2013 Marked a Successful Year with organizations partnering together to serve our Businesses and Community The Lima/Allen County Chamber of Commerce functions to serve our business community and in doing so we help other organizations tackle projects to aide in enhancing our region. It is our mission to enhance, represent and serve the business community and in doing so we provide outreach efforts in the areas of workforce, economic and community development, as well as advocacy and legislative reform. Outlined in our 2014 Business Plan, you will find detailed information about the Chamber committees enhancing local businesses, advocacy efforts, educational outreach programs, and community development. Listed below are a few key points within our Business Plan which were areas of focus in 2013 and continue to be in 2014. •

ABOUT THE CHAMBER Chamber – Leading Businesses. Leading Communities™ Chamber – Leading Businesses. Leading Communities™ Founded in 1887, the Lima/Allen County Chamber of Commerce is the community’s leading advocate and champion for business. Its primary objective is to create a climate of growth and success in our community. The Lima/Allen County Chamber of Commerce provides leadership and business–building initiatives focusing on the critical priorities of the community. Leveraging the support, talent, and resources of our members, we are one of the leading organizations helping to improve the economic vitality and quality of life for the region. As an advocate for businesses and our communities, we are living and breathing “Real American Strength” in our everyday programs, efforts, and initiatives. We encourage our local businesses and community members to evaluate how they demonstrate “Real American Strength” in their everyday activities. Community and economic development are essential for a growing community. The Chamber has taken under its umbrella, the Common Threads “Allen 2020” project. Through this effort, 10 task force teams organized and developed a community vision focusing on the planned growth of the Lima/ Allen County community. These efforts have now developed into a partnership with the Regional Planning Commission and is now called the Sustainable Communities Initiative. The Chamber has continually focused our efforts on identifying and advancing opportunities to support economic development of small business. In

collaboration with Diversified Management and the Small Business Development Center the Chamber formed the Walter C. Potts Entrepreneurial Center. The purpose of the Center is to provide economic stability and to enhance the community’s quality of life by encouraging small and minority business to stay, invest and participate in the Lima/Allen County community. Working together through the Lima Area Chamber Foundation, the Chamber, Allen Economic Development Group, Lima/Allen County Convention & Visitors Bureau, Downtown Lima, Inc., Allen Lima Leadership, Walter C. Potts Entrepreneurial Center and the Veterans Memorial Civic and Convention Center were able to rehabilitate a historic building in downtown Lima, to form the Center for Business Services. The selection and renovation of the historic Schnorf–Wagner Building was a $2.4 million investment in the redevelopment of the downtown business district. The Center for Business Services created a unique ballroom to accent the Veterans Memorial Civic and Convention Center as well as become a catalyst for economic development. Enhancing education is a priority of the Lima/Allen County community. Several organizations have joined efforts with the Chamber to work with city and county schools to increase the number of students and adults striving to achieve a post secondary education. The Chamber and United Way of Greater Lima have partnered to identify social and educational gap areas – addressing those outside influences preventing students from obtaining a post secondary education. It is our goal to overcome those hindrances and improve the quality of the workforce in

Allen County and surrounding region. Building relationships and retaining talent among the young professionals within the greater Lima area continues to be an optimist goal of the Chamber. Today, the Lima Young Professionals organization is making a difference and getting involved in several events, service and civic organizations, as well as providing outlets in which to impact the sustainability of the Allen County community. New to the program the Lima YP has developed an Executive YP branch which is a leadership intensive arm offering mentorship, skills building, and community service. The Lima YP has also stepped up and is taking a stand on behalf of the community by forming the “I Love Lima” movement. The I Love Lima movement was formed to help combat negativity and help promote our community… not only to visitors but also to our own residents. The Lima YP has been nominated for The Good Neighbor Award for their work with the I Love Lima movement. As a champion for the Lima/Allen County community, we have partnered with the Allen Economic Development Group and the Lima/Allen County Convention and Visitors Bureau to develop a unique community marketing tool. www. The website serves to highlight the “Faces and Places” of Lima/Allen County. COMMUNITY DEVELOPMENT WITH ECONOMIC IMPACT PROGRAMS

The Chamber of Commerce often partners with other local community and business– based organizations to work on initiatives that are important to the area. A few of these efforts are highlighted below.

