IPM NEWS / APPLICATIONS international IPM news and programs International IPM Communication Workshop Set Scientists from across Africa and beyond will converge on the International Centre for Insect Physiology and Ecology (ICIPE) near Nairobi, KENYA, during 2-6 March 1998, to participate in the first international "IPM Communications Workshop: Eastern/Southern Africa (ICWESA)." The workshop sponsored by the IPM Information Partnership, a working group of international organizations with an interest in fostering global IPM, together with several other institutions will explore ways electronic means "can be integrated into existing patterns of networking and communication within Africa, and take advantage of the new opportunities afforded by advances in communications technology to promote better application of knowledge to sustainable agriculture and specifically to the adoption of integrated pest management in Africa," according to the sponsors. A bilingual website to provide details has been established at: ipm Information Partnership spokesperson M. Iles noted that Workshop participants will discuss a wide range of potential benefits, as well as impediments, involved with electronic networking to enhance IPM in the region. The event is designed to promote the exchange of ideas and concepts "among information and telematics specialists and key players involved in IPM research, extension and implementation, including national and international programmes, NGOs, and the commercial private sector," Iles said. The biological control materials Burkholderia cepacia and Bacillus subtilis were used to treat potato seed pieces; both biological treatments were tested as a seed piece drench and as a direct in-furrow spray. Summarizing the research (as reported in SJV VEGETABLE CROPS REPORT), plant pathologist J. Nunez noted that while the total yield was not significantly increased by either treatment, the quantity of unacceptable ("cull") potatoes was reduced compared to untreated plots. An additional benefit: treated plots yielded higher numbers of individually heavier, more market-desirable potatoes.

IPM MEDLEY general information, publications of interest, and other resources for IPM information QUOTES "A weed is a plant whose negative values outweigh its positive values, as judged by a human. Nature knows no weeds; identifying a plant as a weed is based on a human attitude. A good manager realizes every species has some positive and negative values and makes a conscious decision about controlling it. (Please don't ask for a list of many virtues for Canada thistle)." A.P. Appleby, Oregon State Univ., USA. IPMporium .... A study in Africa found that neem-based products significantly lowered maize grain consumption by three rodent pests. .... As a step to help growers quickly and correctly identify bags of new herbicide- or insect-resistant crop seed and avoid potentially devastating errors, an international seed marketer has introduced a packaging system using distinctive color-coded markings to differentiate bags of various seed types. .... Studies by the International Rice Research Institute confirm that weedy rice fields pose a greater disease threat to a rice crop than do fields in which weeds are controlled. .... Three area-wide pest management programs have been launched in Israel. PUBLICATIONS AUTHORS, EDITORS, AND PUBLISHERS IPMnet NEWS wants to mention any publication related to, or focused on, IPM. WINEGROWERS LAUNCH IPM HANDBOOK In 1997, the Napa Sustainable Winegrowing Group (organized in one of the U.S. State of California's prime wine grape growing areas), published INTEGRATED PEST MANAGEMENT: FIELD HANDBOOK FOR NAPA COUNTY as the initial segment of a planned ongoing information resource. This 29-page effort describes specific pest prevention and management practices for selected insects, diseases, and vertebrates, but does not include any information for weed management (scheduled for future additions to the Handbook). The brief text includes information about each pest, plus tables of benefits and limits for each management tactic cited. FMI: Resource Conservation District, 1303

To meet the need for information, in 1997 the Bio-Integral Resource Center (BIRC) published IPM FOR SCHOOLS: A How-to Manual, that presents an extensive set of guidelines for IPM in and around schools. Authors S. Daar, et al, offer 19 chapters covering IPM for most common pests, from fleas to trees. A series of appendixes provide practical data such as "How to Develop an IPM Program," along with suggested forms for monitoring. The only quibble: the highly useful 215-page work has been produced in looseleaf format with pages punched and inserted in a 3-ring binder. The pages (which themselves are low-guality photocopies) can thus easily be torn out. Activities range from acknowledged IPM, to work that qualifies only by a long stretch of the IPM concept. RESEARCH/TECHNICAL PAPERS research/technical topics related to IPM. Featured Papers The acronym IPM, a quarter-century after it was coined and with historic links to the late 1800s, has evolved into globally recognized shorthand for "one of the most robust constructs to arise in the agricultural sciences during the second half of the twentieth century," observes M. Kogan in, "Integrated Pest Management: Historical Perspectives and Contemporary Developments," ANN. REV. OF ENTOMOL., 43, 243-270, 1998. From his vantage point of an
entomologist and IPM researcher, Dr. Kogan offers a chronicle with elements of drama, intrigue, jealousy, and controversy, not to mention politics, similar to many other scientific/technological achievements. Kogan proposes a graphic hierarchy of IPM levels and suggests that a minimum set of tactical components combined within a basic strategy define an IPM threshold. Nearly 200 literature citations including some documents not often mentioned complement the text. According to recent research reported by R.W. Behle, et al in, "Effects of Sunlight and Simulated Rain on Residual Activity of Bacillus thuringiensis Formulations," JRNL. OF ECON. ENTOMOL., 90(6), 1560-1566, December 1997, both rainfall and sunlight significantly reduce the residual insecticidal activity of Bt (sub-sp. kurstaki) formulations. The effect of rain ("wash-off") reduced Bt performance an average of 20 percent; certain formulations resisted wash-off better than others. Sunlight was found to rapidly degrade Bt's residual insecticidal capacity.
