In a shift from the past, the Union Budget has given due consideration to the subject of conservation, considered critical for preserving the country's archaeological and cultural heritage, so far neglected. Since coming into power for the first time in May 2014, PM Narendra Modi-led NDA Government has been working to develop the country's many ancient sites as iconic tourist destinations besides other steps to promote tourism. This is for the first time that his government has shifted its focus to the issue of conservation. Finance Minister Nirmala Sitharaman in her budget presented on 1st February announced that an Indian Institute of Heritage and Conservation (IIHC) would be set up with an objective to develop trained manpower for the conservation of archaeological and cultural heritage. The country's rich archaeological heritage has suffered an enormous loss due to the apathy of policy-makers and agencies such as Archeological Survey of India (ASI) and others tasked to conserve and maintain our archaeological heritage. We have lost hundreds of invaluable archaeological sites and relics of the ancient era due to lack of awareness among masses and neglect on the part of the concerned authorities.

The Budget 2020-21 has a strong imprint of the cultural agenda of the ruling party BJP. Other than the proposal to establish an Institute of Heritage & Conservation, the Budget for the next financial year contains more provisions for conservation. The annual financial statement of the Government for the next FY has proposed to develop 5 archaeological sites as iconic sites which will also have onsite museums. The five sites selected to establish museums are Rakhigarhi in Haryana, Hastinapur in UP, Dholavira in Gujarat, Sivasagar in Assam and Adichanallur in Tamil Nadu. The Budget has also proposed to set up a maritime museum at Lothal, a historical port in the state of Gujarat. Budgetary allocations for ministries of culture and tourism have also been enhanced significantly. In this issue, our cover story (page 18) has analyzed the Budget from a tourism perspective, also incorporating comments of players of the travel and tourism industry; most of them have welcomed the Budget. In another key area, VFS Global has been continuously strengthening its customer services by enhancing its operation. In an interview, VFS Global's Chief Marketing Officer, Belson Coutinho said that customers today are highly empowered and they seek differentiated services. Read the interview on page 14. Moreover, we have compiled plenty of relevant news and articles for you to read and benefit from. Enjoy Reading!

BUDGET 2020-21: FOCUS ON HERITAGE AND CONSERVATION Union Budget 2020-21 has proposed to develop 5 archaeological sites as iconic sites along with on-site museums. Budgetary allocations for both the Ministry of Culture and the Ministry of Tourism have been enhanced. By Prem Kumar

In keeping with its commitment to the country's culture and heritage, the Modi-led NDA Government's budget for FY 202021 has enhanced its focus on the promotion and conservation of India's archaeological heritage. In her second budget presentation made on 1st February, Finance Minister Nirmala Sitharaman announced that five sites will be developed as iconic sites where on-site museums will also be built. e five sites selected for development and establishment of museums are Rakhigarhi in Haryana, Hastinapur in Uttar Pradesh, Dholavira in Gujarat, Sivasagar in Assam and Adichanallur in Tamil Nadu. Located in Hisar District in the state of Haryana, Rakhigarhi is the site of a pre-Indus Valley Civilisa-

tion settlement dating back to about 6500 BC. It is also related to the Indus Valley Civilisation, dating to 26001900 BC. Hastinapur, located in the Meerut district of Uttar Pradesh was described in Mahabharata as the capital of Kuru Kingdom. According to the Puranas, Hastinapur was the capital of Emperor Bharata. Hastinapur is also mentioned in the ancient Jain texts. Discovered in 1967-68, Dholavira at Khadirbet in Bhachau Taluka of Gujarat's Kutch District is an archaeological site having ruins of an ancient Indus Valley Civilization/Harappan city. Sivasagar is a city in the Sivasagar district of Assam. e city, besides being the headquarters of the district, is home to the big Sivasagar lake built by the Ahom king Siva Singha. Adichanallur

It is probably for the first time that comparatively more ancient archaeological sites have been selected for conservation and destination development. Besides, the Budget has also proposed to set up a maritime museum. e proposed museum will be set up by the Ministry of Shipping at Lothal, a historical port. To develop trained manpower in the field of heritage conservation, Budget 2020-21 has also proposed to set up an Indian Institute of Heritage and Conservation under the Ministry of Culture. is year's budget has also proposed to set up

Tourism Industry's Reactions to The Budget The Tourism Industry has welcomed enhanced allocations for Ministries of Tourism and Culture, besides the proposal to develop 5 more iconic sites and other initiatives.

