property arrangements, however less is generally understood about furnished holiday lets and the return that can be generated to owners who rent their property through tourism. It is estimated that 65,000* individuals nationally own second homes that they run as a furnished holiday let business. Don’t think that self catering accommodation has to be beside the sea in order to attract visitors. Many of the tourist hotspots are often busy towns, cities or quaint villages. An apartment or cottage in Chichester or Arundel can often command rental income throughout the year due to their popularity, while our more temperate climate in Sussex means that areas around the South Downs are also popular outside the main summer season. Holiday letting qualifies for certain tax treatments available to businesses. It is still essentially regarded as income from property by Her Majesty’s Revenue & Customs (HMRC) but unlike other forms of property letting, which HMRC class as investment income, it benefits from more favourable tax relief. There are some valuable tax incentives for letting your property • Your accommodation must be available for letting to the public for at least 140 days of the year and actual letting must be at least 70 days. It is proposed by the government this will increase to 210 days availability and 105 days actual letting achieved from April 2012 onwards following draft legislation that will be enacted in the 2011 Finance Bill. • The holiday property must not be let to the same person for more than 31 days in the year during the holiday letting period. Outside the holiday letting period longer term occupation must not exceed 155 days in a tax year. • The business must be carried on

Many people have been keen to ensure that their rental property came within the furnished holiday lettings (FHL) regime in order to secure the advantageous tax breaks. So what are they? Any capital gains made on FHL qualifying properties will qualify for the entrepreneurs’ relief provided certain conditions are met. This means the gain will be liable to capital gains tax at the rate of 10%, rather than normal capital gains tax rates of 18% or 28%. Entrepreneurs’ relief is available on gains up to a lifetime limit which is £5 million. Capital gains tax can be deferred where the proceeds of the sale are invested in another holiday letting property within three years. This is known as roll-over relief. Roll-over relief can also be used to defer paying capital gains tax on sales of other types of businesses, where the proceeds are invested into a qualifying holiday lettings business. Capital allowances can be claimed in respect of expenditure incurred on furniture and equipment such as white goods used in a furnished holiday let, unlike non FHL furnished rental accommodation where only a 10% deduction for wear and tear is available.

It is important that individuals always take professional financial advice before considering whether to operate under the furnished holiday let rules. It will not suit everyone since there are owners of second homes who purchased them for their own enjoyment during the year. The requirement to make it available for letting for 140 days and then 210 days from April 2012 may simply not fit with their requirements for the property. However, many of these owners are increasingly looking to accept holiday lets around the periods when they are not there themselves. We work with a number of owners where this is the case and it generates them valuable additional income even though they are not operating within the furnished holiday letting rules. Anyone who is considering purchasing a second property as an investment opportunity should always give furnished holiday lets serious consideration. A cottage or country farmhouse in the heart of the Downs for example could command upwards of £750 per week in the high season. Owners who live close to their properties often derive great satisfaction from meeting the guests who visit, and enjoy reading the guest book comments that have been left after their stay. The workload of course is greater when compared to conventional buy to let arrangements, and there is no guarantee to the number of bookings that will occur each year. However whether handling changeovers and meeting guests yourself, or employing a housekeeper to handle that for you, the financial rewards from operating within the FHL rules can be excellent.

The new pull-out leaflet – Caring For the South Downs National Park – includes information about Rights of Way, Access Land, and dog walking. It is free from Tourist Information Centres, visitor attractions and other organizations across the National Park. “Making sure that everyone who lives in and visits the National Park is fully aware of the Countryside Code will ensure that we can all enjoy the South Downs and help protect them,” said Margaret Paren, Chair, SDNPA. The leaflet, which folds into a credit card sized plastic wallet, has been developed with the SDNPA’s environmental and land management partners – the Campaign for the Protection of Rural England (CPRE), the South Downs Society (SDS) and the South Downs Land Management Group (SDLMG). In the South Downs National Park gates, stiles and farm animals are a fact of life as more than 85% of the land is farmed land. For residents and visitors, knowing what to do or what signs mean may not be second nature. The South Downs is a working, living environment, with a large population. It is farmed and wooded land, with a range of habitats and wildlife, where birds nest, animals graze and are bred for food. The tips aim to help people “improve personal enjoyment and safety” while they are “adhering to basic codes of behaviour set out for the protection of the landscape, animals and habitats of the National Park.” One of the two purposes of the SDNPA is to promote understanding and enjoyment of the National Park’s special qualities. Part of this responsibility is promoting an understanding of who shares the landscape and what measures are in place to protect it.
