eporting from Bossier City, La., following the first day of sessions at ACRP’s annual meeting, I was struck by the attention to detail these safety professionals give the ASME standards. The Association of Crane & Rigging Professionals meets each year to educate members, many of whom are corporate r or professional trainers. It’s imperative that they know national crane standards, such as ASME’s B30 volume, inside and out so they can then pass that knowledge on to crane and rigging users—much like passing a baton in a relay race. A series of presentations included an overview of B30.1 through B30.29, and at least eight of the standards were reviewed in detail. These included jacks, below-the-hook devices, slings, hand hoists, rigging hardware, overhead cranes, and mobile cranes. Several of the presenters work on ASME subcommittees and so are privy to potential changes coming down the pike. But overwhelmingly, the speakers emphasized how common it is to find users who are still unfamiliar with the standards, even ones that have been in place for years—and thus the importance of reviewing, reviewing, reviewing. “A lot of people in the industry wonder if they’re OSHA-compliant,” posed speaker Peter Cooke, with Columbus McKinnon. “OSHA places compliance responsibility on the end user. Partnering CRC with ConExpo makes it possible to promote the safe and productive use of cranes to a much larger audience.” This will be the second year for the conference. The inaugural event was held last month in Houston, Texas. Approximately 300 crane and rigging professionals attended the event, which was centered around the theme “Promoting Crane Safety and Technology.” The theme for the 2011 exposition is “Innovation From the Ground Up.” “We placed extra focus on lifting equipment at the 2008 ConExpo-Con/Agg and we want to build on that in 2011 and beyond,” said Megan Tanel, vice president exhibitions and events for the Association of Equipment Manufacturers (AEM). “Co-locating the Crane & Rigging Conference with next year’s show will help strengthen the value of our event for the lifting industry and the contractors that use lifting equipment,” she said. “We are pleased that AEM has recognized our value to the industry. We will work hard to help them achieve their stated objective to add value to ConExpo by strengthening their focus on cranes and rigging,” added Ramsey.

avis Erection Co. Inc., Kansas City, Kan., was selected by Daktronics Inc., Brookings, S.D., and American Lift and Sign, Omaha, Neb., to improve the home game experience for Kansas City Chiefs fans. As part of the NFL team’s renovation of Arrowhead Stadium, Davis installed end-zone scoreboards and speakers in the summer of 2009. Davis crews dismantled and removed the existing scoreboards and speaker box. New structural supports, stairs, and ladders were added inside and around the old frame. Working from the playing field was not an option and the scoreboards cantilever over the existing seating, so much of the work could only be performed effectively out of personnel baskets attached to Kobelco CK-1000 and CK-2000 crawler cranes, both from Davis’s fleet. The completed cabinet weighed over 57,000 pounds and had to be placed 130 feet in the air at a 140-foot radius. To make the lift, Crane Rental and Rigging of Omaha supplied a 550-ton Grove GMK-7550 AT. With the Kobelco and Grove cranes, Scott Houdek of Davis Equipment said, “We worked almost 12,000 hours without an OSHA recordable, [and] finished the job on time with everything operational before the first preseason game at Arrowhead.”

espite a ban on air travel due to volcanic ash clouds, Bauma 2010 organizers say the April trade show marked a turnaround in the international construction machinery industry. “The mood in the industry shows that in Europe, the bottom of the cycle is now behind us,” said Ralf Wezel of the Committee for European Construction Equipment (CECE). “Conﬁdence has returned.” At the start of the fair, exhibitors felt the lack of many customers from Asia and America, said Wezel. About 50 exhibitors were prevented from coming to the fair, but the mood was good by the close of the fair. Likewise, exhibitors were reporting more sales than expected. “We had a lot of new business opportunities some of which already resulted in unexpected conclusions of sale,” said Michikazu Okada, vice-president of Hitachi Sumitomo Heavy Industries Construction Crane Co., Ltd., Japan.

he Specialized Carriers and Rigging Association recognized three projects as Jobs of the Year winners in rigging. In the Over $750,000 category, Barnhart, Memphis, Tenn., won for providing a heavy-lift system and engineered rigging for the replacement of a reactor vessel closure head in a nuclear power plant. Tight clearance, seismic design requirements, and critical schedule all added to the complexities of the job. Crane Rental Corp., Orlando, Fla., received an award in the $150,000 to $750,000 category for installation of a 150-foot, 240,000-pound

coal conveyer over the water intake canal at Tampa Electric’s Big Bend power plant. The project featured the use of a 700-ton barge-mounted gantry system to set the conveyor system in place. Barnhart received a second award in the Under $150,000 category for the expeditious replacement of a damaged bridge section in Shreveport, La., during one weekend in June 2009. Barnhart removed the estimated 260,000-pound section, which measured 86 feet long, 17'6" wide, and 15 feet high using a 60-ton assist crane and Goldhofer transport system.

Bigge Receives Manitowoc 16000 for Wind Work Bigge Crane & Rigging, San Leandro, Calif., recently took delivery of Manitowoc’s first 16000 crawler crane outfitted with the heavy boom created specifically for wind-turbine erection, and awaits delivery of a second. The 16000 also incorporates a new innovative wind jib that adds 44 percent lift capacity at radius. The first crawler crane is being delivered to Bigge’s regional headquarters in Houston, Texas. The second will be delivered to the same location later this summer. 8

he GMK6450 from Manitowoc, Manitowoc, Wis., is the world’s most powerful six-axle all-terrain crane, according to the company. The crane has a 450-ton maximum capacity. Although designed for beneﬁcial cost of ownership, strength was the focus. “Customers told us not to compromise on the load chart for a few extra meters of boom,” said Neil Hollingshead, Manitowoc’s global product director for all-terrain and rough-terrain cranes. “The charts show clear advantages over other cranes in this class.” Additionally, a prominent feature of the GMK6450 is its Mega-Wing Lift capacity-enhancing attachment with patented self-rigging system that mounts on the chassis and connects to the boom. Zoomlion to Create North American Crane Division

