According to Peter, the regulatory environment is the biggest challenge facing the industry; as there is no sense of urgency, low skilled and ignorant supervision capacity, insufficient control and a lack of knowledge shown by inspectors to regulate the quality and standards of lifting equipment. Another challenge is communication problems between industry bodies such as LEEASA, and end users and the Regulatory Authorities. Auditors and inspectors also enforce their own ideas of what is right and what is wrong.
Advice to offer Peter encourage companies to only use world class lifting equipment, supplied and maintained by reputable suppliers who are registered with the DOL as LMEs and are members of LEEASA. Price must not be a deciding factor when purchasing Lifting Equipment as safety comes first.
Conclusion Always use and only purchase lifting equipment that CONFORMS to appropriate design Standards and COMPLIES with all regulatory requirements. It is recommended to use professional (and independent) training advisors / consultants such Pakhamisa to put you, and keep you on the right safe lifting path!

On the 27 August 2015 the Department of Labour held a workshop in Pretoria to present the new DMR 2015. The day after, LEEASA held a special general meeting to consider the way forward regarding DMR 2015. On the 28 of August 2015 LEEASA held a special general meeting as announced in our last newsletter/s and the website. A unanimous resolution was passed at this meeting by the quorum of in excess of 72 members as follows: â&#x20AC;˘

That LEEASA does not accept the â&#x20AC;&#x153;new DMR 2015â&#x20AC;? and LEEASA will therefore officially approach the Department of Labour and lodge an objection.
LEEASA NPO The implementation of our â&#x20AC;&#x153;No Profit Organisationâ&#x20AC;? (NPO) has been delayed due to a name change. A name change requires a 90 days waiting period for any objections to the new name. This expires at the beginning of November 2015. Does this system really work? An overload test only proves that the lifting machine will lift the overload at that given point in time, itâ&#x20AC;&#x2122;s no guarantee that it will continue to function properly for the next year. . Moreover by overloading the hoist the safe working period is further eroded beyond the OEM design norm. This is particularly relevant when the lifting equipment being tested is 10 years old or more. Very often by the time a crane has reached an age of 10 years it has had a number of owners, and a number of different operational conditions. The aspect of safe working period is of vital importance to be able to guarantee the continued overall safety of the lifting appliance. The Department Of Labour made it quite clear that the responsibility for the education of the Lifting Machinery Inspectors lies with the Original Equipment Manufacturer. It is for this reason that the Crane Manufacturers Association of South Africa is actively encouraging the Lifting
The development of sophisticated computer based design programs has resulted in the more accurate prediction of an item of lifting equipmentâ&#x20AC;&#x2122;s safe working period. Many of the associationâ&#x20AC;&#x2122;s members have defined overhaul programs which can extend the safe working period, and in fact give the lifting appliance a new lease of life. They also have data logging devices which are able to track and record a lifting applianceâ&#x20AC;&#x2122;s duty cycle and load handling history thereby giving the end user total confidence in the future remaining safe working life of his crane or wire rope hoist. All of the end userâ&#x20AC;&#x2122;s responsible persons must question the lifting machinery inspector when a certificate is issued without any interrogation of the history of the lifting appliance being tested. It is the responsibility of the lifting machinery inspectors to determine the remaining safe working life of the equipment he tests and to recommend the need for a general overhaul .It is the responsibility of the end user to ensure that the overhaul is carried out.