Budget to give impetus to tourism sector Madhavan Menon, CMD, omas Cook (India) e Union Budget has seen encouraging focus intended to give impetus to the Travel & Tourism sec-

tional airports by 2024 and doubling of aircra as part of the unique UDAAN scheme to further boost regional connectivity and ensure affordability; 2000 km of strategic highways and Tejas equivalent trains to connect iconic tourist destinations. Significant focus of the Budget towards cultural tourism was manifested in the Rs 3,150 Crore allocation for the Ministry of Culture and announcements including developing five archaeological sites at iconic sites with on-site museums. A far-reaching and longterm initiative that I truly welcome is the Finance Minister’s announcement that an Indian Institute of Heritage and Conservation will be set up with the status of a deemed university, and this is an imperative towards education and skill development of our sector that contributes a significant

A significant highlight is allocation of Rs 2500 cr funds for the tourism sector, and Rs 1.7 lakh crores towards transportation infrastructure with the introduction of additional Tejas-like trains between key tourist centres - all serving to provide the impetus to the sector with cascading fillip to employment generation. An increase in FDI to $284 billion indicates that India continues to be an attractive destination for foreign funds.

e Union Budget has focused on the aviation sector - a key pillar for the Travel & Tourism sector and we believe that the addition of 100 new airports under the UDAN scheme together with doubling of aircra fleet will give impetus to regional air connectivity while increasing ease, access and affordability of air travel across inbound,

Acche din are here for Incredible India Dipak Deva, Managing Director, TCI (Travel Corporation India) For tourism, this is an excellent budget as the allocation of `2500 crore for marketing India has been announced which

will help a great deal in promoting India. Tejas like tourist trains has been announced to connect tourist cities which were also a demand by us. Earlier the Prime Minister has suggested that Indian embassies get more involved in promoting incredible India. We have already got a GST reduction and a $25 visa fee. 100 more airports and `3150 crore allocated to culture. I think acche din are here for Incredible India and we have the Prime Minister to thank who I believe is very interested in the growth of tourism to India and appreciates the positive economic impact that it makes for the country.

Budget to create momentum in tourism sector Vishal Suri, Managing Director, SOTC Travel e Budget 2020 has announced measures to further boost and create a momentum in the overall tourism sector. e proposal of 100 additional airports by 2024 as per the UDAN Scheme, introducing more Tejas-type trains which will help connect tourist destinations and the overall allocation of `1.7 lakh crore for transport infrastructure in 2020-21, will revitalize the untapped and unexplored destinations in India.

e new personal income tax regime would put higher disposable incomes in the hands of the individuals, by allowing an option of a lower rate regime if all exemptions (including investment linked exemptions) are foregone. is step would induce consumer spends and inevitably help consumption across sectors, especially tourism.

Additionally, India's natural beauty, rich heritage and culture will further be amplified by the Government's plans of setting up of five archaeological on-site museums in places such as Rakhi Gadi in Haryana, Hastinapur in UP, Dholavira in Gujarat, Shivsagar in Assam and Adichanallur in Tamil Nadu; a tribal museum in Ranchi, Jharkhand; and a maritime site in Lothal. is is being supported with a budgetary allocation of Rs 3,150 crore earmarked for the Culture Ministry and Rs 2,500 crore for tourism promotion. is will encourage domestic tourism. Rakshit Desai, MD, FCM Travel Solutions, Indian Subsidiary of Flight Centre Travel Group: e tourism industry is a crucial contributor to India’s GDP and we appreciate that the Union Budget 2020-21 presented today by the honourable Finance Minister Niramala Sitharaman reflects a potential for growth in domestic and inbound tourism. We see a clear focus on revitalizing the aviation and tourism sector which will also boost employment in the industry. Several initiatives like enhancing the role of AI and machine learning will make the industry more technologically competent and help us become future ready. e decision to add 100 more airports by 2024

under the Udaan scheme is a much anticipated support to the sector. It will further enhance regional air connectivity, making travel affordable and accessible across the country. With regards to the road connectivity, the central government’s plan to construct 2500 access control highways, 9000 km ecodevelopment corridors, 200 coastal and port roads, 2000 km strategic highways along with the Delhi-Mumbai expressway and two other corridors to be completed by 2023 are commendable initiatives for bridging the urban–rural divide and significantly bolstering growth in the sector. Allocation of Rs 3,150 crore to Cultural Ministry for developing five archaeological sites as iconic sites with on-site museums along with a tribal museum in Ranchi are laudable and will impact the tourism industry positively in the coming years. ankfully tourism is now being viewed as an important growth driver of the economy.