n September 2009, Zoomlion purchased CIFA SpA, the world’s largest full-line manufacturer of concrete equipment. Although Zoomlion, a Chinese manufacturer of tower, crawler, and rough-terrain cranes, has had a presence in North America for more than three years, the CIFA acquisition positions the company to better serve the North American market. In an April interview with Matteo Rolla, president, and Bob Miller, North American sales manager, Crane Hot Line learned that Zoomlion is in the process of establishing U.S. headquarters in Yorkville, Wis., where CIFA USA already has a facility and a 30,000 square-foot warehouse available for Zoomlion to use for parts and service. Zoomlion’s mobile crane and speciality vehicles division will initially focus on importing crawler cranes. A full interview with Rolla and Miller will appear in the July issue of Crane Hot Line. In related news, Global Crane Sales, Houston, Texas, has agreed to distribute Zoomlion rough-terrain cranes worldwide. This marks the ﬁrst time Zoomlion has offered its RT cranes for the western market. Four models are available: 40-ton RT35; 60-ton RT55; 80ton RT75; and 110-ton RT100. An Attorney’s Adventure One man’s personal journey into the crane industry

felt myself break out in a sweat as I tapped the crane’s controls, desperately trying to keep the load from striking the outrigger. I knew it was all over if the two touched and that I was being watched by people who probably didn’t think I could do it. I’m a lawyer. How did I end up in crane operator’s school? Handling a 50-gallon drum with a Terex truck-mounted crane was just one moment in my unlikely adventure to become a certified crane operator. I ended up in such a strange place, at least for a lawyer, through luck, the help of some great people, and a growing fascination with the world of cranes. Over the years, I’ve built a practice representing construction companies, developers, and owners with negotiation, litigation, and also personal injury cases. Then a few years ago I was asked by a large national crane insurer to defend a crane company that was being sued as a result of an accident in Colorado.

The complexities of crane accidents The case was significant. One worker was blinded while another was killed. There was more than a million dollars in property damage. Due to a provision of Colorado’s worker’s compensation law, all of the companies involved in the project, especially the one most at fault for the accident, were immune from being sued over the injuries and death. All were immune, that is, except for the crane company. By a quirk in the law, the crane company was left hanging. Not surprisingly, the crane operator, who had never before had an accident, was certified. The operator, considered one of the safest the injured worker’s co-employees had ever seen, was being portrayed as a one-man catastrophe by the injured worker’s attorney. I didn’t know a darned thing about cranes when I started the case. I had hundreds of questions: “What’s an LMI? What does it take to be a certified operator? Manito-what?” Luckily, I had some of the most knowledgeable crane people in the country at my fingertips. They answered my questions, taught me about cranes and operators, and helped me understand why the injured worker was not injured as a result of my client or its operator. I achieved a favorable outcome for my client and the operator in this case, but the case had a curious effect on me—I fell in love with the world of cranes. More cases defending crane companies and their operators came my way. I liked these crane cases. The appeal is the equipment is fascinating; crane accident cases are generally large and complex; and crane-industry people are by-and-large straightforward, honest, and refuse to put up with a lot of stuff. The biggest factor was simply that I liked my clients. They were real people with real businesses, trying their very hardest to do it right and make a living.

One day I was speaking with Jim Headley, the owner of the Crane Institute of America, about one of my cases. It suddenly dawned on me, one of the best ways for me to learn about cranes and the challenges facing crane operators would be to get out from behind my desk and get into a crane. I talked to Jim about my idea, and he was immediately enthusiastic and invited me to go through one of the Crane Institute’s courses. I thought a lot about this over the next few months. I had years of construction and personal injury litigation experience, and I had thoroughly learned the regulations and industry standards relating to cranes. The one thing I really didn’t know or understand was what it was like to be an operator. Operators had described for me their joys, frustrations, and stresses, but I appreciated this only secondhand. I needed to gain some personal insight. So I headed to Florida to attend a Crane Institute of America “Mobile Crane Operator – Hands On” course with six other students, all crane operators with years of experience. They were surprised to learn that I had exactly no experience operating cranes. Then I was reminded why I like this industry when one grizzled and tattooed fellow barked, “Well, hell, that’s a damned fine idea! Welcome!” I started the class with a smile. It was a whirlwind week. I learned about boom lengths and jib weight deductions and manufacturer’s charts. I learned to have a soft touch while maintaining a hard lookout. I learned it can take a lawyer twice as long to work through a load-chart problem as a crane operator with a high-school education. And I learned one can break out in an immediate sweat when one thinks his load is going to strike an outrigger during a test. At some point I decided that in addition to completing the course, I was going to go through the Crane Institute Certification, an accredited certification program. Of course, I recognized that that didn’t make me in any way a competent crane operator. And, my certification would be in the smallest class of crane available, but still, I knew I wanted this. That’s how I came to be a newbie crane operator on the back of a truck-mounted crane moving a barrel around like it was stuck in cold molasses. But I made it through the obstacle course within my allotted time and passed my practical exam. When that “Certified Crane Operator” card came in the mail a few weeks later, I walked around the office showing it off like a little kid. I was pretty proud. But ultimately, I pushed ahead in this unlikely adventure to make me a better defender of crane operators and owners.

