IPM NEWS / APPLICATIONS international IPM news and programs Australian Sessions Discuss Crop Protection Two important recent meetings in Australia dealt with contemporary crop protection technology issues and broader implications for society. A March workshop to debate the progress and pitfalls of commercialized transgenic crops attracted 220 international participants. The session focused on the potential impacts of herbicide-, insect-, and virus-resistant crops, their envisioned benefits as well as possible risks. Discussions also covered the needs for regulation as well as facilitation of transgenic crop development, and the thorny issue of intellectual property rights. Several consensus positions were formulated bearing on presentations made at the event as well as concerns and questions that surfaced. Representatives of federal, state, and local government plus farmer, industry, consumer, and environmental groups attended a national pesticide risk reduction workshop at Canberra in April. "The agreement reached by all the major stakeholders involved with pesticides," said agricultural scientist and workshop coorganizer P.C. Rowland, "will greatly enhance efforts to minimize risks posed by pesticide use." An interim advisory group has been formed to provide advice to the national government on further development of the draft National Strategy for Agricultural and Veterinary Chemicals. The strategy will include elements such as: pest management techniques that minimize pesticide use, introduction of safer products and application methods, and other related environmental and human safety concerns. IPM MEDLEY general information, publications of interest, and other resources related to IPM IPM Training and Support for West Africa Under the umbrella of the Permanent Inter-state Committee for Drought Control in the Sahel (French acronym: CILSS), a Dutch
government-funded institute has worked since 1981 to strengthen West African nations' personnel capabilities in all phases of crop protection, with emphasis on IPM and training. The institute, known as the Crop Protection Training D partment (DFPV), is a training segment of the Agrhymet Regional Centre primarily serving CILSS member countries (Burkina Faso, Cape Verde, Gambia, Guinea-Bissau, Mali, Niger, Senegal, and Chad) in crop protection and environmental protection through the training of middle level personnel directly operational in the field. Training opportunities are also available to other West African country nationals. (See: IPMnet Calendar I for courses scheduled in 1997.) Of the 238 technicians trained to date through a 2-year higher diploma course who are employed in national crop protection services, agricultural services, national agricultural research institutes, NGO's, and bilateral agricultural projects, 95 percent are currently active in the field, according to a November 1996 evaluation. Recently, DFPV launched a farmer-level program designed so students garner first hand knowledge about approaches and techniques in IPM technology transfer to farmers, while at the same time involving the farmers themselves. Plans call for additional Farmer Field School activities. DFPV's information component has more than 22,000 references in crop protection in its bibliographic database, and publishes and disseminates bulletins containing recent bibliographic references useful for researchers, teachers, technicians, and other users in the field. Through provision of various activities, DFPV has established a specialized middle-level manpower resource base for the Sahelian countries, while at the same time serving as a valuable IPM information source for greater West Africa in general. Tothill,et alprepared, and the (then) Imperial Bureau of Entomology (UK) published, THE COCONUT MOTH IN FIJI: A HISTORY OF ITS CONTROL BY MEANS OF PARASITES, a nearly 300 page treatise complete with photos and full color drawings, attesting to scientific interest in and chronicling of insect biological control early in this century. .... A noted U.S. agronomist/weed scientist recently observed that, despite publicity generated by the sheep cloned in Scotland, probably 90 percent of agricultural biotechnology is targeted at weed, insect, or plant disease management. .... DNA "fingerprinting" has revealed that the primary cause of recent late blight epidemics of Canadian and U.S. potato and tomato plants are new genotypes of Phytophthora fungus introduced from Mexico, according to the U.S. Agric. Reducing Pesticide Usage The title is the clear message: TECHNIQUES FOR REDUCING PESTICIDE USE, ECONOMIC AND ENVIRONMENTAL BENEFITS. A landmark 1997 publication edited by world renown scientist D. Pimentel, this collection of papers by international experts both recognizes the value of pesticides for managing pests attacking an evermore critical world food supply, but importantly suggests avenues for lowering pesticide use levels without sacrificing crop yields or quality. The hardback, 444-page work presents 19 papers that summarize contemporary and emerging tactics and assess the advantages of less pesticide-dependent agriculture. M.C. Shurtleff and C.W. Averre III co-authored GLOSSARY OF PLANT-PATHOLOGICAL TERMS, a comprehensive 365-page reference developed for a wide range of scientists, managers, and students. The hardbound volume includes only a spare preface and devotes the rest of its pages to the primary business of defining over 5000 thousand terms. For students, instructors and scientists interested in learning principles and quantitative methods of botanical epidemiology, APS offers EXERCISES IN PLANT DISEASE EPIDEMIOLOGY, edited by L.J. The result is the 1996 publication, BIOLOGIC AND ECONOMIC ASSESSMENT OF BENEFITS FROM USE OF PHENOXY HERBICIDES IN THE UNITED STATES. Primarily focused on 2,4-D, NAPIAP Report No. 1-PA-96 contains 13 chapters describing the various uses of phenoxy herbicides for crops, forestry, and aquatic settings, as well as an economic assessment for ending registration and use.
