Last month, India’s travel and tourism sector was in the spotlight. Addressing the nation on Independence Day (15th August) from the Red Fort, Prime Minister Narendra Modi made a strong pitch for domestic tourism. He exhorted citizens to visit at least 15 tourist destinations within the country by 2022. A couple of days later, Union Tourism Minister Prahlad Singh Patel, while addressing the conference of state tourism ministers in New Delhi, announced the government’s plan to reduce e-visa fee for tourists. The industry largely welcomed these announcements. However, the mere appeal to citizens by the PM to visit domestic destinations will not suffice to promote domestic destinations; the government needs to offer some kinds of incentives to travellers and the industry to promote domestic destinations. Read our story 'PM pitches for domestic tourism' on page 10. No doubt, we need to promote domestic tourism, but the promotion of inbound tourism must be the central focus of policymakers. The government’s data may portray a rosy picture of the Indian inbound tourism, but stakeholders in the industry feel

otherwise. Certain policy measures and stimulators are imperative to rev up inbound tourism. Now when the Indian Association of Tour Operators (IATO) is organizing its annual convention on September 1215, 2019 in Kolkata, the capital city of the eastern state of West Bengal, it is time for players of Indian inbound tourism to emphatically articulate its concerns to policymakers. One of the structural issues within the country's tourism sector is the regional imbalance. The eastern region of the country lags behind nationally in tourism promotion, in spite of the region having huge tourism potential. As the convention is happening in a key eastern state of the country, IATO should use the occasion to highlight the huge tourism potential of eastern states like West Bengal and others, and offer solutions to promote eastern destinations. In the backdrop of the IATO's annual convention in Kolkata, we have done an in-depth analysis of the tourism scenario in West Bengal. Our cover story: 'Unplugging Bengal Tourism' on page 18 makes a timely reading. As always, our current issue is carrying scores of news and information to stimulate you to travel and plan your trips perfectly. Enjoy reading!

PM Pitches for Domestic Tourism In his Independence Day speech on 15th August, Prime Minister Narendra Modi emphasized the need to promote domestic tourism. By Prem Kumar

Addressing the nation from the ramparts of the Red Fort, on the occasion of India's 73rd Independence Day, PM Narendra Modi said that that to revoke Article 370 and 35A within 10 weeks of the formation of the new Government is a significant step towards fulfilling the dream of Sardar Vallabh Bhai Patel. He said that J&K and Ladakh can become role models of peace and prosperity and contribute significantly towards India’s development. e state can greatly contribute to India’s development. Mod said that while 2014-2019 was an era of the fulfilment of needs, the period beyond 2019 is that of the fulfilment of aspirations and dreams. Ease of living is the necessity of independent India. We should build an eco-system in which there should be less government interference in daily life. e country can no longer wait for incremental progress but should strive for giant strides. For the development of modern infrastructure, an amount of Rs. 100 lakh crore has been earmarked for this period which will create new job opportunities besides improving the living standards. India dreams of a 5 Trillion Dollar Economy. In the 70 years of independence, the country became a 2 Trillion Dollar Economy but in the last 5 years, we have made it a 3 Trillion Dollar Economy and at this pace, we can become a 5 Trillion Dollar Economy. On the occasion, the Prime Minister urged citizens to visit at least 15 domestic destinations by 2022. "Our country can be a fascinating tourist destination for the world, but for some reason, we have not been able to do it as fast as we need to. Come, let all of us, the countrymen, take the decision to boost tourism in the country. I know people travel abroad for holidays, but can every Indian family think of visiting at least 15 tourist destinations across India before 2022," said the PM, adding, "As tourism grows, the capital investment provides more employment op-

portunities. e country’s economy also gets a boost. People all over the world are ready to see India in a new way today. Let us think about how we can attract tourists to our country from the world over, how we can strengthen the tourism sector and what arrangements should be made at tourist destinations." Stakeholders of the tourism industry have welcomed the PM's focus on domestic tourism. e industry body Assocham has supported PM Modi's Independence Day's appeal to promote domestic tourism and congratulated the PM for talking about the domestic tourism in India in his independence day speech. Subhash Goyal, Chairman, Tourism and Hospitality Council, Assocham said that the industry is greatly inspired by the PM's vision for tourism and therefore de-

cided to take his vision forward for domestic tourism by undertaking certain steps. ese steps are the following: 1) A national-level strategy to be evolved by involving all the state governments and their tourism boards; 2) To hold a domestic tourism conference in Jammu & Kashmir as soon as conditions are normalized; 3) We have asked all the trade associations to ask their members to develop domestic packages and make special offers to those families who take a minimum of 5 vacations in a year so that in 3 years they will achieve the target of 15 domestic vacations. Commenting on the PM's call for promoting domestic tourism in the country, PP Khanna, President, the Association of Domestic Tour Operators of India (ADTOI) said, "As we all know, domestic tourism is the backbone of India's tourism industry. Almost 80% of our tourism is generated by domestic tourists. ough India at the moment globally is ranked third in domestic tourism aer the USA and China, Indian states/UTs are doing their best to promote domestic tourism in order to generate more employment opportunities and revenues." Khanna further said, "Whenever there is an inflow of guests to any place, locals also make it neat and clean. PM Modi's address was very pertinent that if one family travel at least 15 destinations in India, it will boost our employment level and help poverty alleviation. People will be more attentive for the guest welcome and more revenues will be generated for the states."