TOWER CRANES Specialists discuss tower crane erection, inspection, and disassembly

Rocking Logistics in New York Late last year, Able Rigging, Deer Park, N.Y., successfully demobilized three tower cranes in five days to beat the deadline for New York’s annual crane moratorium that began Nov. 23, 2009. By beating the clock, Able Rigging crews saved contractors more than $100,000 in fines imposed after the moratorium. The three locations were all in Manhattan in close proximity to subways and commercial towers. All three jobs required multiple street closures. The ultimate challenge with these jobs was the logistics. Able crews had to move more than 40 trailer loads out of the city with no staging area at any of the three job sites. Ground loadings had to be carefully monitored because of close proximity to subways. Supports and mats were used to minimize ground pressure, and the absolute bare minimum counterweight was used in order to keep outrigger loads as low as possible. Able used the same crew for all three jumps where master rigger Robert LaChapelle served as supervisor with a crew of tower crane demobilization specialists led by rigging foreman Vincent Bill. “All that any of us do is run cranes, rig them, and disassemble them,” said LaChapelle. “That day inday out experience is the only thing that makes this work safe. The second crane, at Washington Street, was a Liebherr 540 HC-L 131 erected to maximum height, plus a 700-foot external climber, with six external building tieins erected to 38, 20-foot sections. A Liebherr LTM 1250 and Link-Belt RTC 8040 were used in the demobilization of the crane. The job took 16.5 hours while crews worked in a very restricted space that only allowed the use of half outriggers on both sides of the crane. The third crane was located at West 45th Street. It was a freestanding Favco 220 luffing tower crane with a 105-foot boom. It was erected in 35 sections to 455 feet. The external climbing unit was tied in at four locations. It took 12.5 hours to take the crane down and three days to remove all tie-ins and sections using a Liebherr LTM 1250 and a Link-Belt RTC 8040. 12 CRANE HOT LINE

n recent years, tower cranes have been the focus of new legislation across the country, while training and certification providers have moved to offer more services for tower crane inspectors and operators. Two jurisdictions that took wellplanned approaches to tower crane legislation are Philadelphia, Pa., and Washington State. In 2008, Philadelphia, Pa., established regulations for tower crane erection, use, inspection, and operation by certified operators. A provision requiring certified signal persons and riggers goes into affect Oct. 9, 2010. Washington State now requires that all cranes be certified by an accredited crane inspector and that crane operators be certified for the type of crane they are operating. Other jurisdictions include West Virginia, which updated existing language to include definitions for tower cranes; New York City, which considered the development of tower crane registries and legislation there continues to be debated; and recently the Ontario Ministry of Labor has begun researching the need for updated crane legislation. While there are numerous tower crane experts and specialists across North America, Crane Hot Line asked two tower crane providers their opinions on some of these issues. Mike Smith is the safety director for Crane Rental Corp., Orlando Fla. The company owns about 10 tower cranes, mostly Terex-Peiner models. It also provides tower crane operator practical testing for the National Commission for the Certification of Crane Operators. Peter Juhren is the corporate service manager for Morrow Equipment, Salem, Ore. The company specializes in tower crane rental and offers erection, dismantling, service, and maintenance. Its rental fleet consists of more than 600 Liebherr tower cranes. Last year, Morrow expanded its training facility to nearly 10,000 square feet, which includes new classrooms, component labs, a multipurpose conference room, and a large outdoor concrete pad designated for testing and safety programs. Morrow offers training programs for equipment operators, service technicians, safety personnel, and site management, as well as specific courses for regulatory agency personnel and equipment inspectors. When contractors hire a company to assemble or disassemble a tower crane, what skills and qualifications should they look for? Peter Juhren: They should make sure the company has experience erecting and dismantling tower cranes. The company hired should have trained and qualified personnel, the proper tools and rigging, and be familiar with the proper sizing and positioning of the mobile crane used for the operation. Pre-operational meetings are essential to ensure all parties involved understand the scope of the work, possible hazards, and details of the operation. What are the most important aspects to correctly assembling a tower crane? Peter Juhren: Following the manufacturer’s instructions to the letter, unless alternate procedures have been developed in advance by a qualified person, and using trained and qualified personnel. Mike Smith: And, using proper rigging. What are typical challenges faced during disassembly? Peter Juhren: Pre-planning the dismantle before the crane is erected is crucial to ensuring that it can be dismantled safely, especially with regard to the positioning of the dismancranehotline.com • JUNE 2010

It Takes a Big Crane for a Tower Take-Down Wagstaff Crane Service, Salt Lake City, Utah, doesn’t own tower cranes and doesn’t do tower crane erections. But because it owns two 550-ton Grove GMK7550 all-terrain cranes and Mega-Wing attachment, it is often called on to dismantle tower cranes. This spring, two jobs in the Rocky Mountains demonstrated how important the right equipment is in taking down a tower crane. The first job took place at a hotel construction project in Vail, Colo. When the last of three tower cranes was to be removed, the general contractor was up against a time crunch with Presidents Day weekend approaching. According to Ronnie Wagstaff, lift planner for Wagstaff Crane Service, they had only two days to get in, get the tower crane down, and get out, but they managed to do it in a day and a half. The dismantling crane was set up in a tight space on one lane of road, while the other lane remained open. The second job in Deer Valley, Utah, was also at a ski resort. In this case, late season snowstorms kept pushing the project back. The other challenge was the wind, as the site was at a high elevation. To dismantle this tower crane the Grove AT was configured with a 200-foot luffing jib and 130 feet of main boom. Wagstaff also utilized 352,000 pounds of counterweight and the Mega-Wing attachment. Some of the lifts were made at a radius of 165 feet while picking 32,000 pounds at 265 feet in the air. In both cases, Wagstaff Crane was selected to do the work because the GMK7550 was big enough to get the job done, plus Wagstaff has experience completing cost-efficient tower dismantles. “The GMK7550 gives us options for configurations, offering lots of flexibility,” said Wagstaff. Likewise, the Mega-Wing attachment, which Wagstaff recently took delivery of, is well-suited for tower crane and wind turbine work. The advantage of this crane is its ability to setup with minimal jobsite preparation and few truckloads of counterweight and jib. “Our crane can be fully rigged with luffing jib, Mega-Wing, and full counterweight with as few as 10 to 12 truckloads, taking us no more than 8 to 10 hours to set up,” said Wagsaff. For the Vail job, only seven trucks were needed, allowing the rental company to competitively price the mobilization.