Faces & Places As a champion for the Lima/Allen County community, the Chamber has partnered with the Allen Economic Development Group and the Lima/Allen County Convention and Visitors Bureau to develop a unique community marketing tool. www.WeAreLimaAllenCounty.com has been developed to showcase the strength of businesses, quality of life, and abundant resources our region offers to residents, visitors, and businesses. The website serves to highlight the “Faces and Places” of Lima/Allen County. WE Connect Is a collaborative effort under the Lima Area Chamber Foundation with the Lima/Allen County Chamber of Commerce and the Allen Economic Development Group, serving as a catalyst for working together, across sectors and along the educational continuum. This program will work to drive better results in education and workforce development so every individual can be prepared to enter the workforce. WE Connect brings also brings together the STRIVE Initiative – working towards developing careers in manufacturing and the skilled trades, as well as the College Access program – preparing students for their next educational step outside of high school, increasing access to post–secondary education, aiding in ACT Prep, and awarding scholarships to eligible students. Multiple Building Departments The Lima Chamber facilitated the continuation of having one building department in the county. The Chamber worked with the Townships and the City of Lima along with area member contractors to address issues and concerns and to develop a more functional building department within the City of Lima. The Allen County Building Advisory Committee was formed with representatives of the townships, commissioners, businessmen, design/engineers and area contractors with the following mission to provide oversight and input on how the community views the

Building Department’s customer service and share dialogue on continued improvements on codes and standards. Community Branding Initiative The Chamber of Commerce worked side–by–side with several organizations, business leaders and City Officials, along with North Star Destinations to develop a cohesive, community brand. The branding effort will in turn help to unify our region and make Lima/Allen County a sought–after destination for work and play. The theme of Real American Strength was developed after countless hours, meetings, surveys, and community polls. This theme notes that we are more than a city or county, we are a place that is more than the simple sum of all its’ people and places. It personifies our Midwestern work ethic and values as well as our productivity, culture and quality of life. The community brand is now visible throughout the county on billboards, buses and in local businesses as many have pledged to adopt the brand and incorporate it into their existing marketing materials. With the Allen County Visionaries support we have been able hired a Brand Manager to further the usage of the brand Sustainable Communities Initiative The Chamber is an active participant in the Allen County Sustainable Communities Initiative which mission is to utilize available resources in an efficient way to improve the quality of life for residents of Allen County through comprehensive community collaboration. The vision for this initiative is to create a sustainable environment that promotes and supports the health and well– being of the community through continuing awareness, collaborative alignment, and comprehensive action. Partnering with the Regional Planning Commission, the initiative has utilized the Allen County 2020 community vision goals to establish a sustainability website that will have website indicators reflecting the progress of our community toward achieving the goals for each of the sustainability areas.

Legislative Forums, Debates and Actions The mission is to develop an awareness and understanding of emerging local, state and federal issues that could cause a change in the business/quality of life climate; develop a position to inform members and the community; and, when advisable, develop a strategy to resolve the issue. Lobbied against decreasing the Bureau of Workers Compensation Group rating discount, against Minimum Wage increases, Card Check, Cap & Trade, discussed Allen County Sales Tax, Issue 2, and other legislation impacting business. Lobbied for the High Speed Rail Study and continued to support the Downtown Lima Corridor Project. Organize targeted legislative topic forums, receptions, debates and breakfasts. Annually attend legislative meetings with state legislative representatives at the Ohio Capital to discuss significant Lima/Allen County issues. Provide legislative updates twice a month in the legislative Advocacy e– report, periodically for the Wake, Rattle and Roll event and the Chamber’s monthly news conference. Walter C. Potts Entrepreneur Center The Chamber focuses on identifying and advancing opportunities to support economic development of small and minority business. As a part of this focus there became a need for collaboration with Rhodes State College Small Business Development Center, Diversified Management, the City of Lima, Allen County Commissioners, AEDG, educational institutions and business leaders, to develop the Walter C. Potts Entrepreneur Center. The Center’s mission is to provide education necessary to support and sustain a small and/or minority business; enabling the community to create jobs, provide economic stability and enhance quality of life by encouraging small and minority business to stay, invest, and participate in the Lima/Allen County community. Recently a grant was secured with the Minority Business Assistant Center through the Akron Urban League to provided additional services to minority and women owned businesses

