The Edit Page Quote of the Month
Editor’s Note The last month was eventful for the Indian Travel and Hospitality Industry. In this month IATO and FHRAI held their conventions. Both trade organizations organized their convention in Kochi, Kerala, where travel and tourism industry has a strong base. The theme of IATO convention was ‘Indian Tourism: Innovations and Partnerships’ which was very appropriate and timely. Considering the challenging time the travel and tourism industry is going through, only through innovations and partnership, it can overcome these challenges, but how to promote innovations and partnerships in the this industry itself is a big challenge considering the misplaced priorities of the governments and lack of concerted efforts and synergy in this industry. One or two panel- discussions on partnership and innovation will not be enough to promote these great concepts. The last month Ministry of Tourism on the occasion of World Tourism Day launched ‘777 days of Incredible Indian Himalayas Campaign’ to showcase diversity and splendor of Indian Himalayas and promote them as tourist attractions. The Himalayas hold huge potential for different kind of tourism, such as adventure, ecotourism, religious and spiritual tourism, etc. But because of lack of awareness about Indian Himalayas, the country has not been able to tap their tourism potential. The new campaign will address the issue of lack of awareness both in the country and in the overseas markets. It will promote tourism not only in Himalayan states but also in the neighboring states. Ultimately it help India becomes a year- around destination. At the same time it will create new challenges in terms of infrastructure, safety of tourists, environmental degradation etc. The concerned governments will have to develop more and more facilities such helipads, airstrips, safety measures and communication facilities in these regions. The concerned governments also need to set up a strong regulatory mechanism to enforce relevant rules and regulations in these regions; otherwise we all have seen what happened in Uttarakhand. The large scale devastation, which was triggered by heavy rain and flashfluids, was mainly the result of unregulated expansion of tourism activities in the Himalayan region of the state and excessive flow of tourists. While promoting tourism is good for the country, the natural beauty, bio-diversity and sanctity of Himalayas must be preserved at all cost. Culture and tradition of local community should also be preserved while promoting tourism in the Indian Himalayas region.
"Often in our country airports are generally regarded as facilities for the rich, but air connectivity has now become a necessity for the developmet of the country. The lack of air connectivity may prove to be a hindrance in the economic development of a region. Developing airport infrastructure in the country has been among the priorities of our government.” Prime Minster Dr. Manmohan Singh at the foundation-stone laying ceremony of Kishangarh Airport in Rajasthan

MoCA for commission to agents, but final settlement nowhere in sight The Union Civil Aviation Secretary recently ordered airlines to pay commission to travel agents. The secretary’s order followed a recent ruling of the Supreme Court, in which the apex court has directed the Ministry of Civil Aviation (MoCA), Government of India to decide upon the issue of compensation to agents. CAG slams ASI for its failure to protect the monuments of national importance The ASI’s role in preserving the historical monuments of the country has again come under the criticism. Government Report
Key critical findings: The CAG had not conducted any comprehensive survey or review for identifying monuments which were of national importance for inclusion in the list of Centrally Protected monuments. The absence of details of the exact number of monuments under the control of the ASI would impinge on proper protection, preservation and conservation of these sites of national importance. The CAG found that the ASI officials were often unaware about the exact location and actual condition/nature of the monuments they were assigned to protect. The joint physical inspection of the monuments along with the officials of the ASI revealed that in the sample of 1655 (45 per cent) monuments selected, 92 monuments (6 per cent) were not traceable. In many monuments unauthorised activities were being carried out. ASI has given up completely the practice of inspection at monuments in recent years It was found that the ASI did not maintain the records regarding the notification, number and date of notification of centrally protected monuments at its headquarters. There were thousands of monuments and sites which were unprotected, and were in a state of neglect. The setting up, functioning and performance of the National Mission for Monuments and Antiquities were marked by lack of planning and delays. The ASI was unable to accomplish basic documentation of even its protected monuments and could not provide any impetus to this Mission.

Government Report
Key recommendations: The lists of protected monuments should be updated and reconciled periodically so that there was no ambiguity with regard to the number of protected monuments under each Sub Circle, Circle and the ASI as a whole. The ASI should make a provision for inspection of each protected monument by an officer of suitable level periodically. The ASI should publish the state of each monument being protected by it on the basis of detailed inspection note and photographic evidence collected during such inspection on a regular basis. There is a need to have clearly laid down guidelines for notifying number of monuments in one complex as a single monument or as independent monument. ASI should have a laid down policy for notification of sites with contested ownership or occupants. These sites can be placed in the tentative list for nomination till all disputes are resolved. Recommendation: It is inevitable that changes would be carried out in the protected monuments if they are to be also used as offices and residences. For these exceptions, the ASI should prepare detailed guidelines and get the Act revised appropriately. The notification is an important document which not only provides a legal status for centrally protected monument but also defines the area of the site. This document is crucial for establishing encroachment or unauthorised construction at the site. The ASI should maintain a centralised database of all notifications and records related to the sites which should be readily available with the ASI HQ. There should be no room for ambiguity and difference in factual information related to the monuments. The ASI should collect the MIS data from its Circles on each of the protected monument and place it in public domain after reconciling the discrepancies. The Ministry (May 2013) accepted the recommendation and intimated that efforts would be made to eliminate ambiguities. There is an urgent need to come up with a written agreement with the management of the sites with restrictive entry, to enable access to these sites by common visitors. The ASI also needs to develop policy for maintaining such sites. Publishing the inventory of monuments should be completed in a time bound manner. The Ministry should come up with a strategy to ensure time bound completion of heritage bylaws for all protected monuments and their speedy approval.

Luxury and upscale hotels have a 40.1 per cent share in the proposed supply, continuing the downward trend observed during 2010-11 and 2011-12.