tling crane being used. This includes being aware of what obstructions will exist after the structure is built and the crane is erected. Regarding inspections, does your company use third-party inspectors, and if so, how do you establish their qualifications? I’ve heard some tower crane rental companies make the argument that no one knows their cranes better than they do, so they prefer to not use a third-party inspector. What would you say to that? Peter Juhren: Morrow does not use thirdparty inspectors except for specific structural testing. Currently there are no qualification requirements for third-party crane inspectors except in California and Washington where the inspectors are licensed by the states.

Morrow, as the manufacturer’s exclusive distributor, has invested extensively in training, including factory training, of all of our service support personnel. I would agree in our case, and perhaps a few other companies as well, that no one else is as qualified or has the appropriate knowledge specific to tower cranes than Morrow does. I would also take the position that most rental companies do not have the same level of technical knowledge and may not be able to do this. The main issue is not just qualifications but that of “conflict of interest.” Mike Smith: We use only third-party inspection companies. However, for inhouse purposes we also provide our own employee to be present during the tower CRANE HOT LINE

Product Focus crane inspection to ensure that the job is performed accurately. That said, we stand behind our third-party inspectors 100 percent. We try to use the same inspectors as often as possible, who typically are on site inspecting the components as they are unloaded and hoisted into place as the crane is erected. We’ve also seen a trend that contractors are more frequently hiring their own third-party inspector to oversee the arrival, assembly, and testing of the crane. Using a third-party inspector provides extra reassurance.

Legislation has changed considerably over the last couple of years as it relates to tower crane operations in some major cities and states. How has your company adjusted? Mike Smith: Because of the region we serve, primarily the South, we have not been directly impacted. However, we have noticed greater involvement from our customers and a greater interest from the public as a crane is being erected. Peter Juhren: Morrow has invested heavily in training all of our personnel in the recent

changes to many state and city codes. We opened our new training facility last June and immediately started training our own personnel on electrical exposure, fall protection, and the changes in codes and regulations that affect our industry. Morrow can adapt to these changes as long as they are achievable. New York City is still re-writing their codes, and some really do not enhance safety and may not even realistically be doable. Despite the down market, we are taking a proactive approach to grasp the regulatory changes and also ramp up our personnel, so when the market returns, we are ready.

What are some issues currently facing the tower crane industry (such as a call for tower crane registries) and how do you view their impact? Peter Juhren: Most states could use Washington State’s legislation as a template for a model crane program. It addresses most of the issues regarding inspections, certification, and testing, and it is meaningful. While the regulations were a result of a 2006 tower crane collapse in Belleview, Wash., the state took the time to get it right by meeting with the industry and forming work groups to develop the legislation. I’m not sure how a tower crane registry could work on a national basis, but it could be beneficial. However, it needs to address the modular system of tower cranes where only key components such as the turntable, hoist machinery, and basic configuration of the crane really stay together. TOWER CRANE NEWS Several manufacturers introduced new tower cranes at the Bauma exhibition held in April in Munich, Germany. Terex Cranes exhibited its first luffing jib tower crane offering one-fall operation. Designed for jobs on urban sites, power plants, or high-rise buildings, the CTL 440-24 is equipped with a hoist winch that allows both one- and two-fall operation. Crane speed and height can be adapted to meet job and load requirements. The tower crane has a maximum capacity of 26.5 tons and a maximum jib length of 196.9 feet. Maximum capacity at the jib tip is 5.7 tons. A key optional feature is an anti-collision system equipped with two cameras and a display that allows the operator to zoom in and out of the lifting area and luffing/hoisting winch areas. Standard features include emergency brakes on hoisting and luffing winch drums; folding platform and handrails; and walkways along the jib. The folding A-frame transports in one piece; the slewing ring is equipped with an automatic lubrication system; and a third auxiliary hoist on the counterjib can be used as a service derrick during assembly. www.terex.com The LCL 190 is the newest luffer tower crane from Linden Comansa. It comes in two versions—13.2 or 19.8 tons maximum load, and a jib length from 98.4 to 196.9 feet. The standard version has a freestanding height of 162.4 feet. Using light components, the crane is designed to be fast to erect. The hoist mechanism is on the front under the jib instead of on the counterjib. The luffing mechanism and electric cupboard are on the counterjib. This configuration reduces installation weights; reduces the slewing radius of the counterjib; increases free space for service of the main mechanisms; and improves kinematics of the hoisting cable, making it more direct with fewer cable pulleys. In addition, hoisting and luffing cables are preinstalled at the factory. From a performance standpoint, a new hydraulic push and retention system features smooth movement without sudden stops. This is accomplished with a progressive force application on the jib in relation to the luffed-in radius. Other benefits of this system are hydraulic pressure controls and travel controls of the luffing movement, as well as an anti loosening system for the luffing cable tension. Most jib and mast sections of this crane will be interchangeable with other luffing and flat-top tower cranes from Linden Comansa. www.comansa.com Manitowoc launched High Performance Lifting winches for its Potain tower cranes, which are designed for ultra-high-speed lifting, even when working in a higher number of rope falls. The HPL Technology winches use a double-winding motor controlled via a frequency converter. The technology is patented and exclusive to Potain cranes. The 75 HPL 30 can reach speeds up to 738 fpm when working with two