Center for Business Services One of the Chamber’s primary goals was to secure a facility, in collaboration with the Allen Economic Development Group, Convention and Visitors’ Bureau, Downtown Lima, Inc and Allen Lima Leadership which would fully meet the current and future needs of each organization. After seeking input of all partners, the Chamber Foundation purchased the historic Schnorf and Wagner buildings adjacent/connected to the Veterans’ Memorial Civic and Convention Center. The collective agencies believed it best suited the various organizations to remain under one roof. This arrangement benefits all the organizations and will create a “one stop shop” Center for Business Services for the community. Lima Auto Task Force Over three years ago, Mayor David Berger brought together government, business, labor and others to form the Lima Auto Task Force. The Chamber President has been an active participant in the meetings and events of the organization. The Task Force has led many initiatives benefiting the auto– related companies in the region. The Task Force was called out in the October 2009 Report of the “Joint Select Committee on the Impact of the Changing Automobile Industry in Ohio” as a model for other communities to follow. Joint Systems Manufacturing Center Task Force L.I.M.A. was reconstituted by Mayor David Berger in March of 2011 in response to a potential three year gap in production of the Abrams main battle tank as well as the threatened cancellation of the Expeditionary Fighting Vehicle (EFV) program at the JSMC. The Task Force is a coalition of local elected officials, economic development and business associations including the Chamber, labor organizations, media, and other community leadership, which have assembled in order to communicate with state and federal officials about the strategic importance of the JSMC, its unique and essential manufacturing

capabilities, and its portfolio of world class armored vehicles and products. 458 Regional Postal Task Force The Lima Mail Processing Center processed over 386 million pieces of mail in 2009, ranking #1 out of the 268 centers operated by the U.S. Post Office. In 2009 our community was faced with the possibility of this processing center being closed, eliminating over 100 jobs in our community, delaying mail service and making it more costly for local businesses utilizing postal services. In an effort to preserve Lima’s processing center, the Chamber along with several other business leaders, government officials and private citizens formed a task force to conduct a study highlighting the detrimental effects closing this facility would have on our community as well as the surrounding 8 county area utilizing the processing center. Ultimately the U.S. Postal Service consolidated the Lima Mail Processing Center with the Toledo center and the Lima center will be closed in 2010.

Downtown Lima Corridor Project The Chamber is partnering with the City of Lima and Downtown Lima Inc. to beautify the entrance corridors to our city. Local government and businesses recognizes the importance of improving “first impressions” of the city and promoting selected land uses that enhance the visual appeal of sights and designations along the most heavily traveled routes into the city. The Chamber has invested $5,000 in support of this valuable Downtown Lima Corridor Project. LCI Task Force The Lima Correctional Institute’s Task Force was developed through a partnership between the Chamber, the City of Lima, Allen County Commissioners, Allen Economic Development Group and other state elected offices, union representatives and local business leaders. The Task Force worked collaboratively with the State of Ohio, state legislators and the Department of Corrections to develop a


feasibility study focused on the impact of re–using or re–opening LCI. The recommendation to the Governor was to recognize the economic impact the facility had on the community upon its closing. LCI will in turn become one of the first facilities to re–open when the need arises to expand upon existing dormitory style prison facilities within the region. Common Threads – Allen 2020 The Chamber has partnered with the Common Threads Community Development Team to work toward building a focused community vision for Lima/ Allen County. Through this collaboration, 10 taskforce teams were organized and over five years, a community vision was created. This effort was citizen–driven and then present to local officials, business owners and community. The following listed suggestions are currently being addresses/implemented: • To practice collaboration, partnership and inclusion • Increase communication among