elf-Rigging Manitowoc MLC165 Crawler Crane is First of its Kind in Africa
Requiring a crane that could be easily dismantled and transported throughout Africa, Alistair Group, a handling equipment and logistical support services company based in Tanzania, has recently purchased a Manitowoc MLC165 crawler crane â&#x20AC;&#x201C; nicknamed â&#x20AC;&#x2DC;Big Redâ&#x20AC;&#x2122;.
m wide and can assemble and disassemble itself without the aid of an assist crane. The 165 t capacity Manitowoc crane is powered by a Cummins 300 HP engine. The open-loop hydraulic system, served by two variable displacement piston pumps, gives the MLC165 more lifting power than other cranes of its class. Big Red has a 60 m boom and a 90.7 ton hook block.
he Manitowoc MLC165 â&#x20AC;&#x201C; the first crane of its type in Africa â&#x20AC;&#x201C; was delivered to Alistair Group earlier this year and commissioned at the remote Mtwara Port in Tanzania. The craneâ&#x20AC;&#x2122;s initial contract will provide the port site with lift support for offshore oil and gas exploration. The Manitowoc MLC165 crawler crane can install and remove its own tracks and counterweights, and has an environmentally efficient engine.
The machine complements Alistair Groupâ&#x20AC;&#x2122;s fleet of rough-terrain Grove cranes ranging from 60 to 130 t capacity. From a maintenance and servicing perspective, it made sense that the company add the MLC165 to its growing fleet. Sinclinorium Headgear Cranes Condra has completed load tests on two 25ton headgear cranes manufactured at the companyâ&#x20AC;&#x2122;s Germiston works, for Mopani Copper Minesâ&#x20AC;&#x2122; Sinclinorium shaft. The two headgear cranes are part of a bigger order that includes two 70-ton maintenance cranes for the projectâ&#x20AC;&#x2122;s winderhouse. Condra will begin work on these in August 2015.. MCMâ&#x20AC;&#x2122;s headgear cranes were manufactured as identical machines with very high lifts of over 80 metres. They feature high tensile ropes and incorporate materials of the best possible quality on critical components. Gearboxes, for example, are made of 36B case hardened stainless steel. Live axle drives have been used throughout. Managing director, Marc Kleiner, said that this customer had named reliability and rapid service response among the reasons for awarding the order for Synclinoriumâ&#x20AC;&#x2122;s headgear and winderhouse cranes to Condra, which submitted a tender price higher than those of two rival bidders. Rapid response is supplied by the company agent EC Mining, which is based in the Copperbelt and able to react quickly to service calls using spare parts held in stock. Kleiner said, â&#x20AC;&#x153;Competitor man-
ufacturers in the Northern hemisphere generally found it difficult to respond promptly to service requirements in Zambiaâ&#x20AC;?. â&#x20AC;&#x153;Last year, we lost the order for Synclinoriumâ&#x20AC;&#x2122;s workshop cranes to a European company, but there have apparently been long waits for spare parts for these cranes when they were needed,â&#x20AC;? Kleiner said. â&#x20AC;&#x153;Copper mining companies need maximum production because of the currently depressed copper price, but this is dependent on the reliability of all machinery installed in the mines. There is no margin for excessive machine downtime. â&#x20AC;&#x153;It is a fact that the ability of some of our competitors to respond to needs and realities of African continent lags behind that of Condra. I am pleased that we have been able to add Synclinoriumâ&#x20AC;&#x2122;s headgear cranes to our long list of successful installations throughout this continent,â&#x20AC;? Kleiner said. An interesting aspect of manufacture of the MCM cranes was the flexing of factory production schedules in order to meet time-to-site requirements. According to Kleiner, this is something that Condra is accustomed to doing, whereas most rival companies tend not to be as accommodating. Africaâ&#x20AC;&#x2122;s market for very high-lift cranes such as those for MCM has for many years been dominated by Condra, which designs these machines around the companyâ&#x20AC;&#x2122;s durable and robust K-Series hoist range,
proven to be dependable under conditions of increased mechanical strain associated with high-lift applications. The modular design of the K-Series allows rapid modification to specific high-lift requirements, resulting in delivery times that are usually the shortest available. Competitive prices are the result of long production runs of standard parts. Condra uses silumin rotor cores to enhance K-Series motor-starting torque in the high-lift role, and has developed variable speed control levels on the drives to enable precise load positioning even on lifts of 100 metres and more. Hoist speeds of between zero and 18 metres per minute, and travel speeds of between zero and 200 metres per minute, are possible. Buying cheap usually gets you more than you bargained for! As one rigger operator found out the hard way, his shortcuts on safety turned out to be rather expensive, in more ways than one. Lifting hook and chain selection is critical.
I
n a recent accident with tragic consequences metallurgical analysis revealed that the hook’s composition, mechanical strength and hardness were quite inadequate. And, what should have been an obvious giveaway, the hook did not carry any mandatory markings.