lines of rope. The winch is the first in its class to break the 200 m/min (656 fpm) barrier. It has a power rating of 75 hp and lifts 3 tons per rope line. The 75 HPL 30 will replace Potain’s existing 75 LVF 30 Optima, which reaches a maximum speed of 380 fpm, only about 50 percent of the speed of the new winch. Other winches will roll out in the coming months. Most will be 56 kW, but others will be offered in the 100-hp and 50-hp classes. Manitowoc has also redesigned the cab for its Potain tower cranes. A key design change is the relocation of the electrical control panel to a dedicated space outside and behind the cab. This frees up space inside for a small table, storage, and three plugs with 220-V or 110-V power options. It also reduces interior noise from electrical contactors and frequency converters. A large glass expanse, sliding side windows, a side sunblind, and lateral wipers all give the operator optimum vision over the job site. Helping to cut fleet management costs, there is only one version of the cab for all Potain cranes and a new paint process better protects the cab from corrosion. Screw-in ears at ground level aid sling attachment when the cab needs to be lifted into place. On other Potain models, such as MDT topless cranes, the Ultra View cab is pre-built in larger sections, which are lifted as one piece. The Ultra View cab is now on all new top-slewing tower cranes from the company’s European factories and also for the new Igo T 130 self-erecting crane. It will gradually be implemented across the product line beginning in May and will eventually replace the Vision cab. www.manitowoc.com Liebherr showed its 280 HC-L 12/24 Litronic luffing jib tower crane, which bridges the gap between the 180 HC-L and the 355 HC-L. It is available in three versions with maximum lifting capacities of 17.6, 26.4, and 30.8 tons. This crane was designed with operations at great heights and in space restricted sites in mind. The result is a tight slewing radius of only 24.6 feet. As an alternative to the standard 355 HC tower system, the 280 HC-L takes advantage of the 355 IC climbing tower system, which can be used for internal climbing or climbing on the outside of a building. With the extremely compact tower cross-section of 6.2' x 6.2', the 355 IC can also climb to the heights in narrow lift shafts. For very high free-standing crane heights of over 246 feet, the 280HC-L 12/24 Litronic can also be mounted on the 500 HC tower system. With all the tower systems available, the new luffing jib crane can attain unique free-standing tower heights of up to 251 feet. A programmable logic control system moves the load on a horizontal load path similar to a top-slewing crane with trolley jib. Jib movements are automatically regulated by the hoist gear control so that the load hook travels on a horizontal path, an advantage with assembly and concrete work. It can be optionally equipped with the company’s newly developed LIDAT telematics system to improve fleet management, operational planning, and remote monitoring. Thanks to easy re-reeving of the load hook from one line to two lines, rapid adjustment to different loads with optimum hoist speed is guaranteed. weak economy and government mandates are forcing crane owners and fleet managers to make tough decisions about aging machines. These days, many companies don’t have the luxury of letting even ancient machines go for pennies on the dollar on the used equipment market. Luckily, there are alternatives that not only meet green standards, but lengthen the life of a major capital investment. According to an Associated Equipment Distributors survey, equipment purchasers and managers are taking a different direction in fleet management. Reported in the 18 CRANE HOT LINE

February 2010 issue of Construction Equipment magazine, the AED survey results found that fleet managers are focusing on controlling costs, emphasizing equipment utilization—and they are not purchasing new equipment. But that’s not necessarily a bad thing. “We have options now,” says Robert Weiss, vice president of Cranes Inc., Maspeth, N.Y. “Normally we would have sold [an older crane] and bought new. In this turbulent economy, however, we are faced with a troubling problem. While it’s often prohibitively expensive to run older cranes, you can’t

justify buying new and getting nothing for [an old one] on the market. Programs to extend the service life of older equipment offer crane owners a good solution.” Many crane owners are also opting to install special particulate filters or even repower engines in order to meet federal and state emissions mandates, or as part of overall green initiatives. Some say once the economy picks up, the feds will be hot on the trail of engine emissions infractions. Repowering is a solution that does more than just clean the air for others. A position of power Cranes Inc. had six Link-Belt RTC-8040 Series IIs and two RTC-8030 Series IIs that were approaching 10 years of service. When shop mechanics came up with a list of 12 items that needed to be addressed, including new computers, electric swivels, heaters, and body work, a decision was made to turn the cranes over to Wheco Corp., a turnkey crane accident repair and restoration company, for a Service Life Extension Project (SLEP). The company is based in Richland, Wash., and has five additional service centers. The cranes were shipped to Whecoâ&#x20AC;&#x2122;s Aiken, S.C., facility, and repowering was done in the process. Weiss says the decision to install like-new Cummins engines has actually landed his company a long-term contract. â&#x20AC;&#x153;We had gotten a couple of jobs here in New York that came with more stringent air laws,â&#x20AC;? he explains, adding that on certain major state projects, Tier 3 engines are required. â&#x20AC;&#x153;We had already contracted with Wheco for the SLEPs when we got a deal to rent out two [RTs] for a long-term project, but they had to be Tier 3s. We have Groves that are Tier 3s, but they were all out [on jobs]. For the first two cranes Wheco worked on, we had them put new Cummins engines in, and they are now on a year-long rental.â&#x20AC;? Weiss says Cranes Inc. automatically reaped the benefits from the engine repower. â&#x20AC;&#x153;After taking these older cranes and doing the SLEP and adding a Tier 3 engine, we really have a valuable tool. Weiss says having those newer engines actually opens doors for his company. â&#x20AC;&#x153;For the most part, weâ&#x20AC;&#x2122;ve found having a Tier 3 engine will

allow you to work more places.â&#x20AC;? Repowering the Link-Belt RTs was a smart investment, Weiss says, because â&#x20AC;&#x153;todayâ&#x20AC;&#x2122;s rental rates donâ&#x20AC;&#x2122;t justify a new purchase, and selling them [at 10 years] would almost yield nothing. You have to figure out how to be creative, and this keeps [the RTs] in the fleet and gets more life out of them at a reasonable cost.â&#x20AC;?