public, private and civic groups and citizens Enhance the use of technology among government groups and also among community sectors Eliminate duplicate agencies by establishing county consortiums Provide public education and awareness opportunities to engage citizens and foster informed decision–making An additional detailed community vision report has been develop and is being used as an outline to carry– out the vision of the Lima/Allen County community.

Base Realignment and Closure (BRAC) In an effort to reduce cost and the duplication of military facilities, the federal government deploys a Base Realignment and Closure (BRAC) review every few years which reviews every military installation in the U.S. for potential closure or consolidation. Because the military facility in Lima was always known as the Lima Army Tank Plant there were those in Washington D. C. who felt the facility provided only

one product to the military and therefore had outlived its usefulness. In order to address this issue, our community formed Task Force L.I.M.A. (Linked in Mutual Alliance) to act as the advocate for the long–term future of the Lima government owned facility. The Task Force led a charge to change the name of the facility from the “Lima Army Tank Plant” to the “Joint Systems Manufacturing Center” which better reflects the “jointness” of the services the plant provides not just to the U. S. Army, but also to other branches of the service. It was imperative to the community that we not only retain the current 700+ jobs at the plant, but also to facilitate the creation of more jobs. The actions of the Task Force resulted in the plant remaining open and creating 300 – 500 new jobs at the facility. Our actions also resulted in the construction of the new $11.3 million administration building on the site.

Apollo Career Center* is a progressive high school and adult career technical training facility in Lima, Ohio that serves over 4,000 adults and 700 high school students on campus annually. Apollo offers 12 full-time adult programs, over 60 part-time adult career enhancement programs and hundreds of online courses that educate, train or re-train individuals to gain employment, increase skills and enrich lives. Apollo also provides customized trainings to area business and industry with the ability to conduct relevant training inside the classroom and outside Apollo walls based upon a company’s unique needs. 2013 COMMITTEES LIMA/ALLEN COUNTY CHAMBER OF COMMERCE VISION STATEMENT: To be the leader of collaborative efforts to advocate a community vision, to promote business retention, growth and development, and to be a catalyst for higher education to meet the workforce development needs of the Lima and Allen County employers. SUSTAINABLE COMMUNITIES INITIATIVE MISSION STATEMENT: Develop and pursue a community vision of sustainability through collaboration and review proposed community initiatives. The Committee shall be responsible for reviewing/developing initiatives that target opportunities to improve the quality of life of Allen County residents through the creation of a sustainable environment. LIMA AREA CHAMBER FOUNDATION MISSION STATEMENT: To establish and operate non–profit educational programs in the Lima–Allen County area including without limitation the recruiting, development and training of community and civic leaders, the development and support of a small business enterprise center to train and assist persons interested in the operation of small businesses, and to support educational programs, workshops, seminars, information and research programs to assist community and business leaders of all economic, racial and ethnic backgrounds. Chairperson: Dr. John Snyder, The Ohio State University at Lima Campus Committee meets as needed throughout the year with at least one annual meeting. 2013 ACCOMPLISHMENTS: • Supported the College Access program. • Supported the Allen Lima Leadership program. • Assisted with the Walter C. POTTS ENTREPRENEUR CENTER MISSION STATEMENT: To provide the education and skills necessary to support and sustain a small business; enabling the community to create significant jobs, provide economic stability and to enhance the community’s quality of life by encouraging small and minority businesses to stay, invest, and participate in the Lima/Allen County community. Potts Entrepreneur Center 2013 ACCOMPLISHMENTS: • Provided services to over 30 individuals seeking information; small business startup, growth and development assistance. • Assisted in hosting the 7th Annual Community Enrichment Dinner raising funds for the Walter C. MEMBERSHIP COMMITTEE MISSION: To develop a strategy to communicate with members that will encourage retention of membership. Make recommendations of policy regarding membership issues to the Chamber of Commerce Board of Trustees. Committee meets the third Tuesday of each month at 4:00 PM Committee Chair – Michele Knoch–Hicks, Holiday Inn and Suites 2013 ACCOMPLISHMENTS • • • • •