SANS standards According to the SANS 1595:2003 standard, each hook should be legibly and indelibly marked in such a manner that does not impair the mechanical properties of the hook. These markings must include the following manufacturer information: | manufacturer's name, trade name or trade mark; | strength grade of the hook steel, e.g. M(4), P(5), S(6), T(8) or V(10); | working Load Limits (WLL) of the hook ; | batch or lot traceability details. When speaking to Pieter Pelser, General Manager at Gunnebo Industries, now celebrating 20 years in business, he said, “Given the applications, lifting hooks and chains have to be manufactured to the highest possible safety standards, and comply with all the regulatory
requirements. A death or injury is easy to talk about but a painful to experience.” Pelser’s advice is simple. If a lifting hook has been subjected to provable quality assurance testing, then your risk factor should far less. But, to be totally sure of what you are buying, ask the supplier whether the following tests form part of the quality assurance test set. If not, don’t buy that hook!
Types testing In order to prove the design, material, heat treatment and method of manufacture, each size of component and chain must be type tested in the finished condition in order to demonstrate that the component and chain possesses the required mechanical properties. During manufacture, continuous process tests should be carried out according to the specification requirements and in accordance with the latest international standards. The following testing procedures are particularly relevant: | Proof force: Each individual component and chain link must be tested to the manufacturing proof force (MPF) level before delivery. A common thread is shared between working smartly and safety - keeping costs to a minimum. With all the heavy duty electrical and fibre optic cables, and contiguous HDPE pipes, being installed in South Africa, a flexible, yet safe, and cost efficient chain sling system is a must, in any contractorâ&#x20AC;&#x2122;s tool set. One such device is the GrabIQ system, which means, besides hooks to grab, it has a chain shortening function that allows the user to quickly adjust the chain sling. In addition, its four-point design gives it a safe and more efficient lift, which makes its use that much more effective. Not only this, but it also increases productivity, thereby bringing unit costs down. In looking at the its technical side, GrabIQ uses Grade 10 material that gives it that 25% added strength, while at the same time being lighter, yet able to maintain its high degree of safety. The foundational principles of safety must never be compromised in technology products. Unless a crane hook or chain is supplied by a reputable manufacturer, with patents to back up the technology, one should be very circumspect when considering a purchase. No crane hook or chain should leave its factory without being proof loaded and visually inspected, and with a guarantee of top quality. A properly integrated, multifunction product, especially in South Africa, needs to be easily assimilated. This means fewer components in each sling, but with the same and even better function than the old system. â&#x20AC;&#x153;A good example of this kind of innovation is the FlexiLeg system, where one Master Link combined with one 1-leg sling and two 2-leg sling units, completely replaces four master links and ten legs of chain sling. MahaNakhon Development by PACE Development Corporation Plc. is being built by Bouygues-Thai, and counts with the collaboration of two Linden Comansa tower cranes sold to Bouygues-Thai by Smart (1994) Co. Ltd, official distributor of Linden Comansa in Thailand.
Two tower cranes, from Spanish manufacturer Linden Comansa, work in the construction of the MahaNakhon tower in Bangkok. This skyscraper, 314 meters tall and with 77 floors, is already the tallest building in Thailand and from 2016 will house a hotel, a Shopping Malland the luxury apartments "The Ritz-Carlton Residences, Bangkok". When finished, the MahaNakhon tower will amaze everybody with its exceptional and spectacular "pixelated" facade.
A luffing-jib LCL310 24t model is located at the base of the tower since 2012. With maximum load of 24 tonnes and a freestanding height of 40.4 metres, its first duty was the construction of the MahaNakhon CUBE, a seven floor luxury retail centre in the same area of the MahaNakhon tower which opened in 2014. Since then, its work consists of unloading all construction materials arriving to the jobsite, arrange and distribute them on the ground as well as lift them up to the first floors of the tower. Thanks to its 60-meter-long luffing jib, its short counter jib, and its high load capacity, the LCL310