Cummins Unveils Next-Gen Engines and Website

At Bauma this year, Cummins Inc., Columbus, Ind., unveiled its latest-generation four-cylinder QSB3.3 and QSB4.5 engines; the new QSX11.9 and QSX15 heavy-duty engine duo; and a Tier 4 website for equipment users. Offering a simplified Tier 4 installation across a broad 75- to 160-hp power range, with an air-intake-to-exhaust aftertreatment system specifically designed for flexible machine integration, the 3.3-liter and 4.5-liter QSB engines may help compact equipment-buyers more easily meet low-emissions regulations in 2012. The four-cylinder QSB engines operate as integrated Tier 4 emissions systems with Cummins Compact Catalyst exhaust aftertreatment. Introduced for EPA Tier 4 Interim and EU Stage IIIB offhighway applications, the catalyst removes particulate matter (PM) by simple, flow-through passive oxidation, according to the manufacturer. Smaller than other types of aftertreatment, the catalyst can be installed in space-constrained equipment mounted separately from the exhaust muffler or as part of a combined catalyst-and-muffler unit. With no impact on equipment operation, the catalyst offers a maintenance-free “fit-and-forget” solution, suited for the rental-equipment market. The new QSX11.9 and QSX15 heavy-duty engine duo, designed for the off-highway industry in the 300- to 600-hp range, features the Cummins Xtra-High Pressure Injection (XPI) fuel system and a variable geometry turbocharger. The 11.9- and 15-liter engines are supplied as fully integrated air-intake-to-exhaust aftertreatment systems to meet 2011 EPA Tier 4 Interim and EU Stage IIIB regulations. The engines use a Cummins particulate filter to reduce PM emissions by over 90 percent, according to the manufacturer, and incorporate an EGR system to reduce oxides of nitrogen emissions by 45 percent. Cummins has also launched a Tier 4 website to provide equipment users with an early insight into the performance and operation of field test installations ahead of the January 2011 effect date for EPA Tier 4 Interim and EU Stage IIIB low emissions engines above 173-hp. John Deere Introduces Tier 4 Diesel Engine Series John Deere Power Systems (JDPS), Waterloo, Iowa, displayed their entire Interim Tier 4/Stage IIIB diesel engine lineup and announced engine models and power ratings at Bauma. Emissions regulations, which begin January 1, 2011 for 174-hp and above engines, require a 90-percent reduction in diesel particulate matter (PM) and a 50-percent reduction in nitrogen oxide (NOx) from previous Tier 3/Stage IIIA requirements. The Interim Tier 4/Stage IIIB regulation effective date for 75-hp to 174-hp engines is January 1, 2012. For engines 75-hp and above, JDPS offers the PowerTech Plus Tier 3/Stage IIIA in-line, four- and six-cylinder engine platform, which includes cooled exhaust gas recirculation (EGR) for NOx control, and adds an exhaust filter for reducing PM. These engines feature full-authority electronic controls, a four-valve cylinder head, a high-pressure fuel system, turbocharging, and an air-to-air aftercooling system. Engines between 75-hp and 173-hp are available in 4.5- and 6.8-liter displacements and equipped with either a waste gate, or variable geometry turbocharger, depending upon the size of the engine. Compared to JDPS’s larger engines, models between 75-hp and 173-hp will feature smaller exhaust filters that can be engine-mounted or remote-mounted for increased flexibility. Engines in this power range will use an in-cylinder dosing system, while JDPS’ 174-hp and above engines use an external dosing system. Engine models 174-hp and above include the 6.8-, 9.0- and 13.5-liter displacements. Engines below 75-hp, which include the PowerTech E 2.4L and M 2.4L and 4.5L engines, meet Interim Tier 4 and Stage IIIA emissions regulations without the use of cooled EGR or an exhaust filter. PowerTech M 2.4L and 4.5L engines feature a two-valve cylinder head, a fixed-geometry turbocharger, mechanical unit pump fuel system (2.4L) and mechanical rotary fuel system (4.5L). PowerTech E 2.4L engines feature a similar two-valve cylinder head and a fixed geometry turbocharger, but add full-authority electronic engine controls, an electronic unit pump fuel system, and are air-to-air-aftercooled. www.deere.com

Ralf Vieten, vice president of operations for Wheco, agrees. “There’s the flexibility now, of getting this crane into places it couldn’t go anymore,” he says of the Cranes Inc. repowered machines. “Now it cannot be rejected, its emissions levels are fine, it meets local laws, and complies with almost any standards.” That can only be said of new cranes today, continues Vieten, who also points out that in a couple of years, that new crane may not be compliant anymore. Cummins dealer Cummins Atlantic Inc., Columbia, S.C., provided the engines, and, working with Wheco, actually repowered the first crane in the project. Wheco performed all of the SLEPs, including the repower on the second RTC 8040 of the Cranes Inc., machines. Rusty Ulmer of Cummins Atlantic says construction equipment owners in general are running their machines longer. “People have increased the length of service of a machine,” he says. “Typically you would run a truck for five years or 500,000 miles, where now they’re running for seven years or 700,000 miles. We’re seeing more maintenance because they’re going to mileages we haven’t seen before. It has a lot to do with the economy.” Weiss says other crane owners should crunch the numbers for themselves while work is slow and cranes are idle. “I think this is something more people should consider at the 10-year mark,” he says. “If you don’t have the money to replace a crane, this is a good thing to do. Hopefully by the time they’re ready to be retired, the economy is better and there’s trade-in value for them. It’s a good way to get through this slow period.” Ulmer, too, suggests crane owners do the math. “A $500,000 piece of equipment or a $25,000 engine…you can justify a new engine a lot easier than you can a whole crane,” he says. Many crane owners hesitate to invest in a repower project, Ulmer says, simply because they just haven’t investigated the possibilities. “When Wheco called me about repowering these cranes, they said [Weiss had] talked to half a dozen people who’d told him to just replace the crane. Nobody told him to replace the engine. And it’s not a really complicated job to do.” Other crane owners avoid powering up because they’re fearful of going from a mechanical engine to electronic technology. “Once they get electronics in and see the capability of the engine and the things they can do from both an operator and management JUNE 2010 • cranehotline.com

