Lost from Balochistan Balochistan extends over 350,000 square kms (approximately the size of Germany) and is the largest province in the Pakistan Federation. Around seven million people live in Balochistan and since the population comprises of Iranians, Pakistanis and Afghanis this vast desert territory is by and large divided along ethnic lines. Despite Balochistan being amongst the richest province in Pakistan, with valuable natural resources in gold, cobalt and gas, its people are the poorest, suffering for decades under the rule of the Punjabi government. Seeking to address this economic discrimination is one of the main driving forces behind the Balochistan Liberation Army (BLA), an armed group who's resistance regularly makes headlines in the Pakistani national press. Balochis cultivate a particular resentment towards centralised power, accusing the government of enslaving them and delaying provincial development whilst at the same time plundering Balochistan's rich resources. The BLA became most active after 2006 when a number of Balochi political leaders were killed. The BLA continues to target the Pakistani army which they view as an occupying imperialist force.


Les disparus du Balouchistan « A mort le Pakistan ! », « We want freedom ! » scandent des milliers de baloutches en défilant dans les rues poussiéreuses de Quetta, capitale de la province pakistanaise indépendantiste du Balochistan. Récemment, les cadavres mutilés de trois politiciens baloutches importants sont retrouvés aux abords de Tourbat, une oasis perdue non loin de la frontière pakistano iranienne. Les Etats-Unis condamne l'assassinat et souligne que l'un des politiciens a joué un rôle important pour la libération de l'otage américain John Solecki détenu pendant deux mois par le Front Uni pour la Libération du Balochistan (BLUF). La revendication du BLUF n'était ni pécuniaire, ni religieuse. L'organisation demandait aux autorités pakistanaises la libération de 1109 baloutches disparus. Depuis l'annexion par l'armée pakistanaise du Balochistan en 1948, une journée au pays des baloutches ne se passe rarement sans remous. Loin des routes, des villes et de sa famille, Mustapha Raisini a le regard vide et la démarche d'un vieillard. Il vit dans une maison en terre au milieu de montagnes rouges et arides. Ses abricotiers produisent de petits fruits juteux et acidulés. Mustapha est un ancien activiste politique et documentaliste baloutche qui tente aujourd'hui d'oublier ses deux années passées dans les geôles pakistanaises. En mai 2005, les services de renseignements pakistanais (Inter Service Intelligence et Millitary Intelligence) investissent sa maison de

Kanat. Il disparaît un an sans que ça famille n'est de nouvelles. Sans que la justice pakistanaise ne veuille entendre les plaintes de sa femme. Un an dans un «camp de torture» où le bâton qui frappe la plante de ses pieds veut lui faire dire ce qu'il prétend ne pas être, un terroriste baloutche. Un an à s'entendre dire que cette journée sera sa dernière, que sa femme et ses fils le sont déjà. Mustapha n'a pas honte de pleurer devant sa femme et l'un de ses fils lorsque je l'interroge. Il n'a pas honte de dire qu'il était, lui et des centaines d'autres, souvent nu dans ce camp où l'on ne voit pas la lumière et où l'on traite « les hommes comme des animaux ». Il n'en connait ni le nom, ni l'emplacement. Sans trop savoir pourquoi, il est un soir transféré, les yeux bandés dans une prison de Quetta. Pour la première fois, il revoit sa femme qu'il croyait morte et connaît le motif de son incarcération «Planification d'une attaque à la bombe contre l'Etat pakistanais». Il restera 13 mois à la prison ATF (Anti Terrorist Force) de Quetta avant d'être acquitté, faute de preuve. Sa femme, Naela, tentera par la suite de porter plainte contre les services secrets pakistanais mais s'entend dire des juges « Votre mari est en vie. Que cherchez-vous ? » Le cas de Mustapha Raisini n'est pas isolé. Lorsque des « disparus » baloutches sont transférer vers des prisons officielles, ils recouvrent leurs identités et sont en quelques sortes blanchies des opérations des services secrets pakistanais. Imdad Baloch, ancien président du Balochistan Student Organisation (BSO) est un petit homme au visage rond et aux intensions pleines de politesse. Il dit avoir été enlevé et détenu pendant trois mois dans une prison secrète avant d'être inculpé pour « vol » et acquitté par la justice. De même pour Anif Baloch, un jeune réalisateur de film