Hospitality sector welcomes focus on infra in the Budget 2020-21 The Hospitality Industry has welcomed this year's budget for its focus on infrastructure. Plan to develop 5 iconic sites and to launch more Tejas trains has also been welcomed. However, some industry bodies are disappointed with the budget for not granting infra status to the sector.

JB Singh President & CEO, InterGlobe Hotels

e Union Budget 202021 has focused on sectors such as transport, aviation and tourism. e government has allotted Rs. 1.7 lakh crore to the transport sector for expansion of highways, new Tejas trains and more airports. Singh hopes that with infrastructure being at the core of economic growth, this budget will help in creating and developing new and iconic destinations, thereby redefining the tourism industry, for the better and further improve spending, domestic travel and all this will have great long term benefits for the economy. Terming the Budget 2020 as a balanced one, Vijay Dewan MD, Apeejay Surrendra Park Hotels, said, "e government has taken measures by allocating Rs. 2,500 crores for tourism promotion in FY20-21 in order to support the Incredible India ini-

tiative. e vision of the government to invest in the tourism sector will be a great push for the hospitality sector. India's rich heritage and culture have always attracted tourists to the country and the government's plan to develop five archaeological sites as iconic sites with on-site museums will attract more tourists from India and globally." Dewan added, "e plan to develop 100 new airports will significantly help in building tourism infrastructure and will drive tourism growth. e expansion of transport infrastructure in terms of new airports, new highways and more trains like Tejas along with initiatives to develop archaeological sites as iconic destinations will definitely create favourable conditions for the development of the tourism sector. Development of five ancient sites as iconic sites with onsite museums in five different states will help attract more tourists. Increased allocation for the ministries of tourism and culture will also be helpful." Jitendra K. Mohanty, CMD, Swosti Group & Chairman, Hotels & Restaurants Association of Odisha welcomed the increased allocation for the tourism sector in the Budget 2020 from 575

crores in the Budget 2019 to 2500 crores this year and Rs.3150 crore for the promotion of culture in place of Rs. 875.33 crore allotted in the last year’s budget. Mohanty also commended the Budget's proposal to invest Rs 100 lakh crore into infrastructure development through national infrastructure pipeline, build 100 more airports under UDAAN Scheme. "Initiatives like adding 100 more airports by 2024 under the Udaan the scheme will help to improve connectivity across the country and manage to cater the significant growth in the number of flyers thus giving impetus to the burgeoning domestic travel," said Nayar. He added, "WelcomHeritage being a heritage hospitality brand has always supported the developments that can benefit the cultural heritage of India and by allocating Rs 3,150 crore to Cultural Ministry, we expect more promotion of India’s rich culture and heritage." Such initiatives will make travel accessible and affordable for travellers and boost growth in the tourism sector. However, the Federation of Hotel & Restaurant Associations of India (FHRAI) is not very happy with the

Budget 2020. Its VP Gurbaxish Singh Kohli said that just like the last year's Budget, the new Budget has also neglected the hospitality industry. "While the budget allocation of Rs.2500 crore for the tourism sector sounds like it may translate to spillover benefits for the hospitality sector, we don’t have sufficient information about where or how the funds will be used. e increase in the number of Tejas type trains to iconic destinations has the potential to boost travel but it is vague. e construction of 100 airports is also an encouraging announcement but unless infrastructure is boosted nothing will take place," said Kohli. FHRAI has been expecting reforms in rate slabs of GST, Input Tax Credit (ITC) and a definitive step to boost domestic and inbound traffic. "It has been the industry's long-pending demand to include tourism in the concurrent list which has not seen the light of the day, nor has hospitality been given infrastructure status. Unfortunately, none of the concerns of the industry has been addressed in this Budget,” said Kohli. Sarbendra Sarkar, Manag-

ing Director, Cygnett Hotels & Resorts commended the government's push for infrastructure development by building more airports and the announcement of new Tejas trains, which will boost tourism outside the main centres. "is, in turn, will have a positive impact on the hotel sector. We are building hotels in many new locations and with this kind of infrastructure development we will surely be a gainer," said Sarkar. Welcoming the Budget 2020, Rohit Malhotra, CEO at Jay Jay Capital & Investment said that the Government's allocating additional funds for the promotion of tourism and transport services like airport, railways, highway sectors will boost the travel and hospitality industry and will generate employment, connectivity and will result in inbound traffic to India. Moreover, due to the proposed tax slabs, there will be an increase in the disposable income which will channelize further economic growth, Malhotra said, adding, "We are hoping that the economic situation will improve in the near future and will be beneficial to the