standpoint,” they get over their trepidation, Ulmer says. “They’re getting a cleaner-burning, more efficient engine in the electronics. And they can tie into the machine through computers and monitor the engine for fuel consumption, service hours, work load, or service intervals.” For instance, Ulmer says that typically on a turbocharged engine, which most diesels are, at the end of the workday, the machine should idle for three to five minutes before the operator shuts it down. “A lot of operators will go do something else and come back to the machine much later,” he says. “With an electronic engine, you can program it to automatically shut down after, say, five to seven minutes.”

A screening machine To run RTs on jobs in the Big Apple, Cranes Inc. is also required to have diesel particulate filters, or DPFs, on their cranes. The add-on component, similar to a catalytic converter, filters out diesel particles. “Even though you put a Tier 3 engine in a crane, New York City says the Tier 3 is not clean enough,” says Weiss. “You have to add a DPF on top of that to filter the reduced diesel emissions from the Tier 3. From what I understand, it’s a growing situation nationwide.” And that, says Vieten, creates frustration among crane owners, especially where rentals are concerned, because every state has different regulations. “That’s what makes it very difficult for a crane owner to rent outside of the state he’s in,” he says. “In New York, he has to know the standards for Massachusetts, New Jersey, wherever his business takes him. In California, crane companies have to know what’s expected in Arizona, Washington, and Oregon and vice versa.” Since Bigge Crane and Rigging, San Leandro, Calif., can’t beat their state’s strict air emissions standards, it decided in January to join the bandwagon and create another service offering. The company became an active Cleaire retrofit emissions filter dealer and certified Cleaire filter installer for all on-road and off-road cranes. Sales and installations will be offered at every Bigge service facility in California, and a field service fleet of certified technicians will install and service filters anywhere in the United States. “We run a very diverse fleet,” explains Daren Griffin, service manager, Bigge Corporate, who says the company has invested a lot of time in understanding how to comply with cranehotline.com • JUNE 2010

the CARB regs. “We were in a unique position to help other companies,” he says. “We felt Cleaire [also in San Leandro] offered the best product on the market, and that’s how we started partnering on their filters.” Griffin says putting a new filter on an RT, truck crane, or crawler buys the owner an extra three to four years on the life of the crane. “Because Cleaire offers a wide variety of filters for cranes, we can offer something to everyone,” Griffin says. The installation process usually takes about three days, on most cranes. Depending on the size of the

fleet, California has set a timetable in which crane owners will have to comply with the new diesel engine Tier 3 and later Tier 4 requirements. At press time there had been no immediate need for crane owners to have them installed because CARB enforcement was on hold. “They were anticipating the deadline for large fleets to be March 1st, 2010,” says Griffin. “While the deadline remains unclear, everybody thinks it’ll be based on the economy. When the economy rebounds, we can look for it to gain traction again.”

Terex Streamlines, Jockeys for Top Spot in Boom Truck Sector

erex Cranes has made a commitment to propel its boom truck business to the industry forefront. To start, the company has responded to feedback from customers by designing a new line of boom trucks. Terex created new positions in global sales and marketing, and just last month showed oﬀ the new face of the boom truck line at its Waverly, Iowa, factory. “Terex has made a very conscious decision to move the boom truck line toward a leadership role in the industry,” explains John Tudor, product manager for the Westport, Conn.-based company. To infuse new blood into this division, the company created two new positions: Dave Stevenson has been named vice president of global boom truck operations, and Dave Kuhlman is the new director of sales for boom trucks. “Senior management has made a commitment for both manpower and resources” to get back into the boom-truck market, explains Kuhlman. “We’re looking at product improvement to our existing line and new products. And we’ll be moving very fast,” he says. Stevenson says, “When we closed the Terex RO line, in Olathe, Kan., and moved it into Waverly, we lost a little focus.” He adds that Terex views this as a viable product line with future growth opportunities.

Reinventing a popular model Terex publicly introduced the BT3870T last fall at the International Construction and Utility Equipment Expo (ICUEE). The 19-ton crane, featuring a 70-foot fully proportional telescopic keel boom, replaces the BT3470, an older, highly successful design. The BT3870T is being positioned as a transitional machine for the company as it makes the move to an all-new series called the Super Stinger. The ﬁrst model in the series is the BT26106, which was introduced last month to customers at an event held at the Waverly, Iowa, factory. Of the BT3870T, Kuhlman says the new design started in 2007, and a silent introduction was made in June 2008, but the machine made its oﬃcial debut at ICUEE. During the redesign process, Terex consulted with its top boom-truck distributors. “The BT3870’s predecessor was a very popular machine with many applications,” explains Kuhlman. “We went to our distributors and their key customers for new ideas to reformulate this model.” The crane has a patented keel boom design to optimize the boom’s strength and rigidity-to-height ratio. Mini-Crane Discovery A rubber-tracked Maeda erects steel for metal contractor