baloutche dynamique qui se souvient ne s'être lavé qu'une seule fois et avoir vécu l'électrocution régulièrement durant 5 mois. Anif me demandera, dans une pièce souterraine où il monte son dernier film, de ne pas le nommer en ajoutant « Dans ce pays quant vous êtes libre, vous essayez de le rester ». Les trois politiciens baloutches retrouvés morts n'ont pas eu cette chance. Deux baloutches viennent me chercher pour rejoindre un camp de guérilleros de l'Armée de Libération Baloutche (BLA). Il ya quelques jours encore ce camp détenait cinq otages penjâbis, l'ethnie dominant l'économie et contrôlant l'armée pakistanaise. Deux heures de routes chaotiques et trois changements de voitures effectués, quatre soldats du BLA ouvrent la marche dans le maquis du Bolan. Une zone rude et montagneuse qui marque la frontière entre les plaines fertiles du monde indien et les peuples d'éleveur nomade du Balochistan. La marche est difficile, les guérilleros chaussés de sandales faites de pneu de voiture s'en amusent. Du haut de leur promontoire rocheux, deux soldats font le guet. Les 40 guérilleros s'affairent ; malaxent la pate à pain, dépècent la chèvre qui nourrira les combattants, nettoient les armes et écoutent, tous les soirs les informations à la radio, « Voice of America » pour le lieutenant du commandant. L'ambiance est fraternelle et les rires francs malgré l'éloignement de leurs familles. Les guérilleros, venus des quatre coins d'une province grande comme l'Allemagne, ne retournent à la vie civile que quelques jours tous les quatre mois. Le commandant Shahak a les épaules larges, des yeux blagueurs et une paire de vieilles baskets aux pieds. Il insiste sur le fait que le BLA n'a aucun liens avec les talibans qui selon lui « ont oublié leur identité nationale et font la

guerre au nom de la religion grâce à l'armée pakistanaise » qui ajout-il perçoit toujours, comme au temps de l'invasion soviétique en Afghanistan, des milliards de dollars des américains. Depuis 1996, le commandant ne quitte jamais son Dragunov, un fusil sniper russe. Shahak, a toujours vécu les inégalités et la discrimination à l'égard de son peuple. Pas seulement à l'école ou la langue baloutche n'est pas enseigné mais dans toutes les sphères de la société. Selon le commandant, les baloutches ont toujours été traités par les pakistanais comme un peuple inférieur. « Sur notre terre dont ils tirent la plupart de leurs ressources, ils nous considèrent comme des esclaves » soumet-il. La plupart des ressources naturelles du Pakistan sont situées au Baloutchistan - gaz naturel, uranium, cuivre, cobalt et des réserves de pétrole potentiellement abondantes- exploités par des multinationales pakistanaises et chinoises. Si près de 40% du gaz produit au Pakistan provient de cette province, elle n'en consomme qu'une petite fraction car seulement 4 des 26 districts sont alimentés en gaz, faute d'infrastructures adéquat. L'unité de gaz est acheté 27 roupies au Balochistan et 190 roupies à la province du Pendjab sans que les différentiels techniques ne justifient un tel écart. Il en résulte un manque criant d'écoles, de routes et d'infrastructures en tout genre. Le Balochistan est la plus grande, la plus riche mais ses habitants sont les plus pauvres de la fédération. Les taux de mortalité infantile, de malnutrition, de pauvreté sont les plus élevés du pays et ce malgré les vastes réserves d'énergies dont son sous sol regorge. Dans ses vallées escarpées, rare sont ceux qui croient encore aux combat via les voies parlementaires ou aux promesses de l'Etat « Au Pakistan il n'y a pas de gouvernement. Il y a l'Armée. Le Président


Zardari n'a aucun pouvoir, il n'est que la marionnette de cette dernière qui, depuis 60 ans dirige le pays pour s'enrichir» poursuit le commandant. Armé de lances roquettes, de mortiers, d'explosifs, de mines anti-tanks, le BLA s'attaque à toutes les installations de « l'occupant pakistanais » ; Oléoducs qui acheminent le gaz baloutche vers les autres provinces, bases militaires. « Nous détruisons tout les installations et ceux qui protègent ou permettent la stabilisation de la colonisation pakistanaise au Balochistan » soutient le commandant entouré de ses hommes. Le mouvement indépendantiste baloutche s'est durci au point de faire régulièrement la Une des journaux pakistanais et depuis peu de la presse américaine avec l'enlèvement de John Solecki, ce haut fonctionnaire de l'ONU détenu par la guérilla pendant deux mois et libéré en bonne santé. Pour le Dr Hakeem Lehri, leader du Parti Républicain Baloutche (BRP), qui a aidé à la libération de l'otage américain, « Nous, baloutches ne croyons pas au meurtre de sang froid, nous ne tuons jamais de personnes innocentes qui n'appartiennent pas au gouvernement pakistanais » mais il ajoute «nous montrons au monde que notre peuple souffre et meurt sous l'occupation de l'armée pakistanaise ».
