Editor’s Note The last month was eventful for the Indian Travel and Hospitality Industry. In this month IATO and FHRAI held their conventions. Both trade organizations organized their convention in Kochi, Kerala, where travel and tourism industry has a strong base. The theme of IATO convention was ‘Indian Tourism: Innovations and Partnerships’ which was very appropriate and timely. Considering the challenging time the travel and tourism industry is going through, only through innovations and partnership, it can overcome these challenges, but how to promote innovations and partnerships in the this industry itself is a big challenge considering the misplaced priorities of the governments and lack of concerted efforts and synergy in this industry. One or two panel- discussions on partnership and innovation will not be enough to promote these great concepts. The last month Ministry of Tourism on the occasion of World Tourism Day launched ‘777 days of Incredible Indian Himalayas Campaign’ to showcase diversity and splendor of Indian Himalayas and promote them as tourist attractions. The Himalayas hold huge potential for different kind of tourism, such as adventure, ecotourism, religious and spiritual tourism, etc. But because of lack of awareness about Indian Himalayas, the country has not been able to tap their tourism potential. The new campaign will address the issue of lack of awareness both in the country and in the overseas markets. It will promote tourism not only in Himalayan states but also in the neighboring states. Ultimately it help India becomes a year- around destination. At the same time it will create new challenges in terms of infrastructure, safety of tourists, environmental degradation etc. The concerned governments will have to develop more and more facilities such helipads, airstrips, safety measures and communication facilities in these regions. The concerned governments also need to set up a strong regulatory mechanism to enforce relevant rules and regulations in these regions; otherwise we all have seen what happened in Uttarakhand. The large scale devastation, which was triggered by heavy rain and flashfluids, was mainly the result of unregulated expansion of tourism activities in the Himalayan region of the state and excessive flow of tourists. While promoting tourism is good for the country, the natural beauty, bio-diversity and sanctity of Himalayas must be preserved at all cost. Culture and tradition of local community should also be preserved while promoting tourism in the Indian Himalayas region.

The lack of air connectivity may prove to be a hindrance in the economic development of a region. Recommendation: It is inevitable that changes would be carried out in the protected monuments if they are to be also used as offices and residences. For these exceptions, the ASI should prepare detailed guidelines and get the Act revised appropriately. The notification is an important document which not only provides a legal status for centrally protected monument but also defines the area of the site. This document is crucial for establishing encroachment or unauthorised construction at the site. The ASI should maintain a centralised database of all notifications and records related to the sites which should be readily available with the ASI HQ. There should be no room for ambiguity and difference in factual information related to the monuments. The ASI should collect the MIS data from its Circles on each of the protected monument and place it in public domain after reconciling the discrepancies. The Ministry (May 2013) accepted the recommendation and intimated that efforts would be made to eliminate ambiguities. There is an urgent need to come up with a written agreement with the management of the sites with restrictive entry, to enable access to these sites by common visitors. The ASI also needs to develop policy for maintaining such sites. Publishing the inventory of monuments should be completed in a time bound manner. The Ministry should come up with a strategy to ensure time bound completion of heritage bylaws for all protected monuments and their speedy approval.