24t works quickly and efficiently preparing on the site all the materials that have to be lifted to the top of the building. On top of the MahaNakhon tower stands a flat-top crane, model 21LC290 18t, with 40 meters jib and maximum load of 18 tonnes. Initially, the crane was erected on fixing angles with a freestanding height of 60.7 metres. As the tower was gaining height, the 21LC290 18t was also getting higher thanks to Linden Comansaâ&#x20AC;&#x2122;s internal climbing system, which is tied to the structure of the building. This internal climbing system climbs the crane quickly and safely while maintaining two ties to the structure, and saves economic costs as it only needs 11 mast sections, when an external crane would need more than 60 mast sections to reach the height of 340 meters. Smart trained the Bouygues-Thaiâ&#x20AC;&#x2122;s erectors team how to climb the 21LC290 18t, by doing the first set of manoeuvres together. It took a total of 18 climbs to reach the maximum height of 340 metres, climbing 4 floors each time.

To work with the greatest possible efficiency, the 21LC290 18t is equipped with a 110 kW rated hoist motor, which reaches speeds of up to 228 metres per minute, allowing high productivity and efficiency as the loads are moved very quickly. In addition, this engine has a high capacity cable drum (1,280 metres of rope) manufactured by Lebus, so that the crane can permanently work with double trolley and full capacity of 18 tonnes. The 21LC290 18t crane started with the construction of the core structure of the MahaNakhon tower in September 2013 and completed it only 20 months later, in April 2015. This successful construction process was due to the good planning by Bouygues-Thai, the great collaboration between the service teams of Smart and Bouygues-Thai and certainly the great quality and performance of the Linden Comansa 21LC290 18t tower crane. The review must be conducted against either the requirements of the OHSA or MHSA Lifting Equipment Regulations, depending on which Act is applicable. Peruse purchasing procedures, vendor and product specifications; Examine all written appointments and responsibilities; View all storage facilities to determine legal compliance; View all (or selected) lifting applications to ascertain legal compliance or identify any dangerous or illegal lifting practices; View all lifting practices and equipment used in the various operations for legal compliance and product conformance; Investigate the condition of all lifting equipment used on site for safe operation, quality, marking, certification etc.; Investigate existing training requirements and short comings. All visits should start with an opening meeting with all concerned. At the end of the visit a closing meeting is held to summarize the visit as well as to express findings, recommendations and opinions.