hospitality industry." According to Roop Pratap Choudhary, MD, Noor Mahal, "is budget is certainly a booster for the promotion of India’s heritage, tourism, and rich cultural diversity. is will provide flourishing ground for Hospitality Sector. However, a more liberal and reasonable investment and loan framework were expected from this budget. In the near future, we expect a more flexible and tolerant financial environment from the government to give small hospitality players to explore more growth avenues." Pranav Maheshwari, CoFounder at Vista Rooms said: e budget definitely provides a holistic approach to the tourism sector. e expectations were quite high in terms of further GST reduction but the union budget has completely neglected it. e positives would be the initiative to develop 17 iconic tourism sites into world-class tourist destinations resulting in more foreign tourists, benefitting the hospitality sector as well as other stakeholders of the industry. Also, the proposed transport and social infrastructure backed by digital platforms will further boost tourism." Rohit Kapoor, CEO, OYO, India South Asia, said, "It is heartening to see a budget that focuses on improving standards of living as well as economic development. A grant of Rs. 2500 crores for tourism promotion and the development of 5 iconic archaeological sites and museums in the country are bright indicators of the renewed focus of the government on the travel and tourism industry."

TRAVEL TRENDS FOR BOOMERS, GEN X, Y & Z IN FOCUS AT ATM ACTIVITIES AND EXPERIENCES TIE ALL GENERATIONS TOGETHER, BUT PREFERENCES DISRUPT BROAD-BASED OFFERINGS FOR A GLOBAL MARKET WORTH $183 BILLION UP 35% OVER THE LAST 5 YEARS. Travellers from across the globe representing all generations, now have a common interest in activities and experiences that are now influencing, indeed in many cases driving their travel decisions, according to new research from Expedia Group Media Solutions.

The research underscores the notion that cultural and once-in-a-lifetime experiences, exploring new destinations and interactive activities are ranked by all generations significantly higher than value or a discounted price. Arabian Travel Market 2020, which takes place at Dubai World Trade Centre from 19-22 April 2020, will bring together travel and tourism experts from across the globe to discuss the burgeoning global tours and activities market, which according to New York-based Skift Research is estimated to be worth

$183 billion this year, a 35% increase since 2016. “Although all generations are now looking for activities and experiences, above all else, what makes this market more complex is the individual preferences and demands of each generation and of course ultimately, the challenge facing marketers trying to engage with them,” said Danielle Curtis, Exhibition Director ME, Arabian Travel Market 2020. ATM is holding a series of seminars on its Global Stage identifying the latest in hospitality concepts as well as the most recent trends in cultural tourism to future developments in the wellness economy and responsible tourism. And addressing these issues ATM has recruited industry experts from Kerten Hospitality, Accor, as well as representatives from Abu Dhabi and Ajman tourism boards. Boomers, born between 1946 and 1964 are the least

concerned about budget and are especially interested in sightseeing and in the case of American tourists, 40% will plan their holiday around food and drink. 'CLIMATE, VISAS, OTAS AND OWNER’S ROI WILL CONTINUE TO TREND IN 2020' The environmental impact of hotels, relaxed visa regulations, the growth of online travel agents and maximising profits for hotel owners will be the top four trends in 2020, according to Mohamed Awadalla, CEO of UAE-based TIME Hotels. Every professional hotelier today will recognise the impact that their property and its guests is having on the environment. Reducing carbon emissions as well as water and energy consumption is no longer an option, it is now very much mainstream. “I can see this trend intensifying in 2020, with retrofitting of existing hotels and more sustainable design when building new hotels. I can foresee more international cooperation across hotel brands,” said Awadalla. “Brands are now valued as much for their sustainability, social responsibility and credibility as they are for their reach and profitability. So, reduce, reuse and recycle will be the corporate mantra for all hotels in 2020 and beyond,” he added. Clearly in the immediate term, the UAE five-year multiple entry visa and Saudi Arabia’s new visa requirements will encourage many more tourists to visit both countries. In the UAE, the initiative will benefit a broad range of stakeholders involved with Expo 2020, from consultants and contractors, to trade representatives and investors. “e UAE attracts 21 million visitors per year, the UAE Cabinet hopes to double that figure by 2030, which should generate revenues worth well in excess of

$90 billion. It could also attract Muslims making Umrah, offering them options to visit both on the way to, as well as coming back from Mecca,” commented Awadalla. “However, I think its greatest benefit will be to visitors who want to use the UAE as a base