hile the construction industry has adopted the “bigger is better” philosophy, mini-cranes are finding favor on jobsites because of their small stature and maneuverability. Inman Texas Co., a Houston, Texas-based crane specialist, supplied a Maeda MC-405C mini-crane to specialty contractor Milestone Metals for an office building under construction in Houston. Milestone Metals specializes in the erection of ornamental metal and is now one of the foremost miscellaneous metal contractors in the Houston metro. The company has worked on projects ranging from small art installations to large-scale construction projects, such as the current Discovery Tower project. Houston-based Milestone Metals has stepped in with the Inmansupplied mini-crane to complete some of the specialty steel work on the roof of the Discovery Tower, a 30-story, 872,000-square-foot office building slated for occupancy in the second quarter of 2010. The mini machine hit the job in October to erect turbine steel at the top of the tower for a three-story steel structure to house turbines that will provide electricity for the building. Lifted to the roof by a tower crane, the 12,400-pound Maeda then traveled on its rubber tracks and set up in the confined rooftop spaces for the job. Its duties include lifting beams and other materials while

erecting structures on the roof. On the job with the tower crane, the mini-crane allows Milestone to complete lifts and set steel without having to wait for the tower crane, which saves both idle time and man hours to complete its part of the project. “By having the Maeda, we’re able to have more crews installing steel,” says Bob Macey, vice president of Milestone Metals. “We have one crew that’s using a tower crane, and the Maeda mini-crane can come in and start doing the infill pieces, which speeds up the productivity.” With a maximum capacity of 8,480 pounds, the machine has lifted most of the smaller 2,000- to 3,000-pound loads, while the larger tower crane takes care of the 3,000- to 8,000-pound lifts. The mini-crane— which has a maximum boom length of 54 feet and 360° swing—can get into tight, crowded jobsites. The maneuverability of the mini-crane has been an asset to Milestone Metals. “It’s been real easy for us to move around the rooftop,” says Macey. “You get into places that you can’t with the larger crane.” The working environment, with lots of activity and confined spaces, makes the Maeda mini-crane beneficial for jobs like the Discovery Tower, according to John Carpenter, in crane sales for Inman Texas Co. It’s all about effective use of time, assets, equipment, and most importantly, erecting the steel safely and efficiently. “It’s got all the same safety features that a big crane does, just in a mini package,” Carpenter says. “Plus the Maeda models are all ASME B30.5 compliant, as required by OSHA, and have EPA-compliant engines.” The Maeda mini-crane puts Milestone Metals’ operator in direct line of sight with the crew so he does not have to operate in the blind by radio. The operator can then place the steel precisely using the mini-crane and hold it while it is bolted or welded to the structure. “Their operator’s in direct view with their riggers and steel workers that are actually bolting or welding the pieces together, so it’s a lot safer for them,” says Carpenter. With two speeds for travel, the crane has an electric motor option, so it also can be used for indoor applications. Adding to its convenience, the crane can be easily transported on a small trailer. At the end of the project, it will be configured in a stowed position and lowered to the ground by the tower crane. At press time, the Maeda machine had been on the job for two months, and Macey planned to keep it on the job for another month. Inman Texas Co. makes sure renters of mini-cranes receive adequate familiarization at their facility before cranes go on the job. “Even if the guy has tons of experience on big cranes, little cranes, tower cranes, whatever—we like to bring them over here, and they can operate the machine here in our yard, do lifts, familiarize themselves with the machine,” Carpenter says. Inman has offered Maeda’s mini-cranes since their debut at ConExpo 2008. The company currently has three in its fleet and is focused on getting them on jobsites. Carpenter says that the industry is still getting to know the mini machines. While the minis are big in Europe and Asia, “a lot of people in the United States have never seen a mini-crane,” says Carpenter. But that may be changing as Maeda mini-cranes tackle Texas-sized jobs. A three-section pump allows the operator to perform simultaneous crane operations, such as winch, boom, and swing. Outriggers are controlled independently. For example, the new Super Stinger Series emphasizes lighter-weight and higher-strength materials, which is a marked departure from past designs. “We wanted to modernize the product by reducing 38 CRANE HOT LINE

manufacturing costs and lightening up the design for improved payload capacity,” Kuhlman explains. As the Waverly, Iowa, facility has undergone upgrades and improvements to its manufacturing processes, those new capabilities enabled greater efficiencies to be incorporated into the BT3870’s design and the new Super Stinger crane designs, he says. The next step is for the company to fill the gaps in the product line. The first Terex crane in the all-new series, the BT26106 is a 26-ton machine with a 106-foot boom. It takes advantage of the new concepts Terex has utilized to improve the product and streamline the manufacturing operations. “The BT26106 was designed to fill a gap in our product line,” Kuhlman explains. “We had a huge gap between our BT 4792, our old reliable 23-ton, and our 35-ton 70100. The BT26106 improves our offering in this class. And we’ve done it with a longer boom than anyone else in the class.” The new model also marks a departure from the company’s historical model nomenclature to one that makes more sense to the customer, he says. The 26 represents tonnage, and the 106 identifies the boom length. Asked whether the company will break into the 50-ton class, Kuhlman says they’re batting around many ideas, and a 50-ton machine is just one of them. “We have a lot of things right now that we’re researching,” he says. “A lot of them will be fill-in-the-gap machines, but we’re also looking at where the market is headed and the limits [of using a] commercial truck chassis on that size of machine.” Meanwhile, as Terex moves to add models to its product line, Stevenson says that last month’s visitors to the Waverly factory observed the manufacturer’s transformation to a lean operation.