Component reliability and overall structural safety has been ensured at a large power station in Mpumalanga, following the successful completion of a bolt inspection (torque verification) project on plant equipment by rope access specialist Skyriders. Torque verification is a process where the tightness of a fastener or bolt assembly on any type of plant is inspected and verified according to a specified standard or value determined by appointed engineers, in order to ensure that structural integrity and safety are in no way compromised. Insufficiently torqued fasteners and bolt assemblies can come loose as a result of excessive vibration, causing the torque to strip threaded fasteners. As a result, all industrial sites with conveyors and other moving or vibrating plants must undertake torque verification regularly. â&#x20AC;&#x153;Failure can lead to catastrophic or latent failures and, in projects where height-related access and confined space are a challenge, the use of rope access is the most efficient means, as rope access technicians can swiftly traverse the most challenging obstacles,â&#x20AC;? says Skyriders Marketing Manager Mike Zinn. According to Zinn, traditional means of access were deemed too costly by the client and would have taken too long to set up. â&#x20AC;&#x153;This was a classic example of when the cost of access is disproportionate to the scope of work, and Skyriders offers the greatest value through its rope access solutions.â&#x20AC;? A five-man Skyriders rope access team successfully completed the project within a week at the end of June 2015. A current example for the companyâ&#x20AC;&#x2122;s successful philosophy is the latest variation of the heavy-duty round sling Magnum-X. The Magnum-X smart essentially consists of two parts: One is the very robust outer sleeve, made of hard-wearing high-performance fibres, which if damaged can easily be exchanged. Furthermore, the low weight clearly facilitates the handling of the round sling. The Magnum-X smart is manufactured according to DIN EN 1492-2 and fulfils the required safety levels when hoisting heavy loads. The hose sleeve carries a raised label which ensures that the information regarding carrying capacity can clearly be read even when heavily soiled. Planning a Heavy Lift %\ 7RQ\ 6WRQH
In a heavy lift situation, accidents happen because of human error. Either the equipment failed, because of poor maintenance, or, as is often the case, the lift was not thought through and carefully planned â&#x20AC;&#x201C; with every contingency in mind. Why plan? Whether you are superstitious or not, Murphy usually has a finger in the pie and anything that can go wrong will go wrong. In heavy lifting this is not a fatalistic approach but a realistic one. To prove the point, on the 4 August 2015, in the western Dutch town of Alphen aan den Rijn, about 20 people were injured after two cranes working on a bridge upgrade toppled onto houses. Watching the accident on You Tube, it becomes quite apparent why the accident happened.
They placed the two cranes more to one side of the barge instead of in the middle. So, when the cranes lifted the prefabricated bridge component, turning it and moving it between the two cranes, the barge dipped to one side and with the shifting load and the inevitable happened. The proverbial curve ball â&#x20AC;&#x201C; they didnâ&#x20AC;&#x2122;t think enough! Given the qualified engineers involved, hindsight leaves you gobsmacked! It should have been foresight!
Project planning Every heavy lift is a project on its own. As Harold Kerzner, father of project management, said, â&#x20AC;&#x153;Project management is not just a career path. It is a strategic competency.â&#x20AC;? Project planning, one of the most important project management techniques, is preparing a sequence of action steps to achieve a specific goal. And, if you plan effectively, you are more likely to complete the project on or within time and budget, and with minimal or preferably zero error. Like delivering a baby, heavy lifting has to be spot on 100% of the time.
Planning a crane lift Many written briefs on heavy lift planning are incomplete â&#x20AC;&#x201C; far too simple. Reading about and watching videos of crane accidents, Lifting Africa adds a couple of steps to and refines the process. In essence, a load is at Point A. It needs to be moved to Point B, and placed. A number of handling systems may be involved in its transition from take-off to placement. These may include cranes, jacks, rollers, hydraulic gantries, a slide system, heavy-haul transporters, strand jacks or other equipment. At the end of the day, the need is to overcome gravityâ&#x20AC;&#x2122;s pull and create movement in a controlled, efficient and safe manner. Verify the lift-weight and dimensions of the load. Determine the loadâ&#x20AC;&#x2122;s centre of gravity, as established in point 1. Check the location and quantity of approved lifting lugs/ points relative to point 2.

Competent Person(s) No lift should be taken on without the appointment of a competent person(s), someone who has been given the responsibility for planning and executing the lift and who has the appropriate practical and theoretical training, knowledge and experience in heavy lifting. If such a person has not been appointed, serious legal and financial consequences could follow in the event of an accident.
Use a checklist It may only be one element, even a small but key element in the execution of a lift, but one that makes the difference between success and failure. Once all the preparation work has been completed for the lift, it is recommended, and wise, to use a final checklist to ensure that all and everything is in place, and in proper working condition. It is official! Pro Crane is building the biggest single hook overhead crane in Africa. This” Beast” will be able to lift a maximum load of no less than 500 tons.

t is not just one crane either, the order was received for no less than three of these cranes!
According to Ken Watridge, Managing Director of Pro Crane;” We expect the first of the three cranes to be completed by the 24th of August 2015. We have already started building and planning the second and third crane. This project is by far one of the high-lights of our 19 year old company. Due to Pro Cranes rapid growth a decision was made to move to larger premises in 2013 and to make huge investments in it’s own lifting capability’s in order to handle large projects such as this.
The hoist alone weighs in at a whopping 34 tons! All the key engineered components were imported from Europe, and were then assembled at their new premises onto the locally produced and fabricated steel work. Even though this is such a big project Pro Crane enforced all their normal Quality & safety standards into the design procurement and ultimate manufacture of the cranes. Ken Explains, “Even though this is such a big crane, the same Quality & Safety principles were incorporated as would be with any other project we work on. Safety & Quality is as a “way of life at our business”. Delivering this ‘beast’ to their Secunda-based client took careful planning and will require seven trucks two of which were 30 meters long trucks to transport just one crane to the plant. The crane will be disassembled in Johan-
nesburg and transported with the special duty trucks. It should be no less than a two day journey. Once the crane arrives at the plant, Pro Crane will assemble all the components. This process will take approximately a week. “Our client is a loyal client”, who has already bought no less than 22 cranes from us in the past. One such project was when we designed and assemble three 160 ton cranes for our client four years ago. This assisted us to secure the initial order for all three cranes. The three cranes will on completion have the capacity to lift a staggering weight of 1 500 tons utilising all three cranes at once. This is the main reason why their client decided on these three 500 ton cranes. The cranes will actually be used by Pro Crane’s client to lift a 1 350 ton heavy fabricated structure in one lift with all three cranes synchronised to one another for all motions to ensure that the load is lifted and positioned with an extremely high level of accuracy.

