The Portuguese Engineering and Tooling Cluster, established in October 2008, has as nuclear goal to help to highlight the evolution path of Portuguese Engineering and Tooling Industry. Over the years, this Industry was to integrating and affirming its character as a global infrastructural and development partner, which takes the Technical Competence, Innovation and Technology as the main ingredients of its differentiation in a market increasingly globalized, competitive and sophisticated. Health, Energy & Environment, Electronics and Packaging. This desideratum involves the mobilization and effective engagement of all stakeholders of this community, in particular those with responsibility in industrial, scientific, technological and political planes. The assertion of the “Engineering & Tooling from Portugal� brand in international market, essentially passes by strengthening the distinctive characteristics and performance of this industry, that all stakeholders need to promote, consolidate, strengthen and preserve. POOL-NET Association takes in this context the responsibility to act as pivotal element that integrates those desiderata and operational goals in its Mission, lending to our Association a
characteristic of boosting pole of competitiveness of an industry that reveals itself with a strong potential to raise Portugal to an undeniable reference on industrial competence worldwide. Therefore I reaffirm the Portuguese Engineering and Tooling Cluster, as a open Community, integrating members of an extended value chain and enabling the design and development of the most sophisticated tools, products and operational systems, protagonists of effective value transfer to our customers. Allow me therefore to encourage the membership of new partners, business, scientific and / or public entities that share this vision and are engaged in the development and affirmation of Portuguese Engineering & Tooling Industry on global market.

Portuguese Engineering & Tooling Industry represents a Cluster highly internationalized and in constant evolution, which emerged within the Moulds and Special Tooling Industry. Its integration capabilities, promotes expertise in design, engineering and prototyping, manufacturing of moulds and tools, injection and assembling products and components.
This Community includes a wide range of stakeholders, on business, science and technology fields, and was officially recognized by the Portuguese Government in 2008 as Portuguese Engineering and Tooling Cluster, taking into account their nature to promote structural- economic development and by integrating the critical path of development of most of industrial products.

The Portuguese Engineering and Tooling Cluster is run and animated by POOL-NET, a non-profit association established in October 2008. POOLNET Portuguese Tooling Network streamlines and monitors the implementation of the Strategic Plan, set for the sector on a medium and long term vision (10 years). This is a Business, Science and Technology Community, opened, which is assumed as a partner of public decision makers in the country’s development by encouraging the entry of new partners to POOL-NET, which will strengthen the competitiveness of Portuguese Engineering & Tooling Industry.

POOL-NET as Integrator Cluster Association POOL-NET - Portuguese Tooling Network includes among its key stakeholders, businesses, universities, training centers and technology centers, representing an extensive value chain and an industry infrastructure, cross and multi-sector, based on equity and intensive knowledge networks and supported on multi-disciplinary networks. The implementation and development of the Strategic Plan of the Portuguese Engineering and Tooling Cluster, based on the development
of a significant number of R + D + I (Research + Development + Innovation), variable geometry (individual projects, community, national and international), in a Logic of Collective Efficiency Strategy. POOL-NET mobilizes businesses to change through the development and promotion of international trade mark “Engineering & Tooling from Portugal�, stimulating the diversification of market sectors and the attraction and qualification of human resources in this community, investing in innovation.
Goals of the Pole of Competitiveness Engineering & Tooling
To place Engineering & Tooling sector in top 5 at worldwide level, according ISTMA key performance indicators, in productivity, innovation and human resources qualification areas. To assure at least a 2% production value growing by year (in Euro currency) on mouldmaking area. To assure a high rate of production growing (two digits, in Euro currency) of high precision machined parts business area. To assure high revenue levels for mouldmaking and high precision machining companies, with average results above the average of ISTMA-Europe Section. To reach 30 new technological companies on Engineering & Tooling area. To reach high recognition levels of the brand “Engineering & Tooling from Portugal�, at national and international level. To promote a consistent reduction of the dependence of Automotive sector on Portuguese Engineering & Tooling exports, for values closer to 50% of total sales. To assure a significant increase of market share for Portuguese Engineering & Tooling industry on strategic markets, namely, Energy & Environment, Electronics, Health, Aeronautics and Packaging Industry.

The Action Plan for the Portuguese Engineering and Tooling Cluster, is implemented through several instruments, including three anchor projects and a set of complementary projects that contribute for the materialization of the strategy advocated in several dimensions.