TOURISM INDUSTRY WELCOMES THE GOVERNMENT'S PLAN TO REDUCE E-VISA FEE The Ministry of External affairs is considering to introduce a five-year electronic tourist visa at a fee of $80 and a one-month e-visa at a fee of $25. By Prem Kumar

Addressing at the state tourism ministers’ conference in New Delhi recently Union tourism minister Prahlad Singh Patel said that that the of the Ministry of External affairs is considering to introduce a five-year electronic tourist visa at a fee of $80, including some other relaxations in e-visa norms and a reduction in charges. He also informed that the government is planning to introduce e-visa for tourists for a duration of one month at a fee of $25, which will further be reduced to $10 during the off-season (April-June). These relaxations will initially be for tourists from Japan, Singapore, Sri Lanka, Mozambique, Russia, Ukraine, the UK and the US. India's travel & tourism industry has welcomed the Government's plan to relax e-visa regime for foreign tourists. Commenting on the Government's announcement, Dipak Deva, Managing Director, TCI (Travel Corporation India), said, "The announcement by the Indian Tourism Minister Prahlad Patel of lowering Visa fees to USD 25 during the peak tourism season from July to March, is an

extremely welcome move for international inbound travellers. The e-Visa announcement is a step in the right direction, to offer convenience and attract more footfalls to the country, especially for short-term beach holidays to destinations like Goa and Pondicherry. The announcement of a 5-year etourist visa for USD 80 and 1-year visa for USD 40, will further promote inbound travel. In addition to this, the 30-day e-tourist visa for USD 10 during April to June is a strategic move, designed to promote India as an experiential global destination, unhindered by exorbitant Visa rates." According to Deva, this is the best move made to give a boost to inbound tourism after the introduction of the

e-visa facility a few years ago. This move addresses two major components considered by travellers: cultural and destination led-demands, and the expenses involved. "Earlier, tourists visiting India would spend over USD 1500 for two, for a 14-day trip, a large part of which was because of the high visa fees. Owing to this drop in visa fees by as much as USD 75, the number of e-visas is likely to double in the next 3 years, which will help create a considerable increase in the number of tourists travelling to India," said Deva. The Federation of Hotel and Restaurant Associations of India (FHRAI) has welcomed the Government’s plan to introduce a five-year electronic tourist visa

against a fee of $80 along with easing several e-Visa regulations and reduction of other charges. FHRAI has stated that the move to reduce regulatory hassles as well as the fees will definitely encourage foreign tourists to travel to India which has been experiencing a slowdown in Foreign Tourist Arrivals (FTAs). “After more than a decade of negligence of this sector and a resultant slump, the slowdown in FTAs is certainly not helping the industry’s growth prospects. Therefore, the Government’s plan to reduce e-Visa fees is much welcome which will encourage tourists to travel to our country,” says Gurbaxish Singh Kohli, Vice President, FHRAI and President, HRAWI.

Swaraj, who was also the chief minister of Delhi for a short duration in 1998, and the leader of the Opposition in Lok Sabha (200914) brought a paradigm shift, in the way the Ministry of Foreign Affairs used to function in the past and deal with individuals. A very active and widely followed leader on Twitter, Swaraj used Twitter to help distressed Indians aboard. The genial leader was amazingly prompt on

Twitter in responding to call for help and she used to deliver on what she promised. Besides listening to grievances of Indians abroad, former External Affairs Minister Sushma Swaraj sometime also came in the aid of foreign nationals, for example, when a Russian national named Evangelin had to resort to begging at a temple in Tamil Nadu after he found that his debit card ATM PIN had got locked. Swaraj came to know of his plight following a media report. She tweeted on October 2017: "Evangelin, your country Russia is our time tested friend. My officials in Chennai will provide you

all help.' Therefore, through her prompt and kind words, she won many Indian and foreign hearts, helping them in foreign lands. India's new MEA S. Jayshankar has promised to follow the footsteps of Swaraj in helping Indian nationals abroad in any kind of distress. We in India do hear on regular basis incidents of foreign tourists becoming victims of small to big crimes. Out governments have taken some steps in the past for the safety and security of all kinds of tourists. Some state governments have set-up dedicated tourist police for the safety of tourists. The Ministry of Tourism has a couple of years ago launched a multi-lingual helpline for assisting tourists caught in distress, but these initiatives have proven almost ineffective. Taking inspiration from Swaraj, and from the Ministry of External Affairs, India's tourism ministry, under the direct supervision of the tourism minister, should set up a 24*7 mechanism using social media like Twitter to offer aid and comfort to tourists who are in trouble. In the true spirit of Atithi Devo Bhava, our tourism minister and other senior officials of the ministry, like Swaraj as foreign minister, should take lead in offering prompt assurance of help to tourists and then ensure the quick implementation of those assurances with coordination and cooperation of local authorities. Such a mechanism will boost the confidence of visiting tourists and India's image as a safe and caring tourist destination. by TNH DESK