Kito utilises a double safety mechanism consisting of a friction clutch and an upper-lower limit switch to ensure optimum safety, and to prevent hoist or load chain damage. The friction clutch is an emergency overload protection device that idles the motor when subjected to loads that exceed the rated capacity. Another important safety feature of this series is the electromagnetic brake that ensures strong braking power, while holding the load securely. This current-driven electromagnetic brake, which is connected in series to a motor circuit, does not release unless the motor is energised. This concurrent drive has increased safety of the circuit compared with separate circuits for the motor and the brake. Reduced rated current draw compared to previous models ensure energy savings and the utilisation of the inverter, 4-pole motor and an electromagnetic brake reduces noise levels during operation and braking. As an environmental measure, certain hazardous substances are not used during the manufacture of these hoists. facility enables the operator to shut down power immediately in the event of an emergency. A quick view hour counter/meter for checking start frequency and running time facilitates easy maintenance scheduling. Thermal protection is also available to prevent motors from over-heating. The company’s environmentally-friendly Kito ER2 series - with lifting capacities between 125 kg and 20 T, is designed for use in non-explosive Environments. These electric chain hoists boast reliable operation, enhanced safety, easy maintenance and extended service life in any application including high frequency and long lift operations. These energy efficient Kito Electric Chain Hoists have been designed with an inverter as standard in a dual speed hoist and trolley for improved efficiency and easy operation. To ensure these hoists are in pristine condition and operate effectively, it is critical they are tested regularly at Becker’s workshops, or at any certified repair centre. The dual speed inverter of the ER2 series reduces load swing and ensures smoother movement than the conventional pole change motor. The high to low speed ratio can be set to a large value which means smooth starts, improved low speed stops and improved positioning accuracy.
An important feature of this lightweight series is the compact aluminium die-cast body that is structurally strong. The IP 55 rated enclosure offers protection against dust and water, which is critical in many applications. For reliable and safe operation a standard thermal protector prevents the motor from burning out due to excessive usage. An emergency stop button is standard to allow the motor power to be disconnected in an emergency, without cutting of the main power supply. The design of Kito’s push button controls ensures comfortable operation, preventing operator fatigue after long periods of operation. By increasing the number of load sheave pockets, vibrations produced by the revolving polygonal sheave on the hoist’s body and load chain are reduced. A fan cooled motor, with motor frame fins and a fan cover, ensures quiet operation and enhanced fan cooling capabilities. Kito’s super strength, nickel plated load chain offers increased resistance to fatigue, wear and corrosion. ER2 chains are not compatible with the previous ER series due to a difference in the chain profile. attached or removed. Another feature for easy maintenance is that electric parts and equipment are now contained inside the controller cover. As a standard feature, the hoistâ&#x20AC;&#x2122;s total on-time and the number of lowering starts are shown on the LCD of the quick view hour counter/meter. This enables the user to carry out maintenance based on the frequency of use. By maintaining a history of the CH meter data, the inspection periods and replacement periods for gear oil, contactors, brakes and load chains ban be efficiently controlled. Other options in the ER2 series include; a mechanical brake combined with a friction clutch if dual braking is required for capacities up to 10 T. For additional safety, an overload limiter is recommended as an option which is preset by 115% of rated capacity. The Kito load bell automatically alerts the operator if

Drop stops provide additional security of the motorised trolley for the operator and equipment and rubber bumpers protect the motorised trolley from collisions. The forged carbon steel hook has been designed to open gradually and will not fracture under excessive load. Top and bottom hooks are equipped with a hook latch and the bottom hook swivels 360 degrees to prevent kinking and twisting of the load chain.