Held two personal visit retention campaigns to survey Chamber members and get valuable feedback. Made contact with 200 Chamber members throughout the year. Assisted in the recruitment of new members. Discussed and reviewed new programs offered by Chamber to provide input for implementation and marketing. Committee members provided testimonies for use in Chamber marketing efforts.

2014 GOALS • • • • • •

Make contact with at least 350 member companies throughout the year. Provide discussion during meetings on topics affecting membership and programs. Schedule two personal visit campaigns with current Chamber members. Market tiered dues structure to small business members to increase participation. Each Ambassador will recruit at least one new member. Focus on social media to promote Chamber events.

SMALL AND CULTURALLY DIVERSE BUSINESS DEVELOPMENT MISSION STATEMENT: To assist small businesses in the region to develop and prosper through educational programs and networking opportunities Chairperson: Mike Powell, Sign Solutions of Ohio Committee meets the third Friday of each month at 8:00am. 2013 ACCOMPLISHMENTS: • Provided educational opportunities to benefit our small business members and created opportunities to share local resources. • Highlighted small businesses by utilizing member testimonials in Chamber marketing, website and community website www.WeAreLimaAllenCounty.com. • Provide committee representation on the Chamber’s Award Committee for the Culturally Diverse Business of the Year Award. • Outlined steps necessary to update and market The Business Express: resource for start up, small and culturally diverse businesses. • Committee visited and spoke with small & culturally diverse business members to learn how to assist or what services the Chamber can provide to members. 2014 GOALS: • Host workshop at Chamber events to educate our small & culturally diverse business members • Update and marketing www.TheBusinessExpress.com • Develop and launch survey polling members to uncover how the Chamber can meet their business needs. • Provide committee representation on the Chamber’s Award Committee for the Culturally Diverse Business of the Year Award and Small Business of the Year Award.

WAKE, RATTLE & ROLL COMMITTEE MISSION STATEMENT: To serve as a community forum providing information on business issues and an opportunity for members to be recognized. Chairperson: Tim Stanford, Yocum Realty Committee meets the first Thursday of each month at 8:00 a.m. 2013 ACCOMPLISHMENTS: • Focused on local issues and spotlighting area business success stories, community projects, and community resources. • Increased number of people networking before and after the program by promoting networking opportunities. • Added historical spotlight to recognize area business 2014 GOALS: • Select speakers who can give a presentation with an upbeat, informative message on topics of importance to the business community. • Promote strategies to develop and expand networking opportunities. • Identify opportunities to recognize long term Chamber member anniversaries. • Enhance social media outreach to increase attendance by non–Chamber members.

WEST CENTRAL OHIO SAFETY COUNCIL MISSION STATEMENT: Increase awareness and importance of safety to area businesses and the community. President: Tony Daley, Spallinger Millwright Membership meetings are held the 2nd Tuesday of each month. Steering Committee meetings are held the 3rd Monday of the month at 4 pm. 2013 ACCOMPLISHMENTS: • Increased membership. • Coordinated membership meetings beyond the BWC program requirements. • Provided opportunities for the BWC to report to the membership on issues of interest. • Promoted the BWC at all membership meetings. • Continued the Ruth Kreher Scholarship Fund for two scholarships. • Brought in a motivational speaker to increase safety awareness to area workers. 2014 GOALS: • Continue to increase membership. • Coordinate membership meetings beyond the BWC program requirements. • Promote the different programs provided by BWC to all area employers. • Continue the Ruth Kreher Scholarship Fund. • Plan a “Safety Day” to help increase safety awareness to area workers.
